Civil design work involved water line relocations, sewer line relocation, channel hydraulic modeling and construction, traffic control, and roadway reconstruction and paving. Civil design work performed in accordance with environmental rules and regulations for doing work within Waters of the U.S. and adjacent to the Pacific Ocean shoreline, and involved obtaining NPDES and USACE permits and 401 Water Quality Certification. Mr. Meyers’ role was civil engineering project management. • Keaukaha Sewer Line – Desha Avenue, Department of Hawaiian Home Lands: Okahara was the prime and civil consultant on this project. The improvements included installing 550 feet of 8-inch gravity sewer line, sewer manholes, and laterals. During construction, it was discovered that the existing waterline was constructed very shallow with only 6-inches of cover in some locations, which interfered with the new sewer line’s vertical alignment. Okahara worked with the Department of Water Supply to successfully reroute the waterline. • Wailani Development Project, Hilo, Hawaii: Prepared sewer study to determine the capacity of the Ainako-Lower Kaumana tributary for the new 172-acre Wailani Development. This involved loading all occupied and vacant parcels in the tributary based on the current zoning for each parcel, applying current sewer system standards to estimate the generated flows for each parcel, and determining the capacity of all pipe runs based on as-built information provided by the County. The estimated volume from the Wailani Development for Phase 1 and for full build out was incorporated into the study to determine what parts of the existing system requires upgrading. Design included reconstruction of weakened pavement, guardrail and end treatment replacement, signing and striping, replacement of non-ADA compliant curb ramps, and coordination with City and County DTS. Project cost was $40 million. • HDOT Highways Division, Kawailii Stream Bridge Replacement, Hamakua, Hawaii: Civil engineer for the replacement of Kawailii Stream Bridge following the 2006 earthquake. Design included stream stabilization with GRP and riprap, new guardrails and bike railings, waterline replacement, and removal of temporary bypass road and acrow bridge. • HDOT Highways Division, Interstate H-1 Pearl City and Waimalu Viaduct Improvements, Phase 1 and PM Contraflow Lane, Phase 2, Oahu, Hawaii: Project coordinator for the Quality Control team under the design build Contractor. Duties included establishing QC procedures, construction administration services, and review of construction drawings. • HDOT Highways Division, Kuakini Highway Roadway and Drainage Improvements, Units 1 and 2, Kona, Hawaii: Civil engineer for the pavement reconstruction and drainage improvements along Kuakini Highway. Design included revising the cross slopes to updated standards, guardrail replacement and signing and striping. • HDOT Highways Division, Mamalahoa Highway Safety Improvements, Kona, Hawaii: Project manager for various safety improvements along a 7-mile stretch. Design includes evaluation of road curves, need for guardrails and shoulder widening. Approximate cost: $7,800,000. < Mililani Mauka Elementary School Chiller Plant Replacement, Mililani, Hawaii: Project Manager and Mechanical Engineer for this project responsible for preparation of design documents to replace chiller plant and add new isolation valve boxes to improve the chilled water system serving the campus. Mechanical phasing plan was developed to limit chilled water outages to two business days. Project scope of work was expanded during construction to identify and replace leaking buried chilled water pipe segments around school campus. Approximate combined cost: $3,200,000. < NAS Swimming Pool Accessibility Improvements & Repairs, Hilo, Hawaii: Co-Project Manager and Mechanical Engineer for this project responsible for preparation of design documents to replace pool circulation equipment and add new air conditioning for new classroom at NAS Swimming Pool. Project scope of work included demolishing existing pool building and constructing new, larger, pool building with new pool equipment room, restroom facilities, and air-conditioned classroom, replacement of pool circulation system inclusive of circulation piping and pumps, filters, and water treatment system. Approximate cost: $5,700,000. < Army Aviation Support Facility (AASF) Building 30 Kalaeloa Improvements, Kapolei, Hawaii: Mechanical Engineer for this project responsible for preparation of design documents to install new wash rack to wash military land and air vehicles at AASF Building 30 at Kalaeloa, Hawaii. Mechanical scope of work includes installation of water cannon system, pressure washer system, foamer system, and drainage system with diverter valve and oil-water separator to support four wash rack stations. Okahara and Associates, Inc. is a multi-disciplined consultant firm with civil and mechanical engineering capabilities with a total staffing of 38 employees. 1. Individual Project Assignment Okahara’s branch office manager is responsible for assigning projects to the various staff members. The determination of which project goes to which engineer is based primarily on the scope of work and the level of project management responsibilities required. The office manager attempts to match these two factors with the engineer having the most appropriate skillset and past project experience. 2. Project Management Structure In order to have a successful project, the project management structure must be clearly defined, with each participant knowing exactly their role and responsibility in the project development process. Each Okahara project is overseen by the branch office manager. The branch office manager provides technical guidance, performs project administration, tracks project schedules and allocates sufficient staffing. Under the branch office manager is the project manager who is a senior level engineer responsible for providing technical guidance, assisting with project administration, establishing and tracking project schedules, being the point of contact between Okahara and the client, and overseeing the technical staff assigned to work on the project. Assisting the project manager is an assigned project engineer who is primarily responsible for producing the deliverables required for the project (plans, specifications, estimates, reports, etc.). Experienced project engineers may also assume some of the responsibilities of the project manager, as appropriate. Project engineers are also responsible for overseeing the draftsperson assigned to the project to ensure work progress and quality are maintained. On a regular basis the project engineer will meet with the project manager and branch office manager to discuss the progress, identify and mitigate any issues, and discuss staffing or other project related matters. Project Execution Under the project management structure described above, project execution during the design phase consists of scoping; scheduling; performing site investigations/field data gathering; researching as-built plans/reports; developing conceptual, preliminary, 50% (or other requested percentage complete), pre-final and final construction documents and associated reviews; implementing a quality control program; and obtaining permits and/or approvals. The following are discussions of what Okahara believes to be the key areas of this process: A. Scoping: Having a clearly defined and mutually agreed upon scope of work is the most important component of having a successful project. Before any design work commences, Okahara engineers take the time to understand the scope of work provided by the client and request clarifications if necessary. If budget is critical, a pre-design cost estimate is generated so that the client has an idea of what can be done with limited available funds and can decide to either reduce the scope of work or investigate other funding sources early on in the project. While it is impossible to accurately estimate project costs during the scoping phase, Okahara introduces the concept early in the design development so there is time to plan for alternatives if necessary. B. Scheduling: Establishing a realistic and complete critical path method schedule at the onset of the project is critical to meeting the client’s expectations regarding delivery of the project and also for mapping out the various work tasks required for efficient execution. It is extremely critical to plan for long lead time items, like certain permits, utility relocations, right of way acquisitions, etc. to ensure that they are properly planned for and completed on schedule. The wash rack was designed for CH-470 Chinook helicopters and ground vehicles, as large as a HEMTT A4 recovery truck. The wash rack is located adjacent to the Kalaeloa airfield and designed such that Chinook’s and ground vehicle wash racks are kept separate to maintain airfield security. Improvements included approximately 15,000 sq. ft. of wash rack area, four (4) wash stations, vehicle barriers, 1,400 sq. ft. CMU equipment room, pressure washing systems, air compressor systems, soap solution dispenser systems, water cannon pump systems, security fencing, oil water separator, storm water diversion valve, storm water infiltration chambers, potable water improvements, plumbing, and a PV array canopy. This project utilized Civil-3D modeling, UFC 3-260-01 and MS Project for scheduling. FY13 SRM Project, Replace 8-Inch Waterline Aliamanu Military Reservation, Oahu, Hawaii Design / Construction Completion: 2014 This project entailed the design to replace 5,600 600 lineal feet of 60-year old cast iron waterline at Aliamanu Military Reservation. The scope of work consisted of a geotechnical investigation of the project area to include recommendations for trenching and backfilling operations; fire protection analysis of the existing system; and waterline design including horizontal and vertical alignment, replacement of existing fire hydrants, valves, and appurtenances, and re-establishing existing connections to the water system being replaced. This work also included acquiring excavation and traffic control permits from the Directorate of Public Works, and the NPDES permit from the Department of Health. In addition to civil design for the site preparation and installation of the fence and gates, Okahara’s responsibility was the coordination effort for the electrical component of the motorized gates along the perimeter fence, and replacement of navigational aids for the airfield. Estimated construction cost was $1,500,000. Awa Street Wastewater Pump Station Force Main and Sewer System Improvements - Waiakamilo Road Trunk Sewer Kalihi-Palama, Oahu, Hawaiʻi Design Completion: 2017 This project involved the replacement of over a mile of gravity trunk sewer to be installed via microtunneling along Waiakamilo Road and Houghtailing Street in Honolulu. Okahara and Associates, Inc. was the prime, civil, and mechanical consultant leading a team of engineering and environmentalists to deliver the design and bid package of this $120 million project. The design plans incorporated the new sewer line installation and connections, utility relocations, geotechnical guidance, and structural designs for construction of the essential parts of the sewer system. The bid package also incorporated a comprehensive traffic control plan, numerous State and City permits and approvals, Noise Variance, Geotechnical Report, Archaeological Monitoring Plan, Environmental Hazard Evaluation and Soil Management Plan, and an Environmental Assessment of the project. The major challenges of the project was the coordination of the different disciplines of design; fitting in a new system to operate with an existing system, and planning for the unforeseen circumstances that accompany underground utility installation in an existing utility corridor. In addition to the drainage design, Okahara needed to ensure the security of the base by realigning security fencing at the base perimeter to ensure that the drainage improvements would not cause a breach in the security fencing. This work included PCC pavement and apron design, AC paving, fine grading, drainage facilities, sewer line installation, NPDES permit, and LEED support. Estimated construction cost was $1,802,117. Okahara performed all civil engineering and project management duties and led a team of consultants that included the environmental, geotechnical, surveying, structural, and electrical disciplines. Okahara assisted the Federal Highway Administration in obtaining all construction permits including a Conservation District Use Permit, National Pollutant Discharge Elimination System Permit, and County of Hawaii Grading Permit. All bid packages were delivered on time despite very aggressive schedules and all but one project was completed under budget. The design work, which at times ran concurrent to the EIS work, involved highway design, hydraulic and structural design for stream and drainage crossings, retaining wall design, NPDES permitting, and FEMA Flood Map revisions. Working as a team, with both our sub-consultants as well as numerous agency partners, was critical to ensure that the project met key deadlines in the extremely time constrained schedule. Over 150 guests attended the banquet where four outstanding projects of the past year were honored. We would like to thank our sponsors for their generosity and our volunteers for helping to make this event happen. The EEA is a program that celebrates and acknowledges exceptional work within the engineering community. It recognizes projects that demonstrate the highest level of merit and creativity. For over 40 years, ACECH has sent the highest-ranked winners from our local competitions to the ACEC national competition, considered one of the world’s most prestigious competitions. This year’s Grand Conceptor Award recipient, the highest honor at EEA, was the Punaluu Stream Restoration Project entered by AECOM. The winner of the Excellence Award was Waiahole Potable Water System Emergency Repairs submitted by Okahara and Associates, Inc., while Ala Moana Regional The 41th Hawaii MATHCOUNTS State Competition took place at the Ewa-Makai Middle School On March 9, 2024. This was the second year in a row that the competitions were held at a public school on Oahu. Previous competitions usually took place at Kamehameha Schools Kapalama. Competing middle school students worked on 48 math problems in the three rounds of the competition to determine the first place team and the four students going on to represent Hawaii and compete in the May 13-14, 2024 RTX MATHCOUNTS National Competition in Washington, DC. Five Oahu schools earned the honor to move on to this Hawaii State MATHCOUNTS Competition after competing in the February 17, 2024 Oahu Chapter Competition at Kapolei Middle School. Placing first was the Washington Middle School team coached by Sung Park, in second place was Iolani School coached by Joseph Guillou, third place to Punahou School and Coach Yun Choe, fourth place Kamehameha School and Coach Wen Wan Lieu, and fifth place Highlands Intermediate and Coach Deborah Nakagawa. Winner of the Countdown Round was Taehwan Jeon of Washington, and in second place was Evan Ho also from Washington. Forty-four students qualified to compete in the State Competition. STATE COMPETITON RESULTS: Iolani School took first place beating out Washington Middle School declaring Iolani Coach Joseph Guillou as the Hawaii MATHCOUNTS National Team coach. In third place was Punahou School. In the individual written part of the State competition, the Sprint and Target Rounds, the top individual was Austen Uezu of Iolani School followed by Evan Ho of Washington, in third place Alex Hudson of Iolani, fourth place Noah Shin of Punahou, and fifth place went to Noah L’Esperance of Washington. The top ten individual scoring students (Mathletes) compete in the final Countdown Round to determine the four Mathletes of the Hawaii National team. The Countdown Round is a fast-paced, oral competition for the 10 top-scoring individuals of the Sprint and Target Rounds. Pairs of Mathletes compete against each other and the clock to solve math problems. Calculators are not permitted. The audience is always amazed at the speed these Mathletes solve the problems. Grand Conceptor Award Winner: Punaluu Stream Restoration Project Entering Firm: AECOM Client/Owner: Kamehameha Schools Bishop Estate Located in Windward Oahu, the Punaluu Flood Mitigation and Stream Restoration project restored the Punaluu Stream floodplain to a more natural state, allowing the high=volume flow of the periodic high-water events to spread over a wider area and maintain a lower velocity, and increasing the holding capacity of the floodplain, both of which reduced the potential of flooding to adjacent properties. The increased holding capacity and reduced flow velocity also reduced the amount of sediment that is carried in the ocean and onto the reefs by high-water events. Additionally, the expansion of the stream estuary and other wetlands greatly increased the habitat area for endangered Hawaiian waterbirds and other wildlife. This first-of-its-kind project was performed in a culturally sensitive area that has been inhabited for hundreds of years, and was done in a manner that was respectful to the land, the people, and the future of the Punaluu Valley. Client/Owner: Hawaii Housing Finance and Development Corporation The Hawaii Housing Finance and Development Corporation (HHFDC) owns and maintains a private potable water system which provides domestic and agricultural water for the Waiahole Valley Agricultural Park and Residential Lots Subdivision. The water system is the sole source of potable water for the users and consists of two groundwater wells located at the base of the Koolau Range, near the Waiahole Ditch system. On March 8, 2021, heavy rains and flooding caused extensive damage to the water wells and put the quality and reliability of the water system in jeopardy. An emergency proclamation and resourcefulness of the project team resulted in expedited design documents and procurement of a contractor. Both occurred in less than 6 weeks’ time. Construction was also expedited, and the well site was restored to a better condition and the residences of Waiahole Valley received safe and reliable water service the entire time. Honor Award Winner: Ala Moana Regional Park – Pedestrian Bridge, Canal Wall, and Pond Improvements Entering Firm: Bowers + Kubota Consulting, Inc. Client/Owner: City and County of Honolulu; Department of Design and Construction, City and County of Honolulu With about 90 years of service and estimated visitor base of 4 million annually, the Ala Moana Regional Park (AMRP) needed restoration and enhancement. To restore and enhance the AMRP’s features for the public good, the City and County of Honolulu repaired collapsed and damaged canal walls, expanded pedestrian access at the Piikoi and Queen Street entries, and improved pond edges and paths. The project restored and enhanced the park for our community while also minimizing impacts to the environment. The public and resident wildlife will certainly enjoy the iconic scenery and improved resources that the AMRP offers. Honor Award Winner: Wailua Sewage Pump Station No. 1 Rehabilitation Entering Firm: The Limtiaco Consulting Group Client/Owner: County of Kauai, Department of Public Works, Division of Wastewater Management The County of Kauai (COK) faced a public health and environmental problem with one of its wastewater pump stations in the Wailua region. One of the two existing pumps no longer functioned, leaving the COK at risk of wastewater spills in the event of a pump failure. To solve this, The Limtiaco Consulting Group created a plan and designed a facility upgrade. A major step in this retrofit was decommissioning the underground equipment chamber of the pump station and adding two new pumps into the existing underground sewage holding structure. To ensure the longevity of the system, the sewage holding structure was treated with corrosion resistant epoxy coating and new pumping equipment was installed with improvement maintenance access. Congratulations to our winners! 2022 Hawaii Section Outstanding Civil Engineering Achievement Award and 2022 Best Building/Structural Project Project Name: Hale Kalele Project Owner: Kobayashi Group Submitted By: BASE Hale Kalele is a mixed-use development featuring a 20-story affordable rental tower, a two-story Juvenile Center, and six-level parking structure. This project was a public- private partnership with developer Kobayashi Group and an unprecedented cross- agency enterprise between the Hawaii State Judiciary and the Hawaii Housing Finance and Development Corporation (HHFDC) to transform a State-owned, underutilized urban parcel, into a 200-unit affordable rental tower along with a new and upgraded Juvenile Center. Kobayashi Group expended extra time and energy to be mindful of the carbon footprint of the project and worked with the design and construction team to develop a strategy to reduce the embodied carbon of the project. This included incorporating CarbonCure into the vertical construction. CarbonCure uses clean technology to create concrete with less cement, resulting in a reduced carbon footprint without comprising strength. 2022 Best Large Project Project Name: Awa Street Wastewater Pump Station Force Main and Sewer System Improvements Project Owner: City and County of Honolulu Dept. of Environmental Services Submitted By: Okahara and Associates, Inc. This project originally intended to address a consent decree project to upgrade the Awa Street WWPS by expanding its capacity. Showing the resourcefulness of the project team during the planning phase it was identified that redirecting wastewater flow by constructing a new trunk sewer along Waiakamilo Road, from North School Street to Nimitz Highway, would address three separate consent decree projects. Some notable aspects of this project were the innovation in construction materials and methods to deal with a challenging construction location and concerns of contaminated media in the area. 2022 Best Medium Project Project Name: Sand Island Wastewater Treatment Plant Outfall Shore Protection Project Owner: City and County of Honolulu Dept. of Environmental Services Submitted By: Sea Engineering. Inc. This project involved the design of shore protection for the coastal reach on Sand Island where the outfall critical infrastructure is potentially at risk. Some of the challenges included addressing erosion from nearly all sides, which resulted in a hook-shaped rubble mound structure that straddled the outfall pipe corridor. Other notable aspects of this project included designing for sea level rise, pressure limitations on the pipe, and the need for constant communication between engineers and the contractor during construction and placement of the toe stones. 2022 Best Small Project Project Name: Waimea Wastewater Treatment Plant R-1 Process Optimization Project Owner: County of Kauai Wastewater Management Division Submitted By: Kennedy Jenks In 2021 the County of Kaua‘i completed a rigorous project focused on improving the wastewater effluent quality at Waimea WWTP to generate R-1 recycled water for irrigation purposes, with a minimal $30,000 capital investment. By leveraging the collective team’s understanding of the WWTP, project goals were met by achieving Hawai‘i’s regulatory requirements for R-1 recycled water.
