I RELATING TO RED FLAG WARNING ISSUED ON JUI.,Y 31, 2025 WHEREAS, tl-te National Weather Service (NWS) issued a Red Flag Warning at 5:31 AM 1-IST on July 31, 2025, which extended into August 3, 2025, for wind and low relative hurniclity affecting the leeward portions of all the Hawaiian Islands arid the interior sections of the Big Island, including South-Big Island, Southeast-Kohala, and the Big Island Interior; and WHEREAS, on July 31, 2025, pursuant to Ilawai`i. Revised Statutes (FIRS) § 1.27A- 1.4(b), the Charter of the County of 1-Iaawai`i ss' 13-23, I-Jaw4:ai`i C'county Code § 7-1-6(a), Lind based on the available data, I found that an emergency or disaster was occurring, or that there was an. imminent danger or threat aof an emergency or a disaster to the C'ounty of flawai`i, 4is those terraas are defined in HRS § 127A-2, and issued the "Emergency Proclarn ztion and Emergency Rule No. I Relating to Red Flag; Warning Issued on July 31, 2025"; and WHEREAS, Iursuant to FIRS ss"§ 127A-25 and 127A-29(a), I also promulgated. Emergency Rule No. 1 that prohibited all outdoor burning, all (outdoor open flames, and all "hart work" in the areas covered by the, "Emergency Proclamation and Emergency Rule No. I Relating to Red Flag Warning Issued on July 31, 2025"; and WHEREAS, at 4.03PM IIST on August 3, 2025, the WS cancelled its Red Flag Warnings after it determined that the relative humidities were slowly recovering by the afterncoon. and winds had eased enough to 1a11 below Reel Flag thresholds; and. NOW, THEREFORE, :I, C, KIMO AI AMEDA, Mayor of the County of flawai`i, do hereby proclaim and declare, eftective August .._I _, 2025, that the "Emergency 1'roclarnation Lind 1nd merge.ncy Rule No. I Relating to Red Flag Warning Issued on July 31, 2025" is terminated pursuant to FIRS § 127A-14(c), (d), as I find that the dangers, threats, or circumstances giving rise to that emergency proclamation no longer necessitate a local state of crnergency.
