Myounghee Noh 32 yrs
President & CEO, M.S., M.B.A., CIH, CSP
Myounghee has over 32 years of experience in management of
environmental and laboratory contracts. Her first two positions
after graduate school were for the former Hawaiian Sugar Planters’
Association and Brewer Environmental Services in Honolulu. She
gained federal project experience at Brewer and founded MNA in
1999 and continues to offer excellence in the environmental
consulting field. Myounghee currently serves as principal
investigator and program manager on various contracts and special
projects. Myounghee is a member of the American Conference of
Governmental Industrial Hygienists (No. 310411-00), American
Industrial Hygiene Association (AIHA; CP 10565), and Hawaii
Association of Environmental Professionals (HAEP)
Eunjin Kotkovetz 21 yrs
Environmental Engineer, Technical Manager, M.S., P.E.,
LEED AP
Eunjin has over 21 years of environmental project experience and
offers her expertise in site assessments, remedial investigations and
design, feasibility studies, and remedial actions for contaminated
sites and Hazardous Toxic Radioactive Waste (HTRW) sites. She
has participated in Architect/Engineer design and construction
teams for the USACE HED/JED/FED/Far East Districts and
NAVFAC Pacific/Hawaii/Marianas design projects. Eunjin
provides environmental design and quality assurance to project
design teams through all aspects of project development to protect
site workers and the public while preventing environmental
pollution or degradation. She has extensive experience and
specialized knowledge of project management; environmental
management for construction sites, NPDES permits, health and
safety coordination; and monitoring and sampling.
Joanna Boyette 21 yrs
Director of Operations/Industrial Hygienist, B.A.
Joanna has over 18 years of experience in the environmental field
and manages Phase I and II Environmental Site Assessments
(ESA), industrial hygiene services, industrial/shipyard waste
management, and air/water quality monitoring. Joanna offers her
knowledge of Hazardous Waste Disposal, and EPCRA and
NESHAP reporting. Joanna is a State of Hawaii certified Asbestos
and Lead-Based Paint Professional and certified in OSHA
HAZWOPER and Construction Safety. She also completed the
ASTM International Phase I & II ESA training and American
Management Association’s MBA Workshop. Her recent projects
include site investigations for landowners, federal, state, and county
agencies for design and construction support, schools building
hazmat surveys, barracks, substations, and various hazard
abatement/mitigation monitoring for compliance.

Past Experience
Myounghee Noh & Associates, dba MNA Environmental (MNA), is a small environmental firm
engaged in federal, state, county, and commercial projects since 1999. MNA provides proven
excellence, nearly around the clock, for various government agencies in Hawaii and for US DoD
in the Indo-Pacific region. Site investigations, environmental impact assessment and mitigation,
and hazard mitigations supporting construction and renovation designs have been one of core
services.
MNA has been supporting the federal, state, and county government agencies as Environmental
Designer of Record for numerous Architect-Engineer IDIQ contracts, including but are not
limited to, environmentally and operationally sensitive sites such as waterfront, shipyards,
airfields, communications, and armory projects. Many of the projects require the capabilities for
and knowledge of NEPA/HEPA, installation procedures, and local regulations and practices, and
MNA has contributed to numerous project successes with design and construction at DoD
strategic locations. MNA is currently supporting the design of Dry Dock 5 development in Joint
Base Pearl Harbor-Hickam, Hawaii, and Guam buildup as well as projects in Diego Garcia, the

supporting the AE design team to conduct studies/site investigations for potential projects
that may include: 1) maintenance dredging of the Yap Harbor (comprised of the Yap Sea
Port, Yap Fishing Authority Wharf, Tamil Harbor, and the shipping channel), 2)
structural capacity of the Yap pier, and 3) capabilities survey for moorings and anchorage
in Ulithi Atoll. MNA is leading the environmental study to identify environmental
constraints that may impact the project, and vice versa. MNA initiated consultation with
Yap government agencies to better understand the local regulations and requirements,
and the nuances of how those may affect the project.
2. NAVFAC Pacific, FY24 MCAF P-020 Aircraft Parking Apron, Yap, FSM. The
project supports the design and construction of a parking apron at the Yap International
Airport. The objective of the task order was to prepare a design bid build construction
package. MNA participated in the FACD charrette and presented understanding of issues
and concerns related to the project. The project will require an environmental studies and
impact assessment. MNA works closely with project stakeholders to ensure requirements
resultant from the environmental studies, and associated intergovernmental consultations
are incorporated into design documents.
3. NAVFAC Pacific, FY17 Special Project TACMOR, Babeldaob and Angaur Island,
Republic of Palau. Provided environmental consulting and Republic of Palau regulatory
and permit requirement assessment for design and construction phases. Participated in a
planning charrette and planning and logistics for field visits. Reviewed U.S. Air Force
(USAF) prepared field investigation documentation to prepare the environmental portion
of the Design Bid-Build construction package, including basis of design, specifications,
and cost estimate. MNA was part of the design team and supported stakeholders to
develop and document environmental requirements and mitigation measures to meet the
substantive environmental requirements at two remote locations. MNA presented the
developing environmental course of action from pre-design to Final design at many large
group stakeholder, coordination, and over-the-shoulder review meetings. Environmental
concerns requiring design and mitigation included threatened and endangered species,
cultural and archaeological resources, munitions and explosives of concern (MEC), high-
value trees, site contamination, near shore areas, Waters of Palau, biosecurity, and green
and brown waste management.
4. NAVFAC Marianas, Off-site Conservation Management of Cycas micronesica, Navy
Leased Lands, Tinian, N40192-17-P-5009. MNA was awarded a one-year prime
contract involving the management of a collection of cycad plants originated from
various locations in Guam and established in 2008 in the slopes of Mt. Lasso on Tinian.
MNA led coordination meetings, retained a cycad subject matter expert, documented and
coordinated monthly fieldwork including pest management and plant status assessment,
monthly reports, cycad health assessment, and evaluation of soil nutrient cycling.

Typhoon Mangkhut struck the CNMI on 10 September 2018, causing a state of
emergency to be declared throughout the islands. On 17 September 2018, MNA
mobilized to the cycad plots on Tinian to assess damage from the typhoon. The site
inspection revealed a 73% recovery. Some cycad plants were crushed by fallen trees and
branches in Plots 1, 3-16, 21, and 24, with the most damages observed in Plot 15. While
the 73% post-typhoon cycad recovery is admirable, timely site cleanup and a treatment of
wounded plants are needed, as the stressed cycad plants may be more vulnerable to
diseases and insects.
5. NAVFAC Marianas, Environmental Technical Services for Haputo Partulid Snail
Predation Study, Haputo Ecological Reserve Area, Finegayan, Guam. As prime
contractor, MNA managed the project schedule, secured site access, and procured and
coordinated with an expert snail biologist. MNA prepared the work plan and accident
prevention plan for government review and approval. MNA utilized the field data,
collected by the snail expert and MNA’s support staff, to prepare the draft and final
reports for NAVFAC approval. The reports were delivered and contract completed ahead
of the schedule.
6. NAVFAC Pacific, Construction Capacity Analysis, Tinian, Commonwealth of the
Northern Mariana Islands (CNMI). MNA and the AE team conducted a site visit and
to meet with various regulatory agencies and CNMI government officials to collect
information on the existing conditions, processes and requirements for development and
construction, and challenges faced by current construction and foreseen in future
construction. MNA conducted background research and drafted the environmental
section of the construction capacity analysis. The report provided a quantitative analysis
of environmental resource impacts anticipated in four pre-determined scenarios based on
construction thresholds.
7. University of Guam Cultural Repository Facility, Lot 5372-3A, Maga, Municipality
of Mangilao, Island of Guam. MNA conducted a U.S. DOD Office of Economic
Adjustment NEPA compliant environmental assessment for the construction of a cultural
repository on Guam. Supported OEA and the University of Guam to develop purpose
and need for the proposed action and alternatives. Completed pre-consultation with
stakeholders. Led agency consultation with the Guam State Historic Preservation Office
(SHPO) for National Historic Preservation Act (NHPA) Section 106 compliance, and the
U.S. Fish and Wildlife Service for Endangered Species Act (ESA) Section 7 compliance.
Prepared Draft EA for public and agency review and Final EA for an agency issued
FONSI.
8. NAVFAC Hawaii FY15 MCON P-861, Facility Modifications for VMU, MWSD and
CH53E, Marine Corps Base Hawaii, Kaneohe, Hawaii. The project site was located
within a former fuel farm and active fuel storage tank. MNA provided site assessment
including soil sampling and hazardous material survey for the areas to be disturbed and
documented project requirements associated with managing contaminated soil and
groundwater. MCBH Hawaii is classified as a Radon Potential Category 1 Area. MNA
addressed radon testing and mitigation measures for the building design and prepared a
bid package including basis of design, cost estimate, and specification. MNA also
provided post-contract award service (PCAS).

9. NAVFAC Pacific FY20 Special Project RM 14-1240 Repair Lima Wharf, Apra
Harbor, Naval Base Guam. The objective of the project was to upgrade the wharf for
berthing submarines. The project included hazardous material and surface and
subsurface existing conditions survey. During the hazardous material survey,
polychlorinated biphenyls (PCB) contaminated electrical manholes were found due to
leaking from Paper Insulated Lead Covered (PILC) cables. MNA prepared
environmental mitigation measures and specifications to address contaminated soil and
PCB, and contributed to design requirements, hazardous material mitigation plans, cost
estimate, and specification.
10. USACE FY16 AFSOC103002-SOF Airfield Pavements, Kadena Air Base, Okinawa,
Japan. MNA provided environmental services, including existing conditions survey and
design support for this project on Kadena Air Base. The project site included five
airfield aprons with concrete revetment walls, security fencing, a new proposed road, and
utilities including water, sewer, electric, and drainage. MNA reviewed existing reports
provided by the installation, including previous natural resources survey reports,
asbestos-containing material (ACM) survey reports, PCB-containing and impacted
material investigation reports, archaeological survey reports, and environmental review
documents. Environmental concerns included hazardous building materials, including
ACM, lead paints, and PCB- and mercury-containing electrical equipment in the existing
utilities; potential presence of petroleum-impacted soil near or beneath abandoned fuel
lines and under the concrete slab in the airfield, potential presence of PCB-impacted soil;
documented cultural resources; protected species within/near the project boundary; and
munitions and explosives of concern (MEC). MNA documented environmental
requirements in design submittals including basis of design, cost estimate, and
specifications.
11. NAVFAC Pacific FY19 MCON PROJECT P-295, ORDNANCE OPERATIONS,
Andersen Air Force Base, Joint Region Marianas, Guam. MNA provided
environmental services for development of the DD1391 planning document. In
preparation for the design charrette, MNA coordinated with the host installation EV
function and researched various environmental topics including mitigation requirements
from the existing environmental impact statement (EIS); environmental requirements
from Guam Environmental Protection Agency; requirements related to
archeological/cultural resources, natural resources, MEC concerns; required
environmental permits; and presence/absence of site contamination, hazardous
materials/waste, and/or hazardous environmental conditions; and respective mitigation
measures. MNA documented environmental requirements in the final DD1391.
In 2018, MNA participated in the design charrette and conducted a hazardous material
survey. MNA prepared in-brief slides, meeting minutes, and the charrette report to
document existing conditions at the site. The hazardous material survey identified ACM,

lead paints, and PCB- and mercury-containing electrical equipment at Building 9100.
MNA reviewed existing soil investigation reports to develop a project specific sampling
and analysis plan. During October 2018, MNA collected soil samples from 31 borings of
which locations were determined based on the current site use and future site
development plans, including building demolition, new building construction, and
installation of utility lines and stormwater infiltration pits. Pesticides were identified in
the near surface soil around Building 9100, below the Tropical Pacific Soil
Environmental Screening Levels (ESL); however, due to the age of the building (built in
1966), presence of pesticide-impacted soil exceeding the ESL was suspected. Total
petroleum hydrocarbon and heavy metals were identified in the soil exceeding the ESL.
MNA conducted sampling of the investigation derived waste (IDW) generated during the
geotechnical survey to characterize the soils for proper waste disposal. Based on review
of existing information and additional hazardous material and soil screening surveys
conducted, environmental concerns requiring mitigation at the project site included
natural and cultural resources, MEC, hazardous building materials, and soil
contamination. MNA supported design development and documented contractor
requirements in 50%, 100% (pre-final), and final design submittals including basis of
design, cost estimate, and environmental specifications.
12. USACE New Kwajalein Medical Clinic, United States Army Kwajalein Atoll,
Republic of the Marshall Islands. In 2019, MNA provided environmental services for
the design of the medical clinic on Kwajalein island. MNA collected, and reviewed
existing, chemical data and pertinent information to evaluate environmental risks
potentially affecting the design and construction of the proposed clinic. A building
survey was performed to identify hazardous materials, such as asbestos, arsenic, lead,
PCB, or mercury, in support of demolition design. A soil screening was also performed
to assess the existing conditions that could impact the design and construction where
there were known contaminations from an abandoned fuel line and suspected PCB-,
heavy metals-, pesticides-, and petroleum-impacted areas. The findings were compared
to the USAKA Environmental Standards and the U.S. EPA Soil Action Levels.
