I was trained to investigate claims for Unemployment Compensation to determine an applicant's eligibility for unemployment benefits. To perform this task, I interviewed applicants and witnesses, reviewed records, and viewed locations. Then applying the facts and the law drafted a decision either confirming or denying the claim. I later was assigned as a Staff Trainer, training and retraining employees in various aspects of Employment and Unemployment Law. Training in use of DOT and interviewing techniques as well as applicants assessment for referral to potential employment. I was then assigned to supervise a branch of the State Employment Office in Pasadena, California. While working for California HRD I attended Law School at night, graduated took a career change and opened my Law Office. I practiced Law in California from 1976 to 1992 when I again made a career change and relocated to Hilo working as a Prosecuting Attorney. I changed courses once again and worked for the Office of the Corporation Counsel for the County of Hawaii working in the litigation section. Amond my assignments I represented where I represented the County in various HR, Planning and other complex litigation matters. Including matters before the EEOC and HLRB and Circuit and Appellate Courts in Hawaii and the Federal Court system. Upon retirement from the County, I was appointed as a Per Diem Judge where I presided in the District and Family Court at all Court sites on Hawaii Island. Upon reaching the mandatory Judicial Retirement age I was appointed as a Labor Arbitrator under the HLRB, arbitrating Union Grievances for all Public Employee Unions. I also applied as an Investigator and Hearing Officer where I was assigned to conduct hearings and investigation on a case by cases basis. I investigated many Violence in the Workplace matters, Theft of property, Hostile Work Environment, Employee Discipline, Complaints by the Public against County Employees. During my time as an Attorney, I was an Adjunct Professor at Los Angeles College of Law, Cal State Los Angeles and both UH Hilo and Hawaii Community College. Workplace Violence: Planning Department: Jeff Darrow Citizen Complaint, Public Works: Naomi Assigned as Hearing Officer: Planning Department, Withdrawn by Appellant. Investigated other matters over the years for other Departments of the County of Hawaii. Fees: Investigative Services $100.00 per hour. Hearing Officer $250.00 per hour. No charge for mileage within the District of South Hilo. Mileage rates at prevailing Government rates for all other mileage. Travel time billed at rate for services.
