I. Budget

• Apparatus Funding for replacement of Brush Truck 17,
Laupahoehoe and Engine 20, HOVE. $25,000 for one
month of Lease purchase payment.
• Funding increase for Station equipment line item in the
amount of $44,560.
• Unable to fund additional positions, equipment.
II. Alternative Funding and Grant

III. Human Resources Division
1) Classification
a) Three Fire Fighter (Temp) positions reinstated to Fire Fighter Recruit
(Temp) effective July 1, 2019.
b) Three Fire/EMS Specialist II (Temp) positions reinstated to Fire
Fighter Recruit (Temp) effective July 1, 2019.
2) Recruitments
a) Internal Recruitment with Department
• Fire Captain (Emergency Operations) –Interview/assessment has
not been scheduled yet.
• Fire Equipment Operator –Sixteen candidates passed the written
exam. Interview/assessment has not been scheduled yet.
• Fire/Hazardous Materials Specialist – Written exam was held on
• May 24, 2019 in Hilo and Kona. Thirteen candidates passed the
written exam.
• Fire Rescue Specialist – Recruitment will open at a later date.
b) Open-Competitive Recruitment
• Fire Radio Dispatcher I –Hired three FRDIs effective May 16, 2019.
• Water Safety Officer I – Hired one WSO I and three WSO I (1/2T)
effective May 1, 2019. Hired four WSO I (Temp) effective May 16,
2019. Hiring one WSO I (Temp) effective June 3, 2019.
• Fire Fighter Recruit – 30 applicants scheduled for the
interview/assessment the week of June 10-14, 2019.
3) Employee Development and Training
a) Mandatory Interview/Skill Set Training scheduled for May 10, 2019 –
two employees attended.
b) Performance Improvement Plan – one employee attended.
IV. Emergency Operations Division
OPERATIONS:
AC:
1) AC Okinaka attended HISSPA meeting at the Sheraton Keauhou, topic of
discussion was Mass Casualty incident Interpreters
2) AC Okinaka and BC Hayashida and F2 on Brush Fire Response protocols and
resource acquisition, along with IMT deployment
3) AC Okinaka is in communications with Northern California Geographic Area
Coordination Center (North Ops GACC) to provide Wildland Fire Intelligence
for the Big Island. Hawai‘i falls under the North ops GACC.
4) AC Okinaka attended a weeklong Incident Information Officer Training at
HVNP
5) AC Okinaka assisted numerous Operations personnel with coordinating the
Services, Ceremony, and Celebration of Life for Fire Captain David Mahon.
6) AC Okinaka attended a Mass Violence Response training on Oahu on May 30,
mainly relating to the response efforts after a Mass casualty and how to
manage victims and family support.
7) We have implemented a revised timesheet template to minimize errors and
increase efficiency, also working on revising department forms and templates
for consistency.
East Hawai‘i
Incidents:
1) 5/1, #8755; Structure Fire: 152711 Opakapaka Street (Hawaiian Beaches).
Same vacant structure from the 4/20 structure fire. Obvious signs of arson.
Cause under investigation.
2) 5/1, #8796; Structure Fire: King Kamehameha Blvd (Tiki Gardens). Occupied
home ablaze upon arrival. No injuries, but surrounding neighbors’ belligerent
and throwing bottles at HFD personnel. HPD on scene to quell unrest. Under
investigation.
3) 5/1, #8801; Rescue: HVNP Cliff/Caldera ‘Steam Vents’ area. High angle
rescue with HVNP personnel assisting; 30’s male found in pitch black/ heavy
steam on cliff side ~60 down. Extricated and transported to HMC in critical
condition. No other injuries.
4) 5/1, #8818; Structure Fire: Lanihuli St (Mauna Loa Estates). 2 story occupied
home, fully involved upon arrival, nearest water source in Mountain View,
Tanker 1 and Tanker 10 utilized. No injuries, under investigation.
5) 5/13 #9617, Brushfire: Ahi Avenue (Eden Roc Subdivision); fire was confined
to the property of origin and extinguished, heavy equipment provided by the
property owner.
6) 5/17, #10009; Drowning: Onekahakaha Beach Park. Night diving, 39 yo male
found unresponsive in code 500 status in shallow tidal area fronting beach
park. Pt extricated via stokes to M01 for transport to HMC. Fatal. All other
members of the diving party w/o injuries.
7) 5/18, #10033, Structure Fire: Mailenani Rd (Fern Forest). Improved
structure – total loss.
8) 5/18, #10053; Brush Fire: Area of 4 corners near the quarry. Approx. 2 acres
in Ironwood trees and challenging terrain. Company 10, Chopper 1, and
Volunteers mitigated incident with no injuries or damage to structures.
9) 5/25, #10553; Structure Fire: Sandalwood Ct (Tiki Gardens). Total loss. No
injuries.
10) 5/28, #10744; Structure Fire: Ohia Avenue (Eden Roc). Total loss. No
injuries.
11) 5/29, #10807; Auto vs Pedestrian: Hwy 130, 60’s female DOA, CISD
informed.
Special Services / Events:
1) 5/21- Co.10 participated in DARE Day with HPD and did an Auto Extrication
demonstration and simulated aero-medical transport with C-2.
Training:
1) All non-mandatory training cancelled due to fiscal constraints.
West Hawai‘i
Incidents:
1) 5/3- Inc. #08906 Dist. 6, Drowning/Fatality, E-6, M-6. Company 6
responded to Kealakekua Bay for drowning. Patient aboard commercial dive
boat 200’ offshore. Co. 6 personnel assisted boat crew transporting patient by
paddle board to shore. Patient in Code 500 status treated and transported to
KCH ER.
2) 5/4- Inc. #08983 Dist. 14, Boat in distress, Co.14, C-2, Ski-2, BC2. Boat in
distress ran aground north of Kawaihae Harbor, 3 souls on board, 1 safely on
shore, 2 transported from scene to Kawaihae Harbor by Ski-2 no EMS
needed. Scene turned over to DLNR officers.
3) 5/17- Inc. #09964 Dist. 21, Structure Fire, Lokahi Apartments. Co.21, Co.7,
BC2, Insp. 2-1. Structure fire confined to contents in room of origin. Citizens
on scene initially used fire extinguishers through window to contain fire.
Upon HFD arrival fire extinguished overhaul completed, scene released to
Insp. 2-1, Red Cross activated for occupant assistance.
4) 5/22; MVA- Auto vs M/C Hwy 190, South of Daniel K Inouye, resulted in the
fatality of Fire Captain David Mahon.
Training:
1) 5/14 and 15 - 46th Recruit Class Live Fire training with PTA Co. 50 and T-16.
The Recruits were able to experience Live Class-A fire including utilizing
entrapment and search props. Their props were able to simulate attic
ventilation, breaching a wall, and a smoke simulator that allowed the recruits
to operate without blackout inserts while limiting their visibility to 1 - 2 feet.
A full day of burns, allowing the recruits to observe real fire behavior, feel
heat, and observe thermal layering. They also got to experience some of the
disorientation of being placed into a room with extremely low visibility and
high heat.
Events/Services:
1) 5/4 Co. 21 Static Display at COSTCO.
2) 5/21 – Chopper 2, DARE Day Celebration, Puna District Regional Park
3) 5/24 – Co.7, Chopper 2, DARE Day Celebration and Auto extrication
demonstration, Kekuaokalani Gymnasium.
SPECIAL OPERATIONS:
Hazmat:
1) Our department has received tentative approval that we will be awarded the
DHS grant through Civil Defense for Hazmat equipment replacement.
2) BC Kim has been working on the Assessment Center development for
upcoming Fire Hazardous Material Specialist promotions.
3) We have conducted Propane live fire drill exercises for all 3 shifts with Hawai‘i
Gas
4) BC Kim has requested to send HazMat personnel to the Continuing Challenge
through the LEPC.
5) BC Kim also working to replace / service Chlorine A&B kits.
Rescue:
1) BC Kim worked on revising the FRS Performance Assessment Examination
(PAE) scoring criteria, looking to make it more detailed and equitable for the
candidates.
2) BC Kim worked on a structured dive rescue gear annual maintenance system
with vendor.
3) Rescue boat 2 and 7 undergoing repairs for fuel cell leaks (2), and prop leg (7)
4) Continued work on revising Rescue Diver program.
Ocean Safety:
1) Working with the Lions Club, P&R, and DLNR to expand installations of
Rescue tubes at Kona beaches.
2) New Hires: 4 permanent WSO’s, 5 temporary summer hires; basic training for
new hires have also been completed.
3) 2 of 3 new Ocean Safety Pickup trucks have been received and placed into
service.
4) BC Kim has been working with Fiscal and HR to prepare for the anticipated
WSO positions and equipment for Kua Bay.
5) We have received one installment of the Hawai‘i Tourism Authority grant to
fund the Jr. Lifeguarding program, and continued preparations for this year’s
program.
Sayer Foundation:
1) Compiled funding requests for 2019.
2) Compiled Award nominations for 2019.
3) Continued to work with Fiscal on Council resolution to accept all of 2018
donations.
V. Support Services Division
TRAINING:
1) May 1st 46th Fire Fighter Recruits completed closed course driver training on
type 1 vehicles (GVW 26,001 lbs & over). Allowing them to drive on the road
with a type 1 licensed driver.
2) May 3rd 47th FFR had an introduction to auto extrication. Training included
using real vehicles to practice stabilizing, spreading, and cutting. FFR used a
variety of tools including the hydraulic spreaders. Training led by FEO James
Wilson and crew of Waiakea B shift.
3) May 6-10 46th FFR completed Fire Ground Survival Training led by Special
Ops Battalion Chief Kim. Training to perform potentially life-saving actions if
they become lost, disoriented, injured, low on air or trapped.
4) May 14 & 15 46th FFR trained up at Pohakuloa Training Area with PTA Fire
personnel. 05/14 Training was an opportunity to use skills learned in FGS
training and to practice victim search techniques. 05/15 was live fire training
utilizing PTAs live fire prop. Big Mahalo to Chief Moller and crew for
providing facilities and manpower needed to provide this great training.
5) May 20th 46th FFR began 24 hour shifts out at stations.
VOLUNTEER TRAINING:
1) Captain Ichimura and Captain Wilson, along with BC Bergin and Volunteer
Captains Bertsch and Lakin attended the 2019 International Fire Chiefs
Association/Volunteer and Company Officer Section Symposium in the West
in Phoenix, AZ from May 2-4.
2) Attended a large career fair for 6th, 7th, and 8th graders on May 9th at the
National Guard Armory.
3) Captain Wilson attended an NFPA 1041 class at Hilo Airport from May 13-17
in order to get his Fire Instructor I certification.
4) A Volunteer Firefighter at Station 7B, Kalaoa received his driver audit on May
10th and is now certified to drive type I apparatus.
5) Added one new Volunteer Probationary Firefighter to Company 20A, Ocean
View, added one new Volunteer Probationary Firefighter to Company 9B,
Kanehoa, and transferred one Volunteer Fire Equipment Operator from
Company 14A, North Kohala to Company 9A, Waikii Ranch.
6) Captain Ichimura responded to a brush fire in district 17 on May 23rd with
Companies 1A Pepe‘ekeō, and 8A Pa‘auilo while conducting monthly drill with
company 1A.
EMS BUREAU:
1) Legislative Update
a. HB 1453 – treat not transport. Alternative facilities (free standing
facilities, urgent care, etc.). With medical control’s authority/assistance –
need to make a list of chief complaints which could validate transport to
alternative facilities. Statewide community paramedicine (CP) – ‘get
Medicaid to pay’; make partnerships with (because of overall cost savings
from CP); Hospitals – to pay for vehicles (electric vehicles), not counting
out hospital logos on vehicle; clinics; insurance companies.
b. SB 281 “money bill” - $14.5 M for CBA; mandated NHTSA study; task
force to study EMS.
2) FY 2021 Funding – Dr. Bronstein had a meeting with Silvia Luke, Governor
Ige and Attorney General. The following is highlights for entire State EMS.
a. Governor’s office had initial support funding FY2021, but is backtracking
(Governor is in last term).
b. Must do “something major” to get funding, otherwise FY2021 funding is in
jeopardy.
c. EMS is currently collecting approx. $45M vs $90M expenditure.
Governor’s office would like to see numbers closer to $75M (impossible,
per Dr. B).
d. Need to show increase of revenue (possible ideas):
• Increase ambulance bill to $2000 (+approximately $4-5M).
• Treat, no transport (+approximately $4-5M).
• Accept credit card payments.
e. Pass practice of annual capping of ambulance fees has been lifted, so fees
can be raised by 10%.
f. We must show increase in revenue
• Last year, collection at 39%. Per Speedy, 50% collection is a really good
intake. AMR collects approximately 30%.
3) Training / Education
a. Worked with FMS II K. Inaba to have her complete a trial human
trafficking online training. She has reported that she has completed the
first module and feels that she has become more aware of her
surroundings. She states that she will be finishing this training soon.
SharedHope has offered us this online training at $20/person, to assign
each person a password for the website. That is about $8000 to train the
dept with an awareness level for this subject.
b. Still continuing communications with “Resiliency1st.org” about mental
health training for the dept. We have been in communications with HFCA
to see about collaborating efforts with other departments to afford the
training. “Resiliency1st” is working to create a proposal to present at the
Chiefs Conference in December.
c. We have 4x 24 hour EMT refreshers finalized, 4x 8 hour PALS/ACLS
refreshers finalized, 3X 8 hour EMR refreshers finalized and we started
the planning for the MICT Prep.
d. MICT and EMT are both set to start 8/26.
e. Assisted Queens Medical Center with HP CPR training at North Hawaii
Community Hospital.
4) EMS Week May 19-25, 2019
a. This year’s theme was EMS Strong “Going Beyond the Call”
• We had a $600 donation from HEPA (Hawai‘i ER doctors).
• Gift baskets distributed to every medic station and dispatch.
• FMS II badges and helmet stickers distributed.
b. Attended Governor’s proclamation for EMS week.
• Paramedic of the year Jeremy Tekurio honored.
5) Meetings attended:
a. KCC EMS Training Center – Curriculum and training schedule.
b. DEA enforcement in Hilo – pin and heat map discussion; OD mapping.
c. Budget meeting and powerpoint presentation prep for audit with Melanio.
d. Hawai‘i Trauma Advisory Meeting.
e. EMS cabinet meeting.
f. Meeting with ADRC; filmed opioid video with Kimo.
g. Assault and violence meeting with Hilo Medical Center.
h. Trauma advisory meeting at Hilo Medical Center.
i. EMS Bureau presentation for new dispatchers.
j. Meeting with HPD radio shop about ambulance radio installation.
k. High Intensity Drug Trafficking Area meeting in Oahu.
6) Conference attended:
a. Captain Hara attended a 2-day fatality summit in Oahu.
b. Captain Domingo attended a Mass Violence Emergency Response
Training.
c. BC Honda attended a leadership workshop funded by the State
Department of Health in Oahu.
7) New gas ambulance was accepted – this will be for Medic 1.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 40 inspections.
2) The Fire Prevention Bureau reviewed 65 construction plans.
3) The Fire Prevention Bureau Investigated 2 fires.
4) The Fire Prevention Bureau continued the 24 hour schedule and saw many
benefits, challenges, and continued interest from our Operations personnel.
We have one TA Inspector participating in the program.
5) Smoke Alarm Program is currently running with assistance from the Red
Cross.
6) Fire Prevention Bureau attended the Hawai‘i Association of County Building
Officials Conference at the Sheraton in Kailua-Kona.
7) We conducted 2 ice cream parties at 2 schools whom had a 100 percent
participation in our Firefighter Safety Guides. The schools were Haili
Christian and St. Joseph School. Captain Clinton Baybayan conducted a fire
safety talk for the Senior Citizens at Holy Cross Church.
AUXILLIARY SERVICES:
1) Active 911 Project
a. Met with HPD IT and Spillman, Hiplink server was reconfigured and data
is now being sent properly
b. Worked with Active 911 personnel, filter for data has been updated and is
now displaying correctly
c. Will be working with Sayre Foundation and Volunteer Training Officers to
finalize list of devices and pay for subscriptions this week
d. Active 911 system will be live by June 1st
e. July will be working on online training resources on Active911 app usage,
for career and interested online personnel.
2) RapidSOS/i911 Project
a. Training was assigned online through Target solutions, assignments due
June 15
b. User accounts set up for each dispatcher, currently working through log in
issues and account set ups.
c. System will be mandated for use starting June 16
d. Callyo i911 account activation has been submitted and is pending
e. Training for i911 will be put together in late July or early August for online
personnel
3) National Fire Academy
a. Chief Todd is taking a course on the NFIRS system (National Fire Incident
Reporting System).
4) Warehouse Re-organization Project
a. Labelling project is 50% completed, waiting for July 1 budget to purchase
more label holders.
5) Warehouse SPOS Project
a. Will be looking into adding an IPad or similar ordering device to allow
orders for people who walk into the warehouse. (On hold due to funding)
b. Next phase will bring out a new station supplies request form, probably in
July.
c. Working on issues with automatic printing for orders through HP ePrint.
IT has yet to fix this issue.
6) Dispatch FRD Recruitment
a. Class started May 15th.
b. Our three new dispatchers are Kayla Miguel-Anderson, Quelyn Niipali,
and Baron Sekiya.
7) Mobile Data Terminals Project
a. BC1 is testing our first MDT, we are currently seeing what works and what
doesn’t.
8) Radio Plug Update/Redesign
a. We are working on a radio zone and channel redesign to better meet the
safety needs and to simplify communications.
b. Currently open discussions on proposed new design have been sent out for
comment by department personnel.
Maintenance Shop
Apparatus and Equipment repair:
• 99 total repairs/service
• 26 service calls or trouble calls
• 11 contracted out and tows
Received new Medic 1 E-350, HFD 579 from Leader
VI. New Projects/Business
• Fire/Police Collated Dispatch Center
• Currently moving forward with DPW. Mayor wants to integrate a
new Civil Defense Office on site of project.
• Fire Department Website development
• AC 1 currently working directly with County Vendor.
