III. Human Resources Division
1) Recruitments
a) Internal Recruitment within Department
• Battalion Chief, Special Ops, closed 1/25/20 – no referred list; no
qualified applicants.
• WSO IV – request for internal recruitment has been submitted,
pending approval and notification from DHR.
b) Open-Competitive Recruitment
• Water Safety Officer I – closed on 1/28/20, waiting on a referred
list from DHR. Tentatively scheduling PAE for end of February.
• FRD I – opened on 2/2/20, closes on 2/11/20.
• Accountant I – scheduled to open on 2/9/20.
c) Internal Recruitment within the County
• HR Assistant – closed on 1/25/20 – no referred list; no qualified
applicants. Submitting request for open recruitment.
IV. Emergency Operations Division
AC-1
1) 1/6-10 Chief Okinaka attended a Pre-Con meeting for BT-17 at Rosenbauer in
South Dakota.
2) 1/16 Chief Okinaka attended a webinar on why fire departments get sued put
on but Lexipol, Chief Billy Goldfedder and Curt Varone (Fire Service Lawyer)
3) 1/29, Chief Okinaka and Deputy Chief Uchida met with Ocean Safety
Captain’s to plan operational needs with the vacancy in Special Operations BC
coming Feb 1.
4) Chief Okinaka continued to work on finalizing the needs for our Personnel
Accountability Program which is set to be Piloted on Feb 1
5) Chief Okinaka worked with ARFF Chief’s to solicit interested personnel to
attend a Fire Officer I certification training course.
6) Chief Okinaka also worked with Elkhart Brass, to conduct 2 training sessions
for our personnel. The content covers understanding your ideal Target Flow
rates for Fire Fighting and testing your apparatus and equipment to
determine that actual flows versus theoretical flow rates.
7) Chef Okinaka will be working with the Rescue, HAZMAT, and Ocean Safety
Captains to maintain an efficient transition without the Special Operations
BC. There will be added workloads, but AC-2 and F2 will assist to manage to
load.
BATTALION 1, East Hawai‘i
Incidents:
1) 01/01, #00003; STRUCTURE FIRE- District 8, Hoolokahi Street, no injuries,
cause under investigation.
2) 01/5, #00393; RESCUE- District 19, Captain’s Trail. Lost Hiker. Despite
dense fog, uninjured party was located and airlifted to vehicle by Chopper 1.
3) 1/7, #00532; RESCUE- District 5, Shipman Beach. Swimmer in Distress,
Opihi picker swept off the rocks secondary to large surf conditions. Uninjured
swimmer was airlifted by Chopper 1 to a waiting Medic unit where he refused
treatment.
4) 01/09, #00618; STRUCTURE FIRE- District 10, Puulena Street, no injuries,
cause under investigation.
5) 01/11, #00830; FLOODING SPECIAL SERVICE- District 4, Piihonua,
Mayor’s orders to notify residents of an evacuation notice and the evacuation
shelter is at the Butler Building.
6) 01/11, #00862; RESCUE- District 4, 2122 Piihonua Road, Occupant refused
HFD’s request for him to evacuate.
7) 01/12, #00879; RESCUE- District 11, 59 mm Kawa Flats, School bus tried to
traverse the water flowing across Hwy 11and stalled, 72-y.o. female,
uninjured.
8) 01/12, #00886; RESCUE- District 5, Eden Roc Apele Road, two (2) people
male and female on the roof of their car due to flooding, uninjured.
9) 01/20, #01525; STRUCTURE FIRE- District 5, Fern Acres, Pikake Street, no
injuries, under investigation.
10) 01/27, #02083; RESCUE- District 11, Green Sands Beach, Rescue, 40 y.o.
female, C-2 transported to Kona Community Hospital.
11) 01/31, #02381; BRUSH FIRE- District 17, Highway 19, 31 mm, no injuries,
eucalyptus tree farm.
12) 01/31, #02404; BRUSH FIRE- District 17, Highway 19, 31 mm, same location
as last incident, second fire, no injuries, eucalyptus tree farm, suspicious in
nature due to its’ location and unknown ignition source.
13) 02/01, #02442; STRUCTURE FIRE- District 4, 782 La Hou Street, no
injuries, the structure is a detached 3-car garage with a living area.

Special Services/Events:
1) 1/18 Revel run PTA Fire, BC-2, M-16, M-14
SPECIAL OPERATIONS
BC Kim vacated the Special Operations BC position, and took a voluntary
demotion to Rescue Captain at the Waiākea Fire Station. AC-1 and F-2 will
assume the responsibilities of Special Operations moving forward.
For the interim, the respective station commanders from each discipline Rescue,
Hazmat and Ocean Safety stations will report directly to AC-1.
Hazmat
1) HAZMAT ID units update: Contract awarded to lowest bidder
2) Gas Monitors update: working on RFB.
Ocean Safety
1) Working on recruitments for WSO I and WSO IV positions
2) RWC expansion program Update: Captain Kim will continue to work on the
procurement process for the RWC replacement purchases
3) Continuing development of in house RWC Training program.
4) AC Okinaka and Deputy Chief Uchida have met with Ocean Safety Captain’s
to touch bases and plan for the future needs of the Section.
Rescue
1) Captain Kim will continue to assist with the Rescue programs that he has
started and see them through fruition.
o creating new maintenance tracking logs for all equipment and supplies
2) Dive Rescue International Instructor/Coordinator planning sessions
continuing, 2 personnel identified to manage the program
3) Continued to work on HFD Dive Rescue Program, and scheduling
recertification training for all Rescue personnel. Mandatory training for all
4) Rescue Boat 2 (Force) continues to be worked on (engine issues)
5) Plans for Rescue Boat 7-7 (Force):
o Moving to a 3 boat fleet, 2 front line boats and 1 back up
o Work is needed to be done to RB7-7 to get it back up and running
▪ Council approved donations from Kukio for 2 engines
▪ Work to replace engines and associated equipment approved
▪ Work to replace the fuel cells to repair fuel leaks have also been
approved.
▪ Need to get quotes for hull extensions to allow for a better
operations.
Sayre Foundation
1) Captain Kim will also assist with the 2019 donations until they are inventoried
and distributed. Following that AC Okinaka will become the Department’s
Point of Contact with the Sayre Foundation.
2) The County Council has approved acceptance of all 2019 Sayre donations and
drafted and approved a bill to streamline the acceptance process in the future.
3) Once all of the items are inventoried, they will be distributed accordingly
V. Support Services Division
TRAINING:
1) 47th Fire Fighter Recruit class graduated February 1, 2020
2) 48th class started EMT on January 13, 2020.
3) Two FFR from the 48th class continue with EMS Evaluations. 1 EMT and one
MICT. They already are State Certified.
4) 49th Fire Fighter Recruit class started February 3, 2020 with 17 County and 4
State recruits. First ever combined training course for our County.
VOLUNTEER TRAINING:
1) All Volunteer companies were given hand-only CPR training, as well as
training to implement the new PAS and PAR procedures.
2) Carl Pires shadowed Volunteer training for two days and took over East
Hawai‘i Volunteer training on February 1st.
3) One Volunteer received their driver audit and is now driver certified.
4) Distributed Apparatus Operator and Company Officer textbooks to Volunteer
companies.
5) Integrated wet drill with Company 11 and Volunteers from Pāhala, Nā‘ālehu
and Discovery Harbour.
EMS BUREAU:
1) Finalizing FY20 budget contract.
2) FY20 ambulance bid awarded to Braun NW
a) Trying to have this ambulance start construction the same time as FY 19’s
medics (2/2020). Ambulance will be assigned to Medic 7.
3) STEMI / PCI transports moving forward. Project start date will be 2/16/20.
4) EMSAC meeting in Oahu. Education meeting and Community Paramedicine
meeting also held on this day.
a) Legislative updates HB 1453
5) HOCPR at Kea‘au High School completed.
a) Currently rolling out program at Konawaena HS.
b) Hands only class done for State building personnel – per request from
Dennis Onishi.
6) CP continues. Multipole meeting with local agencies held.
7) EMT class will start on 2/13/20
a) FFR EMT and MICT have both passed the HFD EMT evaluation.
8) MICT class continues with our 6 personnel.
a) Start in Oahu on 2/18/20 – this would be for their one month clinical and
1st rotation.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 57 inspections.
2) The Fire Prevention Bureau reviewed 34 construction plans.
3) The Fire Prevention Bureau Investigated 2 fires.
4) The Fire Prevention Bureau continued the 24 hour schedule and saw many
benefits, challenges, and continued interest from our Operations personnel.
We have 1 TA Inspector participating in the program.
5) Smoke Alarm Program is currently running with assistance from the Red
Cross. They have an order for 500 additional devices from the Red Cross.
6) The Hawai‘i Alliance for Community Health donated 36 smoke alarms.
7) The Fire Prevention Bureau was awarded a $500 grant from Walmart.
8) One personnel has applied for training at the National Fire Academy.
AUXILLIARY SERVICES:
1) Recruits 49th class prep.
▪ Sized and ordered bunker jackets and pants for all recruits
▪ Put together 21 gear bags with all needed gear: boots, brushfire
gear, rain gear, safety equipment, gloves, helmets, etc.
2) New contract gear has arrived
o Bullard FXR350 helmet with internal visor (older Lion helmets will be
distributed first)
o Lion particulate hoods are now being stocked. The goal will be to
eventually get each personnel one of these hoods, priority on firefighters
first
o Thorogood Fire Boots, basically same as the Haix, but they can be specially
sized up to 8E in width.
3) Working on a contract to add Bullard wipes for after scene decon, and Bullard
care kits to contract to issue with the new FXR350 helmets.
4) EMS and Admin tracking screens for Spillman and Trello,
o EMS Spillman tracking system is live in the EMS office.
o Admin/Finance Screen is in progress, expected install in March.
5) POE Switch Project
o I will be visiting Stations in February to review outstanding issues, repairs,
and personnel equipment. This project will be closed out this month.
o Still working with Pacific Wireless on Stations 11, 11A, 17 on programming
change or inline POE injectors.
6) Purchases/Repairs/Replacement’s in January
o Riding Lawnmower for Station 10 completed
o STN 16, waiting on quote to repair exhaust muffler, needs to be
readdressed.
o STN 1, STN 7, K12 saws. Stn1 selected a Stihl, waiting on STN 7. Specs will
be submitted to April once received by both stations.
7) Mobile Data Terminals Project
o No progress this month, will be working on an IPad deployment to check
Spillman mobile on IPad probably in west Hawaii BC.
8) Active 911 Project. (Bryx Repalcement Project?)
o Currently the system will not work completely. The plan is to install Bryx
and call for volunteers to do testing on a competing system. Bryx has no
user fees and an active pull program to grab data from Spillman to shoot
out to its system and then units.
o Held a meeting for Bryx IT and HPD It, and Spillman. We are in the
process of installing the SQL server software in HPD and will hopefully
have a running test environment ready by the end of February for
volunteers.
9) Dispatch
o New recruitment opened as of Feb 2. Placed ads with NENA website,
through UH Hilo, and have both local radio groups doing PSA
announcements over their stations.
Maintenance Shop
Apparatus and Equipment repair:
• 88 total repairs/service
• 27 service calls or trouble calls
• 7 contracted out and tows
• Pre Con in South Dakota January 6-10 for new Brush Truck 17.
• Pre Con in Wisconsin January 20-24 for new Engine 20.
