She has authored Biological Assessments (BAs) and Habitat Conservation Plans (HCPs) for a range of project types and covered activities. In the field, she is proficient at leading and conducting habitat assessments and surveys for bats, big game, small mammals, prairie dogs, and raptors, including threatened, endangered, and sensitive wildlife species. Ms. Ehrenkrantz has worked on a range of project types, including energy development (wind, solar, coal, oil, and gas), transmission, large- and small-scale housing development, airports, and roads. 19. The incidental take of two listed species—the Hawaiian hoary bat and the Hawaiian petrel (Pterodroma sandwichensis)—could occur as a result of the continued operation of the wind farm. The HCP contains operational impact minimization measures as well as mitigation measures to compensate for the potential incidental take. All mitigation measure were developed with the intention of providing a net ecological benefit to the species in alignment with state and federal recovery goals. Role: Project Manager. SWCA surveyed 15 pull-off areas within the project corridor that may be impacted by vegetation clearance. The purpose of the survey was to identify any special-status species and native tree species within the site. This information would then be use to inform the implementation of appropriate mitigation measures or adjustments to the project design, with the goal of minimizing potential impacts on native flora and their habitats within the project footprint. The survey area stretches approximately 1,700 feet and encompasses approximately 6.46 acres (2.26 hectares). SWCA performed a literature review during preparation of the field survey. The purpose of the literature review was to conduct a preliminary desktop habitat assessment to evaluate whether special-status species (or their habitats) and sensitive natural communities are known to occur in the survey area. An SWCA biologist completed a survey of the portion of the Waiākea stream included in the Wailoa Flood Control Channel project area. This ambitious, ten-year project seeks to implement best management practices to avoid and minimize impacts to Hawai‘i’s natural areas by taking a multi-faceted approach that includes preventing the introduction of invasive species, early detection and rapid response, restoration of highway rights-of-way, staff and contractor trainings, and collaboration with other stakeholders. By providing a blueprint for a multi-faceted approach to invasive species management, HDOT Highways Division hopes to inspire other organizations throughout the state to prioritize invasive species management, thereby preserving our natural resources for future generations. SWCA is working with the Hawai‘i Department of Transportation (HDOT) to implement the first five years of the 10-Year HDOT Highways Division SNIPP Strategic Plan. This includes a diverse and tangible array of products toward realizing their vision to bring about positive changes to roadside vegetation maintenance that would make Hawai‘i roadsides safer, environmentally friendly, and visually appealing. These deliverables are being accomplished in an efficient and cost-effective manner without compromising HDOT’s mission to provide safe and efficient travel ways. SWCA is focusing on five main strategic goals, which include 1) prevention of the spread and establishment of invasive species along highway rights-of-way (ROWs) 2) early detection and rapid response to identify, report, and respond to newly detected species before they become a detriment to highway ROWs 3) control and management of already established species to reduce their harmful impacts along state highways 4) restoration using non-invasive or appropriate native plants on highway ROWs that reduce risk from harmful invasive plants; and 5) community outreach and organizational collaboration with other state agencies, non-profit organizations, and neighboring landowners to ensure long-term solutions for the invasive species problem in Hawaiʻi. As a result of the fire, the high grass that formerly covered the area was burned off, revealing a large number of archaeological features. Queen Emma Land Company (QEL) approached SWCA to determine the best way to document these features while they were still clearly visible. SWCA conducted a UAV survey of the area and used the collected imagery to create a georeferenced orthomosaic map of the entire 360-acre parcel that was then made available online to QEL for use in post-fire recovery, restoration and future planning efforts. SWCA is also providing on-call cultural resources support for the documentation of historic properties damaged during the fire, for monitor of vegetation removal activities, and for other post-fire related activities as needed. SWCA undertook natural and cultural resource surveys within the 8,000-acre GMA. The project area is located on the southwest point of Sand Island in Honolulu where a 450-foot-long rock revetment will armor the shoreline and prevent further erosion. SWCA conducted a terrestrial and marine biological survey along the coast and in the water. SWCA supplied a report summarizing findings and potential impacts of the project to the flora, fauna, and aquatic resources known to occur in the project area, as well as recommendations to avoid and minimize impacts to native and State or Federally listed species. SWCA also collected water quality samples and created an Applicable Monitoring and Assessment Program for the project. In addition, SWCA performed a one-day survey to identify and delineate any potentially existing jurisdictional Waters of the U.S. in the project area. The results were summarized in a formal delineation report that the USACE Honolulu district can use to verify the jurisdictional status of the waters and provide baseline information for future permitting. In 2020, SSFM requested a follow up coral verification survey for the presence/absence of two coral species observed in the project area in 2017. SSFM also requested additional consultation to include best practices and mitigation measures to minimize impacts to the corals found during the follow up survey. SWCA conducted consultation with the Department of Aquatic Resources (DAR) to determine the best ways to mitigate impacts to the corals within the project area. As per the recommendations from DAR, SWCA transplanted all identified corals to a suitable location adjacent to the project area and will be conducting three monitoring trips (one year after transplant, followed by year three, and a final visit on year five) to assess and monitor their conditions. Towill Corporation and Hawaiian Telcom Inc. in support of the National Telecommunications and Information Administration (NTIA) Inter-Island Middle Mile (Kūnoa North) submarine fiber optic cable project. The intent of the project is to deliver high-speed broadband internet service to unserved or underserved communities within the state of Hawai‘i. The project plans to interconnect the major Hawaiian islands of Kaua‘i, O‘ahu, Maui, and Hawai‘i with a submarine fiber-optic cable. The investigations conducted by SWCA in support of this project include preparing an archaeological literature review and field inspection report for each of the proposed cable landing sites, the initiation of Hawaii Revised Statutes (HRS), Chapter 6E historic preservation review for these landing sites, and the preparation of Cultural Impact Assessments for each of the proposed cable landing sites to support HRS, Chapter 343, Environmental Assessment documentation. As the NTIA Inter-Island Middle Mile Project has the potential to affect traditional and customary Native Hawaiian rights and practices, the Office of Conservation and Coastal Lands (OCCL) requested the preparation of a Ka Pa‘akai Analysis for each site. The Ka Paʻakai Analysis and consultation process is designed to identify and protect Native Hawaiian cultural, historical, and natural resources and help ensure Native Hawaiian customary and traditional rights. In addition, SWCA will provide National Historic Preservation Act, Section 106 Consultation support (based on the use of a federal grant from the NTIA), which will include a request for consultation documentation, Area of Potential Effects determination, and identification of Native Hawaiian Organizations for consultation. SWCA is working alongside the County, while collaborating with the Core Planning Team, and the Steering Committee to review and revise the HMP, while also incorporating feedback from the local community and other stakeholders. The project involves a comprehensive planning process to update the hazard profiles, vulnerability assessment, mitigation strategy, and plan maintenance. The goal is to ensure the MHMRP meets current standards, integrates the latest data, and effectively addresses the County's hazard mitigation goals. The planning process is designed with an emphasis on climate resilience and outreach to socially vulnerable populations. Final approval is anticipated for Spring 2026. Cost: $123,190 25.
