Enclosed please find Nakupuna Consulting, LLC (Nakupuna)’s statement of qualifications for
Housing and Community Development, Professional Services, HRS 103D-304.
Nakupuna will use our experience and capabilities with environmental and munitions response
services to meet County of Hawaiʻi’s goals of Housing and Community Development Professional
Services, while meeting budget and schedule requirements.
Nakupuna is qualified to perform munitions response/UXO construction services, from
preliminary environmental assessment/site inspections, including community engagement and
strategic planning to remedial investigations/feasibility studies (RI/FSs) to implementing remedial
and removal actions to achieve site closure. The following sections of our response demonstrate
that:
a) Nakupuna has extensive experience performing range clearance, anomaly avoidance, and
UXO construction support at federal facilities throughout the U.S. and the Pacific.
b) Nakupuna has flexible, experienced, responsive staff, 26 UXO personnel, that are highly
trained and safety-focused, bringing extensive field and operational experience to all
areas of environmental and munitions response work.
c) Nakupuna consistently earns excellent ratings for our environmental and munitions
response work.

The Nakupuna Companies (Nakupuna) bring over 20

munitions response services for Department of
Defense (DoD), including munitions and explosives
of concern (MEC) clearance, Military Munitions
Response Program (MMRP) investigations, and

Protect You from Munitions, March 2019). Nakupuna provides UXO construction support for our
WMA customers, local county developments, and private landowners to help safely expedite
construction while maintaining adherence to HDOH regulations.

community, we are keenly aware of the public concern regarding any actions at the site and the
desire to be informed. We will work with the County of Hawaiʻi to provide community
engagement and work with regulators to assist in developing these stakeholders input and
participation as a benefit to all project delivery.
Nakupuna has a 20-year history of conducting environmental investigations and cleanups for DoD
agencies under the Comprehensive Environmental Response, Compensation, and Liability Act
(CERCLA), which requires community involvement throughout the environmental investigation
and cleanup phases. The community involvement includes preparing community relations plans
that documented the process of engaging and collaborating with the community members and
interested stakeholders throughout investigations and cleanups; developing community outreach
materials such as public notices, fact sheets, brochures, and presentations; attending community
and public meetings; and developing the administrative record for environmental sites.
Nakupuna’s personnel are trained in risk communication and have experience with preparing
community involvement plans and materials as well as implementing community engagement
activities.
