and traffic engineering services for this new Middle School located on an 18-acre parcel. The campus contained the following
structures: Administration, Library, Cafeteria, Classrooms, Covered and Uncovered Playcourts, soccer and softball fields and
various elective learning spaces. This new school is intended to serve an initial enrollment of 1,050 sixth to eighth grade students
with planned on-site expansion that allows enrollment to grow to 1,400 students. Cost: $59.8 million

The infrastructure is on undeveloped land in support of a planned community agricultural park utilizing non-potable water from the
Department of Agriculture’s (DOA’s) Paiakuli Reservoir. Cost: $3.5 million

existing 100 ft. tall steel girder and trestle bridge project originally constructed in 1912 and widened in the mid-1950s. The work
included construction of a temporary 1-lane ACROW bridge alongside the existing bridge to accommodate traffic during
construction. This project is subject to historical requirements by the State Historic Preservation Division. Cost: $29.9 million

Scope: SSFM provided professional planning services for the preparation of
the Downtown Hilo Multi-Modal Master Plan and the County’s
Complete Streets Program.
The Downtown Hilo Multi-modal Master Plan will establish a
community-driven Master Plan for policies, programs, and projects
which will improve overall mobility throughout the Downtown area and
provide multi-modal connections to high activity locations. The Mobility
Plan will provide for a variety of transportation options, such as public
transit, shuttle service, park-and-ride, private vehicles, pedestrians,
and bicycles.
The Multi-modal Master Plan will identify policies, strategies, actions,
capital projects, and financing measures that support a multi-modal
transportation network. The Plan will also include visual guides that
depict recommendations and clearly illustrate program outcomes (e.g.:
maps, renderings, diagrams, sketches, sections, elevations, etc.).
The County of Hawaii Complete Streets Program assignment is to
create a program which will implement a balanced, multi-modal
transportation network throughout the island. The approach will use
stakeholder involvement to identify and address the needs of all users
of streets, highways, sidewalks, and trails, including pedestrians,
bicyclists, children, persons with disabilities, the elderly, movers of
commercial goods, emergency responders, users of public
transportation and motorists.
The County of Hawaii Complete Streets Program will include policy
and design guidelines that promote a multi-modal Hawaii County
transportation/circulation network that is safe, pedestrian friendly,
traffic calming, congestion-mitigating, and provides frequent and reliable transit service between home,
workplace, school, recreation, resorts, and shopping for residents and visitors. Clear visual guides will

Hurricane Lane damaged roads. Hurricane Lane
caused severe damage to many State Highways

rainfall resulted in localized flooding and landslides
which made many roads unpassable and unsafe.

to start repairing roads and slopes to provide the

Scope: SSFM was the prime consultant for this project and
provided project management, civil engineering, traffic
engineering, and permitting design services. The first
phase included a contraflow lane between Shower
Drive and Kaloli Drive intersections and the second
phase modified the Ainaloa Boulevard intersection by
constructing a single-lane roundabout within the
existing right-of-way.
This project consisted of two separate improvements
along Kea‘au-Pāhoa Road which were designed and
constructed independently. The first phase provided
for a contraflow lane between Shower Drive and Kaloli
Drive intersections and included modification of
highway infrastructure such as guardrails,
signing/striping, and minor grading. The pavement was also widened in areas to provide adequate space
for the new traffic pattern. The second phase modified the Ainaloa Boulevard intersection by constructing
a single-lane roundabout within the existing right-of-way. This included pavement reconstruction,
drainage infrastructure, utility relocations, new street lighting, striping/signage, bus pullouts and traffic
calming measures as part of the roundabout package.
This project was a subset of a larger corridor undertaking which planned the widening of Kea‘au Pāhoa
Road (Hwy 130) road from Shower Drive to south of Pāhoa. This road is a major link between Hilo and
Puna and a critical facility for rural residents to access their places of work and good and services. Due
to the high volume of traffic, the existing facility is overwhelmed and also has several intersections with
high crash rates due to the conflicting movements. This smaller project was undertaken because DOT
did not have the funds to construct the 4-lane widening as originally planned in the near term. Therefore,
they were seeking more immediate solutions to improve safety at the major intersections along the
corridor as well as decrease travel times by implementing a contraflow that could be implemented quickly.

SCOPE
SSFM provided comprehensive development management (master
planning, programming, design, land use planning and entitlements) for
the $7.9M project to develop a First Responder Technology Campus
(FRTC) on a 243-acre greenfield site owned by the State, Hawaii
Technology Development Corporation (HTDC). The FRTC was
envisioned to be a centrally located, state-of-the-art facility serving
multiple Federal, State of Hawaii, and City and County of Honolulu
(County) first responder agencies on Oahu.
SSFM’s civil and traffic engineers led site development and
infrastructure design (roadway, water, sewer, and electrical) as
Designers of Record for both the full master plan and construction
design for Phase I.
SSFM led a multi-day charrette in 2021 to create a cohesive vision of the FRTC for stakeholders across multiple levels of
government with different programming requirements, and a wide range of desired uses for the shared facilities (office,
classroom, warehouse, fitness, shooting and training ranges). The charrette involved representatives from nineteen (19)
Federal, State, and County agencies to understand operational needs, opportunities, and constraints. Facilitators guided
participants to state their own individual agency needs, understand the needs of partner agencies, and identify
opportunities for collaboration, which resulted in an updated conceptual master plan.
The wide range, size, and intensity of proposed uses for the property identified in the master plan required a
Programmatic EIS to assess all potential project-related impacts and to identify any necessary mitigation measures.
SSFM’s environmental planners were able to develop the EIS concurrently with Phase I design, and on a compressed
timeline. The Final EIS was published in just 18 months.
SSFM Project Managers recognized the biggest challenges to the project schedule would be obtaining required State and
County land use approvals and tapped into in-house land use and entitlements planning expertise early on. Proposed
uses for the project site were outside of current City zoning designations for the property. SSFM’s planners started early
consultation with the City & County of Honolulu to discuss options for rezoning and developed a plan and schedule to
obtain the necessary rezoning of the land to meet the project needs. SSFM’s planners also started early consultation with
the State of Hawaii to discuss options for a State land use district boundary amendment that would be needed to meet the
project needs and the State land use code.

Scope: SSFM was the Prime Consultant for this improvement
project that included the addition of a comfort station
and pavilion, a little league baseball field with dugouts
and bleachers, a jogging path around the perimeter of
the park, and replacement of the existing basketball
court. The project also included site access
improvements to and from Kukuihaele Road, ADA
walkways and sidewalks, additional parking areas, and
retaining walls.
The project improved and expanded the facilities at
the existing park to include needed recreational
facilities. This was accomplished in a way that
maintained most of the open space the existing park
utilized and kept from overtaxing the local roads in this
rural and isolated area. A second objective was to
provide an ADA accessible comfort station that both
Park users and the traveling public could utilize.
Kukuihaele is enroute to Waipio Valley, a popular local
and tourist destination but with no public toilets.

Scope: SSFM was the A-E Prime and Civil Designer-of-
Record for this Emergency Design Build project to
construct a temporary school facility to
accommodate the more than 600 displaced students
and staff from King Kamehameha III School in
Lahaina, which was destroyed by wildfires in August
of 2023.
The West Maui Temporary School Facilities project
consists of 38 modular buildings on a 10.2-acre
greenfield site in Honokowai, Maui. To meet USACE
Honolulu District goals for project turnover to the
Hawaii DOE in time to open the school by end of
March 2024, the DB team provided all design and
construction services within an expedited time frame (95 days).
The project included 50,000 cubic yards of mass grading, 3,575 tons of aggregate base course, 1,263
tons of asphaltic concrete, 4,690 linear feet of waterline, 2,690 linear feet of fireline, 3,060 linear feet of
sewerline, 600 linear feet of drainline, 27,550 square feet of concrete sidewalk, and other related site
infrastructure improvements.
Engineering and design services included new pavements, drainage systems, water systems, sewer
system, sidewalks, pavement markings, provide temporary and permanent Best Management
Practices (BMP), and support to process applicable government agency permits.
The SSFM Design Team worked closely with
the contractor to make daily iterations of the
site layout and grading concept to both
optimize site configuration and earthwork
requirements for the benefit of the project.
Collaboration on the utility layouts were
developed and finalized after the site was
generally set. Additional refinements to further
enhance the drainage conditions were added during the construction process. This close working
relationship allowed the team to share information via Civil 3D models throughout the project duration.

SSFM mobilized teams to quickly adapt to the Maximo system used by HWY-O and added efficiency
tools such as QVC Zoom Cameras, Remote Controlled Rovers, and video recordings to allow for safe
inspections and review of conditions.
This is part of a 5-year contract involving project management, inspection, and design of culverts on the
island of Oahu. As part of this contract, SSFM updated the culvert database (Maximo) of approximately
980 structures with inspection data, repairs & prioritization based on ratings developed during
inspections. SSFM recommended remediation measures and provides designs for issues that need to be
addressed to meet OSHA, HIOSH, MUTCD and state and federal compliance requirements.
The State of Hawaii is required by Federal Mandate to comply with the Environmental Protection Agency
(EPA) MS4 storm drain requirements by inspecting approximately 980 underground culvert crossings on
Oahu. The objective is to maintain an effective asset management system for the repair and
maintenances of the culvert crossing inventory.

Scope: SSFM provided planning and project management services for
a master plan study of an existing property in Kamuela that the
client owned and leased to a cooperative. SSFM provided
recommendations to update the existing facility to meet the
Food and Drug Administration’s Food Safety Modernization
Act (FSMA), as well as explored expansion of the property to
offer other amenities, such as washing, packing, and
processing of produce to encourage and promote farming.
The Client received funding from the Hawaii State Legislature
to conduct a master plan study for the Kamuela Vacuum
Cooling Plant property that they currently lease to the Kamuela
Vacuum Cooling Cooperative (KVCC). The master plan was
to understand FSMA, work with area farmers and the
community, to develop a master plan for the property. This
master plan included upgrades to the active cooling
warehouse, and future expansion which included projected
construction costs and revenue to provide additional amenities
such as washing, packing, and processing to
promote/encourage farming.

Scope: SSFM was the prime consultant for this project and
provided project management, civil engineering, traffic
engineering, and permitting design services. The first
phase included a contraflow lane between Shower
Drive and Kaloli Drive intersections and the second
phase modified the Ainaloa Boulevard intersection by
constructing a single-lane roundabout within the
existing right-of-way.
This project consisted of two separate improvements
along Kea‘au-Pāhoa Road which were designed and
constructed independently. The first phase provided
for a contraflow lane between Shower Drive and Kaloli
Drive intersections and included modification of
highway infrastructure such as guardrails,
signing/striping, and minor grading. The pavement was also widened in areas to provide adequate space
for the new traffic pattern. The second phase modified the Ainaloa Boulevard intersection by constructing
a single-lane roundabout within the existing right-of-way. This included pavement reconstruction,
drainage infrastructure, utility relocations, new street lighting, striping/signage, bus pullouts and traffic
calming measures as part of the roundabout package.
This project was a subset of a larger corridor undertaking which planned the widening of Kea‘au Pāhoa
Road (Hwy 130) road from Shower Drive to south of Pāhoa. This road is a major link between Hilo and
Puna and a critical facility for rural residents to access their places of work and good and services. Due
to the high volume of traffic, the existing facility is overwhelmed and also has several intersections with
high crash rates due to the conflicting movements. This smaller project was undertaken because DOT
did not have the funds to construct the 4-lane widening as originally planned in the near term. Therefore,
they were seeking more immediate solutions to improve safety at the major intersections along the
corridor as well as decrease travel times by implementing a contraflow that could be implemented quickly.

Scope: SSFM provided Project Management and Construction
Administration for the design and construction phases
of the Guam Cultural Repository (GCR). The 13,000
SF facility enables the Territory of Guam to address the
current artifact storage deficiency and to accession
archaeological objects discovered or unearthed during
construction activities on Guam.
The project was authorized by US Congress, which
appropriated $12 million for the project. The project
had multiple clients including the Office of Economic
Adjustment, the Office of the Governor through the
Guam Buildup Office, and the University of Guam.
Project also required coordination with Cultural
Repository Intergovernmental Team, which included
all stakeholders in the project.
A federally compliant cultural repository was
identified as a need during the EIS phase of Guam
Buildup. The Office of Economic Adjustment and the
Government of Guam entered in a MOA to fund and
build a cultural repository for Guam. The project
allows to properly store and inventory the
archaeological collection of Guam and provides enough capacity for any additional items discovered due
to Military Buildup construction.

throughout Oahu. SSFM also developed traffic control plans, traffic management
plans, inspection reports, and preliminary cost estimates for repairs of structures with
low ratings, which allowed the State to program repairs for future design and
construction projects.

Construction Management Services for Infrastructure Development for the
Lima Ola Workforce Housing Development Phase I, Eleele, Kauai, Hawaii
SSFM provided project management and construction management services for
Phase I of the infrastructure development for the 75-acre Lima Ola Workforce
Housing project. SSFM contributed to the success of the project by working towards
a common goal with the contractor and designer. The Construction Management
team increased its inspection staff to have eyes and ears at all locations that
required special and ongoing inspections. Special inspectors were also brought on to
review rebar placement and concrete pours in addition to continuous inspection of
pipe and electrical placement and fill. These daily inspections were a critical
component to ensuring that all County standards were met.

FY25 B3660 Hangar Renovations, Kadena Air Base, Okinawa, Japan
SSFM provided project management and structural engineering services for the
seismic evaluation and wind analysis of the mission-critical Hangar B3660 which
consists of a main hangar and two adjacent wings. SSFM’s team evaluated the
condition of the existing structure by visual observation method and provided wind
analysis on the hangar building with a 3D finite element structural software,
SAP2000. The final B3660 Seismic and Wind Evaluation Report summarized Tier 1
and Tier 2 evaluations of the hangar’s strength and capacity to support the design
wind loads and additional weight of a new roofing system and allow for the most
cost-effective renovation of the hangar.

As an SSFM-NOEI JV partner, SSFM provided project management, civil and

package for the repair and maintenance of Dry Dock No. 1 Void Repair, Phase 1 at
Joint Base Pearl Harbor-Hickam, Hawaii. The project included a Site Engineering
Investigation Report, re-validation of the DD 1391 Form, and engineering services
that included topographic/utility data survey, pavement assessment investigation,
subsurface/ geotechnical investigation, hazardous/contaminated materials testing,

to develop a planning study for the future renovation and expansion of the Peltier
Child Development Center (CDC). The study included traffic, parking, Antiterrorism
Force Protection (ATFP), environmental, electrical, structural, and seismic analysis
for planned renovations to increase the number of children the CDC can
accommodate, from 246 to 380.

Facilities No. 2014 & 2015 – Sewer Lift Stations No. 1A & 1, Condition Survey &
Assessment, Joint Base Pearl Harbor-Hickam, Hawaii
SSFM provided project management, civil and structural engineering services to
develop a condition survey of the existing Sewer Lift Stations No. 1 and No. 1A
located within the airfield flight line and adjacent to Bldg. 1055H. The survey
provided an assessment of estimated usage life for the lifts if no action is taken, as
well as if recommended repairs and upgrades are completed, and evaluated the
feasibility of constructing a new lift station at the current location and at other sites
outside of the flight line.

Kukuihaele Park Improvements

SSFM was the Prime Consultant for this improvement project that included the
addition of a comfort station and pavilion, a little league baseball field with dugouts
and bleachers, a jogging path around the perimeter of the park, and replacement of
the existing basketball court. The project also included site access improvements to
and from Kukuihaele Road, ADA walkways and sidewalks, additional parking areas,
and retaining walls.

First Responder Technology Campus Development and Programmatic EIS,

SSFM provided comprehensive development management (project management,
master planning, programming, civil and traffic design, land use planning and
entitlements) for the $7.9M project to develop a First Responder Technology
Campus (FRTC) on a 243-acre greenfield site owned by the State, Hawaii
Technology Development Corporation (HTDC). The FRTC was envisioned to be a
centrally located, state-of-the-art facility serving multiple Federal, State of Hawaii,
and City and County of Honolulu (County) first responder agencies on Oahu. The
wide range, size, and intensity of proposed uses for the property identified in the
master plan required a HRS 343 Programmatic EIS to assess all potential project-
related impacts and to identify any necessary mitigation measures.

SSFM provided Civil, Structural, Traffic Engineering, and Project Management
services for the complete Design-Bid-Build package for new embarkation and
debarkation facilities for the Third Marine Expeditionary Force (III MEF) on an
approximately 12-acre site at NBG. The new facility will support embarkation of
personnel and equipment moving into Guam, as well as increased frequency of
debarkation for training and movement throughout the Pacific Rim. The
approximately 12-acre project site contains 5 at-grade wash lanes and 5 elevated
wash lanes, an operations building, utility buildings, desilting basin, and a bio-secure
area for storage.

FY20 MCON Project P-311 Central Fuel Station
Naval Base Guam, Joint Region Marianas, Guam
SSFM provided project management, civil engineering, and structural engineering
services for the development of a Ready to Advertise Design-Build RFP package for
construction of the fuel station, which will serve the base and support tactical
activities. The fuel station facilities include a multi-outlet fueling station with five
12,000-gallon cylindrical tanks, reinforced concrete canopy roof, columns and
shallow spread footings, a tank/truck filling station, fuel storage facility, fuel
administration building, and generator building.

FY23 DHA Medical Clinic Replace Chillers & AHU’s Building 626, Kadena Air
Base, Okinawa, Japan
SSFM was the Prime Consultant for this MILCON utility system project involving the
preparation of a full ready to advertise ready (RTA) design-bid-build package,
including plans and specifications, for the replacement and/or repair of the existing
Building 626, Kadena Medical and Dental Clinic, HVAC system. The Kadena
Medical and Dental Clinic is an approximately 231,766 square foot facility built in
1999. The Chillers and condenser units are original to the facility.

DESC1803 Construct Bulk Storage Tanks
Marine Corp Air Station (MCAS) Iwakuni, Japan
SSFM prepared a Requirements Document feasibility study, phasing plan, and cost
construction estimate for the replacement and upgrade of four areas of bulk JP-5
fuel storage located on MCAS Iwakuni. The storage capacity was doubled to
815,000 barrels (BBL) from the previous capacity. Available land was limited and
required the demolition of several support buildings to meet UFC and NFPA
requirements necessary to increase the storage capacity required. The study
explored alternate methods of spill containment which required NAVFAC approval to
upgrade the fuel storage capacity. The program includes four separate phases to
increase total bulk storage capacity by 430,000 barrels.

SSFM provided a comprehensive analysis of the infrastructure and resources

of Tinian, CNMI. The project team developed a methodology to produce
recommendations based on a systematic approach in analyzing resources and
limitations to each technical discipline. The purpose of the TCCS was to assist DoD
in making informed planning and programming decisions for future DoD construction
on Tinian.

Storage facilities were made of structural steel and cast-in-place concrete frame,
perimeter cast-in-place and concrete masonry unit walls, and cast-in-place concrete

of an existing property in Kamuela that the client owned and leased to a cooperative.
SSFM provided recommendations to update the existing facility to meet the Food

explored expansion of the property to offer other amenities, such as washing,
packing, and processing of produce to encourage and promote farming.

classrooms and Sensitive Compartment Information Facility (SCIF), Company
Operations Facilities (COF) including Administrative Module (16,120 SF) and

other maintenance storage activities, hardstand for Tactical Operation Center (TOC),
and privately owned vehicle (POV) parking for Battalion HQs and COF.

On behalf of the Hawaii Department of Transportation and under contract to the
Honolulu Authority for Rapid Transportation (HART), SSFM provided design reviews,
construction reviews, and other engineering services for the Honolulu Rail project
within HDOT rights-of-ways from Aloha Stadium to the Ala Moana Shopping Center.
In addition, SSFM facilitated issuance of permits, plan approvals, and assisted
HDOT in coordinating and overseeing the work within Highways, Airports, and
Harbors Division’s jurisdictions.

for this project. The project included the design of two (2) new Missile Storage
Facilities (MSF-1 and MSF-2) to replace Buildings 47555 & 47556 (MSF-1) and
Building 49401 (MSF-2). The combined storage capacity for the new facilities
included 200 total missile canisters.

special inspection services for a new communications building and antenna tower.
The communication building and the antenna tower were designed by others. SSFM

facilitated the building permit approval process, provided planning services for a
Special Use Permit, construction administration services, special inspection visits.

SSFM provided review and validation of the Draft Final Activity DD1391 and
prepared the Program Final Region FEC DD1391. SSFM prepared the Program
Final Region FEC DD1391 which included the considerations from all disciplines.
The work also included performing a Site Engineering Investigation (SEI), Utility
Investigation, and historical Environmental Investigation. The project site is an
approximately 3.2 acre parcel with a 1,550 SF Administration Building, 60,000 GA
Fuel Storage, 8 fuel pumps, and back-up generator building.

construction schedule.

SSFM provided the geotechnical investigation and topographic mapping for this
57,000 s.f. medical material warehouse that is planned for in-house design by the
USACE. The design charrette was conducted and the footprint of the medical
warehouse was changed. SSFM maintained the project schedule despite the late
confirmation of the building layout. SSFM worked closely with the JED Design
Manager to accommodate the adjustments necessary for the completion of the
deliverables.

reporting. The SSFM PM worked with not only the developers but other internal
departments of HECO and the Public Utilities Commission (PUC) in order to execute
the project in a timely manner.
FY17 Kinnick High School Due Diligence Planning Study

FY15 MILCON P213 Hangar 525 Modernization
MCAS Futenma, Okinawa, Japan
SSFM upgraded the aircraft maintenance hangar (Building 525) to current UFC
standards for Type II Hangars to accommodate all stationed and soon anticipated
aircraft. Work included upgrading the roof joist support hoist and providing an
independent bridge crane support system including a five ton crane with a hoist
height increase in Hangar 525. Facilities designed to meet or exceed the useful
service life specified in DoD Unified Facilities Criteria.

SSFM provided project management, structural engineering and civil engineering
services for the development and completion of construction solicitation documents.
The project included a Special Access Program Facility (SAPF) addition to Hangar 3
(Building 762). SAPF construction included floor slab on pile construction; structural
steel frame and masonry walls and roof structure; interior utilities; exterior utilities;
fire protection; communications extension; and necessary support for mechanical
room addition to the squadron hangar space. Estimated construction cost $17.36
million.

SSFM provided emergency management and support services for the construction
and relocation of assets from Keonepoko Elementary School due to the Puu Oo
Vent lava flow crossing Highway 130 and impacting Pahoa Town. The project
included planning, design, and construction management services for construction of
a temporary elementary school campus for 450 students at the Keaau High School
Athletic Parking Lot.

SSFM provided Project Management, Structural Engineering, and Construction
Management services for the Various Earthquake Damage Assessment and
Recovery Services projects. Facilities included Kohala Elementary, Kohala Middle,
Kohala High, Laupahoehoe High and Elementary, and Paauilo Elementary.
SSFM inspected and repaired various schools to bring back to operational status
that existed immediately prior to the 15 October 2006 earthquake. SSFM utilized
ATC 20-1 (Applied Technology council 2nd Edition) Structural Post earthquake
safety evaluation of buildings to conduct structural inspections, prepared
details/sketches for force account work, provided construction management
services, and project documentation.

Improve Military Family Housing Electrical Infrastructure, Phase 1, Misawa Air
Base, Misawa, Japan
SSFM provided design consultation to the government during the construction phase
of this project. The project involved the replacement of the exterior Military Family
Housing (MFH) electrical system from the main substation to all houses, upgrade and
reconfigure existing substation; ensure all feeders are underground; replace all PCB
transformers and worn transformers, switches and devices; include all wiring up to
the transformer station of each house, and construct a building for the 6.6KV and 66
KV transformers.

SSFM provided project management services for the creation of a Basic Criteria
Package for the project. Services included a pre-design conference, site

drawings, narratives, and back-up data. The project involved construction of 106
Family Housing Units for officers and equivalent civilians consisting of sixty-two (62)
3-bedroom units and forty-four (44) 4-bedroom units.

SSFM was the Prime Consultant responsible for complete AE design services using
the EA’s Preferred Alternative action. The Kalabera Cave project and the
surrounding area’s approximately 0.8 hectare is meant to be a tourist destination.
Access to the interior of the cave beyond the proposed Viewing Platform will be
limited to scientific research in coordination with the CNMI HPO.

PSS Lower Base Facility

SSFM was the Prime Consultant for the design of the PSS Lower Base area to
control the constant flooding, so severe that PSS Lower Base function is totally
interrupted. The design diverted water flow from the main highway and provided an
effective flood waterway towards existing drainage ways. Included was the design of
a new mezzanine structure that PSS plans to use as storage.

SSFM was the Prime Consultant for design and construction services for this new
5,000 SF 1-story laboratory building, which includes three classrooms, restrooms,
offices, and storage areas for laboratory equipment and teaching supplies. The
project also included a parking lot and landscaping to satisfy City and County of
Honolulu’s Land Use Ordinance and the conditions of the Shoreline Management
Permit.

SSFM was the Prime Consultant responsible for securing site approvals for
approximately 200 sites Statewide, including government permits/approvals,

documents. This work also included the Installation of new composite poles,

drawings, specifications, design analysis, and cost estimates. SSFM and the design
team ensured that all applicable US and local Japanese laws and codes were
incorporated into the overall design.

FY13 MILCON Project 353 Bachelor Quarters, Camp Shields
Okinawa, Japan
SSFM developed the final design documents to construct 22 each, “2+0” module
low-rise concrete construction Bachelor Quarters. Supporting Facilities included site
improvements, utilities, trash enclosure, covered bike shelter, barbeque shed,
flammable storage shed, and covered walk/stairs to the parking area.
This project was required to provide adequate living quarters for unaccompanied
officers at Camp Shields which serves as the deployment hub for the Naval Mobile
Construction Battalion (Seabees) based on Okinawa. This project was critically
needed by the Navy to replace obsolete and substandard quarters now occupied by
deployed officers. This project conforms with the Army's LEED requirement.

SSFM International is a Hawaii-based, minority-owned business founded in 1959,
incorporated in the State of Hawaii in 1961, and 100% employee owned. We provide

As Project Managers, we assist Owners/Clients in defining the project, developing the scope
of work, preparing requests for proposal (RFP) or requests for qualifications (RFQ), and in
assisting with the selection of required professional services. Ultimately, we provide our
combined expertise as a representative of the Owner/Client and manage the project on their
behalf.
Our Project Managers are responsible for the following:
• Communicate routinely, assist with implementation of project delivery strategies,
and assist with brainstorming and development of solutions.
• Ensure project control via overall coordination and management of projects, from
inception through completion.
• Develop the quality control section of the Project Management Plan to identify the
specific level and quality control of the engineering services, conceptual design
and/or environmental planning study.
• Identify Stakeholders and determine their requirements; manage and influence
those requirements to ensure a successful project.
• Analyze and fully understand the specific mission-needs of the Project, and task a
matrix team of multi-discipline professionals.
• Articulate the Client's goals and objectives to the Project Team members and
external groups.
• Provide clarification and accurate documentation of the scope of work for the entire
Project Team.
• Execute planning of the project in all aspects of definition, schedule and budget.
• Coordination and scheduling of sub-consultants.
• Monitor the progress of the project to determine actual work accomplished versus
cost-to-date versus budget.
• Perform appropriate actions to maintain project schedule and budget.
• Record meeting minutes and memoranda of significant events and decisions.
• Serve as the single point-of-contact for the Client.

SSFM understands that professional quality, technical accuracy and coordination of all designs, specifications, cost
estimates, studies and other services are not only mandatory but critical. Quality Assurance is an independent
management system that provides a means for getting work activities correctly planned and stated objectives achieved.
Quality Control is the operational techniques and activities that are used to fulfill requirements for quality. A QA/QC
program, therefore, is a project-specific interdisciplinary management system with the ultimate goal of doing the right

A SSFM third party, QA/QC Manager is designated to the team with no other project responsibilities. This
Manager will report to the Project Manager the status of quality on the project. QA/QC information for all projects
is tracked and reported to all team members.
SSFM offers senior, registered professionals in every required discipline and these professionals attempt to “ask
the hard questions,” “do it right the first time,” and review and coordinate documents at the end of each phase of
document development.
Should unforeseen circumstances emerge during construction, or design deficiencies be discovered, SSFM’s
response will always be to work with the Owner and the Contractor and together determine and agree upon the
best solution for immediate corrective action to minimize any impact on construction schedule or cost.

PAST PERFORMANCE IN TERMS OF COST CONTROL
SSFM places special emphasis on cost control for all projects and has consistently designed projects within the available
funds or have worked with clients to modify the projects to comply with their budget constraints. SSFM has extensive
experience in the FACD and charrette process deployed by the Navy and the Corps of Engineers, respectively. Through
this process, alternatives and cost models/estimates are developed well before any design work is underway. This
provides a higher degree of confidence in meeting the final construction cost budgets established during the FACD and/or
charrette process. Our confidence in this process is further demonstrated by the fact that SSFM has three (3) trained and
experienced facilitators within our Project Management Group.

PAST PREFORMANCE IN TERMS OF COMPLIANCE WITH SCHEDULES
SSFM has demonstrated its capacity to meet project schedules especially where tasks are both numerous and on tight
schedules. Before starting a project the schedule and specific milestones are established and agreed upon. These
milestones are continually monitored so that potential schedule difficulties can be identified and corrected before they can
adversely affect the project schedule. The best indicators of SSFM’s ability to meet our clients’ performance schedules

SSFM realizes that at times circumstances may necessitate the acceleration of submittals. SSFM understands the nature
of their Clients which requires them to be able to accommodate accelerated and/or change-driven submittal schedules.
Under all circumstances, SSFM maintains a high quality of work and consistently produces economical and quality
designs. For scheduling purposes, SSFM utilizes Microsoft Project. This scheduling program is utilized on all significant
projects and provides SSFM with the ability to schedule engineering and CAD manpower requirements, track submittal
deadlines, significant milestones, etc. We feel that we can respond to and are willing to respond to any required project

County of Kauaʻi Sea Level Rise Constraint District
2024 American Planning Association, National Award for Resilience and
Sustainability.

Planning Award.
The County of Kauai adopted a new Sea Level Rise (SLR) Constraint District
within its Comprehensive Zoning Ordinance to do just that, making it the first
county in Hawaii and among the first in the nation to incorporate scientific
modeling for climate change induced hazards into land use regulations. The Sea
Level Rise Constraint District represents a proactive approach to community
resilience that can be used in conjunction with shoreline setback rules and other
land use regulations to minimize the threat to public health and safety, promote
resilient planning and design, and reduce the expenditure of public monies for
costly flood control projects necessitated by accelerating SLR.

Department of Hawaiian Home Lands General Plan Update 2020
2024 American Planning Association, Sustainable Communities Division Awards
for Excellence in Sustainability.
2023 American Planning Association, Hawaii Chapter, Outstanding Planning
Award.
This comprehensive, long-range plan update involved extensive outreach to
Hawaiian Home Lands trust beneficiaries and incorporated many new subjects
that had heretofore not been addressed by the DHHL General Plan. This General
Plan Update, for the first time, incorporated the most current information on
climate change in a technical background white paper that became the basis for
climate change-related policies that were integrated throughout the Plan and were
mutually reinforcing with policies on land use, infrastructure and other related
areas.
North Shore Coastal Resilience Working Group
2023 American Planning Association, Hawaii Chapter, Community Based
Planning Award.
In 2021, Surfrider Foundation and Hawaii Sea Grant partnered with SSFM
International to convene the North Shore Community Resilience Working Group
(NSCRWG). The NSCRWG was developed to discuss and identify possible
solutions and address increased impacts from coastal erosion and flooding within
the North Shore planning district, which includes the shoreline from Kaena Point
to Velzyland. The NSCRWG represents the first community-driven coastal
resilience focused working group in Hawaii. It brought together diverse public and
private stakeholders to facilitate meaningful, community driven discussions about
climate resilience and the future of coastal management on the North Shore
through the blending of technical, regulatory and community perspectives. This
effort laid important groundwork for the community to advocate for plans, policies,
and solutions to increase coastal resilience and educate others in the community.
Keaukaha Quick Build
County of Hawaii Planning Department
September 2022, recognized by the American Planning Association, Hawaii
Chapter. Community-Based Planning Award.
The project represented a State/County collaboration in a predominantly native
Hawaiian community. The majority of Keaukaha is owned by the State
Department of Hawaiian Home Lands, including the schools, roadways, and
surrounding residences, which are predominantly Hawaiian Homesteads.
This project sought to promote complete streets principles by transforming the
way public rights of way are used for the benefit, health, and enjoyment of all. To
achieve this, the continuous walking and biking pathway repurposed space within
the existing right of way to provide additional space for pedestrians and bicyclists.

Vision Zero Action Plan
County of Hawaii
October 2021, recognized by the American Planning Association, Hawaii Chapter.
Transportation Planning Award.
The County of Hawaii’s Vision Zero Action Plan identifies a path for the County to
achieve its goal of eliminating traffic related fatalities and serious injuries in
accordance with Vision Zero, a fundamentally new approach to traffic safety that
is being adopted in states and municipalities worldwide.
This Vision Zero Plan is the first to be completed and adopted in the State of
Hawaii. The plan was produced through the efforts of a multi-disciplinary Vision
Zero Task Force comprised of representatives from the County and State, as well
as emergency response, the health industry, and advocacy.
The Task Force used the data analysis to identify priority Vision Zero actions in
four categories: Education and Encouragement, Enforcement, Engineering, and

Implementation Award.
The Kalaheo Avenue and Kailua Road Intersection Improvements project was
initiated by the City and County of Honolulu's Department of Transportation
Services (City), under contract with SSFM International, with the goal to address
operational and safety concerns at the intersection.
A "Lighter, Quicker, Cheaper" interim pilot project was implemented to reconfigure
the stop-sign controlled intersection into a non-standard single-lane "triangle-
about" roundabout. The success of the interim pilot project improved the
community's understanding of how roundabouts work. It also enabled the City to
pursue full reconstruction that will result in a more standard modern roundabout
that includes geometric, drainage, and lighting enhancements to improve
automobile operations while continuing to prioritize multimodal safety/accessibility.

Climate Adaptation Design Principles for Urban Honolulu

Best Practice Award.
The Climate Adaptation Design Principles project exemplifies the proactive,
forward-thinking planning approach needed for municipalities to address the
significant challenges posed by climate change. With development of TOD areas
along the rail corridor a City priority, DPP TOD Division and OCCSR recognized
an urgent need and opportunity to ensure that the impacts of climate change are
considered in new development. Guidance was also needed to inform updates to
regulations, codes, and policies around built environment resilience, which can
take years to implement.
The Background Research and Design Principles documents help outline a path
forward for the City while also educating the public and development community
about climate adaptation science and best practices. The Design Principles can
also be referred to in reviewing discretionary permits for planned developments,
thereby having an immediate potential effect as the City moves ahead with
regulatory updates. Both documents are available for download at
www.honolulu.gov/tod.
County of Hawaii, Transit and Multimodal Transportation Plan
September 2019, recognized by the American Planning Association, Hawaii
Chapter. Transportation Planning Award.
The County of Hawaii Transit and Multi-Modal Master Plan (Master Plan) presents
a set of programs to provide a wider range of transportation options, reduce
dependence on the automobile, and reduce the negative effects of transportation
on the environment and climate change.
In the first year of implementation, the Master Plan has supported applications for
federal grants to purchase buses, state and local efforts for alternative energy for
transportation and a wide variety of other efforts. New buses arrive in early 2020
andthey will be deployed first on the cross-island route and the Puna hub and
spoke, which were top priorities in the Master Plan.

The Complete Streets Improvements for Nuuanu Ave and Liliha St project was
undertaken by the City and County of Honolulu Complete Streets Program and a
consultant team from SSFM International. The project goal was to identify
community-driven context sensitive complete streets solutions to enhance
livability, safety, and neighborhood character along Nuuanu Avenue and Liliha
Street.
The project team designed a context-sensitive process that combined technical
analysis and educational outreach with community input led by a stakeholder
advisory group.
Waimānalo Community Values and Priorities
Waimānalo, Hawaii
October 2018, recognized by the American Planning Association, Hawaii Chapter
as its 2018 Community-Based Planning Project.
The scope and objectives of the project were defined in collaboration with a
community leaders’ working group that included respected community members
representing diverse segments of Waimānalo. The following project goals were
identified: to preserve and restore the resources within Waimanalo’s ahupuaa;
help maintain the community’s character over time; express the community’s
kuleana to Waimānalo and each other; mobilize local and outside resources to get
projects done and address community priorities; provide guidance for
Neighborhood Board and community organization decision-making; communicate
local priorities to city and state decision-makers; and, communicate to newcomers
and visitors an understanding of the fundamental values of Waimānalo.
The resulting Keeping Waimānalo, Waimānalo: Community Values & Priorities for
the Future – Exploratory Document was released in December 2017.
Update of the Kauai County General Plan
Island of Kauai, Hawaii
October 2018, recognized by the American Planning Association, Hawaii Chapter
as its 2018 Outstanding Planning Project.
2019, recognized by the American Planning Association (national) with the Daniel
K. Burnham Award for a Comprehensive Plan.
In February of 2018, the update of the Kauai County General Plan was adopted
by the Kauai County Council, following a three year planning effort. It was signed
into law by Mayor Bernard Carvalho the following month. The plan, entitled Kauai
Kākou, was prepared by the Kauai County Planning Department, along with a
consultant team led by planners from SSFM International’s Strategic Services
Group.
The project team deployed an extensive community engagement program that
sought widespread participation in developing a new and improved General Plan
Framework consisting of a Vision statement, four overarching Goals, nineteen key
Policies, 42 Objectives, and 607 Actions. The Objectives and Actions were

The Downtown Hilo Multimodal Master Plan (DHMMP) was a multi-year planning
effort undertaken by the County of Hawaii Planning Department, assisted by lead
consultant SSFM International and a team of technical consultants. Hundreds of
Hilo residents, organizations, and agencies were participated in the highly
inclusive planning process with the collective goal of making Downtown Hilo a
more vibrant, walkable and bike friendly community for people of all ages and
abilities.
The DHMMP calls for complete streets improvements that elevate Downtown Hilo
as a destination and gathering place through improvements that support
walkability and increased transportation choices for all modes. To achieve the
desired Downtown environment, the DHMMP intentionally shifts the modal priority
away from the current vehicle-dominated paradigm, and adopts a new
“transportation hierarchy” that prioritizes non-motorized modes (walking and
biking), as well as transit, over single occupancy cars.
Hale Kula Elementary School, Classroom Building

January 2016, the Masonry Institute of Hawaii recognized this project as their
2015 Project of the Year.
SSFM served as the structural engineer and civil engineer for this project that
included a new 8 classroom building, library, administration building, covered play
court, covered dining building; custodial center and special education classroom
additions; and, reroofing, painting and abatement of 40 existing classrooms. The
project added 4 major buildings and numerous renovations and additions to the
existing K-5 campus with 969 students.

Engineering Companies, Hawaii. The project received an Engineering

SSFM provided professional planning services for the implementation of the goals
and requirements of the City & County of Honolulu’s Complete Streets Ordinance.
The Manual identifies cost-effective opportunities to implement complete streets
and recommend ways to integrate multimodal traffic engineering improvements

Emergency Relocation of Keonepoko Elementary School

June 2015, the Building Industry Association of Hawaii recognized this project
with a Merit Award in the Public Works Category.
SSFM provided emergency management and support services for the
construction and relocation of assets from Keonepoko Elementary School due to
the Puu Oo Vent lava flow crossing Highway 130 and impacting Pahoa Town.
The project included planning, design, and construction management services for
construction of a temporary elementary school campus for 450 students at the
Keaau High School Athletic Parking Lot.

position of distrust to a position of “ownership”, as residents became true
stakeholders in helping ensure the ultimate success of this critical roadway
improvements project.

In recognition of exceptional performance, SSFM and joint venture partner,
Moffatt & Nichol, were recognized by the Naval Facilities Engineering Command,
Pacific, for “…extraordinary professionalism, technical excellence and total
commitment to the project that were required to expedite the completion of the
final design for the Sub Drive-In MSF. This complicated project design was
delivered on time and within budget despite numerous changes in scope with no
schedule or budget revisions.” This is an $87.6 million new submarine facility.

the 2008 Accessible Design Awards sponsored by the Disability and

The purpose of the project was to upgrade the highway through the towns of
Honokaa, Hawi and Kapaau to meet the requirements of the Americans with
Disabilities Act and provide an accessible route through each of the towns.

SSFM was the Structural Engineer of record for this $115 million this new medical
complex under a design/assist project delivery method. The facility consists of
four buildings: Research Building, Education/Administration Building, Central
Plant Building and Ancillary Building. In 2006, SSFM received the Concrete
Achievements, 2006 Judges Award for engineering excellence using concrete and
concrete products for this project.
Facilities Project Management And Tracking Database System (FACTRAK)

SSFM was the Prime Consultant (overall project manager and designer) that
assembled and led a team of sub-consultants who helped program and develop
this project reporting system. In 2005, SSFM received an Honor Award from the
American Council of Engineering Companies, Hawaii for this innovative
information system that allowed the State Department of Education to manage,
organize, and track information for their Repair and Maintenance Program (R&M)
and Capital Improvement Program (CIP) for the 256 public schools within the
State of Hawaii.

SSFM was the Structural Engineer and Special Inspector for this $90 million hotel
project under contract to Wimberly Allison Tong & Goo. Recipient of Hawaiian
Cement's 1998 Concrete Achievement Award for Engineering Excellence Using
Concrete and Concrete Products.

September 1998 Letter of commendation from the County of Maui, Department of
Public works and Waste Management Engineering Division, for an "outstanding
job" as construction manager for this federal aid bridge replacement project.
Addition to Parking Structure, Kapiolani Medical Center at Pali Momi
Honolulu, Hawaii
SSFM was the Structural Engineer Consultant to Architects Hawaii Ltd. for this
parking structure addition. Recipient of the 1998 Engineering Excellence Award
from the Consulting Engineers Council of Hawaii.

In November 1997, SSFM was presented with a Certificate of Appreciation from
the Department of the Navy, Pacific Division, Naval Facilities Engineering
Command in recognition of outstanding project management and responsiveness
in the preparation of the accelerated design schedule, flexibility and
design/engineering services reflecting the highest level of professionalism.

Corrosion Investigations, Mitigation and Repair Work at the Aloha Stadium
Honolulu, Hawaii
SSFM was the Prime Consultant for this corrosion mitigation and repair project for
the Aloha Stadium. Recipient of the 1996 Engineering Excellence Award from the
Consulting Engineers Council.

SSFM was the Structural Engineer for this new Army Reserve Center project
under contract to Luersen Lowery Tsushima & Associates. SSFM received
Hawaiian Cement's 1994 Concrete Achievement Award for excellence in concrete
design and construction for this project.
Kaneohe Marine Corps Air Station Wastewater Treatment Plant Renovation
Kaneohe, Hawaii
In February 1992, a Certificate of Appreciation from the Department of the Navy,
Pacific Division, Naval Facilities Engineering Command awarded to SSFM's
wholly owned subsidiary, Smith Young & Associates, Inc., for "outstanding plans,
specifications, cooperation and response provided during Design and
Construction" to meet a critical schedule for the wastewater treatment plant
project.
Kings Shops Waikoloa
Island of Hawaii
SSFM was the Structural Engineer for this new retail complex under contract to
Garduque Architects. In 1992, this project received a Best Retail Merit Award
from the National Commercial Builders Council and was featured in the Building
Design & Construction (national) magazine.
Underpinning and Deep Excavation Construction at the Pali Momi Medical
Center
Aiea, Hawaii
SSFM was the Structural Engineer for the planning and design of the
underpinning of the adjacent structures impacted by the deep excavations for this
new medical center. In February 1988, SSFM received an Engineering
Excellence Award from the Consulting Engineers Council of Hawaii for this
project.
Skilled Nursing Facility and Reference Lab, Kaiser Permanente Medical
Center
Honolulu, Hawaii
SSFM was the Structural Engineer under contract to Architects Hawaii Ltd. for this
new facility located at the Kaiser Moanalua Medical Complex. In February 1986,
SSFM received an Engineering Excellence Award from the Consulting Engineers
Council of Hawaii for this project.

Teflon Column Hinges for the Viaduct Structures at Interstate H-1 Keehi
Interchange
Honolulu, Hawaii
SSFM was the Prime Consultant responsible for the design of the twin viaduct
structures from Puuloa Road to Moanalua Stream. The planning and design of
the viaduct structures accommodated anticipated future differential settlements of
the foundations. In February 1985, SSFM received the Grand Conceptor Award
(highest award) from the Consulting Engineers Council of Hawaii for this project.
Pearl Harbor Interchange, Interstate H-1
Honolulu, Hawaii
SSFM and M&E Pacific were joint venture partners in the planning and design of
this new interchange which included 6 major highway structures. In February
1979, the JV received an Engineering Excellence Award from the Consulting
Engineers Council of Hawaii for this project.
Main Terminal Additions and Modifications at the Honolulu International
Airport
Honolulu, Hawaii
SSFM was the Structural Engineer for this major terminal addition and
modification project under contract to the Ossipoff-Chang Joint Venture. In
February 1977, SSFM received an Engineering Excellence Award from the
Consulting Engineers Council of Hawaii for this project.
