Mr. Ono is the Vice President in charge of SSFM’s Hawaii Island Office. In
this role, he serves as the principal point-of-contact for SSFM's Hawaii Island
clients, and provides project management services on specific projects. He
maintains a close relationship with all government agencies on the Island of
Hawaii and serves as a member of SSFM’s government affairs group.
PRIOR WORK EXPERIENCE
Department of Transportation, Highways Division, State of Hawaii (January
1996 through December 1998), Division Administrator. Directed the
administration and operations of the Highways Division including Engineering,
Construction, Maintenance, Administration, Property Management, Traffic
Operations, and Motor Carrier Safety. Resources included: 1000 employees,
$160 million operating budget, and $400 million Capital Improvement Budget.
Key accomplishments included the following:
Initiated Hawaii’s first moveable barrier Zipper lane project on the
island of Oahu.
Initiated Hawaii’s Highway Intelligent Transportation System project.
Directed the statewide training and design workshop for staff
engineers from State, County and private sector to include an
instruction manual.
Completed and dedicated the H-3 new Interstate Highway within the
funding allocated and on time.
Completed the Kalanianaole Highway Improvements, a project with
much delay and political problems.
Department of Transportation, Highways Division, Hawaii District, State of
Hawaii (1990 to 1995), District Engineer. Directed the operations of 130
personnel and a $9-million budget on the Island of Hawaii to include:
Engineering, Traffic Operations, Maintenance, Capital Improvements, Motor
Vehicle Carrier Safety and Administration.
Department of Public Works, County of Hawaii (1984 to 1990), Chief Engineer
(Director). Directed and administered the activities of seven (7) divisions,
including Engineering, Buildings, Wastewater, Solidwaste, Traffic, Automotive,
and Highway Maintenance. This Department included a total of 400
employees with a $30-million budget. Introduced and initiated Maintenance
Managements Systems in Wastewater, Solidwaste and Highway Maintenance
operations.

Mr. Drake is the Manager and Lead Civil Engineer in SSFM’s Hilo Office. He
is a Project Engineer responsible for planning and design for a wide variety of
civil engineering projects on the Island of Hawaii and other geographic areas
where SSFM currently provides planning and engineering services.
REPRESENTATIVE PROJECT EXPERIENCE
Project Engineer for the West Hawaii Civic Center project. This was a design-
build project for a new Civic Center consisting of eight (8) office buildings and
one (1) parking garage on the 7 acre parcel located at the corner of
Kealakehe Parkway and Ane Keohokalole Parkway in Kailua-Kona Hawaii.
Estimated construction cost $52 million.
Māmalahoa Highway Bypass Road and Nāpōʻopoʻo Road Māmalahoa
Highway Intersection Improvements. Project Manager. SSFM provided Civil
Engineering services to revise, update, and repackage the previously
approved Plans, Specifications and estimates (PS&E) for the portion of the
Māmalahoa Highway Bypass from Halekii to Nāpō‘opo‘o, as well as the
Nāpō‘opo‘o Intersection PS&E. The Māmalahoa Highway Bypass work
included updating the topographic survey for construction previously
performed, updating earthwork quantities, revising drainage details, adding an
alternative pavement section for concrete, and adding additional
improvements to accommodate property owners. The Nāpō‘opo‘o Intersection
work included that above in addition to revising the intersection geometry to
increase left turn storage. Estimated construction cost $25.5 million.
Kapi‘olani Street Extension, Lanikaula Street to Mohouli Street. Hilo, Hawaii.
Project Manager. SSFM provided Environmental Documentation, Preliminary
Planning and Design, and Final Design services. The Project consists of
extending the existing Kapi‘olani Street from Mohouli Street to Lanikaula
Street. Project deliverables include an Environmental Assessment,
Preliminary Engineering Reports and Plans, and Construction Drawings.
Estimated construction cost $13 million.
Keahuolu Phase 0 Roadway and Promenade Design. Kailua-Kona, Hawaii.
Project Manager and Lead Civil Engineer. SSFM provided Environmental
Documentation and Design services. Phase 0 of the project provides a new
roadway, three new entrances to Kailua District Park, and a pedestrian and
bike promenade. The improvements support the Kailua District Park and the
Queen Lili‘uokalani Trust Master Plans and include new pavements, raised
sidewalks, shared use path, drainage improvements, intersection
improvements, street lighting, landscaping, and new utility lines. Estimated
construction cost $5 million.
Kohala Ranch Community Association Pavement Assessment. Kohala,
Hawaii. Project Manager/Project Engineer. SSFM performed a pavement
inventory and provided pavement preservation plan recommendations. The
Project consists of inventorying approximately 22 miles of roadway, identifying
candidates for pavement preservation, evaluating treatment options and
providing opinion of probable costs for various options. Estimated construction
cost $500,000

Senior Project Manager
Ms. Herkes is A Business Development Leader for Hawaii Island. She also
serves as a Senior Project Manager on a wide cross section of projects for
private corporations and public agencies. Ms. Herkes has over 35 years of
professional experience in corporate management and fund raising,
development of community relations and outreach programs, project liaison to
community organizations, community leaders, neighborhood boards, business
organizations, individual organizations and stakeholders.
REPRESENTATIVE PROJECT EXPERIENCE
Project Manager for Primary Corridor Bus Rapid Transit (BRT) FEIS
Preliminary Engineering Design, Honolulu, Hawaii. Project included the
preliminary engineering for the In-Town route over 13 miles of road in
Honolulu. The total construction cost for this project is at $356 million.
Community Outreach for Keaau-Pahoa Road Improvements project on the
island of Hawaii. The State Department of Transportation (DOT), has
proposed this project to address the heavy traffic congestion which currently
occurs along the corridor between Keaau and Pahoa. Project included
preparation of an Environmental Assessment report in compliance with NEPA
and Title 11, Chapter 200, HRS for the widening and improvement of the
existing highway. Length of the Highway study area approximately 10.5 miles.
Community Outreach for the Paia Bypass project on the island of Hawaii. The
State Department of Transportation (DOT) in association with the Federal
Highways Administration (FHWA), are proposing Highway Improvements and
Alternate Road to serve the Paia community.
Project Trainer for the Emergency Response Plan, Department of Water,
County of Kauai, Hawaii. This project involved the preparation of an
Emergency Response Plan pursuant to the Public Health Security and
Bioterrorism Preparedness and Response Act of 2002. The total project cost
of $142,875.
Project Manager for the Sandwich Isles Communications Fiber Optic Ductline
project. This project involves the design and construction of approximately
325 miles of fiber optic ductlines connecting Hawaiian Homelands throughout
the State. Major responsibility for plan approval and permtting process with
State, County and Federal regulatory agencies is a essential and crucial
component with meeting construction schedule. The total construction cost of
this project is estimated at $700 million.
Project Manager for the State of Hawai‘i, Department of Education’s Whole
School Classroom Renovation for Hawai‘i schools, including Kea‘au Middle,
Waiākea High, Hilo Union, Hilo Intermediate, Haaheo Elementary,
Lāupahoehoe High & Elementary, Honoka‘a Elementary, and Kohala Middle.
The projects typically involve interior and exterior painting; replacement of
flooring, windows and doors; replacement of marker boards and tack boards;
miscellaneous carpentry repairs; restoration of restrooms. $17.7M

Ms. Ishisaka is an experienced structural & civil engineer with experience in a
wide variety of both design and construction projects. Projects have involved
reinforced, prestressed and post-tensioned concrete; structural steel;
masonry; and timber construction. She has extensive experience with the
following types of projects: Hospitals, Department of Defense projects, airport
facilities, commercial/office buildings, residential buildings, educational
facilities, and hotels.
REPRESENTATIVE PROJECT EXPERIENCE
Construction Management and Construction Support Services for Hawaii Belt
Road Rehabilitation of Umauma Stream Bridge. Hilo, Hawaii. Project
Engineer/Project Inspector. SSFM provided construction management and
support services to assist the Hawaii State Department of Transportation's
Highway Division for this project which included but is not limited to
construction of concrete piers and foundation, modifying of existing concrete
abutments and wingwalls, replacement of steel girders and concrete bridge
deck, and construction of concrete bridge railings, metal approach guardrails,
and A.C. pavement approaches. Umauma bridge is a 110’ tall steel girder and
trestle bridge, constructed around 1912 and widened in the mid-1950s, and
subject to historical requirements by the State Historic Preservation Division.
Estimated construction cost $35.8 million.
Construction Management and Construction Support Services for Hawai‘i Belt
Road Repairs to Umauma Bridge Steel Members. Hilo, Hawaii. Project
Engineer. SSFM provided construction administrative services to assist the
Hawaii State Department of Transportation's Highway Division in construction
management and support services for this project which included repairs to
various steel members for Umauma Stream Bridge towers due to corrosion
damage. Umauma bridge is a 110’ tall steel girder and trestle bridge,
constructed in 1912 and widened in the mid-1950s, and subject to historical
requirements by the State Historic Preservation Division. Repairs included
replacing corroded rivets and members, repairing holes in steel members,
repairing anchorages to the concrete foundations and strengthening existing
angle members. $3.7 million.
Kapi‘olani Street Extension, Lanikaula Street to Mohouli Street. Hilo, Hawaii.
Design Engineer. SSFM provided Environmental Documentation, Preliminary
Planning and Design, and Final Design services. The Project consists of
extending the existing Kapi‘olani Street from Mohouli Street to Lanikaula
Street. Project deliverables include an Environmental Assessment,
Preliminary Engineering Reports and Plans, and Construction Drawings.
Engineering services include design of new roadway section and existing
intersection improvements, grading and drainage improvements, utility
relocation, traffic signal systems, retaining walls, property/driveway tie-ins and
concrete work such as curb, gutter, side walk and a bridge across Waiakea
Stream. Estimated construction cost $13 million.

Group. In this position, she currently performs planning and design for a wide
variety of project management and civil engineering assignments.
REPRESENTATIVE PROJECT EXPERIENCE
Stadium TCLP Testing, Honolulu, Hawaii. Project Manager. Environmental
services including collecting renovation-specific toxicity characteristic leaching
procedure (TCLP) analysis of the projected waste stream for the metal roof
decking at Aloha Stadium.
Puainako Street Widening, Hilo, Hawaii. Design Engineer. SSFM provided
Planning and Environmental Documentation as well as Preliminary
Engineering Services for the widening and extension of Puainako Street from
Komohana Street to Kilauea Street. Services included Traffic Impact
Analysis, Hydrology and Hydraulic Engineering, and Civil Engineering.
Improvements include widening the existing two-lane Puainako Street to a
four-lane divided roadway with landscaped median. The widened facility will
include new bike lanes and raised sidewalks for pedestrian access. Estimated
construction cost $60 million.
Keahuolu Phase 0 Roadway and Promenade Design, Kailua-Kona, Hawaii.
Design Engineer. SSFM provided Environmental Documentation and Design
services. Phase 0 of the project provides a new roadway, three new
entrances to Kailua District Park, and a pedestrian and bike promenade. The
improvements support the Kailua District Park and the Queen Lili‘uokalani
Trust Master Plans and include new pavements, raised sidewalks, shared use
path, drainage improvements, intersection improvements, street lighting,

Kamakaeha Avenue, Phase 1A, Kailua-Kona, Hawaii. Project Engineer.
SSFM provided Subdivision processing and Design services. The
Kamakaeha Avenue extension provides a new roadway to serve the main
entrance of the new Kona Judiciary Complex. Improvements included new
pavement, raised sidewalks, drainage improvements, intersection
improvements, street lighting, landscaping, and utility lines. Estimated
construction cost $3.7 million
Queen Kaahumanu Highway Widening Phase 2, from Kealakehe Parkway to
Keahole Airport Road, Kailua-Kona, Hawaii. Civil Project Engineer. The
project includes engineering and construction services to widen Queen

services to oversee the periodic clearing and maintenance of brush and
vegetative growth in the Village of Lai Opua. Work consisted of cutting,
moving, and trimming vegetative ground cover, and properly disposing of

Kāne‘ohe Bay #2 Wastewater Pump Station Force Main, City & County of
Honolulu. Principal. The project’s focus is the installation of a HDPE force
main under a canal by Horizontal Directional Drilling (HDD) and open cut
trenching. This force main is mandated by the Federal EPA Consent Decree.
The project also includes: removal of an underground storage tank,
installation of an aboveground storage tank, removal and replacement of the
existing HECO transformer, installation of a special manhole, replacement of
a water line, repair of a wye at the influent wet well, installation of a force main

REPRESENTATIVE PROJECT EXPERIENCE
Pali Highway Lighting Replacement and Resurfacing (NH-061-1(035),
Honolulu, 11/2017 – 9/2019. Construction Manager. This project included
approximately 5 miles of asphalt pavement resurfacing and 7.7 miles of street
lighting replacement. Roadway reconstruction of weakened pavements areas,
cold planing, construction of concrete barriers, drainage structure
improvements, asphalt resurfacing, guardrail improvements, pavement
marking, signage and striping were also included. Estimated construction cost
$64 million.
Pali Highway Emergency Slope Stabilization, Honolulu, Hawaii. Construction
Manager. This project included debris clean up, stabilize the Old Pali Road,
install 140 – 25’ soil nails, installation of 5,000 square feet of rock fall mesh
and four (4) concrete foundations with micropile anchors – 115’ of Attenuator
Fencing. Estimated construction cost $3.4 million.
Kalanianaole Highway Improvements in Waimānalo, Phase 1, Olomana Golf
Course to Vicinity of Poalima Street, Waimanalo, Honolulu, Hawaii. Project
Manager. Roadway improvements along this 0.84 mile section includes: field
investigations, coordination with various agencies, preparation of reports and
various analysis, design and public informational meetings. Total estimated
construction cost $9.4 million.
Interstate Route H-1 PM Contraflow, Phase 2, Vicinity of Radford Drive to
Waiawa Interchange. Resident Engineer for HDOT for a seven (7) mile
highway improvement project, which includes viaduct widening, concrete and
asphalt shoulder and lane widening, embankment widening, movable barrier
replacement, jointed precast concrete panels, pavement marking and striping,
utility relocations, drainage improvement, and traffic control activities.. Total
estimated construction cost $65 million.
Emergency Earthquake Rockfall Repairs project, Districts of South and North
Kohala, Island of Hawaii. Civil Project Engineer. This project was to perform
earthquake repairs on roadway in the Kohala and Hamakua Coast areas.
Total estimated construction cost $5.2 million.
Rehabilitation of Streets Various Locations, Unit 76 Kalakaua Avenue – South
Beretania Street to Ala Wai Boulevard. Project Manager. This project involved
the design for roadway rehabilitation, including full-depth pavement
reconstruction, reconstruction of concrete curbs, gutters, sidewalks, ramps
and driveways, drainage improvements, pavement striping and other related
improvements. Total estimated construction cost $6 million.

Construction Management and Support Services for Various Projects under
the Rehabilitation of Streets Project, Various Locations on Oahu, Contract No.
CT-1900164, Job No. 24-17, Rehabilitation of Localized Streets, Unit 78
Project. Construction Manager. This project included the paving and re-
surfacing of several streets in the Mapunapuna area of Honolulu. Other work
included excavating and backfilling the area, installing catch basins and storm
water inlets, pouring and treating concreate sidewalks, and installing
pavement markers, striping and markers. Estimated construction cost $7.6
million.
Rehabilitation of Buildings & Yards Areas at Piers 34-35 – Job HC 10368 and
Building Improvements at Pier 35 – Job HMP 20905, Honolulu Harbor, Oahu.
Construction Manager/Estimator. This work generally consisted of
rehabilitation and renovation of the pier land side facilities and partial
demolition and improvement of the pier shed to accommodate the University
of Hawaii Marine Science operations. The improvements to the land side
facilities include sewer, water, drainage, electrical, telecommunication and
pavement. Total estimated construction cost: $16 million.
Construction Manager for the Access Control and CCTV System Upgrade,
State Project No. AO1095-30 at the Honolulu International Airport, Honolulu,
Hawaii. The project consists of installing an integrated access control system,
video monitoring system, raceway, cables and related work throughout the
Honolulu International Airport. The estimated construction cost of the project
is $4,470,905.
Construction Manager for the Aircraft Rescue and Fire Fighting Facility
Improvements, Phase II, State Project No. AO1144-17 at the Honolulu
International Airport, Honolulu, Hawaii. The project consists of site work
including asphalt pavement extension, concrete hard stand, drainage
structures, electrical and plumbing work. The primary work consists of
constructing a new building for four firefighting vehicles and an attached
watch/alarm room. Additional work includes modifications to the existing
ARFF station and relocating and later dismantling an instant sprung structure.
The estimated construction cost of the project is $2,449,875.

Carino was responsible for assisting with the inspection duties and assisting
with the general correspondence as required for the project. Project involves
the upgrade of the fire safety equipment of several buildings throughout the

Project Inspector for Statewide Miscellaneous Repairs-Maintenance -

HPER & Athletic Complex Accessibility Improvements – Mr. Carino was

improvements throughout the athletic complex which included the installation
of curb ramps, wheel chair ramps, ADA compliant lavatories and lockers, ADA

Daaniel joined the SSFM team with over 30 years of experience in the
construction industry, with an extensive background in highways and roads. In
addition to serving as Supervising Inspector, he is also the Deputy Manager
of SSFM’s CM HWYS Group. He has worked on projects throughout Hawai‘i
in various roles including stone masonry, concrete flatwork, heavy equipment
operator, field supervisor, foreman, and quality control.

Hawai‘i. Construction Inspector. This project included the construction of a
rock shed – 90’ long concrete tunnel extension, three (3) four foot diameter
drill shafts (30-40’ deep), 3’ diameter concrete columns, 20’ high post tension
concrete retaining wall, twenty (20) – forty foot long precast concrete planks,
concrete containment walls, geofoam energy absorbing topping, new
concrete barriers, drainage system and asphalt paving. Estimated
construction cost $8.7 million.
Pali Highway Resurfacing, Vineyard Boulevard to Waokanaka Street, Federal
Aid Project No, NH-061-1(036). State of Hawai‘i Department of
Transportation, Highways Division. Supervising Inspector. This project
included approximately 2.7 miles of asphalt pavement resurfacing. Roadway
reconstruction of weakened pavement areas, cold planing, removal of existing
concrete pavement, reconstruction of new concrete sidewalks, curbs/gutters
and bus pads. Safety improvements included new pavement marking and
striping, guardrails and roadway signage. Upgrades to eight (8) signalize
intersection to include new traffic signal standard, electrical ducts, controller
cabinets and pedestrian signals are also included in this project. Estimated
construction cost $40 million.

Derrick has 34 years of experience in the construction industry. He has
worked on projects for various clients including the State of Hawai‘i
Department of Transportation, City & County projects for the various islands
of Hawai‘i, FHWA, HART, & Hawaiian Electric. His experience includes
working on several unique State of Hawai‘i Department of Transportation
projects such as the completion and opening of the H-3 freeway, installation
of the Zip Lane, extension of the Zip Lane, construction projects for the lobby
areas of the Lihue Airport, and several different bridge projects as well.

utility boxes, manhole frames and covers, installing traffic signal loops and
new pavement marking and striping. Estimated construction cost $23 million.
Maluhia Road/Koloa Road Improvements, Island of Kauai. Construction
Inspector. Project involved paving operations on both roads, driveways, and
curbing. Monitored and inspected general contractor and sub-contractors
following specifications and safety procedures. Estimated construction cost
$18.5 million.
Kekaha Road Improvements, Island of Kauai. Construction Inspector. Project
involved paving operations on Kaumuali’i Highway which was 8,882 LF of
roadway. Inspected all BMPs on the entire jobsite. Estimated construction
cost $5.6 million.
Rehabilitation of South Punalu’u Stream Bridge, Island of Oahu. Journeyman
Carpenter. Project involved construction of temporary bypass road and
installation of temporary steel truss bridge provided by ACROW Corp. Demo
of existing concrete bridge & foundations and subsequent construction of new
3 span concrete bridge with dedicated pedestrian walkway and bike path. In
addition, included building forms to specifications and installed upgraded AC
roadway approaches which included new traffic signs and roadway pavement
markers. Estimated construction cost $22 million.
Kauai Emergency Flood Repairs & Cleanup at Various Locations, Route 560
– Hanalei Bridges Emergency Work, Island of Kauai. Foreman. Project called
for repairs/replacement of three (3) existing concrete structures for Wai’ole,
Waipa & Waikoko Bridges. Estimated construction cost $30 million.

CONSTRUCTION MANAGEMENT PROJECTS
Hoku Kea Observatory Decommissioning Project and
Environmental Assessment (EA)
Mauna Kea, Hawaii Island, Hawaii
SSFM provided overall project management of the complete Design-
Bid-Build, including planning and permitting, and construction
management for the decommissioning of the Hoku Kea Observatory
building structure, generator building, and associated
telecommunications and electrical infrastructure on the summit of
Mauna Kea. The proposed deconstruction required compliance with
extensive guidelines driven by the Mauna Kea Comprehensive
Management Plan and development of an HRS 343 EA, and a
Conservation District Use Permit.
Estimated Construction Cost: $1.4 million
Hurricane Lane Emergency Road Repairs
Hilo, Hawaii
SSFM provided planning, civil engineering, and construction
management services for repairs to Hurricane Lane damaged roads.
Hurricane Lane caused severe damage to many State Highways
around the Island of Hawaii. The heavy and sustained rainfall
resulted in localized flooding and landslides which made many roads
unpassable and unsafe. HDOT asked SSFM to assist in emergency
response to start repairing roads and slopes to provide the affected
communities with safe driving conditions and passage.

Kilauea Elementary School Renovation of Building B
Kilauea, Kauai, Hawaii
SSFM provided construction management services for the renovation
of an existing historic structure (Building B) and conversion to an
Administration Building. Special effort was required to maintain the
completion schedule. This project received the Historic Hawaii
Foundation Award in 2019.

Kapaa High School Career Pathways Renovation
Kapaa, Kauai, Hawaii
SSFM provided construction management to the additions and
alterations to Building G (Industrial Arts Building) for the automotive
and carpentry shops, as well as the renovation of Building D (Culinary
Arts) at the school’s Career Pathways Center. The intent of this
project was to modernize and expand useful space in the career
pathways classrooms and facilities.

Kihei High School Complex – New School Phase 2
Kihei, Maui, Hawaii
SSFM provided construction management services for the 77-acre
site development and ground up construction of five buildings at the
new Kihei High School complex. Buildings included two Classroom
Buildings (28,132 sf each), a Cafeteria/Library Building (36.903 sf),
an Administration Building (6,193 sf) and a PE Electives Building
(10,089 sf).

East Section Construction Engineering and Inspection (CE and I)
II Consultant Services, Honolulu Rail Transit Project, Airports
Section Utilities Relocation, Honolulu, Hawaii
SSFM provided construction engineering and inspection (CE&I)
services for this Design-Build contract that consisted of the design
and construction of 5.2 miles of elevated guideway, four (4) stations
and associated facilities between Aloha Stadium and the Middle
Street Transit Center. Construction Management work included
construction oversight services – performance of environmental
monitoring, and construction progress meetings; monitoring,
documenting and reporting construction progress.

Water Infrastructure Improvements, University of Hawaii at Hilo,
Hilo, Hawaii, Project No. UHH-2010-024
SSFM provided construction management services for a new drinking
water well, control building, pad, pump, and other appurtenances.
Improvements included a new access road and 16” waterline from the
well to an existing 1.0 MG UH reservoir tank.

Upper Kapahi Reservoir Dam
Kapaa, Hawaii
SSFM provided construction inspection services for this reservoir
improvement project that included the installation of an embankment
dam, blanket, toe drain, rock slope protection and spillway in an
existing reservoir. Also include was the installation of outlet works
intake, concrete channel, impact basin and catwalk.

Mauna Lahilahi Beach Park Rock Revetment
Waianae, Hawaii
SSFM provided construction management for this project consisting
of installing a rock revetment along the shoreline, at Mauna Lahilahi
Beach Park. Work included removal of the existing shoreline sandbag
and rock barrier and creation of a new 350’ wall rock revetment,
consisting of two (2) layers of 1.5-ton armor stone, two (2) layers of
300 lb. bedding stone, and a fabric layer to contain the sand and
crushed rock fill.

Citron Street Residential Conversion
Honolulu, Hawaii
SSFM provided construction management services for this 10,300 sq.
ft. residential renovation project. Services included project
management, review/interpretation of plans and specifications,
construction scheduling, quality assurance, construction changes and
claims, maintaining records, preparing daily inspector's reports, final
completion and inspection, and contractor progress payments.
Estimated Construction Cost: $5.1 million
Roundabout at Maui Lani Parkway and Kamehameha Avenue
Kahului, Maui, Hawaii
SSFM provided construction management services for a new
roundabout at the intersection of Maui Lani Parkway and
Kamehameha Avenue. The scope of work included removal of
obstructions, road pavement work, construction of curb ramps,
sidewalk, adjusting manholes, irrigation and water valves, storm drain
culvert, culvert headwall, crosswalk pedestrian beacons; pavement
striping and markers; replaced street signs and other incidental items.

included roadway, roadside, and drainage improvements along Hana
Highway, between mile post 8.1 and 21.5, replacing and installing
new metal guardrail and end treatments, installing new soil nail
retaining walls, repaving of asphalt concrete pavement, replacing and
installing new pavement markings, new signing, installing new
concrete drainage outlet structure, new grated drain inlets, storm
drain manholes, drain pipe/culverts, new concrete rubble masonry
wall and other incidental items.

Guam Cultural Repository, Project Management & Construction
Management Services, University of Guam, Mangilao, Guam
SSFM provided Project Management/Construction Administration for
the design and construction phases of the Guam Cultural Repository
(GCR). The 13,000 SF facility enables the Territory of Guam to
address the current artifact storage deficiency and to accession
archaeological objects discovered or unearthed during construction
activities on Guam.

South Ramp Taxiway and Ramp Improvements, State Project No.
AH2023-15, Ellison Onizuka Kona International Airport at
Keahole, Hawaii
SSFM provided construction management services for an access
road, extension of Taxilane “K”, and construction of General Aviation
(GA) facilities on the South Ramp. The site improvements included
installing pre-engineered T-hangars, and infrastructure including
drainage, water, sewer, power, communications, and security.

A.B. Won Pat International Airport, Runway 6L/24R
Rehabilitation, Tamuning, Guam
SSFM provided Project Management and Construction Management
services for the rehabilitation of Runway 6L/24R. The project is the
Airport’s primary runway, which consist of approximately 9,500+
linear feet of pavement that is composed primarily of PCC or AC
material for the surface areas of the runway, and a mixture of various
substances which includes the use of granular, compacted coral,
asphalt, crushed aggregate and other bituminous pavement material
for the base, sub-base, and sub-grade.

Na Pua Makani Wind Farm Foundation Installation Project

SSFM provided full-time construction inspector services for the
drilling, rebar cage installation and concrete placement of five (5) five
steel utility pole foundations and eleven (11) wooden utility poles
installations. SSFM also worked with the contractor to ensure the
compliance to approved plans, specifications and HECo
requirements.

Construction Support Services for Likelike Highway
Resurfacing, School Street to Emmeline Place, District of
Honolulu, Island of Oahu, Federal-Aid Project No. NH-063-1(023)
SSFM provided construction management for all required
engineering, inspection, surveying, reinforcing requirements for safety
and other regulations, and other services required to properly
manage and administer the construction. The project included
reconstructing weakened pavement areas; cold-planing; resurfacing;
replacing concrete curbs, gutters, sidewalks and drainage inlets;
upgrading guardrails; adjusting utility boxes and manholes; and
installing pavement markings and traffic signs.

Kwajalein Quality Assurance Representative Level III Services
Various Projects, Kwajalein Atoll
SSFM provided construction management services, including a full-
time Quality Assurance Representative (QAR) Level III to support
FY16 RDT&E Repair Fire Protection Systems and other various
projects at Kwajalein Atoll.

South Ramp Taxiway and Ramp Improvements, Ellison Onizuka
Kona International Airport at Keahole, Hawaii (State Project No.
AH2023-15)
SSFM provided construction management services for an access
road, extension of Taxilane “K”, and construction of General Aviation
(GA) facilities on the South Ramp. The site improvements included
installing pre-engineered T-hangars, and infrastructure including
drainage, water, sewer, power, communications, and security.

Facilities, Koloa Well 16A & 16B, Site and Building
Improvements, Koloa, Kauai, Hawaii
SSFM provided construction management and inspection for this
project and services included preparation for and performance of pre-
construction meetings, owner and contractor meetings. Also
reviewed work relating to on-site issues and concerns, coordinated
project submittal requests, reviewed contractor payment; and
evaluated charge order documents.

SSFM provided construction support and construction management
services for this project. These services included project
management, review/interpretation of plans and specifications,
construction scheduling, quality assurance, construction changes and
claims, maintaining records, preparing daily inspector's reports, final
completion and inspection, and contractor progress.

Kaaawa Fire Station Communication Facility Improvements and
Tower Replacement, Kaaawa, Hawaii
SSFM provided construction management services to improvements
and updates for the Kaaawa Fire Station along with the
communication facility. Work included replacement of the existing
100-foot tri-pod communication tower with a new, four-sided 120-foot
self-supporting communications tower. The project also involved
renovation of the existing equipment building, new waveguide bridge,
replacement and expansion of the existing generator building, fuel
tank replacement, and accessory improvements.

Construction Management Services
Pavement Rehabilitation at Various South Maui Roads
Kihei, Maui, Hawaii
SSFM provided construction management for reconstruction and
rehabilitation road work for various South Maui roads. SSFM
ensured compliance and documentation with State and Federal
regulations. Also provided resolution of utility conflicts enabling the
Contractor to minimize delays and resulting delay claims.

SSFM provided construction management services for this new
covered playcourt project. Work included preparation for and
performance of pre-construction meetings, owner and contractor

coordinated project submittal requests, monitored/reviewed
contractor payment; evaluated/reviewed/prepared charge order
documents; and prepared documents required by the DOE
Construction Management Section.

SSFM provided construction management for the replacement of the
bridge railings, concrete deck slab, approach metal guardrails,
removal of delaminated/spalled concrete, repairing corroded
reinforcing bars, and repair with concrete mortar.

Construction Management Services for Access Control and
CCTV System Upgrade, Hilo International Airport, State Project
No. AH1052-03
SSFM provided construction management for the installation of an
integrated access control and video monitoring system including card
readers, cameras, controller hardware, network switches, computer
servers, client workstations, underground electrical conduits,
raceway, and cables.

Umatac-Merizo Wastewater Treatment Plant Upgrade
Umatac, Guam
SSFM provided Owner's Site Representative and Inspection services
for this design-build project which involved the rehabilitation of
existing collection lagoon with new aerators, existing pump stations
with new pumps, existing overland flow system with new drainage
and distribution system, construction of new headworks with drum
screens, new 0.3MG equalization tank at overland flow systems, new
UV disinfection systems, new conveyances, SCADA, site
development and other appurtenances.

Waimanalo District Park Structural Improvements to
Gymnasium, Waimanalo, Hawaii
SSFM provided full-time construction inspection services, primarily
quality assurance, to ensure the work was being completed in
general conformance with the construction contract. Work consisted
of selective demolition, concrete and reinforcing steel repair and
surface preparation, fabrication and installation of structural steel
framing, replacement of exterior metal siding, installation of
elastomeric joint sealants, application of corrosion mitigating coatings
and painting.

University of Hawaii Student Services Building RR Chilled Water
Plant HVAC Equipment Upgrade Controls and Rebalance

Hanauma Bay Nature Preserve Rockfall Mitigative Measures
Phase 3, Honolulu, Hawaii
SSFM provided construction management services for various
construction activities including intensive rock scaling, demolition and
removal of GPS identified boulders, installation of rock dowels and
welded wire mesh, and spraying of shotcrete to fill hazardous voids in
the rock face.

Interstate Route H-1 Shoulder Work and Portland Cement
Concrete Pavement Rehabilitation, Vicinity of Waimalu to
Vicinity of Halawa, Districts of Ewa and Honolulu, Hawaii
SSFM provided construction management services for this design-
build projects that included project planning, coordination, plan
reviews and submittals facilitated through our CM contract.
Construction work included rehabilitation of the existing concrete
pavement and approximately 1,425 (12’ x 14’) jointed precast
concrete panels were installed in seven (7) various locations in both
directions. Eastbound shoulder widening improvements consisted of
demolition of existing concrete shoulders, excavation of cut areas,
construction of MSE and cast-in-place retaining walls, construction of
a new 24’ wide PCC shoulder, highway lighting and safety
improvements. Shoulder widening was from the Waimalu Viaduct to
the Aiea Pedestrian Overpass, 0.71 miles.

Pali Highway Resurfacing, Waokanaka Street to Kamehameha
Highway and Pali Highway Lighting Replacement, Vineyard
Boulevard to Kamehameha Highway, Districts of Honolulu and
Koolaupoko, Island of Oahu
SSFM provided construction management for this project that
included reconstruction of weakened pavement, cold planing and
resurfacing of five (5) miles of 2-lane highway utilizing asphalt and
stone matrix asphalt (SMA). The project included: Construction of
17,426 lineal feet of new concrete median barriers; Electrical
upgrades include traffic signal systems, weigh-in-motion systems,
new communication conduits and new highway lighting standards
(324) over the 7.7 mile project; and, additional emergency work due
to a landslide at the Pali Tunnels included slope scaling and debris
clean up, erosion control fencing, rockfall impact netting and a tunnel
structure extension.

SSFM provided field monitoring of rock scaling and debris cleanup
along Route 30 Honoapiilani Highway between milepost 36 and 42.
A severe storm was the cause of the damage along this highway.

Kapaa High School, Science Facilities Upgrade
Kapaa, Kauai, Hawaii
SSFM provided construction management services for the renovation
of Science Classrooms in Buildings B (4 classrooms), Building R (2
classrooms) & Building S (3 classrooms). Included demolition and
replacement of cabinets, counters and fixtures.

Heat Abatement Phase 1A for Kapaa Elementary School & High
School, Kapaa, Kauai, Hawaii
SSFM provided construction management services for 9 Kapaa
Elementary School classrooms and fourteen 14 Kapaa High School
classrooms with stand-alone air conditioning systems. Each has it’s
own AC unit, battery supply and photovoltaic charging system and is
not connected to the school’s electrical supply.

SSFM provided construction management services for a new 7,350
sq. feet school library and relocated three portable classrooms. The
elementary school and high school are on a shared parcel with
fences and doors that separate the campuses. This project allows
the elementary school to have their own library.

Hana Highway Improvements Phase 2A, Huelo to Hana
Hana, Maui, Hawaii
SSFM provided Construction Support Services for this project which
included roadway, roadside and drainage improvements along Hana
Highway, new metal guardrail and end treatments; soil nail retaining
walls, asphalt concrete pavement, new pavement markings; new
signage, new concrete gutter, new grated drain inlets, storm drain
manholes, drain pipe/culverts and drain outlet structure, cleaning of
existing culverts, and removal of existing earth berms.

eradication of existing striping, restriping of the existing asphalt
concrete pavement for vehicular lanes, bicycle lanes, and on-street
parking, adjustment of traffic detector loops, and installation of
roadway signs on new sign posts and existing sign posts and light
poles along Hamakua Drive.

SSFM provided construction management services which included
documentation of work being performed, brief reports and
photographs, attendance at weekly OAC meetings, NPDES
compliance, and observations that the project met the general design
intent represented by drawings.

Construction Management Services for Baza Gardens
Wastewater Cross-Island Pumping and Conveyance System
GWA Project No. S15-008-BND
SSFM provided construction management services for this three-
phased project. The first two phases were won by one contractor and
the third phase was awarded to another contractor. GWA required
this wastewater conveyance system from the Baza Gardens WWTP,
along Route 17 and Route 5, to the new Agat Santa Rita WWTP to
address and comply with the 2011 Court Order Compliance
Agreement. The reason for the construction phased approach was
due to timing of the availability of construction funding.

Construction Management Services for Sewer Hydraulic
Manhole Improvements
Various Islandwide Locations, Honolulu, Hawaii
SSFM provided project management and construction management
services. This project included upgrading and improving the
hydraulics of approximately 40 manholes island wide. The project
aimed to improve the performance and condition of some of the worst
sewer manholes on O‘ahu.

Terminal Building Structural Upgrade and Concourse Isolation
Project, A.B. Won Pat International Airport, Tamuning, Guam
SSFM provided construction management services for this project
that involved the structural upgrade of the terminal building and
construction of new passenger isolation corridors at the concourse
and main roof levels. The project was undertaken due to Homeland
Security, TSA security requirements to prevent the co-mingling of
passengers who are TSA-screened and non-TSA screened within the
terminal building. The construction of the new passenger isolation
corridors on the third floor will prevent such co-mingling and will serve
as the permanent solution to complying with the TSA security
requirements.

Pavement Preservation of Street Slurry Seal

Honolulu, Hawaii
SSFM provided construction support and construction management
services for various roadway improvements around Honolulu,
including crack-sealing/slurry sealing work. The affected areas
included: Nu‘uanu Valley, Pacific Heights, Pauoa Valley, Salt Lake
and Āliamanu.

HIG (Hawai‘i Institute of Geophysics) Repair Replace Cooling
Tower, University of Hawaii at Manoa (UHM 09-541-260)
Honolulu, Hawaii
SSFM provided construction management services for the cooling
tower upgrades at the UH Mānoa Hawai‘i Institute of Geophysics.
The project consisted of demolition and disposal of existing Cooling
Towers #1 and #2, associated piping, supports, electrical power and
controls necessary to install new piping, electrical power and controls
to operate and maintain the new VFD-driven cooling tower.

Music Building R/R HVAC Equipment and Controls

SSFM provided construction management services for the repairs
and renovations to the Mānoa Music Building. The project included
replacement of existing HVAC equipment (air handlers, fan coils, air
cooled condensing units, ventilation fans etc), and installation of a
new DDC system for all new equipment that integrated with the
existing system.

filtration plant and related improvements.

SSFM provided construction management and inspection services for
this project that included the construction of an exploratory well and
subsequent outfitting of the well. Major work included clearing and

exploratory well, grading, A.C. paving, deep well pump, control
building, transmission waterline, drainage improvements, electrical
work, SCADA, and landscaping.

the Campus Wide Elevator Improvements project at the University of

consisted of repairing leaks in the existing roof.

and repaired portions of the existing concrete bridge.

Camp Maluhia Improvements

SSFM provided construction management services for the
construction of new domestic and fire protection water system. The
domestic water system consisted of a new pump house and pump, a
2,500-gallon control tank, a 27,000-gallon storage tank, extension of
the existing waterline, a main waterline to the camp, and distribution
waterline within the camp.

Winston Hale Rehabilitation and Conversion for Housing Units
Honolulu, Hawaii
SSFM provided construction management services for this project
which was one of the Mayor’s Emergency Proclamation projects to
help families get off the streets and into affordable homes. A portion
of a mixed use building in Chinatown was renovated and converted
into six micro affordable housing units. Improvements included
demolition, repairs and renovation of the interior on two floors of the
building.

SSFM provided construction management services for the
construction of a diversion “grassed” channel which included an
approximate length of 2,000 feet, a bottom width of 65 feet, depth of
approximately 14-15 feet, and side slopes of 2.5 horizontal to 1
vertical. A permanent irrigation system, new roadway pavement,
guardrails, signs, and landscaping were included.

Eleele Elementary School, Slope Stabilization

SSFM provided construction management services for the
replacement of an existing CRM retaining wall with new segmental
concrete block wall, construction of drainage improvements, including

precast storm water treatment system. Total area approximately
13,500 sf.

construction administration and inspections for replacement of seven
(7) existing passenger loading bridges and restriping of the apron at

1506 Piikoi Street, Building Rehabilitation and Conversion for
Housing Units, Honolulu, Hawaii
SSFM provided constructability and recommend improvements,
reviewed the contractor’s proposals, and assisted in negotiating a
final cost. In addition, SSFM provided construction management
services for the construction work. The objective was to convert two
former school buildings to 42 housing units, including three, two and
one bedroom and studio apartment units, four of which would be ADA
units. A laundry facility and small play area are also included.

SSFM’s in-depth technical and management experience with
large-scale projects, including architectural/structural
(building) and civil engineering projects, gives us the ability to
manage myriad complexities during the construction process.

Parties involved are brought together to jointly seek realistic
solutions. These procedures are normally established during
partnering sessions and or the pre-construction meeting prior to the
onset of construction and are reinforced during the weekly meetings.
COMPREHENSIVE means that each and every function in the
construction management scope of work is supported to the
satisfaction of the client. This is accomplished through the
assignment of qualified and experienced personnel, and the
identification of backup personnel to accommodate planned or
unplanned absences without interruption of services.
Construction Management procedures at SSFM are clearly established and

into land use regulations. The Sea Level Rise Constraint District
represents a proactive approach to community resilience that can be
used in conjunction with shoreline setback rules and other land use
regulations to minimize the threat to public health and safety,
promote resilient planning and design, and reduce the expenditure of
public monies for costly flood control projects necessitated by
accelerating SLR.
Department of Hawaiian Home Lands General Plan Update 2020

Planning Award.
This comprehensive, long-range plan update involved extensive
outreach to Hawaiian Home Lands trust beneficiaries and
incorporated many new subjects that had heretofore not been
addressed by the DHHL General Plan. This General Plan Update, for
the first time, incorporated the most current information on climate
change in a technical background white paper that became the basis
for climate change-related policies that were integrated throughout
the Plan and were mutually reinforcing with policies on land use,
infrastructure and other related areas.

North Shore Coastal Resilience Working Group
2023 American Planning Association, Hawaii Chapter, Community
Based Planning Award.
In 2021, Surfrider Foundation and Hawaii Sea Grant partnered with
SSFM International to convene the North Shore Community
Resilience Working Group (NSCRWG). The NSCRWG was
developed to discuss and identify possible solutions and address
increased impacts from coastal erosion and flooding within the North
Shore planning district, which includes the shoreline from Kaena
Point to Velzyland. The NSCRWG represents the first community-
driven coastal resilience focused working group in Hawaii. It brought
together diverse public and private stakeholders to facilitate
meaningful, community driven discussions about climate resilience
and the future of coastal management on the North Shore through
the blending of technical, regulatory and community perspectives.
This effort laid important groundwork for the community to advocate
for plans, policies, and solutions to increase coastal resilience and
educate others in the community.
Keaukaha Quick Build
County of Hawai‘i Planning Department
September 2022, recognized by the American Planning Association,
Hawaii Chapter. Community-Based Planning Award.
The project represented a State/County collaboration in a
predominantly native Hawaiian community. The majority of Keaukaha
is owned by the State Department of Hawaiian Home Lands,
including the schools, roadways, and surrounding residences, which
are predominantly Hawaiian Homesteads.
This project sought to promote complete streets principles by
transforming the way public rights of way are used for the benefit,
health, and enjoyment of all. To achieve this, the continuous walking
and biking pathway repurposed space within the existing right of way
to provide additional space for pedestrians and bicyclists.

Vision Zero Action Plan
County of Hawaii
October 2021, recognized by the American Planning Association,
Hawaii Chapter. Transportation Planning Award.
The County of Hawai‘i’s Vision Zero Action Plan identifies a path for
the County to achieve its goal of eliminating traffic related fatalities
and serious injuries in accordance with Vision Zero, a fundamentally
new approach to traffic safety that is being adopted in states and
municipalities worldwide.
This Vision Zero Plan is the first to be completed and adopted in the
State of Hawai‘i. The plan was produced through the efforts of a
multi-disciplinary Vision Zero Task Force comprised of
representatives from the County and State, as well as emergency
response, the health industry, and advocacy.
The Task Force used the data analysis to identify priority Vision Zero
actions in four categories: Education and Encouragement,
Enforcement, Engineering, and Evaluation. The actions in the Plan
are organized into short-term, mid-term, and long-term priorities.
S. Kalaheo Avenue and Kailua Road Intersection Improvements,
Kailua, Hawaii
October 2021, recognized by the American Planning Association,
Hawaii Chapter. Implementation Award.
The intersection of Kalaheo Avenue and Kailua Road serves as the
gateway to Kailua Beach Park and provides the sole vehicular
access to the Lanikai neighborhood. Traffic congestion, delayed
emergency response, and multimodal safety/accessibility had long
been concerns. The Kalaheo Avenue and Kailua Road Intersection
Improvements project was initiated by the City and County of
Honolulu's Department of Transportation Services (City), under
contract with SSFM International, with the goal to address
operational and safety concerns at the intersection.
A "Lighter, Quicker, Cheaper" interim pilot project was implemented
to reconfigure the stop-sign controlled intersection into a non-
standard single-lane "triangle-about" roundabout. The success of the
interim pilot project improved the community's understanding of how
roundabouts work. It also enabled the City to pursue full
reconstruction that will result in a more standard modern roundabout
that includes geometric, drainage, and lighting enhancements to
improve automobile operations while continuing to prioritize
multimodal safety/accessibility.

Climate Adaptation Design Principles for Urban Honolulu
Honolulu, Hawaii
October 2021, recognized by the American Planning Association,
Hawaii Chapter. Best Practice Award.
The objective of this project was to develop preliminary climate
adaptation design guidance for development projects in Honolulu
transit-oriented development (TOD) and other urban areas that are
vulnerable to sea level rise (SLR). It is intended to provide
developers with information and best practices for adapting urban
building sites and structures to climate change-related hazards
including sea level rise, flooding, heat, and groundwater inundation.
This is an initial step toward developing comprehensive climate
resilience design guidelines for the City and County of Honolulu
(“City”), as called for in Action 14 of the O‘ahu Resilience Strategy.
The Climate Adaptation Design Principles project exemplifies the
proactive, forward-thinking planning approach needed for
municipalities to address the significant challenges posed by climate
change. With development of TOD areas along the rail corridor a City
priority, DPP TOD Division and OCCSR recognized an urgent need
and opportunity to ensure that the impacts of climate change are
considered in new development. Guidance was also needed to
inform updates to regulations, codes, and policies around built
environment resilience, which can take years to implement.
The Background Research and Design Principles documents help
outline a path forward for the City while also educating the public and
development community about climate adaptation science and best
practices. The Design Principles can also be referred to in reviewing
discretionary permits for planned developments, thereby having an
immediate potential effect as the City moves ahead with regulatory
updates. Both documents are available for download at

County of Hawaii, Transit and Multimodal Transportation Plan
September 2019, recognized by the American Planning Association,
Hawaii Chapter. Transportation Planning Award.
The County of Hawai‘i Transit and Multi-Modal Master Plan (Master
Plan) presents a set of programs to provide a wider range of
transportation options, reduce dependence on the automobile, and
reduce the negative effects of transportation on the environment and
climate change.
In the first year of implementation, the Master Plan has supported
applications for federal grants to purchase buses, state and local
efforts for alternative energy for transportation and a wide variety of
other efforts. New buses arrive in early 2020 and they will be
deployed first on the cross-island route and the Puna hub and spoke,
which were top priorities in the Master Plan.

Complete Streets Improvements for Nuuanu Avenue and Liliha
Street, Honolulu, Hawaii
September 2019, recognized by the American Planning Association,
Hawaii Chapter. Best Practice Award.
The Complete Streets Improvements for Nu‘uanu Ave and Liliha St
project was undertaken by the City and County of Honolulu Complete
Streets Program and a consultant team from SSFM International.
The project goal was to identify community-driven context sensitive
complete streets solutions to enhance livability, safety, and
neighborhood character along Nu‘uanu Avenue and Liliha Street.
The project team designed a context-sensitive process that
combined technical analysis and educational outreach with
community input led by a stakeholder advisory group.
Update of the Kauai County General Plan
Island of Kaua‘i, Hawai‘i
October 2018, recognized by the American Planning Association,
Hawai‘i Chapter as its 2018 Outstanding Planning Project.
In February of 2018, the update of the Kaua‘i County General Plan
was adopted by the Kaua‘i County Council, following a three year
planning effort. It was signed into law by Mayor Bernard Carvalho the
following month. The plan, entitled Kaua‘i Kākou, was prepared by
the Kaua‘i County Planning Department, along with a consultant
team led by planners from SSFM International’s Strategic Services
Group.
The project team deployed an extensive community engagement
program that sought widespread participation in developing a new
and improved General Plan Framework consisting of a Vision
statement, four overarching Goals, nineteen key Policies, 42
Objectives, and 607 Actions. The Objectives and Actions were
organized into ten topical areas, or Sectors: The Watershed,
Housing, Land Transportation, Critical Infrastructure, Shared Spaces,
Economy, Heritage Resources, Energy Sustainability & Climate
Change, Public Safety & Hazards Resiliency, and Opportunity &
Health for All.

Downtown Hilo Multimodal Master Plan
Hilo, Hawai‘i
October 2018, recognized by the American Planning Association,
Hawai‘i Chapter as its 2018 Transportation Planning Project.
The Downtown Hilo Multimodal Master Plan (DHMMP) was a multi-
year planning effort undertaken by the County of Hawai‘i Planning
Department, assisted by lead consultant SSFM International and a
team of technical consultants. Hundreds of Hilo residents,
organizations, and agencies were participated in the highly inclusive
planning process with the collective goal of making Downtown Hilo a
more vibrant, walkable and bike friendly community for people of all
ages and abilities.
The DHMMP calls for complete streets improvements that elevate
Downtown Hilo as a destination and gathering place through
improvements that support walkability and increased transportation
choices for all modes. To achieve the desired Downtown
environment, the DHMMP intentionally shifts the modal priority away
from the current vehicle-dominated paradigm, and adopts a new
“transportation hierarchy” that prioritizes non-motorized modes
(walking and biking), as well as transit, over single occupancy cars.
Hale Kula Elementary School, Classroom Building
Wahiawa, Oahu, Hawaii
January 2016, the Masonry Institute of Hawaii recognized this project
as their 2015 Project of the Year.
SSFM served as the structural engineer and civil engineer for this
project that included a new 8 classroom building, library,
administration building, covered play court, covered dining building;
custodial center and special education classroom additions; and,
reroofing, painting and abatement of 40 existing classrooms. The
project added 4 major buildings and numerous renovations and
additions to the existing K-5 campus with 969 students.

Complete Streets Designs Manual
Island of Oahu, Hawaii
On 15 October 2015, this project was recognized by the American
Planning Association, Hawaii Chapter, as its Outstanding
Transportation Planning 2015 Project. SSFM provided professional
planning services for the implementation of the goals and
requirements of the City & County of Honolulu’s Complete Streets
Ordinance.
On 10 January 2016, this project was also recognized by the
American Council of Engineering Companies, Hawaii. The project
received an Engineering Excellence, Honor Award.
The Manual identifies cost-effective opportunities to implement
complete streets and recommend ways to integrate multimodal traffic
engineering improvements into projects that originate outside the
scope of Complete Streets.
Emergency Relocation of Keonepoko Elementary School
Pahoa, Island of Hawaii
June 2015, the Building Industry Association of Hawaii recognized
this project with a Merit Award in the Public Works Category.
SSFM provided emergency management and support services for
the construction and relocation of assets from Keonepoko
Elementary School due to the Puu Oo Vent lava flow crossing
Highway 130 and impacting Pahoa Town. The project included
planning, design, and construction management services for
construction of a temporary elementary school campus for 450
students at the Keaau High School Athletic Parking Lot.

The Hawaii Chapter of the National Association of Industrial and
Office Properties (NAIOP) has served as the state’s leading
association for the commercial real estate industry’s decision-makers

asset managers, lenders and other industry professionals plays an
active role in legislative representation, professional development
and networking at both the local and national levels.
Each year, NAIOP Hawaii’s Kukulu Hale Awards recognize the
achievements of those who have made significant contributions to
Hawaii’s commercial real estate industry, enriching our community
through their projects, professionalism and civic service.
On 8 May 2015, NAIOP Hawaii recognized SSFM International as its

Management Plan (ORMP).
The ORMP plan provides a framework for integrated coastal
management that aligns the management agency jurisdictions of the
federal, state and county level to support the cultural, environmental,
and socio-economic needs of the State of Hawai‘i.
Asian Tropical Forest Elephant Exhibit, Honolulu Zoo

In January 2013, this project was awarded the 2013 Engineering
Excellence award by the American Council of Engineering
Companies of Hawaii. SSFM International was the Prime Consultant
for the planning and design of this new elephant habitat that was
designed as a natural jungle setting to bring the elephants as close

Statewide Dam Break Analysis, Hawaii

In May 2010, SSFM received an Award of Excellence from the US
Army Corps of Engineers, Honolulu District in recognition of
outstanding performance for the dam break analyses of the Aepo
and Elua Reservoirs, Kauai, Hawaii. Work products were described
as technically correct, complete, prepared in a timely manner, and
responsive to the government objectives. The methodologies
developed in this study are now standard for the conduct of dam
break studies.

Context Sensitive Solutions (CSS) Process for the Keaau-Pahoa
Road Improvement Project, Keaau to Pahoa

In November 2009, SSFM received an Honor Award from the
American Council of Engineering Companies for the management of
the context sensitive solutions process for this project. The CSS
process promotes highly focused public outreach and continuous
community involvement and, applied to this important transportation
project, played a pivotal role in moving the community from a position
of distrust to a position of “ownership”, as residents became true
stakeholders in helping ensure the ultimate success of this critical
roadway improvements project.
FY08 MCON P-587, Sub Drive-In Magnetic Silencing Facility
(MSF), Beckoning Point
Pearl Harbor, Hawaii.
In recognition of exceptional performance, SSFM and joint venture
partner, Moffatt & Nichol, were recognized by the Naval Facilities
Engineering Command, Pacific, for “…extraordinary professionalism,
technical excellence and total commitment to the project that were
required to expedite the completion of the final design for the Sub
Drive-In MSF. This complicated project design was delivered on time
and within budget despite numerous changes in scope with no
schedule or budget revisions.” This is an $87.6 million new
submarine facility. Additional awards received include the following:
1) American Society of Civil Engineers, Hawaii Section (ASCE-H),
2011 Outstanding Civil Engineering Award in the
Building/Structural Systems Project Category.
2) American Council of Engineering Companies, Hawaii (ACECH),
2012 Grand Conceptor Engineering Award.
3) Project Management Institute, Hawaii, 2011 Project of the Year,
2nd Place.
4) American Council of Engineering Companies, California (ACEC-
California), 2012 Engineering Excellence Honor Award.
5) American Council of Engineering Companies (Washington DC),
2012 Engineering Excellence Honor Award (1 of 16 national
awards in 2012)

Pedestrian Accessibility Route Improvements, Honokaa, Hawi,
and Kapaau
Island of Hawaii
SSFM received the Award of Merit in the Public Design Category for
this project in the 2008 Accessible Design Awards sponsored by the
Disability and Communication Access Board (DCAB). SSFM was the
Prime Consultant for this project for the State of Hawaii, Department
of Transportation, Highways Division.
The purpose of the project was to upgrade the highway through the
towns of Honokaa, Hawi and Kapaau to meet the requirements of the
Americans with Disabilities Act and provide an accessible route
through each of the towns.
University of Hawaii, John A. Burns School of Medicine
Kakaako, Honolulu, Hawaii
SSFM was the Structural Engineer of record for this $115 million this
new medical complex under a design/assist project delivery method.
The facility consists of four buildings: Research Building,
Education/Administration Building, Central Plant Building and
Ancillary Building. In 2006, SSFM received the Concrete
Achievements, 2006 Judges Award for engineering excellence using
concrete and concrete products for this project.
