Description/Scope: The scope of the work consists of upgrades and expansion to the current
wastewater treatment plant site to meet EPA standards. Included in the project are six open-air gritpre-aeration tank clarifiers that treat the wastewater, sufficient emergency power to influent pumpsduring power outages, designs to prevent overflow of the grit chamber, and reduction of corrosive gasesand salt-laden winds on building structures. The solids will be dried into pellets that can be land applied
as fertilizer. Other facets of the project include: new odor control system, cake facility, receiving facility,
de-watering facility, auxiliary pellet storage, and dryer facility. Phase 1C - Headworks, HRBC, SolidsProcess and miscellaneous improvements project (Project), facility controls equipment, communicationand control networks, local operator interfaces, and project field instrumentation as specified herein.

HDOT Kauai Emergency Road Repairs (Kauai, HI)2018

Description/Scope: The Kauai Emergency Repairs, was a collaborative effort to restore access to Kuhio
Highway (Route 560), and the communities of Wainiha and Haena, following the April 2018 floods. ThisHDOT project centered on creating an emergency road through 14 landslides along Kuhio Highwayreconnecting the communities of Waipa, Waikoko, Wainiha and Haena with the rest of Kauai followingthe record setting rain event. Work crews and materials from all islands were involved in the effort.
When the large-scale emergency repair project was completed, HDOT and its contractors completed
twenty-two major tasks including the stabilization of the slope at Wainiha Bay and the rebuilding ofsections where the embankment below the road was washed away in the disaster.
Size/Cost: This was a $100,000,000 emergency contract. Kirschner Contractors worked with BOW
Construction Management Services and KSF, Inc. in this project.

review submissions. Kirschner’s team will suggest alternative materials and building
methods solutions to the owner’s project representative and the design team for
consideration and review. All recommendations will be made to achieve the essential
functions of the project at the lowest cost and be completed in the shortest amount of
time.
It is critical to understand that actual value engineering analyses do not represent a
“cheapening” of the job based on pure costs. This analysis must consider operating costs,
life-cycle costs, owner equipment predispositions, and other value-related factors. The
constructed cost of a building represents a small percentage of the life cycle operating
costs, so decisions made to reduce the constructed cost of a facility may not represent a
good value to the owner over the life of the investment.
The Kirschner team members represent seasoned construction professionals with
various building systems experiences. Through its pre-established partnerships,

inspection services.
During the project's construction phase, Kirschner provides close supervision and related
services to coordinate the project with the Owner, Design Professionals, Consultants, and
Contractors. Kirschner’s Project Management team oversees the contractor’s work,
ensuring proper construction techniques, materials, equipment, and personnel are
employed throughout the project while monitoring the contractor’s progress and
compliance with the Contract Documents. The project management team further reviews
the contractor’s sequence of operations and progress schedule, ensuring the successful
and timely completion of the project.
The Project Closeout process anticipates “starting with the end in mind.” All project
closeout requirements, including but not limited to documentation, milestone dates,
testing, commissioning, etc., must be identified during project start-up by the Project
Manager and communicated with the entire project team, both internal and external.
Project closeout should commence when the work-in-place is completed to seventy-five
percent. At this point, the Project Manager shall prepare a “Project Closeout Checklist”
identifying all of the contractual items required for the project and completion with
particular attention to the following dates:

Scope/ Description:

passenger loading bridges, and installing a jet blast
fence to shield pedestrians and vehicles on the
adjacent surface streets. Ramp-level areas include
spaces available for future tenant offices, ground
vehicle access, baggage handling, storage, and
common areas for waste recycling. The project also
includes constructing a pre-arranged ground transportation area to accommodate passenger
transportation needs.
Project Challenges: The project encountered several unforeseen conditions and associated
delays due to existing site utilities. Contract time extensions were settled based on proper critical
path schedule delay analysis, thereby avoiding unresolved disputes or potential claims at the end
of the project.
Project Success: We joined the project during materials procurement and continued through
post-construction. Field scheduling updates minimized the impact on the critical path. We
implemented cost reconciliation reports with the contractors' database.
Project Title: New Consolidated Rent-A-Car (CONRAC) Facility – Kahului Airport, Maui
Scope/Description:
Construction of a new
ConRAC to house
more than a dozen
rental car companies in
one location closer to
the main terminal. The
three-level structure
encompasses rental car offices, customer service
counters, ready and return rental car spaces, and
Quick-Turn-Around (QTA) areas with fuel and car
wash facilities to service rental car fleets. Nearly
3,800 parking stalls are dedicated to rental car
companies, and another 700 are devoted to
employee parking, for approximately 4,500 parking stalls.
Project Challenges: The project experienced non-excusable delays due to not meeting planned
production with concrete placements. The delays were mitigated through risk analysis,
resequencing of work, and recovery schedule implementation.
Project Success: The contract specification section for Project Scheduling was comprehensive,
requiring the Contractor to plan their work and regularly status the schedule for the project's
duration. The Project Scheduling specification section should always require “best practices” to
promote quality planning and scheduling, significantly improving the chances of completing
construction projects on time.

Project Title: Interstate Route H-1 Airport Viaduct Improvements, Vicinity of Valkenburgh
Street to Middle Street, Phase 2
Scope/Description: This
project consists of viaduct
roadway concrete repairs,
expansion joint replacement,
and a new surface overlay in
the travel lanes of the airport
viaduct. Re-surfacing is a
penetrating sealer and high
friction surface treatment
(HFST). The repaired lanes
will be re-finished upon completion with stripping,
reflectors, and a consistent travel surface.
Project Challenges: Traffic control with the
airport, dust and debris on the roadway, material
procurement, and use of specialized equipment is challenging. These factors are monitored closely
so that airport operations and public relations are appropriately managed with minimized disruption.
Project Success: Non-destructive testing change orders have been given to allow more work
ahead of schedule and allow more repairs to be added. These repairs are added because the
contractor is early, and it increases the lifespan of the viaduct structure. Due to the repairs' central
location, the more work that can be completed during this contract duration, the better for the public.
Project Title: HDOT Kauai Emergency Repairs
Scope/Description:
Due to the April 2018
floods, this HDOT
project centered on
creating an
emergency road
through 14 landslides
along Kuhio Highway,
reconnecting the
communities of Waipa, Waikoko, Wainiha, and
Haena with the rest of Kauai following the record-
setting rain event. Work crews and materials from
all islands were involved in the effort. When the
large-scale emergency repair project was
completed, HDOT and its contractors completed twenty-two significant tasks, including stabilizing
the slope at Wainiha Bay and rebuilding sections where the embankment below the road was
washed away in the disaster.
Project Challenges: Thirty-three separate contracts were issued to the various entities working on
the program, requiring significant coordination efforts. Necessary emergency repairs required the
project to be fast-tracked to minimize the impact on the public. Procuring long-lead materials and
equipment delayed the start of work in certain areas.
Project Success: A program schedule that effectively coordinated the numerous contractors' and
engineers' efforts was developed. Actual schedule impacts for procuring long-lead material and
equipment were minimized by tracking the status within the program schedule.

Kirschner Contractors Project Experience
Project Title: Kailua Wastewater Treatment Plant Upgrades Phase 2
Scope/Description:
The project is part of
a 25-year, $4 billion
consent decree
between the City
and County of
Honolulu and the
EPA that will upgrade and expand several plants
within the county. Work includes construction,
installation, testing, and start-up of new equipment
constructed at the site and modification of existing
equipment. Additionally, a new 15kV backbone
infrastructure, plant-wide, to support connection to
the new service entrance and new standby
generator at the Kailua Generator Building was installed as part of the previous project completed
in 2018.
Project Challenges: Coordination between the CM, subcontractors, and city for electrical control
approvals, procurement, and installation caused delays. Schedule reviews and reports aided
coordination.
Project Success: Working with the CM on critical activities helped follow up and mitigate possible
delays. Tracking delay windows and analysis of contractor and owner responsibility for delay
responsibility.
Project Title: Honouliuli Wastewater Treatment Plant Phase 1A & 1B
Scope/Description:
The scope of the
work consists of
upgrades and
expansion to the
current wastewater
treatment plant site to
meet EPA standards.
The project includes
six open-air grit pre-aeration tank clarifiers that
treat the wastewater, sufficient emergency power
to influent pumps during power outages, designs to
prevent overflow of the grit chamber, and reduction
of corrosive gases and salt-laden winds on building
structures. The solids will be dried into pellets that can be used as fertilizer. Other facets of the
project include a new odor control system, cake facility, receiving facility, de-watering facility,
auxiliary pellet storage, and dryer facility.
Project Challenges: The contractor schedule narrative did not clearly state a month-to-month
substantial completion, schedule changes, and anticipated delays. Running comparison reports,
including float path reports, float trends, and 3rd party validations, helped.
Project Success: Good relationships helped with the return of timely progress schedules. The
current schedule allows the CPM schedule to be a good tool when the data date is correct.
Permanent power logic was missing from the start of activities, and that was remedied. Every
month, we run 15 quality control reports for consideration.

Project Title: F-22 Fighter Alert Facility Joint Base Pearl Harbor Hickam
Scope/Description: This
design-bid-build project builds a
fully designed aircraft shelter,
parking apron, taxiway for
thirteen (13) F-22 aircraft,
stripping, asphalt paving,
aircraft Hush House foundation,
Portland Cement Concrete (PCC) pavement
structure, hot mix asphalt shoulders, alter crew
quarter building, sentry aloha building, entry control
point building, security fences, and gates, parking lot
lighting, airfield and taxiway lightings, security
fencing, lighting, gates, generator, demolition,
grading, pavement markings, grounding points, tie-
downs, airfield lighting, relocation of existing utilities, and new utility power, a/c systems, water,
storm drain, sewer systems, communications voice and data, fire hydrant system, and
miscellaneous appurtenances and system controls.
Project Challenges: F-22 did not finish on schedule (12/20), but delays were documented,
allowing for excusable delays. This project was completed in 2021.
Project Success: F-22 proceeded smoothly over two years. From the start, documentation and
good communication allowed smoothly changed orders to be processed as expected. There are
no safety issues in the project.
Project Title: FY18 MCA PN91742 Operational Readiness Training Complex (Barracks),
Phase 1, Pohakuloa Training Area – Hilo, Hawaii
Scope/Description: This
work includes completing the
design and providing a new,
complete fire alarm and
mass notification system for
the various buildings at
Pohakuloa. Included in the
system are wiring, raceways, pull boxes, terminal
cabinets, outlet and mounting boxes, control
equipment, alarm, and supervisory signal initiating
devices, alarm notification appliances, supervising
station fire alarm system transmitter, and other
accessories and miscellaneous items required for
a complete operating system.
Project Challenges: Kirschner Contractors was not able to travel to the job site throughout COVID-
19 and travel limitations but was able to include remote working options into the meeting structure.
Unforeseen site conditions (asbestos and underground obstacles) and severe weather in Texas
created shipping delays, resulting in project impacts of 16-30 days.
Project Success: Change orders have been processed well, addressing any delays, and an on-
time completion is projected. Environmental compliance and supply delivery schedules have been
successful, considering site limitations. Current project delays have the potential to be mitigated
over the remainder of the project. The system was complete and ready for operation.

Project Title: FY20 MCON P-911 Bachelor Enlisted Quarters – MCBKB
Scope/Description:
Construction of a multi-
story bachelor enlisted
quarters (BEQ)
building, including room
configurations, laundry
facilities, lounges, administrative offices,
multipurpose recreation rooms, housekeeping
areas, public restrooms, self-storage facility, and
730 vehicles multi-level parking structure. The
facility will have pile foundations, concrete masonry
unit (CMU) walls, concrete floor and roof structure,
and built-up roofing. This project will also include the
installation of a HVAC, fire protection, plumbing,
metering system, emergency electrical generators, and multiple elevators.
Project Challenges: Kirschner Contractors assumed this project was underway to resolve delay
issues between NAVFAC and the GC.
Project Successes: Kirschner Contractors has partnered well with Nan, Inc., and NAVFAC,
serving as a mediator to resolve delays. Kirschner Contractors has developed relationships with
all parties, steering the project forward while overcoming delays and cost increases.
Project Title: FY16 MCON Project P-416 Energy – PMRF Power Grid Consolidation at The
Pacific Missile Range Facility
Scope/Description: The
contract with NAVFAC at the
Pacific Missile Range Facility
(PMRF) Barking Sands is for
operational power grid
consolidation. The electrical
distribution system will be
connected from multiple independent systems into
one continuous system. Integrating the grids
requires replacing portions of the existing electrical
infrastructure with a new backbone distribution
system, including service laterals with larger
conductor sizes and underground duct
banks/manholes. The project provides pad mounter
switchgear for grid isolation and equipment protection: Medium-Voltage cables, splices, and
terminations to connect the pad-mounted switch gears and utility interconnection to allow load
sharing and power distribution between the separate incoming feeders from the Kauai Island
Utility Cooperative (KIUC).
Project Challenges: Kirschner Contractors assumed this project from another scheduling
consultant. There were multiple delay issues with the schedule and time impact analysis to mitigate.
Project Successes: Kirschner Contractors joined this project in progress, providing a seamless
transition. Multiple delay issues were resolved. Good relationships, communication, and changes
in reporting tools to model the project have helped get it back on track.

centralized, busy area directly across from Ala
Moana Mall.
Project Challenges: During this season of COVID,
the project has been negatively impacted by procurement delays, manpower, and material lead
time. Additionally, late design changes were affecting the overall project.
Project Success: Despite noted project challenges, this project is currently ahead of schedule.
Procurement issues were mitigated by resequencing the finished work. Also, time extensions were
put in place for procurement and financing delays.
Project Title: ‘A’ali’i Tower Condominiums
Scope/Description:
Located in the Ward
Village master-
planned community in
urban Honolulu, this
project is a 42-story,
751-unit mixed-use
high rise with a mix of
studio, one- and two-bedroom units, including 150
reserved housing units. The structure comprises an
eight-level podium with retail space, parking, and
22 residential micro-units. A 35-story residential
tower sits atop the podium with a fitness center and
open deck spaces on the top floor. The primary
structural system consists of cast-in-place concrete
columns, post-tensioned slabs and beams providing gravity support, and concrete shear walls
resisting wind and seismic loads supported by augered cast-in-place piles.
Project Challenges: COVID and weather force majeure impacted supply and material
procurement. Delays were mitigated through temporary weather protection and resequencing of
construction activities. Late design changes and specialty item procurement were also obstacles
that the team could address and resolve successfully.
Project Success: This project achieved on-time substantial completion and a temporary Certificate
of Occupancy. Procurement issues were mitigated along with multiple change orders, allowing the
project to be completed within the contract duration. Additionally, the GC, owner, and
subcontractors partnered very well, contributing to the success of this project.

casinos and events. Differing site conditions have caused excavation to take longer than planned.
This is a high-profile project, so public relations requires ongoing management of traffic, local
properties, casinos, and the airport.
Project Successes: More time and money were awarded to the contractor based on requests for
time extensions and change orders. Complex scheduling requirements have been fulfilled,
including added scope via RFPs and change orders. There is a positive working relationship
between the contractor and the owner and a collaborative partnership among the team.
Project Title: Centennial 2635 Zone Reservoir
and 2745 Zone Pumping Station

Accurate delivery dates are difficult to ascertain and directly impact construction in the field.
Project Successes: A time extension for the procurement delays was prepared and granted.
Construction activities have been restructured to mitigate the schedule impacts due to extended
lead times.
