CIVIL ENGINEERING
Civil Engineering Consulting Services include the full range of services for a civil
consulting firm. Our capabilities are broadened significantly with the overlapping

Land development in Hawai‘i is complex, involving physical design
elements, environmental and socioeconomic issues, many governmental
regulations, as well as community participation. G70’s staff has extensive

Stakeholder Engagement, Meetings & Public Outreach Support
G70 has established clear steps in the implementation of our community engagement process that is dedicated to a strategy
of a structured focus of relationship building and the trust that develops over time. This commitment is vital to the successful
execution of our projects.
The methods and means of deployment vary between parties of interests whether with agencies, business sector and industry
leaders, neighborhood and community organizations, cultural practitioners and lineal descendants, to concerned citizens
within our island community. Our techniques have been a honed skill critical to maintaining a flow of meaningful and response
dialogue. The outcome we seek to achieve is a process that participants feel has been collaborative, inclusive, and responsive
to their voices and perspectives.
Meaningful community engagement as part of G70’s process is essential to its success. Early community engagement can
garner acknowledgement and sentiment around the vision of the Project. Our community engagement process is dedicated to
a structured focus of relationships, which requires a commitment of time and trust from the planning team over the duration
of the Project. Our proposed community strategy includes the following:
• Develop a master time line that outlines the community engagement
strategy over the course of the Project.
• Identify key community partners, methods of communication/
messaging, and outreach tools. Review existing plans, policies, goals,
and objectives or regional state, county, and community plans.
• Initial soft-sound interviews with key kūpuna and cultural/community
leaders to introduce the team, the Project, and the effort made
to-date to facilitate the sharing of ideas and to ensure a successful
engagement with the community.
• Conduct a range of small-group meetings centered on specific topics
of issues, concerns, or geography. Key stakeholder groups take part
in internal discussions with Project team members having assigned
responsibilities of data gathering with State and County Agencies,
business sector leaders, community, non-profit, and neighborhood
organizations, elected officials, and wherein appropriate ‘ohana,
kua‘āina, loea, kumu, or other cultural leaders.
• Develop a network of broader communications via virtual/in-
person community meetings, social media, or other synchronous/
asynchronous means of digital engagement to crowd source a range
of key concerns, perceptions, issues, and opportunities to effectively
develop ideas and mitigation scenarios from which alternatives and
prioritization can be developed.
• Integrate the appropriate use of interactive software or online
platforms, i.e., ArcGIS Story Map, Survey123, Mentimeter,
ConceptBoard to facilitate and manage the input of meetings that help
to guide decision-making. Consider the need for “classical” outreach
methods, i.e., postcards invitations, flyers, paper surveys as equitable
access to technology, internet, and broadband communications may
be a concern.
• Provide a report and asset map that summarizes the range of
opportunities/challenges and provides recommendations and
prioritization to carry out the overall vision of the Project.

The North Shore Watershed Management Plan provides a 20-year plan for preservation,
restoration and balanced management of ground water, surface water and watershed
resources in O‘ahu’s North Shore district. The Plan contains long-range water demand
and supply projections and establishes a Water Use and Development Plan. The Plan
includes 31 watershed planning projects and strategies which address aquifer source
protection and watershed management. Development of the Plan included extensive

The Waihe‘e Lo‘i Restoration and Riparian Learning Center in Waihe‘e, O‘ahu will restore
traditional lo‘i kalo and the stream environment through community involvement and
education that re-instills a sense of shared kuleana for watershed management in
Waihe‘e Valley. Proposed activities include restoring existing fallow lo‘i; help maintain
existing ‘auwai system used by the taro farmers downstream; and restore riparian
and forest areas with appropriate native and non-invasive plants. G70 performed all
environmental engineering and surveying services in connection with the Environmental
Assessment.

G70 and the City and County of Honolulu Board of Water Supply developed a district-wide
Ko‘olauloa Watershed Management Plan (KWMP) to meet the requirements of the State of
Hawai‘i water code and City and County ordinance. The overall goal of the KWMP is to provide
short, mid, and long-range guidance for the sustainable management and use of Ko‘olauloa’s
valuable and finite natural resources. Water sources are matched with the forecasted water
needs to ensure water availability through 2030. G70 coordinated community involvement to
ensure that the issues and values that the community sees as most important are incorporated
into KWMP. The project involves consultations with Native Hawaiian advocacy groups to
address culturally important surface water resources to enhance native species habitants
and indigenous agricultural uses.

Malama Cultural Park Special Area Plan
KAUNAKAKAI, MOLOKA‘I
In 2011, a portion of the lands comprising the Malama Cultural Park were transferred
from the State of Hawai‘i into the Department of Hawaiian Home Lands (DHHL) inventory.
In 2018, the Hawaiian Home Commission, under DHHL land use administrative rules,
designated the Malama Cultural Park as Special District with the goal of preserving
and protecting significant natural, historic and community resources on Trust lands.
To help achieve this goal, DHHL will be developing a Special Area Management Plan
for the future management of the park lands and resources. The Plan will address
concerns such as responsible access to the area, management of DHHL facilities and
infrastructure, and stewardship of natural and cultural resources within the property..
Ko‘olau Loa is projected to maintain its country character and to experience very little growth
over the plan’s 20 year planning horizon. The plan supports this and include policies to limit
the growth of the region’s housing and commercial development, protect cultural and natural
resources, and retain the patterns of development characteristic of the region. The vision
for Ko‘olau Loa seeks to preserve the region’s rural character and its natural cultural, scenic
and agricultural resources. The region will remain country, characterized by small towns and
villages with distinctive identities that exist in harmony with the natural settings of mountain
ridges and winding coastline. This project included extensive community involvement.

Cultural Resources Management Plan5 Year Update
STATE OF HAWAI‘I
G70 conducted a review and assessment of Kamehameha School's Cultural Resources
Management Plan (CRMP) and Natural Resource Management Plan (NRMP) as part of a
planned five-year update. The plans serve almost 360,000 acres of Kamehameha Schools'
conservation and agriculture lands under the Land Assets Division. The CRMP and NRMP
includes development of a cultural vision and natural resources respectively, with clear
policy goals, objectives, actions, and measures of success that are in alignment with the
Kamehameha Schools Strategic Plan.

Keauhou Bay Management Plan
KEAUHOU, HAWAI‘I ISLAND
Keauhou Bay is the location of the original village settlement at Keauhou, with prominent
historical sites including the birthplace of Kamehameha III. G70 evaluated future stewardship
opportunities for land-use and long-term management to guide future development.
The future plan aligns with Kūhanauna KS Strategic Plan 2015-2020 (SP2020) vision and
strategic goals. The management plan focuses on natural and cultural resource stewardship;
integration of educational programming; community services; and complementary income
generating commercial and resort-related activities.

G70 worked with Kamehameha Schools to develop a Plan for 26,000 acres on O‘ahu’s
North Shore. The planning process engaged North Shore residents through small
group sessions, workshops, survey, youth forums and a project website, which created
a high level of community investment in the Plan. The extensive analysis and selection
of projects utilized Kamehameha Schools Five Values and resulted in plans to pursue
projects that support the restoration of key wahi pana as part of the Plan’s vision of
a sustainable future. A key component of the plan included a cultural asset inventory
within the region. The plan won the American Planning Association Hawai‘i Chapter
2008 Outstanding Planning Award and the 2011 National Planning Excellence Award for
Innovation in Sustainable Places.

Under this project Group 70 supported a GIS-based sediment runoff analysis. The
National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center
developed a spatially distributed (raster-based) pollutant and sediment yield model
called Nonpoint Source Pollution and Erosion Comparison Tool (N-SPECT ). N-SPECT
was applied and used to examine the relationship between parameters including
rainfall, terrain characteristics, soil types, vegetation cover and existing drainage
routes and systems in order to assess spatial patterns of runoff and erosion. N-SPECT
is a Geographic Information System (GIS) tool implemented in ESRI’s ArcGIS software.

Watershed plans were developed to in an effort to reduce pollutant impacts on West
Maui’s coral reefs. The Kahana, Honokahua and Honolua Watersheds Characterization Report
identifies existing watershed conditions and the Kahana, Honokahua and Honolua Watersheds
Strategies and Implementation Report recommends policies and management measures for
the urban, agriculture and conservation areas of the three watersheds. The plans were
developed with a multi-agency government team and the local West Maui Ridge to Reef
Working Group.
