We are taking this process and applying it to other lands and host cultures internationally, with projects in Tahiti, Vietnam, New Caledonia, and India. G70 places a special emphasis on collaborating with community groups and key individuals to resolve environmental concerns on new project developments. Before proceeding with any project, we ensure that our environmental studies and land use plans are accepted by the community and the official approving agencies. We provide a variety of opportunities for community support and involvement with our projects, including: Project conceptualization through a unique 5-step charrette process 1. Community information meetings, project newsletters and information materials 2. Interviews of key community organizations and individuals 3. Synopsis of technical issues understandable to lay people 4. Creation and management of community advisory committees 5. Establishment of a community-based support network In addition, we provide GIS development for clients requiring needs assessments, requirements analysis, data collection and conversion, application development, geo-database design/creation, mapping, and data modeling and analysis. At G70 we establish a clear project task that describes how GIS will be applied and support each project. Whether the task is to implement an interactive tool for accessing useful information through online maps or to conduct complex analysis of both geospatial and non-geospatial data, we deliver high quality GIS products to our clients. Our GIS Services group consists of a multi-disciplinary team of GIS/Geospatial professionals, GIS-trained planners, GIS-trained architects, and GIS-trained graphic designers working across the company as an integrated technology team. Department of Hawaiian Home Lands Moloka‘i Island Plan, Moloka‘i Tahiti Waterfront, Papeete, Tahiti Culture and Community ARCHITECTURE // CIVIL ENGINEERING // INTERIOR DESIGN // PLANNING & ENVIRONMENTG70.DESIGN planning and environment Community-Based Planning In the dynamic environment of Hawai‘i, community-based planning is not just an initiative; it is a fundamental necessity. This approach places the power in the hands of those who have an intimate connection to the ‘āina. Community-based and community-led planning facilitates the development of planning processes that embody the unique needs, aspirations, and values of Hawai‘i’s people, thereby ensuring outcomes that are not only beneficial but also respectful of the local culture and environment. As we navigate the unique challenges presented by our island geography, from rising sea levels to biodiversity conservation, community-based planning allows us to make informed decisions that truly reflect the priorities of the community. Furthermore, the success and vitality of Hawai‘i are intrinsically linked to the contributions made through community-based planning. It encourages local involvement and facilitates co-creation of our shared spaces, leading to solutions that are innovative, inclusive, and tailored to local conditions. This process cultivates local ownership and deepens the bond between the community and its environment. In preserving our heritage and ensuring sustainable development, community-based planning in Hawai‘i contributes to a resilient future where the island’s unique character and natural beauty continue to thrive, further strengthening the social fabric where our environment is intertwined with our identity. G70’s process echoes the true spirit of ‘ohana and kuleana, defining our collective responsibility and interconnectedness in shaping the Hawai‘i of tomorrow. This commitment is vital to the successful execution of our projects. The methods and means of deployment vary between parties of interests whether with agencies, business sector and industry leaders, neighborhood and community organizations, cultural practitioners and lineal descendants, to concerned citizens within our island community. Our techniques have been a honed skill critical to maintaining a flow of meaningful and response dialogue. The outcome we seek to achieve is a process that participants feel has been collaborative, inclusive, and responsive to their voices and perspectives. Meaningful community engagement as part of G70’s process is essential to its success. Early community engagement can garner acknowledgement and sentiment around the vision of the Project. Our community engagement process is dedicated to a structured focus of relationships, which requires a commitment of time and trust from the planning team over the duration of the Project. Our proposed community strategy includes the following: • Develop a master time line that outlines the community engagement strategy over the course of the Project. • Identify key community partners, methods of communication/ messaging, and outreach tools. Review existing plans, policies, goals, and objectives or regional state, county, and community plans. • Initial soft-sound interviews with key kūpuna and cultural/community leaders to introduce the team, the Project, and the effort made to-date to facilitate the sharing of ideas and to ensure a successful engagement with the community. • Conduct a range of small-group meetings centered on specific topics of issues, concerns, or geography. Key stakeholder groups take part in internal discussions with Project team members having assigned responsibilities of data gathering with State and County Agencies, business sector leaders, community, non-profit, and neighborhood organizations, elected officials, and wherein appropriate ‘ohana, kua‘āina, loea, kumu, or other cultural leaders. • Develop a network of broader communications via virtual/in- person community meetings, social media, or other synchronous/ asynchronous means of digital engagement to crowd source a range of key concerns, perceptions, issues, and opportunities to effectively develop ideas and mitigation scenarios from which alternatives and prioritization can be developed. • Integrate the appropriate use of interactive software or online platforms, i.e., ArcGIS Story Map, Survey123, Mentimeter, ConceptBoard to facilitate and manage the input of meetings that help to guide decision-making. Consider the need for “classical” outreach methods, i.e., postcards invitations, flyers, paper surveys as equitable access to technology, internet, and broadband communications may be a concern. • Provide a report and asset map that summarizes the range of opportunities/challenges and provides recommendations and prioritization to carry out the overall vision of the Project. ARCHITECTURE // CIVIL ENGINEERING // INTERIOR DESIGN // PLANNING & ENVIRONMENTG70.DESIGN planning and environment Stakeholder Engagement, Meetings & Public Outreach Support Given our extensive value of relationship as core to our practice, G70 has garnered a reputation of being “committed” to their word. As such, we work with the client to develop some co-share of responsibility to provide meaningful feedback and wherein appropriate, commitments to engaged participants. In some cases, it becomes practical for G70 to serve as a liaison on behalf of the client given our understanding of local culture, values, and trust that has been developed over time. Integrating Experience G70 has developed an in-depth knowledge of over 50 years of working on projects in Hawaii. Our participation on all levels of government across several sectors of industry, has provided use a richness of experience. We are comfortable and adaptable to local, regional, and international forums of engagement. We are equally adept from “board shorts to the board room” understanding the inclusivity of a diverse range of experience and perspectives begins with engaging in meaningful dialogues with participants that are equally diverse in their own experience. Our ability to work closely through these layers of dialogues help to inform a strategy to seeks to be transparent and inclusive. G70 is as much a placemaker as it is a placekeeper which means understanding that we are a part of the community that we ultimately serve in the projects we undertake. Our ongoing relationship with key agencies is an important element to ensure a project moves forward in a manner that is respectful to community needs. Community Leadership G70 is also committed to being an active part of our island and global community. We are actively engaged in community representation across various organizations, clubs, and other community organizations. We also support an employee-driven foundation that seeks to give back in meaningful ways whether through volunteer services or allocation of grants to support the on-going response needs across our State. We have been privileged to serve with organizations that are taking on the critical needs of communities across the Pacific and beyond. We are very mindful and responsive to honoring the indigenous community in which we conduct our work by identifying respected leaders, elders, and recognized experts as a point of developing an informed perspective to the heritage and legacy of a place which is a key and inherent quality to a community’s identity and sense of responsibility. ARCHITECTURE // CIVIL ENGINEERING // INTERIOR DESIGN // PLANNING & ENVIRONMENTG70.DESIGN G70 and the City and County of Honolulu Board of Water Supply developed a district-wide Ko‘olauloa Watershed Management Plan (KWMP) to meet the requirements of the State of Hawai‘i water code and City and County ordinance. The overall goal of the KWMP is to provide short, mid, and long-range guidance for the sustainable management and use of Ko‘olauloa’s valuable and finite natural resources. Water sources are matched with the forecasted water needs to ensure water availability through 2030. G70 coordinated community involvement to ensure that the issues and values that the community sees as most important are incorporated into KWMP. The project involves consultations with Native Hawaiian advocacy groups to address culturally important surface water resources to enhance native species habitants and indigenous agricultural uses. In 2018, the Hawaiian Home Commission, under DHHL land use administrative rules, designated the Malama Cultural Park as Special District with the goal of preserving and protecting significant natural, historic and community resources on Trust lands. To help achieve this goal, DHHL will be developing a Special Area Management Plan for the future management of the park lands and resources. The Plan will address concerns such as responsible access to the area, management of DHHL facilities and infrastructure, and stewardship of natural and cultural resources within the property.. Ko‘olau Loa is projected to maintain its country character and to experience very little growth over the plan’s 20 year planning horizon. The plan supports this and include policies to limit the growth of the region’s housing and commercial development, protect cultural and natural resources, and retain the patterns of development characteristic of the region. The vision for Ko‘olau Loa seeks to preserve the region’s rural character and its natural cultural, scenic and agricultural resources. The region will remain country, characterized by small towns and villages with distinctive identities that exist in harmony with the natural settings of mountain ridges and winding coastline. This project included extensive community involvement. The planning process engaged North Shore residents through small group sessions, workshops, survey, youth forums and a project website, which created a high level of community investment in the Plan. The extensive analysis and selection of projects utilized Kamehameha Schools Five Values and resulted in plans to pursue projects that support the restoration of key wahi pana as part of the Plan’s vision of a sustainable future. A key component of the plan included a cultural asset inventory within the region. The plan won the American Planning Association Hawai‘i Chapter 2008 Outstanding Planning Award and the 2011 National Planning Excellence Award for Innovation in Sustainable Places.
