Human Resources Division 1) Classification a) Reinstated three TP positions from Fire Radio Dispatcher I (temp) to Fire Fighter Recruit (temp) effective January 1, 2019. 2) Recruitments a) Internal Recruitment with Department • Fire/EMS Specialist II - Recruitment conducted from December 18- 27, 2018. b) Internal Recruitment within the County of Hawaii • Human Resources Assistant – Recruitment conducted from December 18-27, 2018. c) Open-Competitive Recruitment • Fire Radio Dispatcher I – Open recruitment conducted from December 2-11, 2018. Written exam scheduled on January 24, 2019 in Hilo and the week of January 28, 2019 in Kailua-Kona. • Fire Fighter Recruit – Emailed letters to 36 candidates for a second interview. Interviews scheduled for January 14-18, 2019. 3) Employee Development and Training a) New Hire Orientation scheduled for December 7, 2018 – three employees attended. b) New Hire Orientation scheduled for December 14, 2018 – one employee attended. IV. Emergency Operations Division OPERATIONS: East Hawai‘i Incidents: 1) 12/02/18, Inc. #23636; (RESCUE) Cliff Rescue, Hāmākua near Waipunalei. Two victims rescued on cliff face utilizing high angle raising and lowering systems during heavy rainfall. All safe. 2) 12/04/18, Inc. #23798, (HAZMAT) Poss CO release-Walgreens, six patients transported to Hilo Medical Center. 3) 12/13/18, Inc. #24413; (FIRE) Structure Fire, 64 Ipuka Street, Lanakila Housing, No injuries, Unit destroyed. 4) 12/17/18, Inc. #24637; (FIRE) Structure Fire, Kopaa Street, Eden Roc, No injuries, total loss. 5) 12/22/18, Inc. #25007; (FIRE) Structure Fire, Maile Street, Leilani Estates, No injuries, damage contained to one room. Events/Services: 1) 11/24/18: Co 1A (Vol.) participated in Hilo Christmas Parade 2) 12/1/18: Co10 participated in the Pāhoa Christmas Parade. Training: 1) 12/5/18: Auto extrication demo at Ken’s with Companies 1 and 2 and Captain 8. 2) 12/21/18: Multi-Company Accountability Drill Evolution (Companies 1, 2, 3, 4) at Wong Stadium including trapped civilian and Mayday simulation. West Hawai‘i Incidents: 1) 12/4 /18, Inc. #23788; (RESCUE), Stranded Hikers on shoreline between Pololu Valley and Honokane Nui Valley. Two hikers stranded by rising tide along shoreline. Both victims extricated to Mule Station at end of road to Pololu Valley. Company 15 secured LZ, Chopper 1 utilized Billy Pugh net for extrication. No EMS required. (Dist.15) 2) 12/16/18, Inc. #24635; (FIRE), Structure Fire involving a vehicle fully engulfed upon arrival. Structure sustained damage to wall and eves of roof. (Dist. 20) 3) 12/28/18, Inc. #25436; (FIRE), Brush Fire open land 30 acres burned. Chopper 1 assisted with water drops. Private Bulldozer utilized to establish fire break between fire and Ulu Wini apartment complex. (Dist. 21). Training: 1) 12/12/18: Company 7 “A” Platoon High Angle Rescue Training. 2) 12/13/18: Company 7 “C” Platoon High Angle Rescue Training. 3) 12/18/18: Company 7 “B” Platoon High Angle Rescue Training. Events/Services: 1) 12/1/18: Company 9 Christmas Parade Waimea. 2) 12/6/18: Company 7 Christmas Parade Kailua-Kona. 3) 12/8/18: Company 16 Christmas Parade Waikoloa Village. SPECIAL OPERATIONS: BC Garrett Kim promoted to the Special Operations Battalion Chief position effective December 1, 2018. Hazmat: 1) Located two missing critical pieces of HazMat equipment, HazMat ID, RDK Computer. 2) BC Kim conducted a cost/benefit analysis on purchasing new Air monitors. 3) BC Kim coordinated two waste manifest training sessions with the LEPOC and HMC. 4) Working with the LEPC to replace personal radiological meters. 5) BC Kim has been in conversations with the HFFA to conduct more confined space classes for our Rescue and Hazmat personnel. He is also pursuing grant funding to help pay for this training. 6) BC Kim is currently with Bill Hansen from CD to write a DHS grant narrative for equipment replacement. 7) BC Kim worked on developing the Assessment for our upcoming Fire Hazmat Specialist promotion recruitment. Rescue: 1) Working with our Fiscal section on a Council resolution to accept all of 2018 Sayre donations. 2) Re-evaluating FRS Agility assessment. 3) Working with FEO Dave Mahon (Dive Rescue International Instr.) to improve Public Safety Diver program. 4) Working with our Rescue Captains to improve accountability of Rescue equipment. Ocean Safety: 1) Our Department has received and delivered a Polaris UTV that was donated by the Sayre Foundation to IHBP (for use to haul and launch the RWC and provide for quick response to incidents at the beach. 2) The County held a blessing and reopening ceremony for IHBP. The Department was able to assign a full staff of WSOs and Rescue Water Craft with operators with the inclusion of the Ahalanui crew. 3) BC Kim has also been working with Fiscal to be able to purchase non-ethanol fuel for Ocean Safety equipment. 4) The newly funded Hapuna positions were created as temp positions. We have been working to convert those to permanent status positions, and working on recruitments to fill these positions along with Summer hires. 5) BC Kim has continued to work with the HTA on an MOA for a $125,000 grant to expand the RWC program. V. Support Services Division TRAINING: 1) 46 Recruit Class completed Wildland Training in Waimea and Waikoloa (12/17-21). 2) All 19 Recruits successfully completed Fire Essentials Coursework with a Final Exam and Skills Testing (12/3-12/10). 3) EMT Prep begun for 15 recruits who will being EMT Class on January 7, 2019 at KCC. 4) EMT Evaluations in progress for 4 Recruits with State EMT licenses and prior experience in the EMS field. (12/24/2018-1/3/2019). VOLUNTEER TRAINING: 1) Capt. Nate Wilson shadowed Capt. Ichimura/Komatsu for two weeks in December. Capt. Wilson toured the West Hawai‘i Volunteer Station’s as well as East Hawai‘i. He was also introduced to the various Volunteer Captain’s in his district (WEST). We wish him success. 2) Finalized PUC appointments for volunteers in 2019. 3) Monthly vehicle maintenance for Volunteer Companies. 4) And finally, Volunteer 1-1 will be retiring at the EOM. EMS BUREAU: 1) Attended EMS Cabinet meeting in Honolulu a. OD mapping presentation by HIDTA Task Force 6 (Chief Yabuta) i. Looking at integrating OD Mapping with PCR’s 1. Live time data assisting with prevention/education/enforcement/resources b. ESO Presentation i. SDOH looking at using ESO with a 1st quarter rollout next year 1. Good data tracking (Opioids/report builders/CAD integration) 2. This will not be a beta test a. We are currently reviewing end user operability and program layout ii. Dr. Bronstein asked EMS leaders to take a look at the program and we will vote on it c. B&F and Governor’s office has denied recurring funds to support our additional ambulance i. We are currently following up with this and will keep F-1 and his administrative personnel updated with this issue 2) American Heart Training Center Faculty training a. Recertification and updates for TCF i. A/Capt. M. Lam coordinated training 1. Training Center Coordinator will be taken over by M. Lam 3) Physio EKG / AED contract being finalized a. Training projected at the end of January into early February i. Target date to go live with Physio in operations is early February 2019 4) EMS presentation completed at Waiakea High School a. 3 presentations at WHS i. Training / scope of practice / licensure / job opportunity ii. Approx. 80 students attended presentations 5) Meeting with KCC EMS Training Center a. 2019 training schedule b. Training curriculum c. NREMT recertification and NCCP guidelines 6) Diesel Ambulance specifications completed 7) Meeting with National Parks a. Operations and training PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 54 inspections. 2) The Fire Prevention Bureau reviewed 97 construction plans. 3) The Fire Prevention Bureau Investigated 1 fires. 4) The Fire Prevention Bureau concluded with our public education events across schools for Fire Prevention Month. This year’s theme is “Look. Listen. Learn. Be aware – fire can happen anywhere.” We conducted a presentation at Hilo Union School on 12/13/18, with a fire engine and medic static display for the kids. 5) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. 6) The Fire Prevention Bureau has reached out to the Department of Liquor Control, to work on occupant load enforcement. Due to the 24 hour schedule, we are able to meet with the Liquor Department and mitigate severe life safety hazards due to overcrowding. 7) Fire Prevention Bureau has one applicant for the second semester at the National Fire Academy in Emmitsburg, MD. AUXILLIARY SERVICES: 1) Project: Wifi systems update and review a. Mifi Units have arrived and will be distributed in January 2) Project: Vertical Expansion a. Installation of Racking is 90% complete b. Receiving area has been designated, outgoing area still in process c. Currently reorganizing warehouse to create better work flow d. Next phase will work on implementing 5s design element within warehouse 3) Project: Vacation MOU a. Completed 4) Project FRD1 Recruitment: a. Opening period for applications has closed, HR is working through list. b. One dispatcher recruit resigned from position, currently three vacancies Maintenance Shop Apparatus and Equipment repair: • 94 total repairs/service • 33 service calls or trouble calls • 8 contracted out and tows VI.
