AC-1
1) AC Okinaka, has been working on updating /revising various Policies and
Procedures. Hurricane and TS SOG, HAZMAT, RESCUE, and WSO tranfer.
2) The 2nd PortaCount Respirator fit testing kit has arrived (County purchased
unit). We are currently working on re-building the Fit Testing cadre.
3) Target Solutions-EMS NREMT credential recertification tracking processes
have been completed and will now automatically report to NREMT for licensure
recertification.
4) Received approval for SMART phones for Ocean Safety Life Guard towers.
Awaiting arival of new phones.
5) Station Visitations throughout the month: Ocean Safety LG S-8 IHBP, Ocean
Safety Captain’s (East and West), Waiakea, Pahoa
6) AC Okinaka worked with County purchasing to acquire no-touch Infrared
Thermometers for Ocean Safety towers. Received half of the request and issued
to high incidence towers. Awaiting for the remainder.
BATTALION 1, East Hawai‘i
Incidents:
1) 5/4, #8843; STRUCTURE FIRE: Uhini Ana Road. 20x20’ unpermitted
structure collapsed upon arrival. Occupant admits to throwing Molotov
Cocktails and dropping one inside. Other occupant initially unaccounted for,
later located in no distress.
2) 5/6, #9011-STRUCTURE FIRE: Lehua Rd, Dist 10. Small unpermitted dwelling
fully involved. No injuries.
3) 5/10, #9266; RESCUE: Kaʻawaliʻi Gulch Stream- Sick Hiker. 20’s female
started vomiting and could not hike out on her own. Pt extracted via Chopper 1
and transported to HMC in stable condition.
4) 5/10, # 9270; RESCUE: Waipio Valley- Injured Hiker by Hiʻilawe Falls. Pt
extracted via Chopper 1 and transported to NHCH in stable condition by
Chopper 2.
5) 5/12, #9368; STRUCTURE FIRE: Hinano Street. Fire Contained to kitchen
area. Two pets were saved and returned to very grateful owners. Approximately
$100,000. saved. No injuries.
6) 5/13, #9402; STRUCTURE FIRE: Eden Roc- House on the ground upon arrival
of HFD units. $250,000 loss. One fatality – believed to be a squatter.
7) 5/17, #6968; STRUCTURE FIRE: Big Island Hostel – Started on exterior wall
with only minimal damage thanks to quick response from Company 1.
8) 5/17, #9709; RESCUE: Off Daniel K Inouye Hwy. near 14MM, Missing Hunter.
Party located on the following day by C-1 and extricated. No injuries.
9) 5/22, #9974; STRUCTURE FIRE: Mauna Kea Rd, Dist. 10. Approximately 600
Sq. ft. unpermitted dwelling fully involved. Built over a lava tube/skylight
making extinguishment and overhaul hazardous. No injuries. Red Cross
assisted occupants.

BC Smith assisted with COVID-19 AFG-S Grant submital for PPE
BATTALION 2 West Hawai‘i
Incidents:
1) 5/1/20, Inc# 8692; BRUSH FIRE: Halekiʻi St. Kohala by the Sea, Dist. 14. At
old BF location fire approx. 3 acres.
2) 5/4/20, Inc# 8870; INDUSTRIAL ACCIDENT: Heavy equipment accident
Kona Village Construction site. 1 DOA.
3) 5/16/20, Inc# 9653; RESCUE: Sail boat in distress Dist. 7, 1 soul on board, 9
miles West of Kailua-Kona. Injured and under sail power only for 14 days after
boat rolled twice while caught in storm. Co.7 retrieved 1 male with head
laceration, foot fracture and infection. Towed sailboat to Kailua bay, Moored
vessel, and patient transported to KNER by Medic 7.
4) 5/17/20, Inc# 9689; RESCUE/EMS: Female with leg fracture in Pololu Valley,
Dist.15. Female extricated via C1 to C2 and transported to NHCH.
5) 5/20/20, Inc# 9859; RESCUE: Injured hiker with ankle fracture Kohala Forest
Reserve, White Road Trail. Hiker located and extricated by Co9 and Rescue
Co7, C-1 stood down due to weather, female transported to NHCH via M9.
6) 5/20/20, Inc# 9880; STRUCTURE FIRE: Dist. 20. Fire contained and
extinguished by Co20, Co11, V20A, BC2 cancelled en-route. No reported
injuries
Training and Education

Special Services/Events:
COVID-19 pandemic ongoing
SPECIAL OPERATIONS
Hazmat
1) HAZMAT ID units update: Kaumana In-Service training continues to be
postponed due to COVID-19
2) Gas Monitors update: Information for requisition submitted to the Fiscal
section, awaiting approval to proceed. Worked with the HazMat Captains and
Vendor to identify the specifics of the type and capabilities of esch monitor
being requisitioned.
Ocean Safety
1. WSO Transfers effective May 16
2. WSO new hires started on May 18
a) 2 permanent part time in Kona
b) 5 temp Summer hires in Hilo and Puna
3. No-touch Infrared thermometers from Finance issued to Ocean Safety towers.
4. Continue to provide daily reports to the Managing director regarding Beach
parks attendance and compliance with the Mayor’s Rule on Beach Park closures
and accessibility.
5. Submitted request for iPad for aOcean Safety through the CARES Act funding.
This will help to support the new data collection survey that was created.
6. WSO II John Kapsky on Limited duty in Admin while on IL. Started May 1
7. Planning for WSO III vacancy and promotion recruitment with the anticipated
retirement at the end of May
Rescue
1. Both Companies doing whatever repairs they can to maintain the their
respective rescue boats to minimize cost.
a) RB-2 changed out “U-bolts” on the trailer and painted the new hardware.
b) RB-7 changed out side rails on the trailer and trim tab system repair.
2. AC Okinaka continues to work with the Rescue stations to accurately track
maintenance and inventory records. Also addressing the miscellaneous needs
of each station with regards to equipment and apparatus repair and
maintenance.
Sayer Foundation
1. “no-touch” Infrared Thermometers received and delivered to all stations.
2. 2020 requests received, working on compiling the info and presenting to Laura
Sayre
3. Sent images of new donations to Laura Sayre for media release.
