Sayre Memorial Foundation Funding assistance o Awards Dinner Cancelled for 2020 o Foundation will hold a virtual event on website ▪ www.DanielSayreFoundation.org ▪ September 5, 2020 • USDA USFS Wildland Grant o Awarded $50,000. o Received final documents. • USFA FEMA Assistance to Firefighters Grant o Grant Committee submitted projects for FF Safety for items dealing with the proper cleaning of Gear and clothing to minimize cancer risk. o AFG awards and disbursement postponed until 2021 due to COVID-19. • Shippers Wharf Grant o Application for funding of Rescue Boat repairs submitted o No new updates • Department of Homeland Security Grant o Provided funding for four (4) FLIR cameras. o Grant portal was through Civil Defense III. Human Resources Division 1) Recruitments a) Internal Recruitment within Department • Fire Captain – Recruitment has been completed and a promotion list has been established. • Fire Equipment Operator – Assessment/Interviews have been completed, currently finalizing scoring. • Assistant Fire Chief – Support Services – opened on 08/01/20 and closed on 08/10/20. We have two candidates that have met MQs. Assessment/Interviews have been scheduled for 09/09/20. b) Open-Competitive Recruitment • Account Clerk – opened 09/05/20 and closes 09/15/20. • Fire Fighter Recruit – to open on 09/06/20, closing on 09/15/20. Written exams are scheduled for early October. 2) Employee Development and Training a) Training schedule has re-opened - ongoing. 3) Labor Relations a) Internal Investigations – ongoing. IV. Emergency Operations Division AC-1 1) 7AC Okinaka assisted with coverage at BC 2 while personnel were out on COVID-19 quarantine. 2) AC Okinaka representing HFD in the American Cancer Society Breast Cancer Awareness “Real Men Wear Pink” Campaign from August – October. Looking for donations to support the cause. http://main.acsevents.org/goto/DarwinOkinaka 3) AC Okinaka participated in a few CISM debriefings and counseling sessions following the passing of our Brother FEO Eric Hayashi on August 18, 2020. 4) FMS Jonathan Hara’s Memorial procession had to be cancelled due to Mayor’s new rule and associated changes with outside gatherings. We hope to still have it sometime in the future. 5) AC Okinaka planned and managed the FEO Promotional Assessment Scenario portion which we held from August 26-28. 6) AC Okinaka participated in the Apparatus Final Inspections for E-7 & E-17 builds at KME plant in Pennsylvania from Aug 29-Sept 4. 7) Utilized funding from DHS grant via CD for 4 new FLIR Thermal Imaging Cameras and chargers. Value of $21,000. We should be receiving them within the month of September. BATTALION 1, East Hawai‘i Incidents: 1) 8/2, Incident # 14736. Swimmer in Distress. Cliffs off of Beach Road. Company 18 and Rescue Company 2. Body was recovered and released to HPD. 2) 8/8, Incident # 15027. Missing Swimmer. 6-Ton Bridge off of 4-mile Scenic route. Company 1 and Rescue Company 2. Male party found submerged in water and transported to HMC in Code 500 status. 3) 8/8, Incident #15022. Line of Duty Death. 4) 8/13, Incident # 15354. High Angle Rescue. Mackenzie State Recreation Area. Male party fell 20’ from cliff to rocky shoreline below. Company 10, Rescue Company 2 and Medic 18. Patient transported to HMC. 5) 8/19, Incident # 15742. Lost Hiker. Papaya Farm Road. Company 10 and Rescue Company 2. Party was located and in no need of EMS. 6) 8/24, Incident # 16055. Brush Fire. Honolulu Landing. Company 10. Vehicle Fire that turned into brush fire and extended into ironwood trees. 7) 8/26, Incident # 16171. Missing Fisherman. Kumukahi Lighthouse. Company 10 and Rescue Company 2. Party was located and in no need of EMS. 8) 8/27, Incident # 16237. Brush Fire. Honolulu Landing. Company 10, Company 18, Chopper 1. 9) 8/27, Incident # 16306. Brush Fire. Highway 10 at the 21 mile marker. Multi-day brush fire. Company 10, Company 18, and Chopper 1. 10) 8/29, Incident # 16380. Rescue-Onomea Bay. Company 1 and Rescue Company 2. 14 year old male fell off cliff while fishing. Company 2 retrieved patient from bottom of cliff and Medic 1 transported to HMC. 11) 8/29, Incident # 16392. Brush Fire-Moanauli Loop (District 10). Brush fire ignited by homeowner burning weeds with a torch. 12) 8/31, Incident # 16550. Brush fire. Hwy 240 (District 8). Private land with difficult access. A private dozer was utilized and approximately 4 acres was burned. Training: 1) FF/EMT student at various stations for clinical rotations. BATTALION 2 West Hawai‘i Incidents: 1) 8/2 Inc# 14608 Brush Fire District 15.BC2, E15, BR15, M15, E9, T9, T14, VT9B. Less than an Acre. Contained and extinguished. 2) 8/19 Inc# 15735 Brush Fire District 14. BC2, E14, T14, M14, E15, BR15, T16, E16, Approx. 1 Acre. Contained and extinguished. Training and Education: 1) 48th FF Recruit class driver training and EMS evaluations on all shifts. SPECIAL OPERATIONS Hazmat 1) HAZMAT ID units update: Kaumana In-Service training cancelled again due to COVID-19 increases 2) Gas Monitors update: RFP’s sent out and contracts were awarded. LN Curtis was the awarded vendor. 3) Dates for our upcoming Haz-Mat Technician Basic Training Course: Class has been cancelled due to COVID-19 increases, awaiting reschedule date. 4) Sent Ludlum Radiation Meters: calibration and upgrades have been completed; all units back in service at stations. 5) Preparing to send Thermo-Fisher Radiation monitors back for calibration. Ocean Safety 1) Working on processing an offer to donate equipment and labor from Metzler Construction to finish ground work for the storage container at Hapuna Beach. County permitting process has been challenging to acquire and may affect the timeline for the donation work. 2) Polaris UTV for Hapuna: Repairs have been completed. 3) Temporary Network access for Hapuna WSO III position secured with MiFi unit. 4) Due to clearance of WSO from W/C, we had no avail positions to hire on Summer hire. Will be working on recruitment process for vacant WSO III position. Rescue 1) AC Okinaka worked with USCG on scheduling biennial SAREX. This year will be an AAR for all the recent rescue incidents that both agencies co-responded on. Cancelled due to COVID-19 increases, will plan for reschedule in September via Virtual VTC. 2) Rescue PPE and Equipment replacement updates have been approved and implemented. Sayre Foundation 1) We have received the FLIR Thermal Imaging Camera, and issued the unit to Volcano FS #19. V. Support Services Division TRAINING: 1) Took over the Target Solutions POTP quarterly assignments. 2) 48th recruit class all completed their medic requirements and can now run as EMT’s. 3) 2 MICT’s and 2 EMT’s from the 49th recruit class completed all their required evaluations and certifications and were successfully moved to 24hr shifts. 4) Successfully completed all the required documents and MQ certs for the 48th recruit class and reallocated them all to Firefighter SR17. 5) Due to the “COVID” graduation the 48th recruit class had, I requested a picture from each recruit and made a graduation collage for them. Awaiting FF Branden Pascual for official order decision. 6) Redoing the recruit basic training manual to reflect certain changes we have made, and making it more streamlined for the next recruit class. VOLUNTEER TRAINING: 1) All East-Side Volunteer companies received a class on fire streams followed by a hands-on wet drill. 2) One new volunteer was added to Company 19A Volcano. 3) Capt. Wilson gave a class on the volunteers to the new dispatch hires. 4) Continued working to get 100% of volunteers onto the new Bryx911 app. EMS BUREAU: 1) Training/Education: • EMT Class Fall 2020 o 49th Recruits have all passed their initial EMT final. They just finished the bridge program and have started their clinical rotations o The challenge is with HMC and aligning the drug testing and COVID testing with 72 hours prior to their rotation date. • MICT Class Spring 2021 o We have requested for people to submit letter of interest if they want to be considered for the MICT class o We are exploring a hybrid class that will allow students on the west side to stay on the west side and not require them to move to the east side, or commute. • MICT Class Fall 2019 o Four students have passed their written NREMT exam. o Skills testing is scheduled for Sept 12 in Hilo. o One student is finishing his 5th rotation and will be scheduled to take his written after. • EMT / MICT Refresher o All of the CAPCE courses have been identified and scheduled for the quarters. We have received confirmation that NREMT will accept distance learning as CME o We are working to update the expiration dates of certifications in Target Solutions so that we have everything aligned to report to NREMT o BLS HeartCode will be included in this refresher • Hands Only CPR o Nothing scheduled at this time, as we are being cautious with moving forward with face to face learning in large groups. o Met with Capt Wana with HPD to discuss HeartCode for them to create a cadre of instructors for their personnel. • Heartsaver cpr and first aid training for HPD recruit class • Met with training to discuss new recruit training guidelines and regulations 2) Grants: • Vibrant Hawai‘i won the grant for their workforce resilience hub. They were awarded a total of $300,000. This grant will be divided between the Mental Health First Aid project and Trauma Informed Care training. o Vibrant Hawaii has asked me to support as leadership for the roll out of Mental Health First Aid. We have been asked to be the liaison for the National Council for Behavioral Health. With this initiative, I anticipate dedicating about 8 hours a week to this project. 3) Projects: • Heart Safe Community o After reaching out to a member of the Hawaiian community, we have agreed to name this project “Project Koko”. Not only does it represent “blood” and how we want to keep it flowing and nourishing individuals, but it is also a word used to bring the corners up of a wrapper to tie together. In talks with HMC staff, we have agreed that it truly takes a community to save a life. This project is envisioned to be like the purse string that brings everyone together for the purpose of saving a life. • COVID Fire Task force started o EMS Bureau assisting with multiple different areas • 3 new medics delivered and are in service o They went to Sta. 18, 9, 7 4) Community Paramedicine: • Outreach continued • Working with state Dept. Of Health o MDT with community education with COVID • Addressing frequent callers 5) COVID: • Assisting with multiple issues: o Dispatch protocols o Response protocols and updates ▪ Following July 2020 CDC updates ▪ Looking at different treatment ideas with cardiac arrest o PPE tracking and burn rates ▪ 3M 1860 mask were ordered ▪ Fit testing coordinated o Follow up with personnel in quarantine and isolation ▪ Care packages delivered o Follow up with multiple facilities ▪ Questions and use of the 911 system o Decontamination Q&A ▪ Assisting with deploying decon equipment and staging them at the ED o Following up with all hospitals with possible COVID Pt’s and communicating with line personnel o Coordination of HFD personnel to assist with COVID screening o Multiple / daily follow ups with COVID Pt’s and request from HFD personnel and SDOH o Communicating with hospitals and surge capacities ▪ ICU and vent capacity o PPE presentation for fire commission PREVENTION BUREAU: 1) The Fire Prevention Bureau assisted with the Covid 19 task force and community outreach. 2) The Fire Prevention Bureau assisted with the Covid 19 testing sites. 3) The Fire Prevention Bureau continued the 24 hour schedule and saw many benefits, challenges, and continued interest from our Operations personnel. We have 2 TA Inspector participating in the program. 4) Fire Inspection and testing has started on two large commercial construction projects, Four Seasons and Kona Village. 5) The Fire Prevention Bureau has started working, with the DOE, on a digital fire safety program to be distributed to students for fire prevention month. AUXILLIARY SERVICES: 1) Hawai‘i County Emergency Call Center • Worked on interior furniture specifications and layout, console specifications, monitor specifications and installation details, CAT6 cable specs and amounts, video wall design and requirements, data/phone and electrical layout and specs, cable trenching design and locations, and lots and lots of meetings. 2) SDS updates, working on review of SDS Binders. 3) Bryx Project (99% complete) • Released training video for enrolling for our volunteers with Jordan Lee. • Error issues shelved until there is more time to work on it. • Project will no longer be tracked in monthly report. 4) POE Switch Project (95% complete) • UPS systems have arrived. • Will be visiting stations over the next few weeks to close out this project. Little or no progress in August for the following items, due to items 1 and 2: 5) Electronic WMS System Project (37% complete) • Working on getting the remaining office supplies loaded onto Tradegecko • EMS Product Phase (Waiting on new IFB) • PPE Phase looking to launch at end of September 6) Warehouse Re-organization Project • Training Storage Area (30% complete) ▪ Currently cleaning out area, goods will be palletized and moved • Loft area (completed) ▪ Lighting system installed. • 2nd warehouse cleanout project (20% complete) ▪ Cleaned out entry area of warehouse ▪ Plan is to clean and remove all fire department stock from warehouse except records by September 30th. 7) Repairs/Purchases/Maintenance: • Stn 3 Oneshot installed. Unit installed incorrectly, will need to be moved, researching proper wiring installation and system reprogramming. Will get Station 21’s unit installed next. • Stn 4 Generator fluctuations are causing radio system to malfunction. Generator tech recommended signal conditioner, DPW electrician stated had no idea how to deal with installing a signal conditioner. Escalated issue to DPW management. • Stn 7: Freezer broken, new unit purchased, delivery in October • Stn 8: Freezer broken needs replacement, purchase delayed due to p-card limit. • Stn 10: Center Front Garage repaired • Station 10 has large infestation of blister bugs and birds living in garage, issuing Talstar and sprayer. • Stn 11: Fridge broken needs replacement. Sent to Finance to put out for bid. • Stn 21: Generator issues, Oven purchased, and work order placed to build out cabinet for oven installation. • Stns 8, 14, & Training: Need additional storage, interested in 20’ or 40’ containers if possible 8) Mobile Data Terminals Project • Project is being managed by Battalion Chief Ian Smith. Installations of Spillman will be happening on Wednesdays to new medics. Future updates on this project will be in the BC ops report section. DISPATCH: 1) Working on the design for the new dispatch center. (see above details) 2) Rapid SOS Jurisdictional View is tied to HPD. Lt. Fujitake has issued an account but we are dealing with an email conflict, should be resolved in next few days. • Two fire radio dispatcher are in training, we are currently working on district boundaries and an overview of EMR. District familiarization to start next week. VI. New Projects/Business • Continue to Work with DPW, Council, and Finance to replace the roof at the Pāhala Fire Station. Applying for a grant for roof costing. • Working with DPW, HPD, and Mayor’s office for new Civil Defense, Police, and Fire Radio Communications Center. • Continual Coronavirus assistance. VII.
