Alternative Funding and Grants • Daniel R. Sayre Memorial Foundation Funding assistance o New off-road tanker will be donated to County via the Sayre Foundation o Received first batch of 2019 donations. o Working on logging all inventory and distribution. o Working on getting Council acceptance of all the newly donated equipment. o BC Kim continues to participate in Foundation Committee work. Working with Elizabeth Picket (ED) to purchase other new equipment through the foundation. • USDA USFS Wildland Grant o $50,000 grant funding with a $50,000 county match o Earmarked for Training and equipment. o Still awaiting Final approval by USDA • USFA FEMA Assistance to Firefighters Grant o Grant Committee reviewing projects for 2020 application submittal III. Human Resources Division 1) Classification a) One Fire/EMS Specialist I reinstated to Fire Fighter effective November 1, 2019. b) One Water Safety Officer II position temporarily reallocated to Water Safety Officer I effective November 1, 2019. c) One Water Safety Officer II (1/2T) position temporarily reallocated to Water Safety Officer I (1/2T) effective November 1, 2019. 2) Recruitments a) Internal Recruitment within Department • Fire Captain (Emergency Operations) – two promotions effective 12/01/19, FEO Grant Baclig and FEO Melanie Keolanui. • Fire Equipment Operator – two promotions effective 12/01/19, FRS James Kupahu and FRS Justin Neeson. b) Open-Competitive Recruitment • Water Safety Officer – conditional offer for new hire effective 12/16/19. c) Internal Recruitment within the County • Accountant I – Request to fill was approved for Accountant I temporary position not to exceed June 30, 2020, due to temporary transfer within the department of Lou-Ann Tokeshi. Recruitment opened 11/27/19 with closing date of 12/06/19. Upon receipt of referred list from DHR, interviews will be scheduled accordingly. 3) Labor Relations a) Internal Investigations – hand-delivered letters to Accountant IV (1), Accountant I (2), Account Clerk (1). 4) Employee Development and Training a) Performance Appraisal Report – one employee to attend. IV. Emergency Operations Division AC-1 1) 10/23- Attended another Vision Zero Task Force meeting. The goal of the task force is to have zero fatalities in Hawaii Island roadways. 2) 11/7- Chief Okinaka has been working with DHS- CISA (Cybersecurity and Infrastructure Security Agency) to build an Infrastructure Visualization Platform (IVP). This product provides 360° panoramic views of Critical Infrastructure sites and will give our responders a better operational picture during large scale Emergency or Non-Emergency events. 3) 11/15- Chief Okinaka attended a First Net Coverage study meeting at HPD. This study was completed by First Net (who is a vendor under AT&T) and provides priority usage for first responder agencies during increase usage times, specifically during a large scale emergency. The study showed the current coverages and future plans for increased coverage island wide. 4) 11/19- Participated in a Radio System (TRIC Package) exercise in Waipio Valley. Looking to find better communication capabilities for areas with limited radio coverage 5) 11/21- Chief Okinaka attended a demo by Company 1 covering new Fire Attack strategies and tactics. Using different hose-lays and nozzle advancement techniques. Looking to expand on our departments capabilities by using new nationwide best practices. 6) Personnel Accountability System (PAS) and Personnel Accountability Report (PAR) SOP’s about ready to roll out. Scheduled Pilot rollout set for Jan 1, 2020. Finalizing supplies and printing new PAS ID cards for each personnel. 7) AC Okinaka coordinated a Breast Cancer Awareness duty T-Shirt fundraiser. Proceeds will be donated to the local American Cancer Society- Breast Cancer Awareness fund. BATTALION 1, East Hawai‘i Incidents: 1) 10/25, Inc #21904; FIRE- Business Services Hawaii, Shipman Industrial Area, Dist 5. Mechanical Equipment fire, high fuel load due to nature of business (recyclables). Private hydrant intended for FDC was out of commission. Prevention to follow up to ensure hydrant is put back in service and to inspect for fuel load placement/storage. 2) 10/30, Inc#22223; STRUCTURE FIRE, Kou Lane, Dist 1. Structure fire with close in exposures and no vehicular access, steep grade. Co1-4 worked to knock down fire and protect exposures; main structure fully involved upon arrival. Co 5 and recruits used for extensive overhaul. 1 minor FF injury: heat exhaustion. AAR held on 11/4 3) 10/31, Inc#22337; RESCUE- Laupahoehoe Nui, District 8, C-1 searched for a surfer in distress due to inoperable jet ski, C-1 safely, transported the surfer to Waipio Valley. 4) 11/11, Inc#23149; HAZMAT- 120 Pauahi Street, Report of a chemical smell, no conclusive readings on the monitors, all clear. No injuries or complaints. 5) 11/13, Inc#23319; RESCUE- Swimmers in Distress Whittington Beach Park, Dist. 11. 2 teen males contacted by Co.11 and WSO personnel using rescue boards. Escorted to safety, no injuries. 6) 11/13, Inc#23367; STRUCTURE FIRE- Volcano Golf and Country Club, Dist. 19. Commercial building fire, destroying about 30% of the building, but the rest saved from structural damage. Limited personnel (4 initial company response) and limited water (next in unit 21 and 23 miles away). No injuries. AAR held on 11/17. 7) 11/14, Inc # 23427; RESCUE- Missing Opihi pickers Haina point, Dist. 8. Found one individual at the bottom of a 60’ cliff. Retrieved, uninjured, after harrowing technical rope rescue. Other individual missing. C-1 and numerous USCG assets actively involved in 3 day search effort. Search concluded on 11/17 with no sign of missing party. USCG also terminated their mission. 8) 11/15, Inc#23497; RESCUE- Lost/exhausted Hiker, Mauna Loa summit trail, Dist. 4/50. Co. 50 using their Polaris and dispatch telemetry were able to locate hiker and return to the ML observatory parking area. No injuries requiring transport. 9) 11/17, Inc#23677; STRUCTURE FIRE- Probable Arson Fire, Pukeawe Circle, Dist. 19. Single family dwelling used as an STVR, had all of the furniture piled in the living room and lit on fire. Entry doors barricaded and 3 propane tanks (2- 100#, and 1- 15# tanks) inside and opened, releasing gas into the residence. Fire extinguished, ventilated and turned over to HFD/HPD investigators. No injuries. 10) 11/18, Inc#23768; STRUCTURE FIRE- 15th Ave. HPP, Dist. 18. Large, 2 story single family dwelling with fire on both levels well established on HFD arrival. Units able to stop the fire, Co. 2 used for an interior attack upstairs. Fire origin suspicious. Scene turned over to HFD/HPD investigators. No injuries. Special Services/Events: 1) 1st Battalion companies conducted various School Fire Inspections and hosted station visitations. 2) 11/13, Company 2 assisted HCC Fire Science students with hands on training. Training: 1) Due to current fiscal budget, training has been cut back for off-duty training. BATTALION 2 West Hawai‘i Incidents: 1) 10/29, Incident # 22178; RESCUE- Pololu valley, swimmer in distress. Found Pt out of the water refusing treatment or transport. Assisted party out of the valley. 2) 10/31, Incident 22332; STRUCTURE FIRE- Coffee processing explosion and fire. Fire out on arrival, investigated for any hot spots and overhauled. No injuries 3) 11/3, Incident# 22561; RESCUE- Missing Hikers Kaloko Drive. Two missing hikers were found on foot and escorted out by rescue 7 personnel. No injuries 4) 11/10, Incident# 23093; MVA 1 fatality, 1 critical, 3 serious, Hwy 19, 90mm. HPD officers recognized by Capt. 7 for exemplary efforts to save occupants from burning vehicle prior to HFD arrival. 5) 11/11, Incident# 23214; STRUCTURE FIRE- Hawaiian Ranchos, Ocean View Dist. 20. Abandoned structure and 2 vehicles involved. No injuries. 6) 11/21, Incident #23935; FIRE- Kona Community Hospital- radiology Department. Dist. 6. Upon arrival found Computer in oncology center malfunctioning with smell of smoke and burnt electrical equipment. No fire or injuries. 7) 11/24, Incident #24208; BRUSH FIRE- Boteilho Ranch Dist. 8. 19 miles from S09 on Mana Rd. 1/2 to 1 acre lightning strike 4 to 5 days prior, downed Koa trees burning. Training and Education 1) 10/29-Amerigas Emergency operations plan annual review. Co-21, BC 2. 2) 11/18-22 Fire Fighter recruit lifeguard training Kona Pool. 3) 11/21 Fire Fighter recruit chopper 1 training at Hāpuna. 4) 11/18, 21, 22 Co21 Hazmat training with Kona ARFF. Special Services/Events: 1) 11/29, Konawaena School Inspection 2) 10/31, Station 9, Station 12, Station 15 Fire Prevention week, school visitations. SPECIAL OPERATIONS Hazmat 1) HAZMAT ID units update, we have received final approval to move forward with purchasing the equipment. 2) BC Kim has acquired demo gas monitor units to test in preparations for purchasing new ones to replace outdated and obsolete monitors that we currently have. 3) Chlorine Containment vessel sent in for re-certification. 4) BC Kim attended LEPC meeting and provided reports from personnel who attended Continuing Challenge in Sacramento CA. 5) Secured approval from LEPC to send 4 personnel to 2020 Continuing Challenge. Ocean Safety 1) Conducted another round of WSO Transfers 2) Extended the WSO recruitment list to accommodate and preparations being made to hire for remaining open WSO position. 3) BC Kim continues to work on RWC expansion program through the grant funds from HTA to acquire 4 new RWC. 4) Also working on developing an in house RWC Training program to alleviate cost of bring trainers in and have more flexibility with training sessions. 5) RFP for new 2 Man Lifeguard tower to replace Kawaihae tower that was used for the Kua Bay site. 6) Consulting with HGEA on Return to work/Fitness for Duty policy. Rescue 1) Completed FRS promotional assessments and promoted 2 Fire Rescue Specialists 2) Creating new Rescue Boat logs to address all maintenance requirements 3) Dive Rescue Instructor planning sessions 4) Continued to work on HFD Dive Rescue Program, and with Kevin McAfee from Maui FD for assistance to recertify expired Public Safety Diver Certifications. 5) Rescue Boat 7 repairs almost complete, awaiting approval for starter replacements, then should be complete. 6) Completed installation of plastic fuel cells to replace existing tanks on Rescue Boat 2, awaiting to address some loose ends repairs before placing it back in service. V. Support Services Division TRAINING: 1) 47th Fire Fighter Recruit class finished EMT clinicals, took final exam and scheduled for National registry. 2) 48th Fire Fighter Recruit class working on skills, completed swim week. 3) 49th Fire Fighter Recruit class had their first orientation. 4) Four personnel had training at PTA burn building. Developing ties with PTA for training assistance. VOLUNTEER TRAINING: 1) Distributed 2020 training schedule to volunteer companies. 2) Conducted orientation with Captain Grant Baclig to take over to East HI volunteer training. 3) Conducted two driver audits for new driver-qualified drivers. 4) Added one new volunteer to company 9A Waikiki Ranch and two new volunteers to company 6B Kona Paradise. 5) Attended staff meeting on November 12. 6) Attended Hawaiian Shores Association meeting to discuss possible 2nd location for another vehicle for Volunteer Company 10D. EMS BUREAU: 1) ALERRT Training: a) Multi agency active shooter training. HPD and HFD recruit classes will be participants in this training led by SRT and EMS Bureau instructors. Two day training: 1st day at HPD training room (didactic and basic skills training); 2nd day will be at the Civic Complex – live scenario training with various agencies to observe. 2) Community education and injury prevention a) Hands only CPR/AED/opioid/vaping training: • Waiākea High School (6 classes done; 381 students trained). • Konawaena High School (prep classes ongoing, projected to begin classes in January 2020) • Kea‘au High School (prep classes in progress; projected to start classes in January 2020) • Hilo Union Faculty and Staff • Kalaniana‘ole Faculty and Staff. b) Career Fair: • Palama Nui Campus • Hilo Intermediate School • At KMR for Island-wide high school students c) CISM • Meeting with KCC EMS training center • New programs and training. d) Meeting with American Heart Association National Faculty • Challenges and curriculum issues • Compliance with purchasing and AHA • Training curriculum and science e) Waiākea High School Career Fair presentation. 3) Captain Lam recognized at the Hawai‘i County Employee of the Year Program 4) We have been notified that the Sayre Foundation will be donating 17 video laryngoscopes. 5) Our CP program continues to make an impact in the community. a) Fielded several request from Dispatch. b) We continue to track manpower hours and cost savings using Street Sense. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 75 inspections. 2) The Fire Prevention Bureau reviewed 51 construction plans. 3) The Fire Prevention Bureau Investigated 3 fires. 4) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. We have 1 TA Inspector participating in the program. 5) Smoke Alarm Program is currently running with assistance from the Red Cross. They have an order for 500 additional devices from the Red Cross. 6) The Fire Prevention Bureau is looking to certify personnel as a NFPA Fire Inspector I. The certification is accredited by Pro Board. 7) One personnel has applied for training at the National Fire Academy. AUXILLIARY SERVICES: 1) Chief Todd spent two weeks at the National Fire Academy taking a course in Fire Service Financial Management. 2) POE Switch Project a) Station 14, 16 and 21 completed in November (11/27), Stations 2, 4, 5 to be completed in December. b) Currently in conversion with Pacific Wireless on Stations 11, 11A, 17 on programming change or inline POE injectors. Station 2 Not done Station 4 Will be handled by PWC Station 5 Not Done Station 6 POE Complete; Needs an outlet splitter and a UPS Station 11 Needs programming change Station 11A Needs programming change Station 14 Complete Station 15 POE Complete; Needs a UPS Station 16 Complete Station 17 Needs programming change Station 21 Complete 3) Warehouse Re-organization Project a. Currently working on re-labeling warehouse with UPC-A and Code 128 barcode for electronic product management and ordering. b. Will be arranging to work in other County Warehouses in the month of December/January to see operations and use of scanning systems. c. 5S materials have arrived and are being put in place in warehouse for 5S adoption. 4) EMS and Admin tracking screens for Spillman and Trello, PCs provisioned, waiting on DPW for install for EMS. Admin/Finance screen is in progress, expected install in late December and early January. 5) Mobile Data Terminals Project a) Met with Doug of Spillman, Chief Smith, and Scott from HPD IT. GPS is not working and need to investigate; project will delay for three weeks for the map update to see if this resolves the issue. 6) Active 911 Project a) System has been reconfigured but is currently not dropping through all incidents. Tickets have been opened with both Spillman and Active911 with no current resolutions. b) Current Issues: • Bug in California shifting which is changing dates and start times • Issue with 256 character limit of Spillman messages cutting off information. • Issue with Spillman trying to send message once and if failing, ending process c) Account Creation has been reopened. Currently catching up on outstanding requests 7) RapidSOS/i911 a) Callyo i911 testing will commence in January 8) Purchases / Repairs / Replacement’s in October. a. Replacement Stove for Station 1, being picked up tomorrow (11/27) b. Replacement Stove for Station 2, Being picked up tomorrow (11/27) c. Air Conditioning replacements for Stations 4, 7, 9, 11A, 12, 15, 18 All Window AC purchases have been halted. d. Riding Lawnmower for Station 10 purchase completed, shipped today 11/26, expected delivery in two weeks through Steve’s Honda. e. STN 16, waiting on quote to repair exhaust muffler f. STN 1, STN 7, K12 saws. Stn1 selected a Stihl, waiting on STN 7. Specs will be submitted to April once received by both stations. g. Prevention Ipads, purchase status unknown. Considering an AT&T source. Maintenance Shop Apparatus and Equipment repair: • 58 total repairs/service • 24 service calls or trouble calls • 6 contracted out and tows VI. New Projects/Business VII.
