Explain firm’s individual project assignment, project management structure, project execution (work
flow and responsibilities) and quality control process
Community Planning and Engineering, Inc. (CPE) is one of Hawaii’s leading
infrastructure and land development consulting firms. For over six decades
we have engineered Hawaii’s urban landscape by providing clients with a
spectrum of civil engineering services ranging from conceptual master
planning to the preparation of construction documents and construction
management.
Project Assignment and Project Management Structure
Our staff of experienced professionals has completed hundreds of project
assignments while adhering to the standards established by State and County
governments, as well as meeting the needs of our clients. Projects are
typically initiated with the assignment of a key member of the firm who has
the expertise and the experience to perform the services required by the
scope of work. Such an assignment assures the client that the project is managed by our most qualified professionals.
Client satisfaction is our highest priority and is recognized by every member of our firm. With this understanding,
personnel assigned to projects perform with diligence and care as each assignment is based on skill level, experience,
and expertise to complete the project on-time and within budget.
CP&E has developed a project and time management system using MS Dynamics Software that is integrated with the
accounting system and employee’s timesheets. The software allows Principals and Project Managers to track backlog
of projects and outstanding proposals to forecast future workload. A monthly summary shows the projected workload
of each employee and their availability to take on new projects by indicating the number of projects they are
currently working on. This data provides a snapshot of our firm’s workflow and gives us the capability to assign
staff that will be committed to serve our clients for the duration of the project. The number of available personnel
and our simplified organizational structure allow us great flexibility in our scheduling and project control. As
projects transpire, we typically assess our current workload projections to determine our ability to dedicate
adequate staff and resources to projects.
CPE has established program level elements and business systems to effectively manage multiple projects in multiple
locations. Our staff has extensive experience in project management and the associated documentation required to
successfully execute multiple projects simultaneously. We understand that responsiveness and delivery time is a
priority. CPE’s resource pool of 13 in-house managers, engineers and related technical specialists, along with our
team of subconsultant resources will provide the capability of successfully completing project assignments on time
and within budget. Below is an organizational chart showing CPE’s overall management structure.

Principal engineers, project managers, project engineers, civil engineers, construction managers, construction
engineers, CADD operators, and other support staff make up the firm’s project management structure. Responsibilities
for each member of the organization vary based on experience, management skills, and expertise. Principals and
Project Managers of the firm have the sole responsibility to oversee the success of every project through constant
client communication, design supervision, staff and subconsultant coordination, and schedule and budget adherence.
Staff members provide the required support to perform day-to-day analysis, plan and specification preparation, cost
estimating, and other duties throughout the life of the project. Depending on the project’s complexity, size and
schedule, projects are staffed accordingly and served under a principal engineer or project manager. CPE understands
that properly staffing a project is instrumental to its success.

Project Execution
Mr. Anson M. Murayama, PE, Principal Engineer and CEO, will ensure project requirements are met through optimal
staffing, schedule adherence, compliance with scope of work and applicable design standards, quality assurance, and
cost control. He is actively involved in overseeing all projects by working directly with our Project
Managers/Construction Managers, clients, and government agencies to ensure their needs and objectives are met. The
Project Manager/Construction Manager will oversee daily operations and ensure strict schedule adherence and budget
control. He/She will oversee all staff members providing the required support to perform day-to-day analysis, plan
and specification preparation, cost estimating, and other duties throughout the life of the project, including
working with clients, subconsultants, and contractors.
Subconsultants will be managed through formal partnering and detailed subcontracts that provide scope, schedule,
cost, conditions, and controls. CPE uses consistent systems and procedures to manage performance and ensure
compliance with project assignment goals. Through consistent application of these tools, we can respond to changing
requirements with our team members and subconsultants while ensuring project goals are achieved. The Project Manager
will manage the work of all subconsultants and will be responsible to the client or client’s representative for
work execution.
Quality Control Process
Performing quality work has been CPE’s reputation since its establishment in 1957, and CPE has gained the respect
and recognition from its clients, and the engineering community at-large. Although it is typical to face tight
schedules and budgets on almost every project, quality is never sacrificed, engineering principles never compromised.
