AC-1
1. AC Okinaka, continues to work on updating /revising various Policies and
Procedures. HAZMAT, RESCUE, and WSO tranfer.
2. AC Okinaka has attended his first DIPAC meeting, the group is planning for
this years annual Beach Safety week in September. Looking at curtailing it
towards the local residents renforcing the importance of shoreline safety.
3. AC Okinaka attended a Biwcg meeting via VTC. The group is looking to do a
better job at gathering incident information from Wildland fires. We will be
discussing utilizing the Survey app like we are doing with Ocean Safety to
capture incident data.
4. AC Okinaka along with F-1 and AC-2 meet with HELCO representative
regarding incident and call-outs for service technicians.
5. Station Visitations throughout the month: Ocean Safety LG S-21 Hapuna,
Ocean Safety Captain’s West, Haihai, BC-2, Capt. Cook, Keauhou, and Makalei
BATTALION 1, East Hawai‘i
Incidents:
1. 5/29, Incident # 10372; RESCUE- Extracted juvenile female via Chopper 1 after she
sustained lower extremity injuries by jumping off a 40’ waterfall (Piʻihonua Falls)
2. 5/30, Incident # 10441; RESCUE- SKI-1 and Company 2 secured a vessel that was
still running after all souls onboard fell overboard. No injuries reported.
3. 5/30, Incident # 10451; STRUCTURE FIRE – Lehua Ave. in Fern Acres. Unpermitted
structure and unable to locate any occupants.
4. 6/7, Incident # 10943; STRUCTURE FIRE – First units on scene 5 minutes after
initial 911 call. 90% of structure was lost. Fire was difficult to access. No injuries.
5. 6/13, Incident # 11298; RESCUE / Missing Fisherman – Individual with a group of
friends and last seen at 2200 hours on 6/12. 911 was activated and search efforts
began on 6/13. Multiple USCG assets assisting. 4 day search with nagative findings.
6. 6/13, Incident # 11326; STRUCTURE FIRE – Residence located one block Mauka of
Pahala Fire Station but was already fully involved when units arrived at 1324 hours.
One fatality. Cause under investigation.
7. 6/18, Incident #11592; HAZMAT- Possible Gas Leak reported. Facility evacuated
prior to arrival of HFD units. Sweeps of building by HAZMAT personnel found
“pungent” odor from package being shipped to local restaurant. No obvious hazardous
material. Package isolated per USPS protocols and remained in their custody.
8. 6/21, Incident #11809; STRUCTURE FIRE- Orchidland Estates, Kehaulani Street,
abandoned vehicle fire that set a shed ablaze, no injuries.
Training:
1. MICT Interns at various stations doing clinical rotations
2. FF/EMT student at various stations for clinical rotations
3. 6/9 Waiākea A shift coinducted 2nd qtr. Dive Rescue Training
Special Services/Events:
1. Assisted PTA Fire with Apparatus acceptance testing on 5/28 and annual pump testing
on 6/6.
BATTALION 2 West Hawai‘i
Incidents:
1. 6/7 Inc. #10955, RESCUE- sailboat aground, Co.7 responded to report of boat which
became adrift from mooring/anchor, boat came to rest on reef offshore from Kona Inn
in Kailua Bay. RB07, R7, M7, DLNR
2. 6/9 Inc. #11067, RESCUE- Missing Diver Mahukona, Co.15, Co.7, BC2, Coast
Guard, extended incident 4 day search, without success.
3. 6/9 Inc. #11103, RESCUE- Missing Fisherman Honaunau, Co.6, Co.7, BC2, body
located by Co. 6 personnel, recovered by RB7.
4. 6/15 Inc. #11436, RESCUE- Missing person Old Airport, Co7, BC2, HPD, Coast
Guard, extended incident 4 days without success.
Training and Education
1. 6/24 Co.14 Standpipe wet drill and elevator emergency operation at Hapuna Prince
Hotel
2. 6/2 Kailua C shift conducted their 2nd qtr Dive Rescue training
Special Services/Events:
Nothing to report
SPECIAL OPERATIONS
Hazmat
1. HAZMAT ID units update: Kaumana In-Service training continues to be postponed
due to COVID-19
2. Gas Monitors update: All documents sent to CD for submittal of requisition for RFP.
3. AC Okinaka working on scheduling Haz-Mat Technician Basic Training Course.
Looking at converting to an 80hrs course instead of 160hrs.
4. Haz-Mat companies scheduled to drill with 93rd CST in July
Ocean Safety
1. Working on reallocations of 5 WSO I to WSO II, met minimum hours and MQ’s.
2. Acquired a new storage container for Hapuna Ocean Safety to store UTV, ATV, and
equipment closer to the beach. Working on finalizing site ground prep and schedule
delivery.
3. Request for iPad’s for aOcean Safety through the CARES Act funding has been
approved. Working with Fiscal to make purchases.
4. Received disappointing news that Hapuna Ocean Safety funding was cut due to
unavailability of funds at the State level. Mayor Kim has confirmed continuation of
services at least through the rest of 2020 utilizing CARES Act funding.
6. AC Okinaka has been working with Sayre foundation to acquire iPads and
Lifeguarding software to capture incident data from the beaches. This software if
acquired, would allow for a seamless integration with medic EPCR software to
transfer data over.
Rescue
1. AC Okinaka continues to work with the Rescue stations to accurately track
maintenance and inventory records. Also addressing the miscellaneous needs of each
station with regards to equipment and apparatus repair and maintenance.
2. RB-7 had impeller damage and is in the process of being repaired. We are carefully
monitoring this issue due to it recently being repaired and it occurred again.
Sayer Foundation
1. Recently received new carabiners for Waiākea Fire Station personnel
2. 2020 requests submitted to Laura Sayre. The list was larger that normal, but prioritized
for ease of decision making and purchasing.
3. Recently was offered a special deal for a Thermal Imaging Camera, AC Okinaka
informed Laura and she agreed to make the purchase.
