TLCG is currently performing the following duties:

The rockfall mitigation solutions for the Auwaiolimu Slope
Stabilization and Sewer Lines project included the installation of
shotcrete fill for 4,000 LF of rockbolt anchoring, 26,700 square feet
(SF) of anchored wire mesh, and 6,600 SF of permanent erosion
control matting. Sewer improvements included installation of a

Design
TLCG was responsible for the design of a new filtration system to

backwash system, effluent pump station, service water, and

The Waimea Irrigation System on Hawaiʻi Island consists of the
higher Puʻu Kapu Reservoir, the lower Puʻu Pulehu Reservoir, and
approximately 6,400 linear feet of parallel drain lines ranging in
size from 18 to 24 inches in diameter. The system was initially
constructed as an open-ditch system and was recently converted
into a closed-pipe system several years ago.
Planning
TLCG was responsible for preparing a drainage report for two
areas: first to address surface runoff that collects near the bridge
crossing at the intersection of Nani Waimea Street and the closed-
pipe system; and the second area immediately downstream of the
intersection of the Mamalahoa Highway and Mud Lane. Planning
services included a condition assessment; identification of
required permits, clearances, or environmental documents;
preparation of drainage report, including opinion of probable cost
for each alternative; and coordination/meetings with adjacent
landowners, client, County, and subconsultants.
Design
Design services included preparation of construction drawings,
technical specifications, and cost estimate; preparation of an
Underground Injection Control (UIC) permit; consultation with
SHPD and NHOs pursuant to HRS Chapter 343; project
coordination; and services during bidding and construction.
Construction Management
Construction management services include site visits and

24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)
TLCG is responsible for providing construction management
services for irrigation system improvements in Maunawili Valley,
including replacement of existing channel liners, installation of
channel liners and settlement basins, replacement of blowoff
valves, and installation of grating over ditches and grading to
reduce erosion of existing slopes and provide safer access routes
for maintenance personnel.
TLCG is currently performing the following duties:
• Review contractor’s schedule, jobsite procedures,
quality control program, and safety plan
• Perform weekly jobsite inspections to verify the work is
being accomplished in accordance with the contract
documents and notify the owner upon the discovery of
any defects and deficiencies in the work
• Conduct weekly meetings with the contractor to discuss
construction progress, safety program, quality issues,
submittal review status, material status, information
requests, cost proposal requests, and design issues
• Process contractor submittals including requests for
information and shop drawings
• Process change orders and contractor’s application for
payment and recommend for acceptance
• Maintain accurate and comprehensive project
documents and jobsite correspondence
• Prior to completion of work and release of final payment,
establish final closeout procedures and final punch list
and confirm required inspections by government
agencies and utility companies are completed

company established by Mr. Felix B. Limtiaco, a former Director
of the Department of Wastewater Management of the City and
County of Honolulu. Founded in 1997, TLCG specializes in
planning, design, and construction services for water,
wastewater, stormwater, and water reuse infrastructure. The
company is also experienced in general civil engineering
projects.
Through 28 years of business, TLCG has grown its staff of
complementing professional engineering services. The
company has maintained an average of 43 employees over the
past five years.

Project Approach
TLCG’s Construction Management (CM) team is built on the
philosophy that each client’s needs are unique and should be
addressed individually. Our team operates as an extension of
our clients, providing quality project solutions customized to
meet the clients’ goals. TLCG understands that there are many
different agencies, parties, and stakeholders who need to be
communicated with during the course of a project, and we take
pride in our ability to successfully facilitate meetings and resolve
issues with affected parties. TLCG believes effective
communication and coordination are just as vital as the work
quality and project budget to ensure a successful project.
TLCG construction managers minimize costly project delays
and cost overruns by communicating effectively and working
closely with the contractor and owner to ensure that construction
is completed with minimal public disruptions. The TLCG
approach to construction management consistently saves
owners time and money, while ensuring a quality work product.
In addition to traditional construction management tasks, TLCG
has provided project management services on challenging
projects with issues during construction. TLCG supports the
owner on projects administered by other consultants until
resolution is achieved and the project is completed. Tasks
include exploring new alternatives to optimize the internal
construction management process, management forecasting
and preparation, privately constructed asset acceptance and
turnover, and internal agency coordination and communication.
A thoughtfully planned public outreach program is highly
beneficial for informing residents and users of the project scope,
impact, and schedule. Our CM team is experienced in working
with various contractors to keep our elected officials and the
public updated with project information to lessen the impact to
residents and minimize complaints.
Project Team Composition and Leadership
TLCG’s CM group is led by two Certified Construction Managers
and one Certified Associate Construction Manager accredited
by the Construction Management Association of America and is
comprised of 6 Professional Engineers, 4 Engineers-in-Training,
and 5 Inspectors. Mr. Ian Arakaki will serve as the Principal-in-
Charge for the project team. Every CM project is overseen by
Mr. Arakaki and managed and completed by one of our
Professional Engineers.
For large-scale construction projects, it is more cost effective
and logical to incorporate specialized construction inspectors
into our CM team. TLCG has a working relationship with SSFM
to utilize their construction inspectors as added resources and
for special inspections.
It is our belief that in order to provide exceptional CM service,
our team members must have a broad range of skill sets and
experience in the construction industry. TLCG believes the
Construction Manager is not only responsible for managing the
contractor and quality control, but also serves as the bridge
between the design and construction phases. Therefore, it is
TLCG’s philosophy that all CM engineers possess civil design
and permitting experience in addition to extensive field/
construction experience.
TLCG’s greatest asset is its people. Comprised of motivated,
experienced, creative, and practical professionals, TLCG is
eager to solve the toughest engineering problems. The
experience and qualifications of the key personnel for the project
team are provided.
Ian Arakaki, P.E., CCM
Mr. Arakaki has 29 years of experience on
civil, sanitary, and environmental projects.
His construction-related experience in
Hawaiʻi includes Design-Bid-Build, CM-at-
Risk, and Design-Build projects, and he is
responsible for all construction
management and observation projects.
In addition, Mr. Arakaki is responsible for providing program
management services for the Board of Water Supply, the City
and County of Honolulu’s Department of Environmental
Services, and Hawaiʻi American Water. As a direct result of his
exemplary management skill and ability to deliver quality end
results, TLCG has remained the preferred consultant for the
private utility for the past 23 years.
Eric Arakawa, P.E., CCM
Mr. Arakawa has 23 years of civil engineering
design and construction experience. His
projects include roadway infrastructure
and utilities design, site development, and
construction management of water and
wastewater upgrades. He was selected as
Hawaiʻi’s Young Engineer of the Year in
2016.
Brandon Whitaker, P.E.
Mr. Whitaker has 14 years of experience in
civil engineering and construction
management. His projects include
stormwater pollution prevention,
wastewater collections systems, force
mains, and pump stations.
Justin Barnes, P.E.
Mr. Barnes has 11 years of experience on
civil and sanitary engineering projects. His

ENGINEERING EXCELLENCE
TLCG received an Honor Award at the 2010 Engineering
Excellence Awards Competition held by the American Council
of Engineering Companies – Hawaiʻi. The award is for superior
engineering services provided by the firm for the State of
Hawaiʻi, Department of Land and Natural Resources (DLNR)
and Kaʻaʻawa residents whose homes were in imminent danger
of collapse following the 40 days of rain in 2006. “The Limtiaco
Consulting Group designed a project which was on time and
came in under budget. The ability to do those things, while
adhering to a compressed design schedule, is the hallmark of a
technically competent firm,” said Carty Chang, Chief Engineer
of the DLNR, Engineering Division.
BEST WATER/WASTEWATER/ENVIRONMENTAL PROJECT
TLCG’s Pearl City Force Main Slip-Lining Repair project for the
City and County of Honolulu, Department of Design and
Construction was awarded the Best Water/Wastewater
/Environmental Project at the 2013 ASCE Hawaiʻi Section
Outstanding Civil Engineering Achievement Awards Banquet.
This project was spurred by consecutive pipeline breaks within
a 250-foot section of 30-inch and 42-inch dual force mains. The
project was declared an emergency because the public’s health
and safety were in imminent danger due to the large service
area associated with the force mains. This project also won an
Excellence Award at the 2014 Engineering Excellence Awards
Competition.
BEST SMALL PROJECT
The Mana Drag Racing Strip Improvements project located in
Waimea, Kauaʻi was awarded the Best Small Project Award at
the 2015 ASCE Hawaiʻi Section Outstanding Civil Engineering
Achievement Awards Banquet. TLCG performed civil design
and construction management services for the State of Hawaiʻi,
Department of Land and Natural Resources for the resurfacing
and reconstruction of the NHRA-sanctioned drag strip to provide
a safe and functional facility for motor sports on Kauaʻi.
BEST SUSTAINABILITY PROJECT
The Wahiawa Police Station NPDES Small MS4 Permit
Program Improvements project was awarded the Best
Sustainability Project Award at the 2017 ASCE Hawaiʻi Section
Outstanding Civil Engineering Achievement Awards Banquet.
This project was one of the first projects in Hawaiʻi solely
developed to improve stormwater quality; it was completed prior
to the issuance of local guidelines on Low Impact Design or
structural BMP standards. TLCG earned an Honor Award for this
same project at the 2018 Engineering Excellence Awards
Competition.
HONOR AWARD
TLCG received an Honor Award at the 2024 Engineering
Excellence Awards Competition held by the American Council
of Engineering Companies – Hawaiʻi for the Wailua Sewage
Pump Station No. 1 Rehabilitation project located in Lihuʻe,
Kauaʻi. The County of Kauaʻi faced a public health and
environmental problem when one of the pump stations stopped
functioning, leaving this aging facility at risk of wastewater spills.
TLCG designed a facility retrofit to expand the wet well access
and accommodate two new pumps. Even amid the COVID-19
pandemic, this project was completed under a strict time
constraint to ensure the public’s health and safety.
