I. Budget
• FY 2019/2020
o Finance Committee approved 25% total allocated overtime to be
transferred back to departments.
o Fire Department provided 1.6 million
o Fire Chief provided answers to the Committee regarding the
departments overtime cost.
• FY 2020/2021
o Budget submitted November 1, 2019
o Departments directed to submit 3 budget proposals
▪ Status Quo Budget -Submitted
▪ Status Quo with a 5% reduction of OCE funding
▪ Status Quo with a 8% reduction of OCE Funding
• Departments submitted budget did not include for any
reductions. Finance informed that further cuts would
result in cutting of services.
o Department submitted Supplemental Budget Request for additional
equipment, apparatus, positions, and overtime funding.
II. Alternative Funding and Grants
• Daniel R. Sayre Memorial Foundation Funding assistance
o New off-road tanker being proposed as a donation to the Sayre
Foundation. Foundation members working with possible vendors
o Foundation working on the ordering of equipment and training
sponsored at the 2019 dinner event.
• USDA USFS Wildland Grant
o $50,000 grant funding with a $50,000 county match
o Earmarked for Training and equipment.
o Still awaiting Final approval by USDA
• USFA FEMA Assistance to Firefighters Grant
o Received notification that the grant was not awarded.
III. Human Resources Division
1) Classification
a) One Fire/EMS Specialist I reinstated to Fire Fighter effective
November 1, 2019.
b) One Water Safety Officer II position temporarily reallocated to Water
Safety Officer I effective November 1, 2019.
c) One Water Safety Officer II (1/2T) position temporarily reallocated to
Water Safety Officer I (1/2T) effective November 1, 2019.
2) Recruitments
a) Internal Recruitment within Department
• Fire Captain (Emergency Operations) – Seven candidates passed
interview/assessment.
• Fire/EMS Specialist II – Fire/EMS Specialist I Timothy
Frederickson promoted effective October 16, 2019.
• Fire Equipment Operator – Pending interview/assessment results.
• Fire Rescue Specialist – Interview/skills assessment was held on
October 22-23, 2019 for 14 candidates. Pending results.
• Accountant I – Request to Fill submitted to fill intra-departmental
transfer. Temporary position not to exceed June 30, 2020. Lou
Ann Tokeshi will be transferred to new Accountant I position
effective November 1, 2019.
b) Open-Competitive Recruitment
• Fire Fighter Recruit – Accuplacer was completed on October 11,
2019. One applicant did not pass the Accuplacer. FFR interviews
for 34 candidates scheduled for October 28-November 1, 2019.
• Human Resources Assistant – Selected Cami Lynn Nagata effective
October 1, 2019.
3) Labor Relations
a) Internal Investigations – Certified mail to Fire Captain (2), Fire/EMS
Specialist (2), Fire Rescue Specialist (2), Fire/Hazardous Materials
Specialist (1), Fire Prevention Inspector I (1) and Fire Fighter (2).
4) Employee Development and Training
a) New hire orientation – Conducting and Effective Job Interview
training – three employees attended.
b) County Records Retention and Destruction Law, Rules and Procedures
training – two employees attended.
IV. Emergency Operations Division
AC-1
1) 910/1-3 Attended Project Planning and Development workshop on Maui to
aid in planning for Grant application
2) 10/7 Attended Hazard Mitigation Grant meeting at CD
3) 10/7 & 9 Attended Southwest Airlines Meet and Greet / Emergency Response
planning meeting at Kona ARFF and HCCDA respectively
4) 10/16 attended a Firewise wildfire assessment of Pu’uanahulu area (Pua Lani
Estates and Pu‘u Wa‘a Wa‘a)
5) 10/17 did a shoreline and Hwy 132 status survey with C-1 to provide update to
the Mayor and CD.
6) Working to finalize Personnel Accountability System and Personnel
Accountability report SOP’s for Pilot rollout by the end of the year.
7) Both AC-1 and AC-2 met with interested personnel to start collaborating on
identifying programs for grant applications.
BATTALION 1, East Hawai‘i
Incidents:
1) 10/1, Inc# 20045; RESCUE- Kayakers in distress, Dist. 1, fronting break wall.
2 kayakers, one sinking ~1/4 mile offshore the break wall. C-1, rendezvous
with fishing boat assisting.
2) 10/3, Inc# 20225; BRUSH FIRE South Point, Dist. 11, Fire started at
abandoned USCG station near Kaulana Bay. 121 acres burned, Vol Co. from 11
and 20, as well as BT 5, 6, Tanker 1, Co 11 and Co 20. C-1 and dozer used at
first light to contain and overhaul.
3) 10/6, Inc# 20387; RESCUE- Between MacKenzie Park and Malama Ki,
suicide attempt, C-1 and crew rescued the uninjured victim, HPD transported
to HMC.
4) 10/10, Inc# 20686; HAZ-MAT- Maka’ala St, Dist. 2. Hydrogen Chloride
(muriatic acid) spill at freight forwarding company. Area isolated, Haz-Mat
entry made, mitigated and turned over to company/HEER for cleanup.
5) 10/10, Inc# 20709; RESCUE- Lost Mtn. Biker, NE slope of Mauna Kea, Dist.
4. 53 YO male using DLNR hunter access road circumnavigating Mauna Kea
@ ~8000’ level took a side trail to the 12,000’ level and needed rescue. Cold
(~35deg), wind, fog and extreme elevation made rescue very difficult. C-1
could not reach Pt. due to elevation: Co50, using their Polaris made a ground
approach and a PTA Medivac Blackhawk made an air approach; successfully
locating and extricating the victim just before nightfall.
6) 10/13, Inc#20948; STRUCTURE FIRE- 161 Lukia St., Structure fire with
damage limited to the garage. No fatalities or injuries.
Special Services/Events:
1) 1st Battalion companies conducted various School Fire Inspections.
Training:
1) Two TA BC candidates going through 40 hours of training with BC Shadowing
and various meetings with Administrative staff to cover position duties.
BATTALION 2 West Hawai‘i
Incidents:
1) 10/3, Inc.# 20176; RESCUE/MEDICAL- Swimmer in Distress, Company 15,
responded to swimmer in distress at Mahukona Pier, party brought to shore
by civilians on scene, Code 500 status, patient treated and transported by
Medic 15.
2) 10/3, Inc.# 20183; RESCUE/MEDICAL- Swimmer in Distress, Company 15,
Chopper 2, Chopper 1, BC2, responded to swimmer in distress Pololu Valley.
Chopper 2 first to arrive on scene, patient Code 500 status, treated and
extracted to Medic 15 for continued treatment and transport.
3) 10/6, Inc.# 20390; SEARCH and RESCUE- Missing Diver Kailua (Oneo) bay
Probable shark attack victim. Company 7, C-1, Ocean Safety Ski 2, Coast
Guard, DLNR, HPD. Diver went out Friday night, reported missing Sunday
morning. Dive Buoy, spear, light, and diver’s clothing recovered. Clothing
had obvious signs of multiple shark bites. No remains recovered.
4) 10/10, Inc.# 20697; HPD Standoff/ STANDBY/HAZMAT/MEDICAL- Suicide
Threat/Hazmat, Company 21, Medic 7, HPD, BC2, party in residence
threatening to ignite home with propane gas and gasoline. Extended incident
while HPD evacuated surrounding residences and neutralized individual,
Company 21 evaluated scene for hazardous conditions/materials.
5) 10/18, Inc.# 21382; BRUSH FIRE- Company 9, Tanker 14, Engine 14, BC2,
Brush fire approximately one acre burned.
Training and Education
1) 10/4, Company 14 & Company 16 Aerial Ladder and Chopper 2 training with
Recruit Class.
Special Services/Events:

SPECIAL OPERATIONS
Hazmat
1) Working with Civil Defense and Purchasing to acquire 4 new HazMat
Identifiers
2) Identified funding source to replace broken and obsolete Gas monitors
3) Following up with the HFFA to conduct more confined space classes for our
rescue and hazmat personnel.
4) Concluded Heavy Metals Screening for Hazardous Materials Specialists
5) Arranging re-certification of Containment vessels.
Ocean Safety
1) WSO Transfers
2) RFP for new 2 Man Lifeguard tower
3) Working with OS Captains on RWC night ops protocol
4) Consulting with HGEA on Return to work/Fitness for Duty policy
5) Audit of WSO recruitment packet completed
6) Working with Purchasing on RWC expansion program
7) OS truck at Ford for Safety recall
8) Drafting Policies and Procedures for RWC Training Program.
Rescue
1) Conducted FRS Assessment/ Interview.
2) Dive Rescue Instructor planning sessions.
3) Working with Kevin McAfee to recertify expired Public Safety Divers.
4) Continuing work to repair Rescue Boat 7.
5) Awaiting delivery of new plastic fuel cells to replace existing tanks on Rescue
Boat 2.
6) New Fuel trailer work progressing.
Sayer Foundation
1) Committee work.
2) Working with Elizabeth Picket to purchase new equipment.
V. Support Services Division
TRAINING:
1) 47th Fire Fighter Recruit class finished class room portion of EMT. Currently
on the road doing clinical training.
2) 48th Fire Fighter Recruit class finished Essentials 7 bookwork and working on
skills training.
3) Interviews for the 49th Fire Fighter Recruit class.
4) Ordered class materials for the 49th Fire Fighter Recruit class.
VOLUNTEER TRAINING:
1) Integrated training with Company 18 Paradise Park, Company 18A and
Company 10D Ainaola. Covered operations with new Brush Truck 18 and new
company structure/operations with addition of M-18 and BT-18.
2) Captain Wilson attended NFA class for Safety Programs in Emmitsburg, MA –
10/19/19 – 10/26/19.
3) Completed annual physical roster and submitted to Dr. DeSilva.
4) Completed annual Volunteer awards accounting for FY 2019-20 and
submitted to HFD Accountant I April Oshiro.
EMS BUREAU:

a) We had three medical teams with a staggered shift versus four medical
teams in the past.
2) NHSTA audit has been completed.
a) This was a six month project that was requested by the legislature – 11
components of our EMS system were the main focus of review.
b) Our presentation revealed how efficient and honest we are with our
budget.
c) The final summary of the audit will be released in about 2-3 weeks.
3) Captain Lam attended the EMS World Expo in New Orleans.
a) He brought back some great ideas on how we can improve our system. A
summary report will be provided.
b) Large focus was on CP and data collection.
c) We will review and implement things that he learned at the conference
into our operations.
4) We have had our first HPD/AED save:
a) Captain Domingo is assisting with the coordination of a recognition lunch
– this will include the survivor/civilian that helped with
CPR/HPD/Dispatch/HFD operations personnel.
5) The EMS Bureau will be participating in the Triannual Airport exercise –
Captain Hara is assisting with the coordination for this event set for October
25, 2019.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 66 inspections.
2) The Fire Prevention Bureau reviewed 32 construction plans.
3) The Fire Prevention Bureau Investigated 1 fire.
4) The Fire Prevention Bureau continued the 24 hour schedule and saw many
benefits, challenges, and continued interest from our Operations personnel.
We have 1 TA Inspector participating in the program.
5) Smoke Alarm Program is currently running with assistance from the Red
Cross. They have an order for 500 additional devices from the Red Cross.
6) The Fire Prevention Bureau is looking to certify personnel as a NFPA Fire
Inspector I. The certification is accredited by Pro Board.
AUXILLIARY SERVICES:
1) Warehouse Re-organization Project
a. Currently working on re-labeling warehouse with UPC-A and Code 128
barcode for electronic product management and ordering.
b. Developing better accountability systems for ordering in warehouse.
2) EMS and Admin tracking screens for Spillman and Trello, PCs provisioned,
waiting on DPW for install for EMS.
3) Phone and Data line review (AT&T and Verizon)
4) Purchases / Repairs / Replacement’s in October.
a. Replacement Stove for STN 1, B202 completed.
b. Replacement Stove for Station 6, completed.
c. Replacement Stove for Station 10, comleted.
d. Air Conditioning replacements for Stations 4, 9, 11A, 12, 15, 18
e. Riding Lawnmower for Station 10 selected, delivery in the next six weeks.
f. STN 16, waiting on quote to repair exhaust muffler.
g. STN 1, STN 7, K12 saws, putting together specs. Will be done in October.
STN 1 selected a Stihl, waiting on STN 7.
h. STN 20 PC replacement is being provision and will be sent out next week.
i. Prevention Ipads sent to finance for approval of purchase; purchase status
unknown. Considering an AT&T source.
Maintenance Shop
Apparatus and Equipment repair:
• 81 total repairs/service
• 34 service calls or trouble calls
• 8 contracted out and tows
Training: COT care training in Oahu, October 15, 2019 for mechanics Aaron and
Stan.
