air handling units. Additional electrical power tie-in, conduit runs and disconnect installation will be required, as
well as the installation of new refrigerant lines, duct work and testing and balancing of the completed system.

CASE STUDY
In 2016, the Honolulu Board of Water Supply (HBWS) awarded RHA CM a three-year construction management contract to
lead the coordination of work for their $33 million Energy Savings Performance Contract (ESPC). This was the first ESPC to be
awarded by a county water utility in Hawaii. The ESPC will facilitate and accelerate energy conservation measures (ECMs) to
achieve energy efficiencies and develop renewable energy to directly support the State of Hawaii’s goal to achieve 100 percent
of electricity generation from renewable energy by 2045.
Part of the challenge for RHA CM involved ramping up quickly with the necessary resources to oversee the construction for
several ongoing projects, including a lighting retrofit, power factor correction retrofit, rider M/TOU pump control, well pump
controls, and photovoltaic systems NEM projects at numerous HBWS locations and facilities with both day and nite work
schedules. RHA CM rapidly staffed up with qualified personnel to achieve these objectives.
RHA CM also provided an onsite physical presence at all times concurrent with any contractor activity while also providing all
necessary off-site support requirements such as office space, furniture, equipment, communications, and internet access to
enable staff to perform the required services.
