Budget • FY 2018/2019 o Refer to attached financial report. • FY 2019/2020 o Received Final budget. ▪ Overtime funding reduced to Zero for all departments by Council ▪ Budget became final without Mayor’s signature. ▪ Only two supplemental budget request approved. • Apparatus Funding for replacement of Brush Truck 17, Laupahoehoe and Engine 20, HOVE. $25,000 for one month of Lease purchase payment. • Funding increase for Station equipment line item in the amount of $15,00o • Unable to fund additional positions, equipment. II. Alternative Funding and Grants • 2018 CDBG o Paradise Park Wildland Brush Truck Apparatus Project o Apparatus completed and final pre-delivery inspection completed o Estimated Delivery July 2019 • Daniel R. Sayre Memorial Foundation Funding assistance o New off-road tanker for Waimea and South Kohala districts o $310,000 value o Council hearing to accept donation scheduled for July 9th. o Submitted funding requests for 2019 o Compiled Award winners for 2018 o Continued to work with Fiscal on Council resolution to accept all of 2018 donations o Planning for this year’s award dinner has begun III. Human Resources Division 1) Classification a) Three Fire Fighter (Temp) positions reinstated to Fire Fighter Recruit (Temp) effective July 1, 2019. b) Three Fire/EMS Specialist II (Temp) positions reinstated to Fire Fighter Recruit (Temp) effective July 1, 2019. 2) Recruitments a) Internal Recruitment with Department • Fire Captain (Emergency Operations) –Interview/assessment has not been scheduled yet. • Fire Equipment Operator –Sixteen candidates passed the written exam. Interview/assessment has not been scheduled yet. • Fire/Hazardous Materials Specialist – Written exam was held on • May 24, 2019 in Hilo and Kona. Thirteen candidates passed the written exam. • Fire Rescue Specialist – Recruitment will open at a later date. b) Open-Competitive Recruitment • Fire Radio Dispatcher I –Hired three FRDIs effective May 16, 2019. • Water Safety Officer I – Hired one WSO I and three WSO I (1/2T) effective May 1, 2019. Hired four WSO I (Temp) effective May 16, 2019. Hiring one WSO I (Temp) effective June 3, 2019. • Fire Fighter Recruit – 30 applicants completed the interview/assessment the week of June 10-14, 2019. 3) Employee Development and Training a) Mandatory Interview/Skill Set Training Conducted May 10, 2019 – two employees attended. b) Performance Improvement Plan – one employee attended. IV. Emergency Operations Division AC-1 BATTALION 1, East Hawai‘i Incidents: 1. 6/1, #11106; RESCUE- Missing diver at South Point boat ramp in rough surf conditions at 2230 hrs. Body located by USCG helicopter and washed up on the boat ramp prior to HFD Rescue Company Response. 2. 6/3, #11174; HAZMAT- 2100 Kanoelehua Avenue, Propane leak, crews stopped the gas leak and advised the manager to close the business until the system is repaired. 3. 6/10, #11748; RESCUE- Mermaid Pond. Swimmer with lower extremity injury extricated with Billy Pugh net and transported to Hilo Medical Center. 4. 6/10, # 11749; RESCUE- Mauna Kea Summit. Injured hiker below Keck observatory at 1930 hours approximately 1 mile from the nearest trail. Extrication by Company 2 and Company 50 took approximately 3.5 hours due to treacherous terrain, high altitude, and low temperatures. Transported to Hilo Medical Center by Medic 3. 5. 6/14, #11992; RESCUE/Special Service- Approximately 12 miles offshore of Pepeekeo. Disabled 21’ vessel with 3 souls on board. Utilized DLNR boat with 2 FRS to ensure boat safely made it back to Wailoa boat ramp. 6. 6/25, #12786, BRUSH FIRE- Highway 19, between the 12 and 13 mile markers, Brushfire that was extinguished with ground crews and Chopper 1 (due to fire on the cliff’s edge and cliff’s face). Special Services/Events: None to report Training: 1. 6/2. Engine/Pumper on loan to ARFF for training purposes. 2. 6/10, 2019 Hurricane Outlook presented by National Weather Service at Civil Defense. 3. 6/18, Active Shooter Interagency training. BATTALION 2 West Hawai‘i Incidents: 1. 6/10 - Inc. #11702; STRUCTURE FIRE- Luau drive and Orchid parkway Co.20 2. 6/16 - Inc. #12152; STRUCTURE FIRE- Bruner Road, Co 6, 7, 12 3. 6/17 - Inc. #12187; VEHICLES and STRUCTURE FIRE- Patel’s Gas Station, two vehicles located at gas pumps with overhead roof and front of structure involved in fire. Fire confined to vehicles and front of structure. One patient with burns treated and transported to Kona Hospital via Medic 6. 4. 6/21, 22 –Inc. # 12534; RESCUE- Missing Hiker Honomalino area, Found on 6/22 spotted via C2 and escorted out by R7 personnel. Training and Education 1. 6/3 & 6/5 - 47th Recruit Class Wildland training, with C1 and C2 at Station 16. 2. 6/24-28; 47th Recruit Class Rescue training at station 21 with Co.7 and Co.21 personnel Special Services/Events: 1. 6/30; Kona Marathon standby South Kohala area SPECIAL OPERATIONS Hazmat 1. Our department has confirmation that we will be awarded the DHS grant through Civil Defense for Hazmat equipment replacement 2. BC Kim has been working with HFFA to conduct more Confined Space training for Rescue and Hazmat personnel 3. BC Kim has secured funding to send HazMat personnel to the Continuing Challenge through the LEPC. Also has initiated the solicitation of interested personnel 4. BC Kim has secured funding to replace Chlorine A&B kit gaskets Ocean Safety 1. BC Kim has been working diligently to get the Kua Bay station up and running o Transferred the Spencer Beach Tower to Kua Bay. New tower will be replacement for Spencer Beach o Worked on finalizing positions and staffing 2. 4 new WSO hires were converted to permanent positions to fill the Kua Bay WSO positions 3. Completed the 4 Jr. Lifeguard weeklong sessions and held the Championships at Hapuna Beach on June 30 4. BC Kim has been working with Ocean Safety Captain’s to draft a Night Operations protocols for our Rescue Water Craft program 5. Executed the MOA with Hawai‘i Tourism Authority for the $125,000 grant to fund the RWC program expansion 6. Initiated an Administrative Investigation for a WSO 7. BC Kim has been working with HR section to audit the WSO recruitment packet Rescue 1. BC Kim completed revisions for the FRS PAE scoring criteria, and consulted with HFFA. Awaiting concurrence from HFFA before moving forward. 2. Completed Dive rescue gear annual maintenance with Jacks Dive Locker 3. Set minimum Dive qualifications for Rescue and T/A rescue personnel 4. Working with Kevin McAfee from Maui on Public Safety Diver program 5. Brought Rescue Boat 7 into Hilo to be worked on by Boat House Hawaii, Kona vendor non HCE compliant and unable to meet timelines. 6. Awaiting delivery of new plastic fuel cells to replace existing tanks on Rescue Boat 2 7. Scheduled Rope Rescue I, II, and III class for Aug 12-16, Aug 26-30 8. Working with Rescue Captains to ensure accountability of FRS issued equipment V. Support Services Division TRAINING: 1) FEO Foster was promoted to FEO and started in the Training Bureau at the beginning of the month. He left at the end of the month for Ocean View. 2) 47th Fire Fighter Recruits attended wildland training in Waimea from June 3- 7 led by Battalion Chief Bergin. 3) 47th Fire Fighter Recruits participated in the Active Shooter training held on June 18. Recruits were used as victims/bystanders for the active shooter scenarios. 4) 47th Fire Fighter Recruits attended Rescue Systems One training from June 24-28 led by Captain Fong. Training was held at Makalei Fire Station. 5) 19 members of the 46th Fire Fighter Recruit class graduated on June 8, 2019. VOLUNTEER TRAINING: 1) AC Perreira attended quarterly Volunteer Captain’s meeting on June 15, 2019. 2) Shuttled mechanics around Island to do DOT safety inspections for the year. 3) Received State self-insurance certificates from DOFAW and distributed to appropriate volunteer companies. 4) West-side volunteer companies received training on Fire Cause and Origin Determination based on Chapter 19 of Essentials of Firefighting 6th Edition. 5) Conducted a joint-company drill with companies 7B and 9B at Waikoloa Fire Station on June 19. EMS BUREAU: 1) Honu Triathlon standby on June 1, 2019. 2) Advanced Law Enforcement Rapid Response Training (ALERRT) Training conducted. a. Approximately 30 people trained. Feedback was positive from line personnel. Instructors from Honolulu was impressed with both HFD and Police Department personnel. 3) Started department wide CPR recertification process. Invoiced Safety for Heartsaver classes and certifications. 4) EMS power point presentation for State Department of Health and other EMS agencies. a. NHITSA review set for October 14-18, 2019. b. Nest steering committee meeting set for July 22, 2019 in Oahu. HFD have been assigned public information and education (we are in charge of coordination and presentation in this area). HFD will be involved in 12 other areas of various evaluation/audit. 5) Meetings attended: a. Meeting with Hilo Medical Center cath lab start up and future operations. b. Kona Hospital trauma meeting (did EMS Bureau update). c. Multiple Pulsepoint meetings – doing trial of system here on Hawai‘i Island. Working on the launch of the system. d. Trauma meeting in Ka‘ū. e. County Council meeting for HEPA donation and Budget modification for Puna ambulance. f. Meeting with Stryker – new gurney evaluation. g. TMT meeting with various agencies. h. Table top exercise on Pride of America / multi-agency MCI preplan 6) New gas ambulance placed into service at Central Fire Station – positive feedback so far. 7) Assisted with Fire Fighter Recruit interviews. 8) Total of 6 MICT candidates went through the pre-class screening – KCC EMS training having some concerns on class size and not sure if they will be able to support the upcoming August class. 9) Continuing MICT prep classes – 2 classes conducted this month and starting autopsies shortly. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 50 inspections. 2) The Fire Prevention Bureau reviewed 118 construction plans. 3) The Fire Prevention Bureau Investigated 5 fires. 4) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. We have one TA Inspector participating in the program. 5) Smoke Alarm Program is currently running with assistance from the Red Cross. 6) Fire Prevention Bureau attended three public education events and provided fire prevention outreach to other community agencies and the public. AUXILLIARY SERVICES: 1) Active 911 Project a. System is live. Evaluating issues with data. Working on transitioning oversite from BC Todd to Captain Wilson. 2) RapidSOS/i911 Project a. Callyo i911 account activation has been approved. Testing to commence in July. b. Training for i911 will be put together in late July or early August for online personnel 3) Warehouse Re-organization Project a. Labelling project is 50% completed, waiting on delivery of more label holders. 4) Dispatch FRD Recruitment a. Classroom portion ends the first week of July. Recruits then placed on a rotating schedule at the dispatch center. 5) Mobile Data Terminals Project a. BC1 is still testing our first MDT, we are currently seeing what works and what doesn’t. Maintenance Shop Apparatus and Equipment repair: • 67 total repairs/service • 22 service calls or trouble calls • 9 contracted out and tows Island-wide 118 DOT inspections completed. Final inspection for new BT-18 by Jason Rowland (06/17-21) VI. New Projects/Business • BU 11 (Firefighters) contract approved by all four counties and the State. VII.
