III. Human Resources Division
1) Classification
a) Two Water Safety Officer II positions temporarily reallocated to Water
Safety Officer I effective February 1, 2019.
b) One Water Safety Officer I (1/2T) reinstated to Water Safety Officer II
(1/2T) effective February 1, 2019.
2) Recruitments
a) Internal Recruitment with Department
• Fire/EMS Specialist II – Assessment was held January 24, 2019 for
one person and January 29, 2019 for seven personnel.
• Fire/Hazardous Materials Specialist – Assessment was held
January 30, 2019 for four personnel.
• Fire Prevention Inspector I – Assessment scheduled for February 4,
2019 for one applicant.
b) Internal Recruitment within the County of Hawai‘i
• Human Resources Assistant – One applicant did not qualify for the
position. Submitted an amended Request to Fill form for an open
recruitment.
c) Open-Competitive Recruitment
• Fire Radio Dispatcher I –Written exam was held on January 24,
2019 in Hilo and on January 29, 2019 in Kailua-Kona.
• Water Safety Officer I – Recruitment conducted from
January 13-22, 2019.
• Fire Fighter Recruit – Emailed conditional offers to 17 candidates.
Orientation held on January 31, 2019 at Haihai Fire Station.
3) Employee Development and Training
a) Overview of Ethics for County Employees scheduled for January 10,
2019 - one employee attended.
b) Supervisory Skill Overview scheduled for January 18, 2019 – one
employee attended.
IV. Emergency Operations Division
AC-1
1) Our department held a promotion Ceremony for our newly promoted BC and
Captain’s on January 5, 2019. We had 1 Operations BC and 8 Captain’s that
were promoted on January 1st whom we recognized.
2) AC Okinaka along with Captain Christian Wong has been working on
finalizing a new Officer Development Training Pilot Program that we will
begin to deliver to all of our newly promoted Captain’s. This program was
created to help provide a consistent manner of instruction and direction for
our Company Officers to be successful in their positions.
3) Our department has revised out Professional Online Training Program/Target
Solutions (TS) which we use to provide web-based training opportunities for
all of our personnel. We will now also be using it to send out critical
department communications that require acknowledgements. TS provides us
the opportunity to manage this in a more effective and efficient manner than
our previous method using hard copies.
OPERATIONS:
East Hawai‘i
Incidents:
1) 01/09/19, Inc. #00674; (Fire) Structure Fire, Hawaiian Acres- Road B, No
injuries, Total loss.
2) 01/12/19, Inc. #00838; (Rescue/Special Service) Vessel in distress close to
grounding at Honoli‘i. Towed in by RB02.
West Hawai‘i
Incidents:
1) 1/1/19, Inc. #00005; (Fire) Brush Fire 3/4 mile above Hawaiian Homes-
Kawaihae, open land 20 acres burned. Private and DPW Bulldozers utilized to
provide access and cut fire breaks. C-1 utilized for water drops during daylight
hours. 1 structure threatened, but no damage incurred. 2 day incident. (Dist.
14).
2) 1/1/19, Inc. #00053; (FIRE) Brush Fire- Waikoloa Village, South of Pua Melia
St. Open land 100 acres burned. C-1 & DPW bulldozer utilized for bucket
drops and Fire Breaks. Fire caused by fireworks. (Dist. 16).
3) 1/17/19, Inc. #01196; (FIRE) Brush Fire- Off Kawaihae Rd near National Park
Maintenance Yard. Open land 1/2 acre burned. Fire burning in Keawe forest
threatening a residential structure, no damage to structure. (Dist.14).
Training:
1) Company 7 all shifts- SCUBA Rescue Training.
2) FMS personnel conducted new Lifepak EKG in service training.
Events/Services:
1) 1/14/19: Hawai‘i Wildland Management Organization Seminar (BC-2 and
Co.9).
2) 1/17/19: EMS Standby for Mitsubishi Electric Championship golf tournament.
SPECIAL OPERATIONS:
Hazmat:
1) Continued working with Bill Hansen and State to secure a DHS grant for
Hazmat equipment replacement.
2) Our department has purchased 2 single gas Ammonia monitors as a pilot
project to potentially remove the Ammonia sensors from our Hazmat 4 gas
monitors.
3) BC Kim conducted two waste manifest training sessions with the LEPC and
HMC.
4) Following up with the HFFA to conduct more confined space classes for our
rescue and hazmat personnel. There is grant funding to help pay for this
training.
5) Our department has conducted our Fire Haz-Mat Specialist Assessment and
interviews to fill current vacancies at both Hazmat companies.
Rescue:
1) Our department has promoted 4 new Fire Rescue Specialist (Two at Waiākea,
and two at Kailua).
2) BC Kim has been working with our Auxiliary Services section to streamline
and ensure accountability of FRS issued equipment.
3) BC Kim has been working on standardizing an annual maintenance schedule
and payment plan for Dive Rescue gear.
Ocean Safety:
1) BC Kim has been working with Olu Kai to receive donation of footwear for all
Ocean Safety personnel
2) Our department has filled Vacant Hāpuna positions with personnel transfers.
3) BC Kim is with HR Section to prepare for filling 3 new WSO positions and
summer hires.
4) BC Kim has been working with Hawai‘i Tourism Association and Hawai‘i
Lifeguard Association to receive $25,000 for Jr. Lifeguard program.
5) BC Kim participated in the Ocean Safety conference for IPAC.
V. Support Services Division
TRAINING:
1) 15 FFR started EMT training beginning of the month
2) Four FFR already with State EMT license and previous EMS work experience
completed evaluation by medic personnel.
3) Completed interviews for the 47th recruit class.
4) Transition from A/Captain Lindsey to A/Captain Honda. A/Captain Lindsey
returned to 24 hour shift at Waimea on 01/20.
5) Four FFR currently out on eight hour shift at stations gaining experience;
driver training in February.
VOLUNTEER TRAINING:
1) Completed Medical Exam appointment one year compliance revisions for East
& West Volunteers.
2) Volunteer Captain’s Meeting 1/19/19 at St.7B Kalaoa.
3) Preparation for Recruit Driver Training Class February 11-15, 2019.
4) Completed January training sessions with all 19 Volunteer companies
East/West Battalions.
5) Station 17A decommissioned effective 1/31/19. One remaining Co.17A
volunteer assigned to Co.8A Pa‘auilo.
EMS BUREAU:
1) $1.5 million secured for startup cost of Puna ambulance
a. Working on continuation of funds for Puna ambulance.
2) Training and education
a. EMT retraining classes started.
b. New Lifepack 15 EKG in service started.
c. Two week EMT prep completed for the fire recruits.
d. Four state certified EMT recruits successfully completed our EMT
evaluation.
• Four of them withdrew out of the EMT class at no charge to
department.
e. AHA TCF recertification’s completed.
3) Gas ambulance almost complete
a. Acceptance scheduled for the last week of February.
b. Two diesel ambulance specs currently out for bid (closes in mid-February).
4) CP program continues
a. Working with multiple agencies for possible partnerships / fee for service
• United Health Care / WHCHC (meeting with them set for 1/31/19 –
grant funding for support of position) / Alohacare / Ohana Care /
Medicare.
• 12 visits done.
5) Assisted with multiple standby events
a. Hualalai Golf standby
b. Inaugural Pickleball Tournament in Kona 1/24-1/26
• Approx. 400 players and spectators from all over the world
• No 911 activation; treated 5-10 players for cramping, minor heat
exhaustion, and blisters to hands and feet
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 56 inspections.
2) The Fire Prevention Bureau reviewed 71 construction plans.
3) The Fire Prevention Bureau Investigated 3 fires.
4) The Fire Prevention Bureau concluded with our public education events
across schools for Fire Prevention Month. This year’s theme is “Look. Listen.
Learn. Be aware – fire can happen anywhere.” Total number of completions
are complete with 1 school at 100% (St. Joseph)
5) The Fire Prevention Bureau continued the 24 hour schedule and saw many
benefits, challenges, and continued interest from our Operations personnel.
6) The Fire Prevention Bureau has reached out to the Department of Liquor
Control, to work on occupant load enforcement. Due to the 24 hour schedule,
we are able to meet with the Liquor Department and mitigate severe life safety
hazards due to overcrowding.
7) Smoke Alarm Program is currently running with recent installs in North
Kohala and Hilo.
AUXILLIARY SERVICES:
1) Active 911 Project
a. Initial Accounts have been set up. First batch of manual tests have been
sent from HPD IT. HPD IT will be setting up coding next week to auto
forward specific call classes. Testing and Active 911 data parsing will take
place in the first week of February. If all goes well I will be using the month
of February to input cell numbers and data from all volunteers to roll this
out in March.
2) First Watch Project
a. Had meeting to discuss state of project 1/29.
b. Spillman data interface program has been completed, and successfully
implemented. (this takes the place of old interface pulling data from Zoll).
c. First example triggers were set up and discussed in the 1/29 meeting.
Some data is in need of research to determine proper fields for data
extraction.
d. Initial list of triggers to deploy will be submitted to First Watch Support in
February.

3) Warehouse Re-organization Project
a. Currently about 60% complete. Reorganization is expected to be done by
the end of March. Currently we are working on Personal PPE.
b. After discussion with Chief Kim, Auxiliary Services will be taking over
management of stocking ocean safety and rescue gear.
▪ To provide for accountability, we will be securing the warehouse and
sending out a memo/training video about how to request gear through
the warehouse.
c. Warehouse racking project is 95% complete, just waiting on one last
section to be installed.
d. Waiting on delivery of plywood shelving from DPW to complete work.
e. With the organization of the warehouse, we have identified multiple
problem areas with stocking and have started to address those
deficiencies.
4) Warehouse SPOS Project
a. Computer for order tracking is being sent to IT for programming.
b. Will be working on installing a printer with ePrint to have orders
automatically print when submitted.
c. Will be looking into adding an IPad or similar ordering device to allow
orders for people who walk into the warehouse.
5) Dispatch, EMD Training
a. Our two FRD I completed their EMD training and will now be able to take
911 calls in dispatch.
6) Dispatch FRD Recruitment
a. Initial list from HR has been received.
b. We will be planning out the recruitment process in the month of February
with interviews probably in March.
7) Mobile Data Terminals Project
a. Meeting to discuss Spillman mobile happened in January.
b. Currently a spare medic laptop has Spillman mobile installed, and will be
sent to conduct a trial at Station 1, with Medic 1.
c. The following issues still need to be addressed
▪ VPN continuity while traveling, looking into Net Motion as a solution
▪ Wifi for laptop (I will be reaching out to Cradle point for a trial of their
equipment if possible.
▪ Equipment Procurement. Funding will have to come from grants.
Currently will be pursuing this through Panasonics grant search
process.
8) Spillman Interface Issues
Chief Smith has been following up on this issue. Meeting at the end of
January allowed all parties to discuss. An outside consultant was brought in
(Brian Droleigh) and expertise from Kauai Fire, to help solve the existing
problems.
Maintenance Shop
Apparatus and Equipment repair:
• 76 total repairs/service
• 13 service calls or trouble calls
• 7 contracted out and tows
Fire Equipment Mechanic Aaron Buyuan completed 20 hours of driver
training; received CDL license and DOT inspector certification.
