On-going Performs audits at all HPH medical centers to determine if hazardous materials were being stored properly. Determine which solid waste the hospital generates is a RCRA regulated hazardous waste and universal waste. Based on the findings of the audits, each hospital’s hazardous waste generator status is determined, and a training class is developed to educate hospital staff on the rules and regulations and new procedures needed for compliance. Package, transport, and safely dispose of approximately 20 tons of solid and hazardous waste, universal waste, and recyclable materials from the HPH facilities annually. Good Housekeeping: ETC develops and maintains a comprehensive Asset Management System (AMS) to monitor 20,000 drainage assets and 250 lineal miles of DOT Highways rights-of-way. ETC is responsible for the execution of service contracts to maintain DOT Highways’ drainage infrastructure, removing over 23,300 cubic yards of debris through various activities including street sweeping and MS4 structure cleaning. Following the devastating August 2023 wildfires in Lāhainā, EnviroServices & Training Center (ETC) mobilized alongside the U.S. EPA, FEMA, Hawai‘i Department of Health, Maui County, the Federal Highway Administration, and Hawai‘i DOT–Highways Maui District (HWY-M) to safeguard coastal waters and rehabilitate roadway infrastructure. Rapid Response Contamination Mitigation As HWY-M’s Stormwater Management Program Manager, ETC quickly and safely assessed the damage to DOT and Maui County infrastructure within the burn zone. Priority runoff areas with loose ash and soil were immediately identified were quickly stabilized with an environmentally safe soil tackifier by leveraging existing maintenance contracts. Simultaneously, ETC engineers assessed the State-owned and Federally- aided roadway segments that intersect the burn zone for rapidly available and easily deployable solutions to keep ash, heavy metals, and petroleum-based pollutants out of the storm drainage system and the Pacific Ocean. Through a combination of accelerated street sweeping, storm drain system cleaning, and deployment of customized Envirosoxx® for overland runoff filtration and inlet protection, our team successfully protected nearshore water quality. Stormwater Capture, Convey, and Treatment System As the winter rainy season quickly approached before potential burn zone pollutants could be completely stabilized or removed, ETC was asked to provide consultation and design a temporary stormwater treatment system that would collect contaminated runoff using the existing county drainage system. ETC engineers in collaboration with other partners designed a temporary aboveground conveyance system to divert upslope runoff to a geomembrane-lined basin converted from an existing drainage canal. The detained contaminated stormwater would then be treated using a customized modular treatment train system to remove suspended solids prior to discharge to the ocean. Permanent Drainage & Highway Rehabilitation ETC’s civil and environmental engineers are currently advancing long-term infrastructure repairs within the HWY-M right-of-way. The purpose of the LCRR is to provide better protection to consumers, especially children at schools and childcare facilities, from the risks of lead exposure by identifying and removing potential sources of lead contamination from public and private water systems. More specifically, ETC’s work includes: 1) Assisting in the development of a lead service line inventory to identify the materials of service lines connected to the public water distribution system by reviewing databases, engineering plans, specifications, as built drawings, and plumbing codes. Creating a list of all laterals and materials, including unknown materials (e.g., lead status unknown). Conducting field investigations for laterals of unknown materials by opening meter boxes and conducting physical tests and observations including magnetic check, scratch test, color inspection, joints and fittings inspection and in field lead tests on both utility owned and customer owned sides of the meter. 2) Developing and implementing a Sampling Plan based on the revised tiering criteria of the LCRR to classify all service lines in the inventory, selecting the required number of sites to be sampled (based on water system size/population served), developing standard operating procedures, submitting samples to a certified lab, reviewing and compiling results, and providing technical guidance. Implementing “Find and Fix” procedures, including water quality parameter sampling and follow-up sampling as necessary. Project tasks included the preparation of a Summary Analysis Report to gather site-related information into a single document and a Corrective Action Work Plan to detail activities to be performed to address residual contaminants located within the former incinerator site boundaries. Corrective Action was implemented through collection of multi-incremental soil samples to further characterize areas of suspect contaminant impact (remedial investigation phase), excavation/segregation/hauling /disposal of contaminated soils and incinerator ash, and collection of confirmation soil samples to evaluate the effectiveness of the removal action. A Corrective Action Report was prepared to document findings of the initial remedial investigation phase, removal/transportation/disposal of nearly 500 tons of residual contaminated soil and ash, results of the air monitoring activities implemented during the removal action, results of the confirmation soil samples, and the remaining environmental hazards at the site associated with the residual contaminant concentrations. ETC was also tasked with modeling ash dispersion from the former incinerator stack using a commercial version of the USEPA AERMOD dispersion model to predict potential areas of concern pertaining to impacts from ash outfall. An Off-Site Investigation Work Plan presented the planned approach objectives, and methodology for the initial phase of the off-site investigation to address perceived gaps in the existing data associated with the extent of potential impacts from former incinerator operations. Implementation of the Off-Site Investigation Work Plan included collection of multi-incremental surface soil samples, discrete subsurface soil samples, and discrete sediment samples from the Kapālama Drainage Canal. Findings from the investigation were documented in a Site Investigation Report and Environmental Hazard Evaluation. Thereafter, an Environmental Hazard Management Plan was prepared to document and address the existing environmental hazards. Furthermore, an interim engineering control consisting of geotextile fabric cover was installed over exposed surface soils containing elevated lead concentrations within the Kokea Street parking lot. Based on historical operations at the Waialua Sugar Mill facility, the suspect contaminant sources generally included former underground and aboveground fuel storage tank systems, pesticide mixing and loading activities, vehicle maintenance activities, electrical transformer storage, former sugarcane processing operations, and a commercial vehicle towing baseyard. Under the VRP, ETC investigated the extent of soil and groundwater contamination for metals (arsenic, cadmium, lead, mercury, thallium, vanadium, zinc); herbicides/pesticides; dioxins/ furans; polychlorinated biphenyls (PCBs); total petroleum hydrocarbons as diesel/gas/oil (TPH-D, TPH-G, TPH-O); methyl tertiary-butyl ether /benzene /toluene /ethylbenzene /xylenes (MBTEX); dimethyl phthalate; polynuclear aromatic hydrocarbons (PAHs); and halogenated volatile organic compounds (HVOCs). In order to assess the potential impacts, the site was divided into 27 surface and/or subsurface decision units. Discrete and multi-increment soil samples were collected from these 27 decision units. Monitoring wells were also installed and sampled using low-flow methodology to assess potential impacts to the underlying groundwater. Approximately 80 discrete soil samples, multi-increment soil samples, and groundwater samples were collected and analyzed. In addition, ETC also conducted personal, perimeter, and work area air monitoring, during all aspects of the project to protect the workers and surrounding public. Deliverables for the project included a Phase I ESA, conceptual site model, and general and detailed site investigation plan. Specifically, a Site Investigation Report and Environmental Hazard Evaluation (SI-EHE) was prepared to document site investigation activities, compare data to applicable DOH EALs, and evaluate/discuss all potential environmental hazards associated with the site. A Remedial Alternatives Analysis (RAA) evaluated four potential remedial alternatives, which were then compared to nine evaluation criteria. Upon completion of the RAA, a Draft Remedial Action Memorandum (Draft RAM) was created to summarize findings and activities performed to date. A Public Participation Plan was also developed to solicit input from members of the affected public regarding the planned work to be completed on portions of the site to mitigate environmental hazards. A Public Meeting was then held and comments obtained through the public participation program were used to create a Final RAM and develop a Remedial Action Work Plan. Prior to implementation of the selected remedial action, an interim Environmental Hazard Management Plan (EHMP) was prepared for use by the site contractor. Construction activities for the implementation of the selected remedial action were monitored to ensure adequate controls were maintained to minimize or eliminate airborne contaminant hazards. Following completion of construction, a Remedial Action Report was completed to document the implementation of the final remedy and a final EHMP for managing the remaining environmental hazards on-site was prepared. In December 2018, the DOH issued a Letter of Completion, subject to the terms and conditions of an Environmental Covenant Agreement, the final EHMP, and the completion of a Groundwater Monitoring Program. NAVFAC Pacific awarded four such fixed-price remedial action contracts to small businesses, with an overall contract pool worth up to $40 million over a 5-year ordering period. Under the contract, the EATC JV competed with other contract holders to secure task orders that facilitate remedial actions at environmentally impaired sites, predominately at Navy and Marine Corps installations. Although services targeted various sites primarily on the Island of O‘ahu, the contract also included work to be performed at sites within the NAVFAC Pacific AOR, including Guam, the Commonwealth of Northern Mariana Islands, United States Minor outlying Islands, Japan (including Okinawa), and Diego Garcia. EnviroServices & Training Center (ETC) was contracted by the Hawaii Public Housing Authority (HPHA) to conduct lead-based paint inspections and testing at forty- five multi-family residential facilities located throughout the State of Hawai‘i. The inspections were performed in accordance with the U.S. Department of Housing and Urban Development (HUD) standards by U.S. EPA-certified Lead Risk Assessors utilizing x-ray fluorescence (XRF) analyzers. Specific tasks included: • Determination of the appropriate number of dwelling units, common areas, and exterior areas requiring testing at each facility in accordance with HUD standards for multi-family housing. • Selection of random units for inspection at each facility. • Identification and testing of building component types and testing combinations at each facility. • Preparation of a Lead-Based Paint Inspection Report for each facility. • Lead-based paint inspections resulted in over 77,000 lead readings across forty-five of the forty-seven facilities. A total of over 1,000 dwelling units and over 440 building exteriors were inspected and tested. ETC was also issued supplemental contracts to conduct lead risk assessments at eighteen facilities where lead-based paint had been identified. Specifically, the risk assessments included visual inspections of the various building components coated with lead-based paint to identify deteriorated paints (paint lead hazards), collection of dust wipe samples to identify dust lead hazards where deteriorated lead-based paints were identified, and collection of soil samples to identify potential soil lead hazards. As a continuation to the existing contract, ETC provided architectural and engineering services for lead-based paint abatement design for four facilities. Services included the preparation of plans and specifications, bidding assistance, bid review, contractor submittal review and construction administration. During construction, ETC also provided abatement oversight, daily environmental air monitoring, and lead clearance sampling. A brief description of the equipment and applications are listed below: • Immunoassay Kit - During investigation/remediation operations at a salvage yard in Lihue contaminated with PCB, petroleum hydrocarbons, and lead, ETC utilized an immunoassay kit which enabled us to receive expedited results, thereby minimizing the costs associated with mobilizing and demobilizing; while decreasing lab costs. • Portable Gas Chromatograph (GC) - During investigation/remediation activities at a former dry-cleaning facility in Honolulu contaminated with mineral spirits in the soil, ETC leased a portable GC.
