I. Budget

II. Alternative Funding and Grants
• 2018 CDBG
o Paradise Park Wildland Brush Truck Apparatus Project
o Delivered. Apparatus training September 9-11.
o In-Service following September 11th training.
• Daniel R. Sayre Memorial Foundation Funding assistance
o New off-road tanker being proposed as a donation to the Sayre
Foundation.
o Foundation Dinner held August 31st.
• USDA USFS Wildland Grant
o $50,000 grant funding with a $50,000 county match
o Earmarked for Training and equipment.
o Final approval estimated to be by September 1, 2019
• County Council Contingency Fund Assistance.
o Submitted request for OT Funding to cover public events
• USFA FEMA Assistance to Firefighters Grant
o Awaiting award notification - last several years, decision made in
December.
III. Human Resources Division
1) Classification
a) One Water Safety Officer I reinstated to Water Safety Officer II
effective August 16, 2019.
b) One Water Safety Officer II position temporarily reallocated to Water
Safety Officer I effective August 16, 2019.
a) One Water Safety Officer I reinstated to Water Safety Officer II
effective September 1, 2019.
2) Recruitments
a) Internal Recruitment within Department
• Fire Captain (Emergency Operations) –Interview/assessment was
held August 23, 2019 for seven candidates.
• Fire/EMS Specialist II – Recruitment conducted from September 1-
10, 2019.
• Fire Equipment Operator – Interview/assessment has been
scheduled for September 30, 2019 and October 1, 2019.
• Fire/Hazardous Materials Specialist – Six employees promoted
effective September 1, 2019.
• Fire Rescue Specialist – The physical assessment exercise has been
scheduled for September 12, 2019. The interview has been
scheduled for October 22, 2019 or October 23, 2019.
• Human Resources Technician I – Recruitment conducted from
August 27 – September 5, 2019.
b) Open-Competitive Recruitment
• Fire Fighter Recruit – 20 candidates were hired effective August 19,
2019.
3) Employee Relations
a) Discharge letter to Water Safety Officer II.
b) Internal Investigations – one certified mail to two Fire/EMS Specialist
II, Fire/Hazardous Materials Specialist and Fire Fighter.
4) Employee Development and Training
a) Procurement of Professional Service Contracts – one employee
attended.
b) Business Communication: Email etiquette and communication styles –
one employee attended.
c) New Hire Orientation on August 22, 2019 – 20 Fire Fighter Recruits
attended.
IV. Emergency Operations Division
AC-1
1. Worked with FirstNet services to offer first responder coverage to HFD
personnel
2. Attended PGV Drilling plant status update meeting at Civil Defense
3. Participated in Fire Captain Promotion Assessment Center
4. Visited Pahala and HOVE stations on 8/28.
BATTALION 1, East Hawai‘i
Incidents:
1. 8/1, #15512; SPECIAL SERVICE - C-1 conducted shoreline survey and make
notifications for parties to evacuate the shoreline areas in anticipation of
impacts of TS conditions from Tropical Cyclones Erik and Flossie. Minor
impact from storms.
2. 08/04, #15759; RESCUE - Teenage Hiker with a Medical Emergency, Kaloli
to Haena Trail, Co.2, Co.18, Co.18A and M-10 personnel rescued the pt. and
M-10 transported to Hilo Medical Center.
3. 8/6, #15907; EMS - Truck vs Auto, Kipimana & Hwy 11, Dist 5. M03 T-ported
8 YO female Charlie condition. CISM activated for personnel (2 affected).
4. 8/8, #16079; HAZMAT - MVA with municipal propane gas leak, Dist 3. Co 4,
Co 3 and Gas Co mitigated municipal line broken by vehicle accident.
5. 8/15, #16613; RESCUE/SPECIAL SERVICE- Missing (fugitive) Swimmer,
Hilo Bay Front, Dist 1. Co1, Co2 and C-1 searched for woman who swam out to
sea in the night in an effort to allude police. Search unsuccessful, but HPD
found woman later in the Banyan Drive area.
6. 8/24, #17221; FIRE - Structure Fire, Keawe St, Dist 1. Electrical fire in north
wall at 183 Keawe St, a new thrift store. (“Under his Wings Ministry” former
tenant). Fire extinguished after forcible entry and removing siding. Floor cut
and TIC used to determine fire extension. No injuries.
7. 8/30, #17691; RESCUE - Missing hiker, Waipio/Waimanu Valleys. Multi-Day
search. Canine USAR team from Oahu coordinated through CD and brought
in on 9/1.
8. 8/30, # 17693; RESCUE - Swimmer in Distress, Kamilo Point in District 11.
USCG assisted with aerial survey while Company 2 and Company 11 did
shoreline survey. Body located just prior to daybreak and was transported via
Chopper 1 to Ka‘u Police Station.
Special Services/Events:
1. Convoy of Hope static display: Co2, M01 @ Hilo Civic on 8/24
Training:
1. B shift EMT retraining
2. Hazmat Technician Refresher training
3. C shift personnel training for Continuity of Operations building pool of TA
qualified personnel for various ranks. 1 newly trained Fire Captain to TA BC.
4. A shift personnel from Companies 1-4 along with BC-1 attended Hilo ARFF
Triennial drill exercise planning meeting on 8/30, Drill set for Oct 25.
BATTALION 2 West Hawai‘i
Incidents:
1. 8/3, Inc #15711: FIRE - Structure Fire Parker School Dist. 9, 10x10
outbuilding. Minor damage to lattice trimming. No reported injuries.
2. 8/16, Inc #16699; BRUSH FIRE - Dist. 15, HWY 270 @ 11MM, 68 acres
burned, 3 day operation.
3. 8/19, Inc #16860; BRUSHFIRE - Dist. 9, DHHL Pu‘ukapu farm lots, 1/2 acre
residential structure threatened, fire contained and extinguished no damage
to structure.
4. 8/20, Inc #16941, Shark Attack Dist 6, Napo‘opo‘o Beach, patient transported
to Kona Community Hospital via Medic 6, Co.6 and SKI-2 remained on scene
and assisted other divers and swimmers safely back to shore from the bay and
Ka‘awaloa flats area. C-1 conducted aerial survey throughout the day and the
following day.
Training and Education
1. Company 7 conducted open water rescue training (all 3 shifts).
Special Services/Events:
1. Multiple Station visitations at Kailua.
2. 8/10 – Company 7 attended “Touch a Truck” event at Kona Commons.
SPECIAL OPERATIONS
Hazmat
1. BC Kim is working on preparations to purchase 2 new HAZMAT ID units, we
have received tentative approval for the grant funds.
2. 6 FHMS promoted on September 1 to fill the remaining vacancies at both
Hazmat Stations.
3. Continuing Challenge through the LEPC. Personnel identified, Captain Lyle
Loyola and FHMS Elijah Medeiros attending this year.
Ocean Safety
1. Termination of 1 WSO, and subsequently hired temp. Employee to fill
permanent vacancy.
2. Responded to Shark Bite incident at Kealakekua Bay and assisted with
transporting swimmers and divers to shore safely.
3. Received 3rd and final Ford F-150 for Ocean Safety, working on installation of
radio and other equipment. Initially planned for SP-Ops BC.
Rescue
1. BC Kim working on finalizing FRS PAE scheduled for Sept 12.
2. We held two CNC Rope Rescue Training classes for our Rescue personnel.
3. BC Kim attended a weeklong Inland SAR Planning Course up at PTA.
4. Rescue Boat 7 back in Hilo for repairs on engine overheating issues, at Boat
House Hawai‘i
5. Still no word on the status of fuel cells from Force Marine.
Sayer Foundation
1. BC Kim assisted with the final planning and preparations for the Annual
Daniel R Sayer Awards and Fundraising dinner.
2. Awards dinner held on August 31 at the Orchid at Mauna Lani. It was the
largest group of awardees and attendees to date. Upwards of $150,000 raised
along with confirmation of another donation of a Bull Dog Wildland Tanker.
V. Support Services Division
TRAINING:
1) New Training Captain Michael Hoeflinger.
2) 47th Fire Fighter Recruit class started EMT class.
3) 48th Fire Fighter Recruit class started.
4) 48th Fire Fighter Recruit class and Four Water Safety Officers completed EMR
training.
VOLUNTEER TRAINING:
1) All west-side volunteers received training on “Fire Department
Communications” which involved a class on using fire radios and a wet drill
where radios were used extensively.
2) Added one new volunteer to company 9A Waiki’i Ranch.
3) Replaced damaged hose and repaired damaged booster line for Company 7B
Kalaoa.
4) Assisted EMS division teaching Recruits’ CPR class.
EMS BUREAU:
1) Assist with the production and release a Hawai‘i County Opioid Training
Video. This video will be used for public education. ADRC involved and will
be using this for Kupuna opioid awareness training. This will also premier at
the Physicians Workforce Summit Conference in Honolulu on September 7,
2019.
2) Attended the Hawai‘i Island Trauma Symposium hosted by the Queens
Medical center. Main focus was on Community Paramedicine, Mass Casualty,
Active Shooter, Tourniquet care, Public Education initiatives, 911 challenges,
and Mental Health of the Emergency Worker.
3) Working on ambulance specs for next ambulance that will be assigned to
Medic 7. Pre-construction done, finalizing the bid and Fiscal forms completed
and submitted.
4) Participated in multiple NHTSA meetings. Did a presentation of the
Statewide PIO and public education / injury prevention programs. This is one
of the 11 areas of the state audit from NHTSA.
5) Starting of our QI/QA committee. Coordinating our first meeting. Areas of
focus will be critical calls, trauma activations, advanced airways, medication
administration, EMS not needed or no patient at scene charts, stroke, STEMI,
and Sepsis.
6) ACLS and PALS recertification’s – online personnel will be using the
Heartcode method. Keys for the online portion has been sent out.
7) Initial two week EMR class done for the 48th Fire Recruit class. Captain
Domingo was the lead instructor and we have four Water Safety Officer’s in
the class.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 63 inspections.
2) The Fire Prevention Bureau reviewed 115 construction plans.
3) The Fire Prevention Bureau Investigated 1 fire.
4) We concluded our 4th of July fireworks display inspections and permit sales.
5) The Fire Prevention Bureau continued the 24 hour schedule and saw many
benefits, challenges, and continued interest from our Operations personnel.
We have 1 TA Inspector participating in the program.
6) Smoke Alarm Program is currently running with assistance from the Red
Cross. We are awaiting order for additional devices from the Red Cross.
7) Two Fire Inspectors attended IAAI, Fire and Explosives Training on Oahu.
Four members from the Bureau attended and completed N0390, NFA Fire
Inspection Principles I training, 6-day course in Hilo.
AUXILLIARY SERVICES:
Maintenance Shop
Apparatus and Equipment repair:
• 82 total repairs/service
• 23 service calls or trouble calls
• 12 contracted out and tows
Received HFD 583, new BT 18 from KME.
VI. New Projects/Business
• Still working with the Department of Public Works for permitting and
renovation of the Paradise Park Fire Station.
• Sent in request to Mayor’s office and County Councilmember Chung for
evaluation of state of Central Fire Station. Request for renovations have
not been approved.
