Description/Scope: This is a capital improvement project to upgrade the 80-year-old Ho‘olehua Water
System on Moloka‘i. The project, funded in part by an allocation from the United States Department ofAgriculture, is planned to be built in two phases spanning seven construction sites. Enhancements tothe system include the installation of a 200,000-gallon storage tank, upgrades to automation systems, anew warehouse, and a new emergency generator diesel fuel tank. Other improvements involve new
paved roads and fencing, along with the repair and replacement of existing tanks, pumps, transmission
mains, laterals, valves, and hydrants.
Cost/Size: $35,000,000, Kirschner Contractors is working with Goodfellow Brothers on this project.

Description/Scope: The scope of the work consists of upgrades and expansion to the current
wastewater treatment plant site to meet EPA standards. Included in the project are six open-air gritpre-aeration tank clarifiers that treat the wastewater, sufficient emergency power to influent pumpsduring power outages, designs to prevent overflow of the grit chamber, and reduction of corrosive gasesand salt-laden winds on building structures. The solids will be dried into pellets that can be land applied
as fertilizer. Other facets of the project include: new odor control system, cake facility, receiving facility,

Phase 1C - Headworks, HRBC, SolidsProcess and miscellaneous improvements project (Project), facility controls equipment, communicationand control networks, local operator interfaces, and project field instrumentation as specified herein.

HDOT Kauai Emergency Road Repairs (Kauai, HI)2018

Description/Scope: The Kauai Emergency Repairs, was a collaborative effort to restore access to Kuhio
Highway (Route 560), and the communities of Wainiha and Haena, following the April 2018 floods. ThisHDOT project centered on creating an emergency road through 14 landslides along Kuhio Highwayreconnecting the communities of Waipa, Waikoko, Wainiha and Haena with the rest of Kauai followingthe record setting rain event. Work crews and materials from all islands were involved in the effort.
When the large-scale emergency repair project was completed, HDOT and its contractors completed
twenty-two major tasks including the stabilization of the slope at Wainiha Bay and the rebuilding ofsections where the embankment below the road was washed away in the disaster.
Size/Cost: This was a $100,000,000 emergency contract. Kirschner Contractors worked with BOW
Construction Management Services and KSF, Inc. in this project.

Contract Administration & Project Closeout

conceptual design through project design, construction administration, and inspection.

track record in planning, design, construction administration, and full-time, on-site

The object of construction management is to ensure successful
planning, coordination, and execution of construction projects
while meeting quality, cost, time, and safety requirements.
During the project's construction phase, Kirschner provides close supervision and related
services to coordinate the project with the Owner, Design Professionals, Consultants, and
Contractors. Kirschner’s Project Management team oversees the contractor’s work,
ensuring proper construction techniques, materials, equipment, and personnel are
employed throughout the project while monitoring the contractor’s progress and
compliance with the Contract Documents. The project management team further reviews
the contractor’s sequence of operations and progress schedule, ensuring the successful
and timely completion of the project.
The Project Closeout process anticipates “starting with the end in mind.” All project
closeout requirements, including but not limited to documentation, milestone dates,
testing, commissioning, etc., must be identified during project start-up by the Project
Manager and communicated with the entire project team, both internal and external.

Project closeout should commence when the work-in-place is completed to seventy-five
percent. At this point, the Project Manager shall prepare a “Project Closeout Checklist”
identifying all of the contractual items required for the project and completion with
particular attention to the following dates:

increasingly complex assemblies, systems, unique site conditions, phasing, and ongoing

Management (EVM) requires an accountant's discipline and a construction professional's
understanding. Large, complicated projects have complex billings for contractors,
owners, and subcontractors.

estimating services. Kirschner’s cost estimating professionals are experienced in
preparing all types of cost estimates and can tailor the cost estimates to meet each client's
specific needs.
Kirschner Contractors pinpoints spending and billing through cost and EVM procedures,
identifying cost trends for accurate projections of future expenses. Kirschner’s cost
reports readily indicate the project’s financial status while capturing period financial

Value Engineering
As part of its project controls capabilities, Kirschner Contractors offers its clients value
engineering review responsibilities during the project Design Phase ensuring the
Architect's design remains compatible with the Owner's budget. Kirschner will
continuously review the design documents to identify ways to save dollars and time
without compromising the intent of the Architect. This is done through our ongoing, real-
time value enhancement process.
The object of the value engineering process is to
maximize the value of the owner’s investment.
In addition to our value enhancement efforts, Kirschner’s project controls team conducts
value engineering analyses for the major building systems, components, and materials at
predetermined milestones during the design phase, and these will include the 30/60/90%
review submissions. Kirschner’s team will suggest alternative materials and building
methods solutions to the owner’s project representative and the design team for
consideration and review. All recommendations will be made to achieve the essential
functions of the project at the lowest cost and be completed in the shortest amount of
time.

It is critical to understand that actual value engineering analyses do not represent a
“cheapening” of the job based on pure costs. This analysis must consider operating costs,
life-cycle costs, owner equipment predispositions, and other value-related factors. The
constructed cost of a building represents a small percentage of the life cycle operating
costs, so decisions made to reduce the constructed cost of a facility may not represent a
good value to the owner over the life of the investment.
The Kirschner team members represent seasoned construction professionals with
various building systems experiences. Through its pre-established partnerships,
Kirschner has access to expertise from engineers, construction managers, and
contractors, providing additional experience we can draw on during our value engineering

Kirschner Contractors Project Experience
Project Title: Interstate Route H-1 Airport Viaduct Improvements, Vicinity of Valkenburgh
Street to Middle Street, Phase 2
Scope/Description:
This project consists of viaduct
roadway concrete repairs,
expansion joint replacement,
and a new surface overlay in
the travel lanes of the airport
viaduct. Re-surfacing is a
penetrating sealer and high
friction surface treatment
(HFST). The repaired lanes
were re-finished upon completion with stripping,
reflectors, and a consistent travel surface.
Project Challenges: Traffic control with the
airport, dust and debris on the roadway, material
procurement, and use of specialized equipment was challenging. These factors were monitored
closely so that airport operations and public relations were appropriately managed with minimized
disruption.
Project Success: Non-destructive testing change orders were given to allow more work ahead of
schedule and allow more repairs to be added. These repairs were added because the contractor
was early, and it increases the lifespan of the viaduct structure. Due to the repairs' central location,
the more work that could be completed during this contract duration, the better for the public.
Project Title: HDOT Kauai Emergency Repairs
Scope/Description:
Due to the April 2018
floods, this HDOT
project centered on
creating an
emergency road
through 14 landslides
along Kuhio
Highway,
reconnecting the communities of Waipa, Waikoko,
Wainiha, and Haena with the rest of Kauai following
the record-setting rain event. Work crews and
materials from all islands were involved in the
effort. When the large-scale emergency repair project was completed, HDOT and its contractors
completed twenty-two significant tasks, including stabilizing the slope at Wainiha Bay and
rebuilding sections where the embankment below the road was washed away in the disaster.
Project Challenges: Thirty-three separate contracts were issued to the various entities working on
the program, requiring significant coordination efforts. Necessary emergency repairs required the
project to be fast-tracked to minimize the impact on the public. Procuring long-lead materials and
equipment delayed the start of work in certain areas.
Project Success: A program schedule that effectively coordinated the numerous contractors' and
engineers' efforts was developed. Actual schedule impacts for procuring long-lead material and
equipment were minimized by tracking the status within the program schedule.

Project Title: West Maui Temporary School Facility
Scope/Description: This project is an emergency response for a temporary replacement for the
elementary school that burned in the Lahaina town wildfire, displacing more than 600 students. The
facilities will recreate the square footage, capacity, and common spaces of the King Kamehameha
III Elementary campus, with classrooms, a cafeteria, an administration building, and a basketball
court among the plans.
Project Challenges: Rain. There were multiple days with rain that impeded progress.
Project Successes: This project was completed in approximately 100 days in response to a
emergency need in the community with the cooperating efforts of local contractors and Federal
funding.
Project Title: Pūlama Lāna‘i - Hōkūao
Scope/Description: Civil infrastructure for 150 homes in a new subdivision. Work includes site
grading and prep, construction of roads/sidewalks, sewer lines, water lines, electrical lines, and
communication lines, constructed in 5 tranches. Hōkūao’s innovative design features include off-
grid items like Tesla solar roof shingles and backup batteries, which emphasize energy
conservation and sustainability. Every new home is also fitted with energy-efficient appliances and
low-flow water fixtures, ensuring minimal environmental impact while also encouraging residents
to conserve resources.
Project Challenges: Fast track construction and design changes provided scheduling challenges.
Project Successes: With good communication, successful schedule updates and recovery plans
were put into action resulting in a successful project outcome.
