Sayre Memorial Foundation Funding assistance o Awards Dinner Cancelled for 2020 o Foundation will hold a virtual event on website ▪ www.DanielSayreFoundation.org ▪ September 5, 2020 • USDA USFS Wildland Grant o Awarded $50,000. o Received final documents. • USFA FEMA Assistance to Firefighters Grant o Grant Committee submitted projects for FF Safety for items dealing with the proper cleaning of Gear and clothing to minimize cancer risk. o AFG awards and disbursement postponed until 2021 due to COVID-19. • Shippers Wharf Grant o Application for funding of Rescue Boat repairs submitted o No new updates III. Human Resources Division 1) Recruitments a) Internal Recruitment within Department • Fire Captain – Recruitment has been completed and a promotion list has been established. • Fire Equipment Operator – Assessment/Interviews are being coordinated and notification letters will be sent upon finalization. Targeting September dates. • Fire/Hazardous Materials Specialist recruitments has been scheduled to open 10/18/20, close 10/27/20. Written exam scheduled for mid-December. • Assistant Fire Chief – Support Services – opened on 08/01/20 and closes on 08/10/20. b) Internal Recruitment within the County • Account Clerk - referred list received from DHR. One candidate will be scheduled for assessment/interview, targeting week of 08/17/20. c) Open-Competitive Recruitment • Fire Radio Dispatcher I – Two (2) new hires start date 08/03/20. • Fire Fighter Recruit – to open on 09/06/20, closing on 09/15/20. Written exams are scheduled for early October. 2) Employee Development and Training a) All County training sessions have been postponed until further notice due to COVID-19 is still on-going. 3) Labor Relations a) Internal Investigations – ongoing. IV. Emergency Operations Division AC-1 1) 7/2- AC Okinaka, attended a Drought Committee meeting. Discussions on the current trends and fuel composition with current weather conditions. 2) 7/15- AC Okinaka participated in a Wildland Incident data collection meeting with Hawaiʻi Wildfire Management Organization, CD, PTA Fire, UH Cooperative Extension. Looking at ways to capture real time Fire incident data. 3) Station Visitations throughout the month: Ocean Safety LG S-21 Hapuna, Ocean Safety Captain’s West, Central, Haihai, Keaau, Waimea, BC-2, Waikoloa, and Makalei 4) AC Okinaka participated in a few CISM debriefings and counseling sessions following the passing of our Brother FMS Jonathan Hara on July 18, 2020. Also working with members on the planning and coordination for FMS Hara’s Memorial procession. 5) 7/24-26 AC Okinaka coordinated response efforts and assisted with Operations and EOC liaison staffing positions during TC Douglas. BATTALION 1, East Hawai‘i Incidents: 1) 7/6 Incident #12761; BRUSH/CAR FIRE- Pomaikai Pl., Paauilo (Dist. 8). Contained and extinguished by Companies 8 and 17. No injuries reported 2) 7/7 Incident #12821; STRUCTURE FIRE- 12th Ave, HPP (Dist. 18). 20x50 unpermitted structure. One fatality (remains located during overhaul). 3) 7/8 Incident #12864; STRUCTURE FIRE- Opae St, Hawaiʻian Shores (Dist. 10). Two story residence. Scene of a previous homicide in June. Cause of the fire as per fire investigator report is incendiary with the use of an accelerant. 4) 7/11 Incident #13084; STRUCTURE FIRE- Lehus St, Fern Acres (Dist. 5). Fire confined to porch and adjacent room. Arson suspected. 5) 7/15 Incident #13358; STRUCTURE FIRE- Moho Rd, Hawaiʻian Acres (Dist. 5). 1200sq. foot garage only 20’ from residence. No damage to residence. 6) 7/30 Incident #14437; BRUSH FIRE- Hwy 11 at 31mm (Dist. 19). ~1/4-1/2 acre brush fire in HVNP property near Nāmakanipaio. Training: 1) MICT Interns at various stations doing clinical rotations. 2) FF/EMT student at various stations for clinical rotations. Special Services/Events: 1) Spillman Mobile (Mobil Data Terminal concept) rolled out to Medic 1 for continued beta testing. 2) CISM: 7/18 Defusing at S-5, 7/22 Debriefing at S-5 3) Preparations for Hurricane Douglas. BATTALION 2 West Hawai‘i Incidents: 1) 7/16 Inc. #13463; STRUCTURE FIRE- Fire in restroom Hilton Waikoloa Hotel (Dist.14). Fire extinguished by standpipe system. 2) 7/18 Inc. #13550; RESCUE/EMS- Post Drowning Kiholo Bay (Dist. 14). 5 y.o. male transported to NHCH. 3) 7/27 Inc. #14208; RESCUE- Kayaker in Distress, South Point (Dist. 20). C1, BC2, FT2, Coast Guard. C1 located Male kayaker 6 miles offshore. Coast Guard Cutter retrieved kayaker and transported him to Keauhou Bay. No EMS needed. Training and Education: 1) 48th FF Recruit class at stations conducting driver training and EMS evaluations on all shifts. Special Services/Events: 1) 7/18 CISM Defusing at S-20 2) 7/19 CISM Debriefing at S-14 All personnel. SPECIAL OPERATIONS Hazmat 1) HAZMAT ID units update: Kaumana In-Service training scheduled for Aug 13-15. 2) Gas Monitors update: All documents sent to CD for submittal of requisition for RFP. Still waiting for CD to submit requisition. 3) Dates for our upcoming Haz-Mat Technician Basic Training Course have been secured for Sept. 14-25. It will be an 80hrs course, and the same course is being implemented statewide. 4) Haz-Mat companies completed drills with the HING 93rd CST on July 8-10 5) Sent Ludlum Radiation Meters from both stations out for calibration and upgrade. Ocean Safety 1) Still no word on the status of our equipment that was stolen from Pohoiki. Starting to look for funding sources to replace the items that were stolen. 2) Working on processing an offer to donate equipment and labor from Metzler Construction to finish ground work for the storage container at Hapuna Beach. 3) Polaris UTV at Hapuna had mechanical issues, sent it back to Kiser and they are warrantying the work to repair it. 4) AC Okinaka has been working with Captain Alvarez to get computer and Network access for the Hapuna Ocean Safety office. This will allow WSOIII (Lt) position to process paperwork for personnel independent of the Captain and provide increased efficiency for our operations. 5) AC Okinaka working on WSO Transfers and filling vacant WSO positions. We will be hiring one of the summer hires in a permanent position at the end of their contract period on August 15. Rescue 1) AC Okinaka working with Rescue captainʻs on updating Rescue PPE purchasing and reimbursement guidelines. Revising the list and updating prices. 2) AC Okinaka worked with USCG on scheduling biennial SAREX. This year will be an AAR for all the recent rescue incidents that both agencies co-responded on. Scheduled for August 25 & 26 in Hilo and Kona. Sayre Foundation 1) Received an email from Laura Sayre sharing the mechanism of how the foundation will be soliciting donations. It will be done through their website. 2) We are awaiting delivery of the reconditioned/discounted FLIR Thermal Imaging Camera. V. Support Services Division TRAINING: 1) Completed 18 driver audits for the 48th recruit class. Now they are certified to DCC Type 1 and can be reallocated to Fire Fighter come their 1year on August 16th, 2020. 2) Finishing up new driver credentials on Target Solutions to reflect certifications such as TA FEO, Tanker cert, Brush Truck, Fuel Truck. Now Ops BC’s and Capt.’s have something to reference when assigning personnel at stations. 3) 2 MICT’s and 1EMT from the 49th recruit class completed 40hrs driver training and their driver audits. Now the 2MICT’s are finishing up MICT evaluations, and the 1EMT is finishing up his 25responses/15transports on the medic. 4) Completed Aeromedical training and vehicle maintenance training for the certified MICT’s and EMT’s from the 49th recruit class 5) Submitted Uniform sizing for 49th recruit class graduation uniforms. VOLUNTEER TRAINING: 1) Added one new volunteer firefighter to Company 5B Hawaiian Acres. 2) Added majority of East side volunteers to the Bryx911 app. 3) Completed pre-trip audit and closed course audit for one volunteer from Company 19A Volcano and one volunteer from Company 11C Discovery Harbour. 4) Will have a BLS class at Station 1A on Thursday, July 30, 2020 to get 10 volunteers CPR certified. 5) Training for July was a class on fire hose followed by hands-on drill doing annual hose pressure testing and hose bends. EMS BUREAU: 1) EMS Bureau personnel assisted with CISM Island-wide. 2) Working on finalizing the FY 20-21 EMS budget. 3) Training and education • 49th fire recruit class in EMT training. • 2 state certified paramedics going through evaluation. • 4 of 5 MICT students have successfully completed internship. ▪ 1 on extension. ▪ They will be taking their state and national written final exams and psychomotor testing. • Capt. Domingo assisted with next MICT class candidates. ▪ Start date pushed back to sometime between October and January. • Active shooter class completed. ▪ HFD and HPD personnel involved in this training. 4) New medics • Medic inspection team went to Braun NW for pre deliver inspection. • Medics picked up from PASHA on Friday 7/24. • Once radios installed and detailed they will be delivered to Sta. 7, 9, 18. 5) Assisted with COVID screening Island-wide. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 83 inspections. 2) The Fire Prevention Bureau reviewed 73 sets of construction plans. 3) The Fire Prevention Bureau investigated 3 structure fires. 4) The Fire Prevention Bureau staff continue provide support to the Covid-19 task force and following up on concerns and complaints as well as conducting site surveys. AUXILLIARY SERVICES: 1) Electronic WMS System Project (37% complete) • Working on getting the remaining office supplies loaded onto Tradegecko • Reviewing PO system with fiscal to improve procurement processing time. • EMS Product Phase (Waiting on new IFB) • PPE Phase (August) I have started import product details into system, looking to launch at end of August. 2) Random Access Memory upgrade project (completed) • Completed this month. 3) Warehouse Re-organization Project • Training Storage Area (30% complete) ▪ Currently cleaning out area, goods will be palletized and moved • Loft area (completed) ▪ Lighting system installed. • 2nd warehouse cleanout project (20% complete) ▪ Cleaned out entry area of warehouse ▪ Plan is to clean and remove all fire department stock from warehouse except records by September 30th. 4) Bryx Project (99% complete) • Bryx system launched and the Active911 system has been discontinued. Currently we have 278 users that have signed up. Feedback has been positive, there are still some technical issues, but we will be working on that in August. 5) POE Switch Project (95% complete) • UPS systems ordered, waiting on receipt. 6) Repairs/Purchases/Maintenance: • Stn 3 Oneshot installed. Unit installed incorrectly, will need to be moved, researching proper wiring installation and system reprogramming. Will get Station 21’s unit installed next. • Stn 4 Generator fluctuations are causing radio system to malfunction. Generator tech recommended signal conditioner, DPW electrician stated had no idea how to deal with installing a signal conditioner. Escalated issue to DPW management. • Stn 7: Freezer broken, new unit purchased, delivery in October • Stn 8: Freezer broken needs replacement, purchase delayed due to p-card limit. • Stn 14 Freezer, issues self-resolved. • Stn 10: Center Front Garage door collapsed and is broken. Waiting on Gabs to issue quote for repair. Additionally Station 10 has large infestation of blister bugs and birds living in garage. • Stn 11: Fridge broken needs replacement. Sent to Finance to put out for bid. • Stn 12, generator not starting, C&A dispatched to resolve. • Stn 21: Generator issues, Oven purchased, and work order placed to build out cabinet for oven installation. • Stns 8, 14, & Training: Need additional storage, interested in 20’ or 40’ containers if possible 7) Mobile Data Terminals Project • Project moving ahead with Medic Laptops. FMS II Hara, BC Smith, Scott Uehara, and BC Todd will be testing installation of Spillman and netmotion software though HPD IT’s new gigabit switch pathway connection to the Spillman Servers. This will eliminate the need for Forticlient. • Medic 01 installed and running, remaining medics to be installed in August. • In September we will be looking at importing the pre fire plans into spillman. 8) Record Requests • Working on UIPA request for 2.3 years’ worth of records. 9) Projects on hold: • Volunteer Website Pages • Contract to add Bullard wipes for after scene decon, and Bullard care kits to contract to issue with the new FXR350 helmets. • Plymovent Repairs Project 10) Apparatus and Repair: • 80 total repairs/service • 20 service calls or trouble calls • 11 contracted out and tows • Received new Medics for Station 7, 9 and 18. 11) Dispatch • Rapid SOS Jurisdictional View is tied to HPD. Lt. Fujitake has issued an account but we are dealing with an email conflict, which should be resolved in August. • Two Fire Radio Dispatcher applicants started August 3, 2020. VI. New Projects/Business • Continue to Work with DPW, Council, and Finance to replace the roof at the Pāhala Fire Station. Applying for a grant for roof costing. • Working with DPW, HPD, and Mayor’s office for new Civil Defense, Police, and Fire Radio Communications Center. • Continual Coronavirus assistance. VII. Employee/Public Relations • FMS II Jonathan Hara passed away following a traffic accident. • Department pass in review and services pending. • As indicated above in Section Reports.
