II. III. Human Resources Division 1) Classification a) Eight Fire/EMS Specialist I positions reinstated to Fire Fighter effective March 1, 2019. b) Three Fire Fighter Recruit (Temp) positions temporarily reallocated and transferred to Fire Fighter effective March 1, 2019. o For the temporary positions to staff Medic 18, Puna. c) Three Fire Fighter Recruit (Temp) positions temporarily reallocated and transferred to Fire/EMS Specialist II effective March 1, 2019. d) One Water Safety Officer II position temporarily reallocated to Water Safety Officer I effective March 1, 2019. 2) Recruitments a) Internal Recruitment with Department • Fire/EMS Specialist III – One employee promoted effective March 1, 2019. • Fire/EMS Specialist II – Seven employees promoted effective March 1, 2019. • Fire/Hazardous Materials Specialist – Four employees promoted effective March 1, 2019. • Fire Prevention Inspector I – One employee promoted effective March 1, 2019. b) Internal Recruitment within the County of Hawai‘i • Human Resources Assistant – Nine applicants were referred. Interview scheduled for March 20, 2019. c) Open-Competitive Recruitment • Fire Radio Dispatcher I – Realistic Job Orientation held on February 25, 2019, Dispatch Visitation and Skills Testing scheduled for March 11-14, 2019, Oral Interview scheduled for March 18-20, 2019. • Water Safety Officer I – Physical Assessment Exercise held on February 28, 2019 for 18 candidates. • Fire Fighter Recruit – Pre-employment medical screenings completed. Reference checks are being conducted. Targeted hire date is April 1, 2019. • Fire Fighter Recruit – new recruitment opened on February 17, 2019 and closed on February 26, 2019. 3) Employee Development and Training a) Classification 101 scheduled for February 1, 2019 – two employees attended. b) Employee Discipline scheduled for February 6, 2019 – one employee attended. c) Procurement Protest 101 scheduled for February 15, 2019 – one employee attended. IV. Emergency Operations Division OPERATIONS: East Hawai‘i Incidents: 1) 02/01/19, #00220, Haena Beach, Swimmer in Distress. 2) 02/4/2019, #2421, Ainaloa Blvd, Structure Fire. Estimated loss of $100,000 to abandoned structure. No fatalities or injuries. Cause unknown and no occupants were on scene. 3) 02/6/19, #2477 Brush Fire just west of Mauna Kea Access Road on Hawaiian Homes. Mutual Aid from PTA and DOFAW. 228 Acres, scene demobilized afternoon of 2/11/19. 4) 02/9/19, #2798 Kona St, Dist 10, Structure Fire, total loss of structure, value $90,000. No injuries, cause undetermined, occupant not on scene; Red Cross advised. 1 cat with burns, Humane Society notified. 5) 02/9-02/11, CD stood up for high wind, high wave event. N and W shores impacted. Widespread utility damage and trees down in upper Hāmākua (Dist 8 primarily). 6) 02/10-02/12, #2857, Brush Fire, mauka of Whittington Beach Park, Dist 11, 17 acres on steep terrain. Bulldozer and Brush truck access to three sides of fire, helicopter, operations to extinguish cliff terrain. 7) 02/13/19, #3083, Brush Fire Kaimu-Makena houselots. Multiple homes threatened. Utilized Companies 10, 19, V18A, and V10D. Also utilized C1, C2, Firefighter recruits, and a dozer. Approximately 8 acres burned. No injuries and no structures lost. 8) 02/16/19, #3308 Structure Fire. Companies 1 and 4. Total Loss. 9) 02/17/19, #3445 Surfer in Distress, Surfer off Richardson’s unable to get in, C-1/Co2 surf rescue via Billy Pugh net. No EMS. 10) 02/18/19, #3513 Structure Fire, Occupied 1496 sq ft home, no injuries, total loss of home valued at $224,400. Truck and trailered construction generator saved. Co10, 18, VolCo 10B, 10D, Insp, Red Cross assisted. 11) 02/21/19, #3681, Helicopter Hard Landing, Honoka‘a-Waipi‘o Rd, Dist 8, one patient self-extricated and t-ported to NHER. HPD and FAA called to scene. 12) 02/22/19, #1838, missing hikers on Mauna Loa Access Road. 58 year old male made it out on his own. After an exhaustive search by Companies 2 and 50, 74 year old male was located without injuries. Training: 1) Inaugural officer training class 2/11-15 for newly promoted Captains (1/1 and 2/1 promotions). West Hawai‘i Incidents: 1) 02/10/19 – Inc. #0002843 Dist.21, Structure Fire with vehicles and brush involved. Ignition originated from energized high voltage power line which fell due to high winds. Co. 21, Co. 07, Co. 12, Co. 06, BC2, Volunteer Company 7B. Incident stabilization and fire extinguishment difficult due to arcing power line. HELCO arrived on scene to control the energized power line. 2) 02/21/19 – Inc. #0003701 Dist. 20, Structure Fire, Co. 20, Co.11, Volunteer Co. 20A, 11C, BC2, Prevention 1. Upon fire extinguishment remains of occupant located within structure. Scene released to Fire Prevention Inspector and HPD. 3) 02/23/19 – Inc. #0003883 Dist. 09, High angle rescue, Anna Ranch at Cowboy Pond/The Place. Co. 09, C-2, Rescue Companies 07, 02, BC2. Four male patients, ranging from ages 18 to 22, were initially reported trapped due to a fast moving river with flash flooding conditions and unable to escape due to nightfall. Upon arrival, two males were self-extricated, third male assisted to safety by X09 personnel while the fourth male was located Kawaihae side of the river requiring technical rescue. Patient rescued by R07 & R02 personnel and transported to M09 for examination. Patient denied any medical treatment and released to HPD. Training: 2) Company 7 all shifts Rescue Training. Events/Services: 1) 2/26/19: Hawai‘i Wildland Management Organization Seminar (BC-2A). 2) 2/27/19: Ceridian event AC1. SPECIAL OPERATIONS: Hazmat: 1) Working with CD DirectorTalmadge Magno and State to secure a DHS grant for equipment replacement. 2) Evaluating the effectiveness and Cost/Benefit of the single gas monitors we recently purchased. 3) Working with the LEPC to replace personal radiological meters. 4) Following up with the HFFA to conduct more confined space classes for our rescue and hazmat personnel. There is grant funding to help pay for this training. 5) Promoted four Hazardous Materials Specialist to fill vacant positions. 6) Started another promotional process to fill the remaining vacancies. Rescue: 1) Worked with Sayre foundation to receive two new Billy Pugh nets. 2) Working with CMC to schedule Rope Rescue I, II, and III class. 3) Fire Rescue Specialist positions fully staffed. 4) Working with FASO to streamline and ensure accountability of FRS issued equipment. 5) Working with County Fiscal to approve payment plan for Dive rescue gear annual maintenance. 6) Working with Fiscal Section on Council resolution to accept all of 2018 Sayre donations. 7) Re-evaluating FRS Agility assessment. 8) Working with Captain Dave Mahon to improve Public Safety Diver program. 9) Initiated protocols to improve accountability of rescue equipment. Ocean Safety: 1) Received donation of Olukai footwear for all Ocean Safety personnel. 2) Working with Fiscal Section to be able to purchase non-ethanol fuel for Ocean Safety equipment. 3) Hāpuna Beach is now fully staffed with WSOs. 4) Performed critical repair and safety issues on Ski-1. 5) Performed repair and maintenance issues with Hāpuna ATVs. 6) Conducted recruitment and PAE for vacant and Summer hire positions. 7) Working with the Hawai‘i Tourism Authority (HTA) on a MOA for a $125,000 grant to expand the Rescue Water Craft program. 8) Working with HTA and Hawai‘i Lifeguard Association to receive $25,000 for Jr. Lifeguard program. 9) Working with Council members to receive $4,000 for Jr. lifeguards. V. Support Services Division TRAINING: 1) Captain Kalena Honda and Fire Equipment Operator Robert Wall started in training division February 1st. 2) 15 Fire Fighter Recruits are continuing EMT class. 3) Driver Trainer/ Fire Equipment Operator Robert Wall attended Foam Pro training. 4) 4 Fire Fighter Recruits have started driver training course to obtain a type 1 driver competency certificate. They have completed the written, pre-trip, and closed course portion. 5) Captain Kalena Honda attended a 5 day officer training course. Lead course instructor was Captain Christian Wong. VOLUNTEER TRAINING: 1) Captain Nathan Wilson assigned to Volunteer Training West Battalion February 2019. Orientation and familiarization with Volunteer Companies. 2) Volunteer Company 17A decommissioned end of January 2018: a) one remaining Volunteer Fire Fighter reassigned to Company 8A, b) BT-17A (HFD537) reassigned as BT-18A Hawaiian Paradise Park. 3) Driver Training Class February 11-14, 2019. 8 students: 4 Career EMT recruits and 4 Volunteer Fire Fighters. 2 Volunteers issued Temporary Type 1 permits as of 02/26/19, now starting on 40 hours of on-road driver training. 4) Distribution of Certificates of self-insurance for County HFD vehicles. 5) Distribution of Volunteer Recognition Award checks. EMS BUREAU: 1) Preparing for Puna Ambulance blessing a. Prep/shuttle into Hilo/inspect/chapter 72 compliant. b. Working on State of Hawai‘i ground ambulance license with SDOH. 2) Training and education a. EMT class has completed EMT 100. • All recruits have passes and start clinical rotation on 03/04/19 b. All MICT’s have been trained on the LP 15 monitors and all medic stations have received their new LP 15’s. c. All AED’s have been distributed to the stations. • AED training PP has been uploaded on Target Solutions. • Working with OS on training and distribution. o BC Kim/Captain Baehr/Captain Stelfox have been trained on the LP 1000 AED. o They will distribute to the OS personnel and they will also have LP 1000 trainers to use. • We will be collecting all Zoll products and sending into Physio for buyback program. o This is part of the Flex program that is already in place. d. Two EMT retraining sessions held with KCC EMS training (A & C shift). e. On 02/09/19 Captain Lam attended a Cardiovascular and Stroke Workshop in Honolulu. Presentations by physicians from Hawai‘i and mainland, QMC case management, and State Department of Health. f. February 20 – High performance CPR (HPCPR) training: • Four FFR who are state licensed EMTs. • Hands on training / refresher with skills test. • Practiced HPCPR for adult, pediatric, and infants as well as revised choking protocols for adults and pediatric patients. g. February 15 – Participated in Government career day at West Hawai‘i Civic Center. • Spoke to approximately 100 high school students who may pursue a career in the County of Hawai‘i. • Represented EMS within the HFD. Spoke about our fire-based EMS system. • Discussed minimum qualifications for applying to the Hawai‘i Fire Department. h. Classes/meetings attended by the Bureau • Procurement protest training. • Fire Commission in Kona. • County Council resolution for E-draulic tools. • Vision Zero meeting for decrease in traffic fatalities. • Comfort animal training. • Waiākea High School academy meeting 3) Started up critical access facility meetings (others in attendance were ER managers/medical director/AMR/in district field personnel) a. Met with Ka‘ū hospital and North Kohala hospital. • HFD presentation on operations. • Transfer protocols. 4) Gas ambulance (new M-1) acceptance in LA (02/27/19) 5) Meeting with United Health Alliance Insurance Company in possible future partnership. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 58 inspections. 2) The Fire Prevention Bureau reviewed 79 construction plans. 3) The Fire Prevention Bureau Investigated 6 fires, with 1 fatality. 4) Arson Canine ‘Kaimi’ responded and assisted with 2 structure fires due to possible incendiary activity. 5) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. 6) The Fire Prevention Bureau conducted 1 fireworks display inspection and 1 occupant load event inspection. 7) Smoke Alarm Program is up and running with the assistance of the Red Cross. AUXILLIARY SERVICES: 1) Active 911 Project a. Hiplink server has gone live and fire calls are being routed to Active 911. b. BC phones, and company 7B have been added c. Phase 3 will be to add in the accounts for all volunteer fire fighters (March) d. Phase 4 Account must be transitioned to active from trial and payment made (end of March). 2) RapidSOS/i911 Project a. Boundaries have been submitted to RapidSOS. Expected deployment of Rapid lite in dispatch will be in Late March to early April. b. Integration with i911 will commence after Rapidlite is live. c. Spillman integration is not live and will probably be completed late 2019. 3) First Watch Project a. About ½ of the initial triggers have been implemented, others rely on data that may not be transmitted to Spillman from Intrado. More research is needed on whether we can access this data. b. Initial Triggers: ▪ Time of call to time of transfer (Intrado data) ▪ Time of transfer to time of pick up (Intrado data) ▪ Pick up to input of call (Intrado data) ▪ Pick up of call to recognition of CPR (Intrado data) ▪ Pick up of call to initiation of CPR (Intrado data) ▪ Input of call to dispatch (implemented) ▪ Dispatch to acknowledgement (implemented) ▪ Dispatch to response (implemented) ▪ Response time per district working on sub triggers Next phase will be the implementation of a screen in dispatch to display live trigger data. 4) Warehouse Re-organization Project a. Currently about 70% complete. Reorganization is expected to be done by the end of March. Currently we are working on Fire Equipment. b. Management of stocking ocean safety and rescue gear. ▪ To provide for accountability, we will be securing the warehouse and sending out a memo/training video about how to request gear through the warehouse. ▪ We still have not completely inventoried ocean safety gear, this should be completed by end of March, and which time the above referenced policy/memo will be released. c. Warehouse racking project is 95% complete, just waiting on one last section to be installed. d. Plywood shelving from DPW arrived and installed. e. In April we will be moving forward with getting all inventory labelled with barcode, minimum stock, maximum stock, cost, vendor, IFB. 5) Warehouse SPOS Project a. Computer for order tracking has been formatted and installed on network. b. Printer has been set up (I will be revising the order form in March to allow for automatic printing through ePrint). c. Will be looking into adding an IPad or similar ordering device to allow orders for people who walk into the warehouse. d. Next phase will bring out a new station supplies request form, probably in April. 6) Dispatch FRD Recruitment a. Realistic Job preview was completed. b. Computer testing and dispatch visitation will be held on the 11th, 12th, and 13th. c. Interviews from the 18th – 20th. 7) Mobile Data Terminals Project a. Met with Panasonic to discuss possible models, current consensus will be to roll out a CF33 with separate keyboard and a mount for screen. b. Currently looking at potential grant funding to purchase approximately 60 mobile data terminals, 60 cradlepoints, and net motion software licenses. c. Currently a spare medic laptop has Spillman mobile installed, and will be sent to conduct a trial at Station 1, with Medic 1. 8) Spillman Interface Issues a. Chief Smith and the team assembled completed this issue, Spillman is now working properly with Zoll Fire RMS. He is also following up on the few remaining outstanding issues. Maintenance Shop Apparatus and Equipment repair: • 70 total repairs/service • 15 service calls or trouble calls • 8 contracted out and tows In service training; check new Medic 1 at Leader in California 02/26-28/19.
