Human Resources Division 1) Recruitments a) Internal Recruitment within Department • WSO IV – received referred list 02/27/20. Interview was on Fri 3/6, 0815 hrs at Fire Admin Conf Rm. Position was offered & accepted by Ricky Alvarez. Promo eff 3/16/20. • Fire Captain – received referred list 02/24/20. There are 15 applications to be screened; completion within next 2 weeks. • Fire Equipment Operator – opens Fri 03/06/20, closes Sun 03/15/20. Written exam scheduled for Tues 5/12 @ 1330 hrs. • Fire Captain, Prevention Bureau – tentatively on hold. Advised DHR of postponement to July. HFD to send memo when ready for recruitment. b) Open-Competitive Recruitment • Accountant I – opened 02/09/20, closed 02/18/20. PENDING REFERRED LIST FROM DHR. Sent email for status update on 3/6 to DHR R&E. • FRD I – Written exam scheduled for 03/12/20. • Accountant I – scheduled to open 02/09/20. • WSO I –PAE completed Thur, 02/27/20. Interview notices sent 03/02, scheduled for Mon 03/09 & Tues 03/10. • HR Asst – Single applicant sent email morning of interview do advise that she would not be able to make scheduled appt due to fever. Followed-up with DHR to inquire on next available option – Temp Assign Outside of Elig List (TOAL). c) Internal Recruitment within the County • HR Assistant – closed on 1/25/20 – no referred list; no qualified applicants. Submitting request for open recruitment. 2) Employee Development and Training a) onducting an effective interview – one employee attended in February; two employees will attend in March. b) New Hire Orientation – 49th Fire Fighter Recruit class is scheduled this month. 3) Labor Relations a) Internal Investigations – Certified Mail to WSO II (5) and WSO I (2). IV. Emergency Operations Division AC-1 1) Special Operations BC G. Kim stepped down from the position and assumed a position as a Captain at Waiakea Fire Station. Chief’s Uchida and Okinaka has assumed shared duties and responsibilities of the position. Captain Kim will also assist with finishing up ongoing programs. 2) 2/4-5 Chief Okinaka organized and supported the Elkhart Brass “Know your Flow” training for HFD personnel. One class each in Hilo and Kona 3) 2/12 F2 and AC-1 met with all 3 Captain’s from Waiakea to discuss the transition and protocols we will follow going forward. Future meetings with Kailua Captain’s and Haz-Mat Captain’s are planned. 4) 2/14 Chief Okinaka attended a HISSPA meeting at Kohanaiki. Provided Dept. update 5) 2/19 F2 and AC-1 met with Ocean Safety Captain and TA /Captain to go over transition plan for Special Operations. 6) Chief Okinaka has once again accepted the services of an HCC IT student intern. He will be doing a 100hr internship under Chief Okinaka and support him with IT assistance with creating and formatting forms and documents etc. 7) 2/27 Chief Okinaka attended a HRCA World Sprints planning meeting, and a Lower Puna Coastline briefing meeting 8) 2/29 we held another Promotion Ceremony for recently promoted personnel at the Haihai Fire Station. 9) Collaborative effort between AC-1 and 2 along with other personnel to apply for this year’s AFG (Assistance to Firefighter Grant), we are applying for funding to purchase Gear washer extractors to be placed in all stations. If awarded, this opportunity will provide our department and personnel the capabilities of cleaning their PPE in station. Currently we have just 2 units island-wide and it is difficult to say the least to manage cleaning BATTALION 1, East Hawai‘i Incidents: 1) #2629, 2/3, Below Scenic Point Lookout, Company 1 and Company 2. 70’sailboat ran aground with one soul on board. Individual extricated via Billy Pugh net without injuries. 2) #2702, 2/4, Structure Fire, Pikake Street, Fern Acres, Dist 5. Single story dwelling, total loss. No injuries, Red Cross assisted occupants. 2nd dwelling on this same parcel to burn down in two weeks (Primary dwelling burned on 1/20/20 inc#1525). No injuries. 3) #2731, 2/4, Structure Fire, Kolea St. Dist 5. ADU and garage burned down, total loss. No occupants at the time of the fire. HFD inspectors and HPD investigating. No injuries. 4) #2805, 2/5, Pikake Street, Fern Acres, District 5, Residential structure fire, total loss, no fatalities or injuries. This fire was two lots down from Inc#2702 and #1525. 5) #3096, 2/9, Haihai St, Structure Fire, Dist 3. Single story dwelling with large number of occupants. Loss $64k, Save $96k. Red Cross on Scene, HFD inspectors and HPD investigating. No injuries. 6) #3346, 2/12, Overdue fishermen, NE of Honu’apu Bay, Dist 11. 2 fishermen went missing while shoreline fishing. 4+ day search ensued with ground searches, areal searches by HFD, USCG and PTA black hawks, ocean search by USCG (off shore) and underwater nearshore scuba search by HFD personnel. Substantial contingent of friends and relatives volunteering. Negative findings. 7) #3997, 2/21, Structure Fire, Lolia Pl, Dist 10. Approximately 600 sq ft storage building with heavy fire load (cedar lumber) stored inside. Building at a ‘Yoga Retreat’ with many bystanders. HFD inspectors and HPD investigating. No injuries. 8) #4190, 2/24 Brush Fire Kukaiau Ranch. Approximately 40 acres. Company 8, Company 9, Volunteer 8A, Volunteer 9B, Chopper 1, and Chopper 2 were initially utilized. DOFAW provided support until termination of the incident. Training: 1) Fire Fighter Recruits out at stations working 24 hours (46th class) to get driver training hours and EMT runs/transports. 47th class out on 8 hour deployment to stations for EMT clinical rotations. Special Services/Events: 1) 2/10 – worked with HPD SRT team for mission in HPP. Chopper 1 and Medic 18. 2) 2/12 - #3294, assisted HPD detectives with missing person near Wainaku scenic lookout utilizing Rescue boat 2 and Chopper 1. 3) Upgraded all of Battalion 1 computers to Windows 10. Worked with IT to iron out the issues. 4) At current pace, as of close of 2/21 shift, HFD is on schedule to surpass 28,000 calls in 2020. BATTALION 2 West Hawai‘i Incidents: 1) 1/26, Inc. # 02007, Injured Hiker, HWY 250, Dist. 9, Co. 9, C-1, C-2, Co. 7, BC2B, Injured Hiker located by C-2 extricated by X-9, Patient evaluated no EMS wanted continued to hospital POV. 2) 1/26, Inc. #02012, Lost Hiker, Dist.14, Co. 14, C-2, Co. 7, BC2B, Lost Hiker located by C-2, Co. 14 personnel escorted hiker to safety. 3) 2/1, Inc. # 02496, Brushfire, Dist. 16, Co. 16, C0. 14, Co-9, BC2A. 4) 2/6, Inc. # 02856, Structure Fire, Dist. 15, Co.15, Co. 9, Co.14, BC2, Fire contained and extinguished by Co. 15, no other assistance needed. 5) 2/11, Inc. # 03263, Brushfire Dist. 15. Extinguished by Company 15. All other responding units cancelled. 6) 2/15, Inc # 03503, Structure Fire, Hilton Waikoloa, Co. 14, 16, 9, 15, BC2, fire out upon arrival, fire to wood framed ventilation opening and insulation caused by roofing contractor, creating smoke filled hotel laundry facility and sprinkler activation, Co. 14, 16, ventilated laundry facility using multiple ventilation fans. 7) 2/16, Inc. # 03570 unmanned Kayak adrift 1 mile off shore Kailua. Rescue Co.-7, C-2, BC2C. Owner of Kayak located and cancelled all responding units. High tide took Kayak from shore. 8) 2/19, Inc. # 03776 Missing person located/Apparent DOA ½ mile south of Anaeho’omalu bay. Co-14, C-2, HPD 9) 2/20-2/21, Inc. # 03880 Brushfire Akoni Pule Brushfire. Co-14, Co-15, Co-9, Vol. Co-14A, Vol. Co 9 B, BC2C, C-1, C-2. Training and Education: 1) February 10-14, 2020 Fire Officer I course at Kona ARFF facility. 2) February 17 – Hāpuna Prince Hotel Pre Plan Company 14. SPECIAL OPERATIONS AC1 and F2 continue to share the duties of the position and are making good progress. Hazmat 1) HAZMAT ID units update: Awaiting receipt of items (G. Kim managing this) 2) Gas Monitors update: awaiting response from CD for procurement processing 3) AC-1 reached out to both HAZMAT Station Commanders to be the Station point of contact with admin for equipment needs, all operational needs will be routed through the Chain of Command. Ocean Safety 1) Conducted PAE for WSO I recruitment, 10 candidates successfully completed the assessment 2) RWC expansion program Update: Awaiting final approval for Procurement of the new RWC, Fiscal working on all the requisitions for procurement. 3) Captain Kim continuing development of in house RWC Training program. 4) AC Okinaka and Deputy Chief Uchida have met with Ocean Safety Captain’s to touch bases and plan for the future needs of the Section. Rescue 1) AC-1 and F2 met with Waiakea Captain’s to review needs and processes going forward. 2) Dive Rescue International refresher Training scheduled for months of March and April for all Rescue personnel. 3) Plans for Rescue Boat 7-7 (Force): working on getting quote for anticipated retrofits. Sayre Foundation 1) Captain Kim will also assist with the 2019 donations until they are inventoried and distributed. 2) AC Okinaka has reached out to Laura Sayer and started the discussion for the 2019 nominations and equipment requests. 3) Working on inventorying all items that were purchased and distribute accordingly. 4) Gifting ceremonies will be scheduled following distribution V. Support Services Division VOLUNTEER TRAINING: 1) Added three new Volunteers to roster: 1 – Company 20A; 1 – Company 10D; 1 – Company 18A. 2) Transferred one Volunteer from Company 10D to Company 1A. 3) All Volunteers East and West received training on portable fire extinguishers. 4) Distributed updated 2020 County self-insurance certificates. 5) Captain Wilson assisted in the CPR certification class for the new recruits. EMS BUREAU: 1) Radio interviews done: • PulsePoint radio interview done by Captain Lam with Sherry Bracken - This was part of our efforts with the launch of PulsePoint. • Captain Hara and BC Honda did an interview regarding our CP program - This was featured on National Public Radio and has put our department on the map and national recognition. 2) The EMS Bureau has been actively involved with the Coronavirus issue. • Attending CV briefs at the EOC • PPE inventory and distribution 3) MICT interns have started their Honolulu portion of training. • 1 month of clinicals - Hospital and ambulance rotations • 2nd month will be the first of four month of internship 4) Held a base station meeting at Kona Community Hospital. 5) Launched our new STEMI transports to Hilo Medical Center from Waimea to Nā‘ālehu. • This pilot program was started on Sunday 2/16/20 at 08:00 6) Completed our annual island wide preventative maintenance of our LP 15 EKG’s. Process went very well. 7) Capt. Domingo attended a week long CISM training in Honolulu. 8) EMS Bureau marketing presentation done at the Honolulu EMT class • Coordination was with Instructor A. Akana 9) Participated in multiple hypertension awareness community education events • Partnering with other community partners. PREVENTION BUREAU: 1) The Fire Prevention Bureau conducted 52 inspections. 2) The Fire Prevention Bureau reviewed 31 construction plans. 3) The Fire Prevention Bureau Investigated 3 fires. 4) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. We have 1 TA Inspector participating in the program. 5) Smoke Alarm Program is currently running with assistance from the Red Cross. They have an order for 500 additional devices from the Red Cross. 6) The Fire Prevention Bureau is looking to certify personnel as a NFPA Fire Inspector I. The certification is accredited by Pro Board. 7) The Fire Prevention Bureau was donated smoke alarms from the Pacifica Alliance of Community Health. 8) 1 Personnel has recently been accepted for training at the National Fire Academy. Saws being tuned, deployment in March, change from stihl, purchasing three blades. One to go to STN 9 • STN 5 broken MSA G1 backpack. Waiting on parts 7) Mobile Data Terminals Project • No progress this month, will be working on an IPad deployment to check Spillman mobile on IPad probably in west Hawaii BC. 8) Active 911 Project. (Bryx Repalcement Project?) • Waiting on Server install from Scott over at HPD, will hopefully have a running test environment ready by the middle of March for volunteers. 9) Dispatch • Rapid SOS has launched Jurisdiction view. We will be looking to launch it in dispatch in March for a trial. • Two bills are going through Hawaii Senate and House SB#3000, and HB2474 that are amending HRS to include dispatchers as emergency workers. • Waiting on recruitment list from HR Maintenance Shop Apparatus and Equipment repair: • 82 total repairs/service • 27 service calls or trouble calls • 7 contracted out and tows • New EMS-1 expidetion HFD 588 from OIAC.
