o Earmarked for Training and equipment.

III. Human Resources Division
1) Recruitments
a) Internal Recruitment within Department
• Fire Rescue Specialist – two promotions effective 01/01/20, FF
Catlin Peterson and FF Dave Yamagata.
b) Open-Competitive Recruitment
• Water Safety Officer I – Gerelito Romero, new hire effective
12/16/19.
c) Internal Recruitment within the County
• Accountant I – Interviews have been scheduled for 01/03/20; one
of two applicants have declined to continue recruitment process.
3) Labor Relations
a) Internal Investigations – ongoing.
4) Employee Development and Training
a) None scheduled at this time.
IV. Emergency Operations Division
AC-1
1) 11/26- Chief Okinaka attended the first planning meeting for the HRCA World
Sprints scheduled for August 2020 in Hilo Bay.
2) 12/3- Chief Okinaka attended a NFPA 1851 certification course on Selection,
Care, and Maintenance of Firefighting PPE, and visited Hawai‘i PPE facility in
Oahu on 12/5.
3) 12/5-7 Chief Okinaka attended the HFCA Annual Conference and Training at
the 4 Seasons Ko‘olina on Oahu.
4) 12/11- Chief Okinaka attended BIWCG quarterly meeting
5) 12/11- Chief Okinaka attended the Hawai‘i Comprehensive Cancer Coalition
Summit at the Naniloa Crown Room where Frank and Laura Sayer were
recognized
6) 12/13- Chief Okinaka observed RB7 water leak trouble shooting to assure
thorough assessment of concerns were identified and addressed. 12/18 follow
up test run to assure worthiness and leaks repaired.
7) 12/19- Chief Okinaka sat in on a presentation from Bryx 911, incident alerting
system based off a mobile platform. Provides situational awareness and a
better operational picture for responding units quickly and efficiently.
8) Personnel Accountability System (PAS) and Personnel Accountability Report
(PAR) SOP’s Pilot implementation will be postponed one month due to ID
card supplies shipment delays.
9) Breast Cancer Awareness duty T-Shirt fundraiser. $2500.00 will be donated
to the American Cancer Society, and $1265.00 will be donated to an
anonymous employee who is also currently undergoing Cancer treatment.
10) Anticipating 6 total Captain Retirements by the end of the year. Transfers and
promotions are all scheduled to commence pending official retirement.
BATTALION 1, East Hawai‘i
Incidents:
1) 12/1, Inc# 24826; RESCUE-Wailuku River “Narnia”, Female swimmer got
swept over the falls and landed on the rocks 30’ below. Patient was extricated
via Chopper 1 and transported by Medic 1 in stable condition.
2) 12/08, Inc# 25312; STRUCTURE FIRE – HPP 15th Avenue, total loss, no
occupants.
3) 12/15, Inc# 25865; STRUCTURE FIRE- Kehaulani Street, 2nd floor total loss,
1st floor and carport saved, residents were not home at the time of the fire.
4) 12/17, Inc# 25963; RESCUE- Shoreline near Tombstone’s surf spot (South of
Honoli`i beach), Good Samaritan and a dog rescued; no injuries.
5) 12/20-23, Inc# 25264; SEARCH (by Air, Ground and Dive Ops) - missing 6
year old autistic child thought to have wandered to the ocean. Partnered with
HPD and USCG.
6) 12/24, Inc# 26537; RESCUE/EMS- Kulaniapia Falls, 55 male in cardiac arrest
at the pond’s edge below the falls; patient extricated by C-1 and transported to
HMC.
Special Services/Events:
1) 1st Battalion companies conducted various School Fire Inspections and hosted
station visitations.
Training:
1) Assist firefighter recruits with Fire Ground Survival Training.
2) COH website development training with DIT.
3) Hawai‘i Fire Chief’s Association Conference.
4) Rope Rescue Training provided by Envirosafe Tech for Companies 1 and 2.
Practical evolutions conducted at KMR Rubble Pile.
BATTALION 2 West Hawai‘i
Incidents:
1) 12/2, Inc# 24819; RESCUE- Boat in distress district 12 “end of the world”. 5
personnel rescued by a passing charter boat. Distressed vessel sank.
2) 12/2, Inc# 24841; RESCUE- Swimmer in distress Keokea Beach Park. Body
boarder trapped in cave along the shoreline due to large surf. Victim
extricated by C1 via Billy Pugh long line.
3) 12/10, Inc# 25419; RESCUE/EMS- Swimmer in distress north of Lekeleke
Bay. Victim brought to shore by double hull canoe, Medic 12 transported
CODE 500 status.
4) 12/15, Inc# 25818; STRUCTURE FIRE- Ho’okena. Total loss, Origin and
cause per occupants was a candle they had lit by a window.
5) 12/17, Inc# 25960; MVC- Tractor/Trailer overturned Kawaihae road 62 mm.
Long duration due to weight of trailer and capabilities of Tow Apparatus to
right the vehicle. Multiple tow companies involved.
6) 12/17, Inc# 26017; BRUSH FIRE- Makani Kite Wind Farm, caused by wind
turbine equipment failure Near West Hawaii Concrete. HFD, PTA Fire, and
Volunteers responded.
7) 12/23, Inc# 26439; HAZMAT/DOA- Dist. 7, upon arrival Co. 7 identified DOA
in condominium closet with unknown liquids near body, Hazmat Co. 21
dispatched to mitigate incident. Scene released to HPD for investigation.
Training and Education
1) 12/1, CAFS Training (Rowe Industries) Company 16 & 12.
2) 12/12, Waimea Water Treatment Plant, Preplan/Familiarization, Company 9,
Hazmat 21, BC2B.
3) 12/16-20 Recruit Wildland Fire Training.
4) 12/30, C-2 Training, Co. 14, MICT interns, 47th Recruit Class.
Special Services/Events:
1) 12/7 Waimea Christmas Parade Company 9, 9 Bravo, PTA Fire.
2) 12/14 Company 14, Waikoloa Christmas Parade.
3) 12/14 Company 7, Kailua Christmas Parade.
Special Services/Events:
1) 12/17 Medic 12 Keauhou Fire Station taken Out Of Service at 2000-0830
hours to prevent Double Time.
2) 12/18 Medic 16 Waikoloa Fire Station taken Out Of Service 1900-2000 to
prevent Double time.
3) 12/20 Medic 7 Kailua Fire Station taken Out Of Service 2000-0400 to prevent
Double Time.
SPECIAL OPERATIONS
Hazmat
1) HAZMAT ID units update: IFB for 4 new Haz-Mat Identifiers set to close on
December 30th
2) D emo gas monitors from Draeger and Rae systems at Haz-Mat stations to
assess capabilities
3) Chlorine Containment vessel re-certification completed, awaiting return.
4) Kaūmana and Makalei both received 2 each Chlorine and Ammonia single gas
monitors.
5) 1 Haz-Mat Captain retiring this year - Loyola.
Ocean Safety
1) Filled final remaining WSO position vacancy.
2) BC Kim continues to work on Rescue Water Craft (RWC) expansion program
through the grant funds from HTA to acquire 4 new RWC. Update: secured a
3 month extension to continue work. Specifications identified for four new
RWS purchases.
3) Continuing development of in house RWC Training program.
4) 3rd Ocean Safety pickup truck received and currently being used in the
Training Bureau.
5) Formal Investigation underway for Water Safety Officer attendance.
Rescue
1) Creating new Rescue Boat logs to address all maintenance requirements
2) Dive Rescue Instructor planning sessions continuing, 2 personnel identified
to manage the program.
3) Continued to work on HFD Dive Rescue Program, and with Kevin McAfee
from Maui FD for assistance to recertify expired Public Safety Diver
Certifications.
4) Looking to hold recert class in the Spring of 2020.
5) Rescue Boat 7 repairs completed, and has been placed back in service.
6) Rescue Boat 2 repairs scheduled (engine issues).
7) New Fuel trailer work commencing for Chopper.
8) 4 total Rescue Captains retiring in 2019, Matsuoka, Masuda (Dec 1) Spain,
Vincent (Dec 31). Rescue Captain Transfers Dec 1 Fujii (S-2), Sohriakoff (S-7)
9) 2 new FRS promotions effective January 1, 2020.
Sayre Foundation
1) Received second batch of 2019 donations.
a) Working on logging all inventory and distribution.
b) Working on getting Council acceptance of all the newly donated
equipment.
c) Foundation requested to hold off distribution until accepted by the County
Council.
2) BC Kim continues to participate in Foundation Committee work.
3) Elizabeth Picket resigned as the Executive Director of the Foundation.
V. Support Services Division
TRAINING:
1) 47th Fire Fighter Recruit class and closed course driver training; working on
getting road hours.
2) 47th class starting 8 hour station assignments January 6, 2020.
3) 48th class finished Fire training; Essential and skills, starting EMT prep.
4) 48th class starts EMT on January 13, 2020.
5) Two FFR from the 48th class started EMT evaluations on December 23, 2019.
One was an EMT and one was a MICT prior to hire.
VOLUNTEER TRAINING:
1) Brought Fire Captain Grand Baclig on board on December 1, 2019.
2) Captain Wilson attended the Volunteer Captain’s quarterly meeting on
December 21, 2019.
3) Captain Wilson responded to a brushfire in the area of West Hawai‘i concrete
on December 17, 2019 with Company 7B, 9A, 9B, and 16B.
4) Continue to work with De. Desilva and Dr. Wang’s office to schedule volunteer
physicals for 2020.
5) Repositioned 5-ton military tanker from Pāhala and the old E-20B from
Station 14A to Station 9B in anticipation of possible fires over New Years Eve
(T-9B currently out of service at the Mechanic Shop).
6) Three volunteer Fire Fighters attended a weeklong driver training class from
December 9-13 with our 47th Fire Fighter Recruit class. This would start their
process to become qualified FEO’s in their respective Volunteer Fire
Company. This class was instructed by FEO Jordan Makaimoku.
EMS BUREAU:
1) We hosted a base station meeting at NHCH - December 3
a) 14 HFD personnel present along with NHCH personnel
b) Home hemodialysis presentation by Liberty Dialysis
c) Tour of new ED expansion by ER manager K. Bastien.
2) Quarterly TPOPP at KCH – December 5 (Trauma Meeting)
a) Per Wendi Wagner, trauma coordinator, HFD is doing a great job with not
spending too much time on scene:
• 5 incidents >20 min SC time in 101 activations.
3) Active Shooter Table Top Exercise at ARFF Kona.
a) Headed by Mr. Sommers of Securitas
b) Management staff from KOA, airlines, security, and rental car agencies in
attendance
c) BC2, on duty station 7 personnel, Capt. K. Vares, FMS III M. Lam in
attendance representing HFD
4) Triennial exercise at KOA airport meeting – December 13
a) Hosted by ARFF Chief M. Matias
b) HFD, ARFF, TSA, KOA security, and civilian security reps in attendance
c) Scheduled for November 19, 2020
5) HOCPR education courses for Konawaena continue.
a) Captain Domingo is currently working with two teachers that have first
year and second year students in the Health Pathway.
b) We are set to do our first presentation to the staff on Jan 22, 2020.
6) HOCPR education course for Keaau continues.
a) Students are becoming more involved and are starting to feel more
confident. We are planning to start presentations in January-February.
7) Captain Domingo attended the Citizen CPR conference in Seattle
a) She has brought back some great ideas on how we can increase our
community education and strengthen the chain of survival here on Hawaii
Island
b) After coming back from the conference, we are looking at achieving the
designation for a “Heart Safe Community”
c) Looking into the logistics of training all of the frontline HPD staff in
HOCPR.
8) Multiple PCI (percutaneous coronary intervention) with Hilo Medical Center,
HFD Admin, county and state medical directors
a) Hilo Medical Center has been doing PCI 24/7
b) HFD/EMS working on transport protocols
9) Working on State License renewals
10) UH Hilo graduation stand by coordination.
PREVENTION BUREAU:
1) The Fire Prevention Bureau conducted 62 inspections.
2) The Fire Prevention Bureau reviewed 21 construction plans.
3) The Fire Prevention Bureau Investigated 3 fires.
4) The Fire Prevention Bureau continued the 24 hour schedule and saw many
benefits, challenges, and continued interest from our Operations personnel.
We have 1 TA Inspector participating in the program.
5) Smoke Alarm Program is currently running with assistance from the Red
Cross. They have an order for 500 additional devices from the Red Cross.
6) The Fire Prevention Bureau is looking to certify personnel as a NFPA Fire
Inspector I. The certification is accredited by Pro Board.
7) One personnel has applied for training at the National Fire Academy.
8) Fire Prevention Bureau was awarded a $500 grant award from Walmart.
AUXILLIARY SERVICES:
Distribution Center update deferred until next report due to Medical Leave of
Fire Auxiliary Services Officer.
Maintenance Shop
Apparatus and Equipment repair:
• 65 total repairs/service
• 16 service calls or trouble calls
• 8 contracted out and tows
• Received three expeditions at Honolulu Fire and transport to Young
Brothers.
