Muranaka Environmental Consultants, Inc. (MEC) is an interdisciplinary,
environmental consulting firm. Since 1989, MEC has provided the Hawaii business
community, federal, state, city and county agencies with professional consulting
services.
MEC has comprehensive project experience and has provided both technical and
management support for a variety of projects, including accredited asbestos and

B. TECHNICAL SERVICES
1. Environmental Related Services
Our comprehensive environmental services include the recognition, evaluation, and
control of environmental hazards, including water sampling, underground storage
tank removal assessments, Phase I and II Environmental Site Assessments (ESA),
HUD lead soil risk assessments and Chemical soil analysis.
Our phase I ESAs are conducted in accordance with the latest ASTM E1527
standard and that of which is in compliance with the EPA’s 40 CFR 312 All
Appropriate Inquiries) AAI rule. All of our Phase I ESAs are conducted by an
Environmental Professional.
Our phase II ESAs are conducted in accordance with the latest ASTM E1903
standard. All of our Phase II ESAs are conducted by an Environmental Professional.
2. Industrial Hygiene
Our industrial hygiene services include the recognition, evaluation, and control of
occupational hazards, including those with exposure to lead, asbestos, toxic
gases, organic chemicals, petroleum products, noise, dusts, metals, mold, and
pesticides. Our measurement techniques include traditional air sampling;
passive vapor detection; and laboratory analyses. Our additional expertise is in
the areas of, indoor air quality, respiratory protection, hazard communication, and
confined-space entry.
3. Asbestos Related Services
Our expert knowledge of the local and national regulatory climate has enabled us
to successfully guide clients through a maze of requirements. Our scope of
services include providing building surveys to identify, locate and quantify the
amount of asbestos present; provide cost projections; prepare specifications and
architectural plans for removal; solicit bids from reputable asbestos abatement
contractors; and act as the owner's agent during removal. We also produce,
manage, and conduct training for operations and maintenance plans for asbestos
that is left in-place.
Within the last 31 years MEC has conducted over 13,000 asbestos surveys and
asbestos administration projects. Our inspectors have attended and passed EPA
accredited Asbestos Hazard and Emergency Response Act (AHERA) training
classes including AHERA Inspector, Contractor/Supervisor, Management
Planner, and Project Designer courses.
For the past 30 years we have also provided the Hawaii community with EPA
accredited AHERA training courses, including Worker, Contractor/Supervisor,
Inspector/Management Planner, Project Designer, Project Monitor and all the
annual refresher courses. Our asbestos courses also include Maintenance
Worker and Housekeeping Worker training.

4. Lead-Based Paint Related Services
For the past 30 years, MEC has been involved in lead inspection, abatement
design and monitoring for a variety of clients, including the State of Hawaii, the
City & County of Honolulu, and County of Hawaii. We have conducted numerous
on-site building surveys, historical preservation, and lead abatement protocols for
building owners, architects, the State of Hawaii, the U.S. Navy, U.S. Army Corps
of Engineers, and the U.S. Marine Corp.
During the past 30 years, MEC has conducted over 10,000 lead surveys, 9,000
lead-in-air monitoring projects, and 9,000 lead abatement design projects. Our
staff is currently EPA certified in lead design, lead abatement
contractor/supervisor, and lead inspector/risk assessor.
For the past 30 years we have also provided the Hawaii community with EPA
accredited Lead training courses, including Worker, Contractor/Supervisor,
Inspector/Risk Assessor, Project Designer, Project Monitor, Lead RRP and all
the annual refresher courses. Our lead courses also include Maintenance
Worker and Housekeepng Worker training.
5. Mold Related Services
MEC has been conducting mold investigation and consultative services for the
past 29 years. Services include visual inspections, bulk sample collections, air
sampling, analyses, and remediation design.
6. Air Monitoring
MEC's highly experienced and trained professionals provide clients with air
monitoring services in the following areas: asbestos removal projects; lead-
based paint removal projects; indoor air quality studies; microbial studies;
respirable and non-respirable dust studies; and other studies, which require air
monitoring for various toxic and hazardous materials. As a result of constant
changes in government regulations and technologies, our in-house standard
operating procedures are reviewed and modified on a regular basis. This
ensures that our clients receive the most current methods for air sampling
procedures.
7. Design, Specification Writing, and Plan Preparation
MEC has extensive experience in providing facility owners with hazardous
materials abatement procedures. Hazardous materials mitigation procedures
include: asbestos abatement; lead-based paint treatment and/or removal; PCB
cleanup and removal; underground storage tank removal; underground storage
tank closure in-place; chemical clean up; and petroleum contaminated soil and
groundwater remediation.
8. Construction Site Safety and Health
MEC is the premier company in the state of Hawaii for managing construction
site safety and health. Our experience in evaluating clients' needs and
communicating with regulators sets a precedence for other companies in our
industry in Hawaii. Experienced professionals possessing extensive federal

9. Training
MEC offers a wide range of progressive training courses. We are EPA and State
of Hawaii approved to accredit persons in the areas of asbestos abatement
worker, contractor/supervisor, project monitor, designer, inspector, management
planner and project monitor. Our lead training classes are based on the EPA
Model Accreditation Course Curriculum for Lead and are recognized as an
accredited EPA training provider for lead.

President
Mr. Muranaka has over 39 years of experience in all aspects of asbestos, lead-
based paint, polychlorinated biphenyl (PCB), and underground storage tank (UST)
management, as well as hazardous materials surveys, analyses, and removal
design. He has managed and designed numerous projects for the City and County
of Honolulu, the State of Hawaii, the Hawaii Housing Authority, the U.S. Army Corps
of Engineers, the U.S. Navy, the U.S. Air Force, and Hawaii's commercial business
sector. His additional experience in conducting indoor air quality studies;
environmental property audits, hazardous waste site assessments; subsurface soil
and water investigations; and providing industrial hygiene training courses, serves

PHASE I ENVIRONMENTAL SITE ASSESSMENTS
Listed below are examples of typical Phase I Environmental Site Assessments (ESA)
Muranaka Environmental Consultants (MEC) conducted within the past 2 years. This
list is not comprehensive.
The purpose of this practice is to define good commercial and customary practice in the
United States of America for conducting an environmental site assessment of a parcel
of commercial real estate with respect to the range of contaminants within the scope of
the Comprehensive Environmental Response, Compensation, and Liability Act
(CERCLA) (42 U.S.C. § 9601) and petroleum products.
The goal of this practice is to identify recognized environmental conditions through a
physical site visit and review of historical records. No sampling is involved in this
phase.
All the Phase I ESAs MEC conducted were in accordance with the latest American
Society of Testing and Materials (ASTM) Standard practice E1527 entitled, “Standard
Practice for Environmental Site Assessments: Phase I Environmental Site Assessment
Process”.

ENVIRONMENTAL ASSESSMENTS
Listed below are examples of typical Site Assessments Muranaka Environmental
Consultants (MEC) conducted within the past 2 years. This list is not comprehensive.
The goal in most applications is to confirm recognized environmental conditions
identified in the phase I ESA or to conduct a baseline soil and/or ground water study to
identify common or potential contaminants that may impact a pending construction
activity. Examples of MEC’s experience in this area are provided below.
UHM Holmes Hall Renovation-Soil Survey in Planters, Honolulu,, Hawaii The University of Hawaii Manoa (UHM) planned to install two storage rooms where two planters, each of approximately 2,500 square feet each existed. UHM requested testing the soil in one planter for hazardous materials which consisted of consisting of multi-increment sampling (MIS) of 30-60 increments of soil that represented the top of mound as replicates. Samples were analyzed for Total Petroleum Hydrocarbons, chlordane, RCRA 8 metals, semi-volatile organics, polychlorinated biphenyls, poly nuclear aromatic hydrocarbons. Police Training Academy District 3, Temporary Facility, Waipahu, Oahu, Hawaii

The City planned to construct a parking lot and building on the existing Honolulu
Police Academy property in Waipahu. MEC’s scope of work was to provide a soil
study in both locations to identify any contaminated soil prior to the construction
activities. MEC’s baseline soil study plan was prepared in accordance with the
Hawaii Department of Health’s Technical Guidance Manual. Technical specifications
were then prepared for bidding purposes.

INDUSTRIAL HYGIENE PROJECTS
DHHL Homes Various locations
The Department of Hawaii Home Lands planned to renovate and/or demolish
existing homes to upgrade rental property. The scope of work for MEC was to
inspect the homes for building materials that were suspected of containing
hazardous materials such as lead, asbestos, arsenic, and more. A total of 14
homes were inspected.

The University planned to demolish 38 structures on the property. MEC’s scope

may impact the demolition process.

MEC’s scope of work was to inspect the grounds and buildings of the Job Corps
Center to ensure the Center was in compliance with various OSHA and other
government codes and standards such as general condition of the structures,
foods were handled properly, hygiene conditions in the dormitories and
restrooms, etc.

Holmes Hall Renovations, UH Manoa, Honolulu, Hawaii
UHM planned to renovate 20 classrooms in Holmes Hall on the Manoa Campus.
MEC’s scope of work was to survey the rooms for hazardous materials such as
asbestos, lead paint. In addition, MEC inspected fluorescent light fixtures for PCB
ballasts and provided technical specifications for bidding.

Hawaii Water Infrastructure Improvements for the Nation (WIIN) Act of 2016,
106 Elementary Schools, 200 child care facilities throughout the State of
Hawaii.
TruePani Inc. subcontracted, Muranaka Environmental Consultants, Inc., to inspect,
collect and document water samples in over 106 elementary schools and over 200
licensed residential and non-residential childcare facilities throughout the state of

Hawaii. This project was conducted in conjunction with The State Department of
Health (DOH) and for the Hawaii Water Infrastructure Improvements for the Nation
(WIIN) Act of 2016 project to test drinking water for lead at selected elementary
schools and licensed residential and non-residential childcare facilities (CCFs).
Scope of work was to identify the source and location of water that entered the
building, determine the number of drinking water sources, then collect and analyze
the drinking water for lead.
