She has authored Biological Assessments (BAs) and Habitat Conservation Plans (HCPs) for a range of project types and covered activities. In the field, she is proficient at leading and conducting habitat assessments and surveys for bats, big game, small mammals, prairie dogs, and raptors, including threatened, endangered, and sensitive wildlife species. SWCA is providing consulting services to the proposed 3.3-Megawatt Lalamilo Wind Farm facility for an HCP to comply with Section 10 of the ESA and to avoid potential violations of ESA Section 9 take prohibition and Hawai‘i Revised Statutes Section 195D. The incidental take of two listed species—the Hawaiian hoary bat and the Hawaiian petrel (Pterodroma sandwichensis)—could occur as a result of the continued operation of the wind farm. The HCP contains operational impact minimization measures as well as mitigation measures to compensate for the potential incidental take. All mitigation measure were developed with the intention of providing a net ecological benefit to the species in alignment with state and federal recovery goals. Role: Project Manager. HCP lead author, including resource analysis, sensitive species subject matter expertise, and response to client and agency comments. Lead

SWCA was contracted by CH2M HILL (on behalf of FHWA) to conduct natural resources surveys, prepare resource reports, and perform agency and partner coordination activities to evaluate the potential environmental impacts associated with nine bridge renovation and replacement projects throughout O‘ahu, Kaua‘i, and Hawai‘i Islands. SWCA conducted terrestrial flora and fauna surveys at each bridge site and aquatic wildlife surveys, where appropriate. Wetlands and Waters of the U.S. features were identified and delineated within the project areas, and SWCA assisted with permitting for Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. Role: Project Manager. Assisted with preparation of Biological Assessment report and provided subject matter expertise. Cost: $230,016.

SWCA prepared a state Habitat Conservation Plan (HCP) in support of an application to the Division of Forestry and Wildlife (DOFAW) for an incidental take license for three listed species for Tawhiri Power’s 21 MW operational Pakini Nui Wind Farm at South Point on Hawaii Island. A federal HCP and associated NEPA documentation for an application to USFWS for an Endangered Species Act (ESA) Section 10(a) incidental take permit were also completed. In addition to the HCP development, SWCA has led carcass searches, as well as searcher efficiency and carcass retention trials. SWCA’s team attends all agency meetings and addresses all HCP comments from USFWS and DOFAW. Role: Project Manager. Client and agency coordination and reporting. Assisted with the development of HCP amendment, including resource analysis, sensitive species subject matter expertise, and response

Dr. Pender has over 17 years of experience working as an ecologist in Hawai‘i and New Zealand. This experience has involved undertaking environmental
impact assessments and the development of habitat and species management plans for federal, state, native Hawaiian and Māori land management
agencies, and private landowners. These plans and permitting requirements have been undertaken for infrastructure projects such as highways and roads,
pipeline developments, and pathways within protected areas. Dr. Pender has specialist experience in invasive species management and ecological restoration
and has managed numerous land rehabilitation projects.

detection and rapid response to identify, report, and respond to newly detected species before they become a detriment to highway ROWs 3) control

SWCA conducted a flora survey in advance of the Hawaii Department of Transportation’s 2.5-mile Kōke‘e Road improvements project located between Mile Markers 11.5 and 14.0, on the island of Kaua‘i. SWCA surveyed 15 pull-off areas within the project corridor that may be impacted by vegetation clearance. The purpose of the survey was to identify any special-status species and native tree species within the site. This information would then be use to inform the implementation of appropriate mitigation measures or adjustments to the project design, with the goal of minimizing potential impacts on native flora and their habitats within the project footprint. Role: Project Manager/Botanist. Conducted survey work and report preparation. Cost: $13,581.

for the suppression of southern house (Culex quinquefasciatus) mosquito populations on Kaua‘i. This EA is needed to acquire the necessary state
and federal permits for the application of Wolbachia IIT mosquitoes. Role: Project Ecologist/Botanist. Primary author of natural resources component

SWCA was contracted by Atkins to assist FHWA Central Federal Lands Division with planning for construction of a pedestrian and bike path between Kīlauea Town and the Kīlauea Point Lighthouse on the Island of Kaua‘i. SWCA is in the process of finalizing a cultural resource consultation, environmental compliance monitoring and wetland permitting, and preparation of a Biological Assessment. As part of the environmental compliance, SWCA conducted T&E species research, conducted flora and fauna surveys in the project area. The proposed undertaking entails upgrading approximately 1.8 miles of rail line by installing a second track parallel to the existing single track, constructing two new double-track bridges, and updating the signal system. Subsequent to the original cultural resources study prepared for the undertaking, SWCA prepared an addendum to evaluate a segment of the San Diego Northern Railway within the Area of Potential Effects which traverses Marine Corps Base Camp Pendleton. The railroad segment was found eligible for the NRHP as a contributing element to a larger resource, the Atchison, Topeka and Santa Fe Railway, which had previously been determined eligible for the NRHP as a linear resource. An effects analysis found the undertaking would not result in an adverse effect to the historic property. The report was subject to review by Marine Corps Base Camp Pendleton. The project included the evaluation of the Mountain Home Air Force Base runway system for the NRHP, preparation of a historic preservation and maintenance manual for a NRHP-eligible building on the base, and development of an archaeological context within which to evaluate historic period archaeological resources identified on the base and associated ranges. A particular focus of the research and context was the Basque immigrant community, which had not been adequately studied and documented previously. Work included a site visit to the air force base and archival research including literature, map and aerial photograph review conducted at the base historian and real property offices, the Idaho State Archives, Boise State University Special Collections, the Basque Museum and Cultural Center, and other repositories. The project was undertaken to support compliance with Section 110 of the NHPA. Role: Architectural Historian. Conducted site visit, research, and co-authored the NRHP evaluation of the runway system.

The project area comprises approximately 80 acres of former commercial sugar cane fields. To satisfy historic preservation review for the project, SWCA conducted archaeological surveys of the areas to be impacted, monitored construction activities, and consulted regularly with the Hawai‘i State Historic Preservation Division. The survey area is within the ahupua‘a (land division) of Waiākea in the moku (district) of South Hilo on the mokupuni (island) of Hawai‘i. The survey area stretches approximately 1,700 feet and encompasses approximately 6.46 acres (2.26 hectares). SWCA performed a literature review during preparation of the field survey. The purpose of the literature review was to conduct a preliminary desktop habitat assessment to evaluate whether special-status species (or their habitats) and sensitive natural
communities are known to occur in the survey area. An SWCA biologist completed a survey of the portion of the Waiākea stream included in the Wailoa Flood Control Channel project area. The survey was conducted on foot and documented all vascular plant species (and their relative abundance), vertebrate (birds, mammals, and amphibians), and macroinvertebrate (gastropods and arthropods)
species and vegetation types,within the survey area.SWCA produced a flora and fauna survey summary report, which included relevant avoidance and mitigation measures to reduce or eliminate project-related impacts and to avoid adverse effects on special-status

This ambitious, ten-year project seeks to implement best management practices to avoid and minimize impacts to Hawai‘i’s natural areas by taking a multi-faceted approach that includes preventing the introduction of invasive species, early detection and rapid response, restoration of highway rights-of-way, staff and contractor trainings, and collaboration with other stakeholders. By providing a blueprint for a multi-faceted approach to invasive species management, HDOT Highways Division hopes to inspire other organizations throughout the state to prioritize invasive species management, thereby preserving our natural resources for future generations.
SWCA is working with the Hawai‘i Department of Transportation (HDOT) to implement the first five years of the 10-Year HDOT Highways
Division SNIPP Strategic Plan. This includes a diverse and tangible array of products toward realizing their vision to bring about positive changes to roadside vegetation maintenance that would make Hawai‘i roadsides safer, environmentally friendly, and visually appealing. These deliverables are being accomplished in an efficient and cost-effective manner without compromising HDOT’s mission to provide safe and efficient travel ways. SWCA is focusing on five main strategic goals, which include 1) prevention of the spread and establishment of invasive species along highway rights-of-way (ROWs) 2) early detection and rapid response to identify, report, and respond to newly detected species before they become a detriment to highway ROWs 3)
control and management of already established species to reduce their harmful impacts along state highways 4) restoration using non-invasive or appropriate native plants on highway ROWs that reduce risk from harmful invasive plants; and 5) community outreach and organizational collaboration with other state agencies, non-profit organizations, and neighboring landowners to ensure long-term solutions for the invasive species problem in Hawaiʻi. Each of these major strategic goals has
specific objectives, implementation tasks, and performance measures to guide the goal achievement process.
Some of the tasks that have been developed and implemented over the years as part of the SNIPP project include: roadside surveys, to identify and map invasive species in each district for a total of 400 miles per year, for a total of five years to date; Highway Manual for Sustainable Landscape Maintenance Training workshops for HDOT roadside maintenance and landscaping staff and contractors held on Oʻahu, Maui, Kauaʻi, and Hawaiʻi Island; Maintenance Professional Track Development Training workshops created for highway maintenance supervisory staff and contractors also held on Oʻahu, Maui, Kauaʻi, and Hawaiʻi

In early August of 2023, wildfires burned an approximately 360-acre section of coastal lands within the ahupua‘a of Kawaihae 2. As a result of the fire, the high grass that formerly covered the area was burned off, revealing a large number of archaeological features. Queen Emma Land Company (QEL) approached SWCA to determine the best way to document these features while they were still clearly visible. SWCA conducted a UAV survey of the area and used the collected imagery to create a georeferenced orthomosaic map of the entire 360-acre parcel that was then made available online to QEL for use in post-fire recovery, restoration and future planning efforts. SWCA is also providing on-call cultural resources support for the documentation of historic properties damaged during the fire, for monitor of vegetation removal activities, and for other post-fire related activities as needed. The proposed game management area (GMA) will expand opportunities for public hunting, aid in directing human traffic in the area, and curtail damage from activities such as illegal off-road vehicles, unauthorized cattle grazing, and other human-caused disturbances, degradation, and destruction. SWCA undertook natural and cultural resource surveys within the 8,000-acre GMA. The project involved conducting detailed cultural and archaeological background research, an archaeological inventory survey, extensive flora and fauna surveys, and home range and population estimates of game animals. SWCA supplied a report summarizing findings and potential impacts of the project to the flora, fauna, and aquatic resources known to occur in the project area, as well as recommendations to avoid and minimize impacts to native and State or Federally listed species. SWCA also collected water quality samples and created an Applicable Monitoring and Assessment Program for the project. In addition, SWCA performed a one-day survey to identify and delineate any potentially existing jurisdictional Waters of the U.S. in the project area. The results were summarized in a formal delineation report that the USACE Honolulu district can use to verify the jurisdictional status of the waters and provide baseline information for future permitting. In 2020, SSFM requested a follow up coral verification survey for the presence/absence of two coral species observed in the project area in 2017. SSFM also requested additional consultation to include best practices and mitigation measures to minimize impacts to the corals found during the follow up survey. SWCA conducted consultation with the Department of Aquatic Resources (DAR) to determine the best ways to mitigate impacts to the corals within the project area. As per the recommendations from DAR, SWCA transplanted all identified corals to a suitable location adjacent to the project area and will be conducting three monitoring trips (one year after transplant, followed by year three, and a final visit on year five) to assess and monitor their conditions. Total Cost: $36,437.

R.M. Towill Corporation and Hawaiian Telcom Inc. in support of the National Telecommunications and Information
Administration (NTIA) Inter-Island Middle Mile (Kūnoa North) submarine fiber optic cable project. The intent of the project
is to deliver high-speed broadband internet service to unserved or underserved communities within the state of
Hawai‘i. The project plans to interconnect the major Hawaiian islands of Kaua‘i, O‘ahu, Maui, and Hawai‘i with a
submarine fiber-optic cable.
The investigations conducted by SWCA in support of this project include preparing an archaeological literature review and field inspection report for each of the proposed cable landing sites, the initiation of Hawaii Revised Statutes
(HRS), Chapter 6E historic preservation review for these landing sites, and the preparation of Cultural Impact
Assessments for each of the proposed cable landing sites to support HRS, Chapter 343, Environmental Assessment documentation. As the NTIA Inter-Island Middle Mile Project has the potential to affect traditional and customary Native Hawaiian rights and practices, the Office of Conservation and Coastal Lands (OCCL) requested the preparation of a Ka Pa‘akai Analysis for each site. The Ka Paʻakai Analysis and consultation process is designed to identify and protect Native Hawaiian cultural,
historical, and natural resources and help ensure Native Hawaiian customary and traditional rights. In addition, SWCA will provide National Historic Preservation Act, Section 106 Consultation support (based on the use of a federal grant from the NTIA), which will include a request for consultation documentation, Area of Potential Effects determination, and identification of Native Hawaiian Organizations for consultation.
