ADDENDUM
MICHAEL STEHLE AND LISA DOGGETT-STEHLE
SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION
(PL-SMA-2025-000081)
Following the distribution of the background and recommendation reports, the Planning
Department received comments from the Department of Land and Natural Resources – State
Historic Preservation Division (SHPD) (Exhibit 7- Letter dated July 15, 2025 from SHPD).
SHPD recommends that the applicant completes an archaeological field inspection by a qualified
archaeologist to identify and record any surface historic properties that may exist in the project
area or to gather sufficient information to claim that no significant historic properties are likely
to be present within the project area.
The applicant states that no formal archaeological survey was conducted specifically for this
project. The subject property is located within an existing developed residential community
which indicates that any resources in this area may have been lost, removed or disturbed. The
applicant also states that historical aerial imagery from 1965 shows the property was previously
cleared and has remained undeveloped for several decades, suggesting a low likelihood of
significant archaeological resources being present. The applicant has committed to ceasing work
immediately and contacting SHPD and the County Planning Department if any archaeological or
historical resources are inadvertently discovered during construction activities.
The Planning Director agrees with SHPD’s recommendation for the preparation of a field
inspection, which will provide SHPD with sufficient information to determine that no significant
historic properties will be affected within the project area.
Based on the preceding the following condition will be added to the Director’s recommendation
and subsequent conditions will be renumbered.
3. Prior to any land altering activities, the applicant shall prepare and provide the
Planning Director with a copy of an archaeological field inspection, and written
approval from the State Historic Preservation Division of the Department of Land
and Natural Resources.

This letter provides the State Historic Preservation Division's (SHPD's) review of the subject County of Hawaii
permit to build a single-family residence and related improvements on the subject property located at Lot 54,Kehena
Beach Estates in Pahoa, Puna, Hawaii. SHPD received the submittal on June 5, 2025 which included construction
plans,the SMA Permit application,TMK map,shoreline survey report,and aerial photographs of the project area.
The applicants propose the construction of a three (3)story, 3,548 square-foot single-family residence. The parcel is
zoned Agricultural 1-acre (A-la). All proposed improvements will be located outside of the shoreline setback. A
certified shoreline survey for the property was obtained in May 2024 and determined the property area to be 9,503
square feet. The proposed project area consists of the entire 0.27-acre parcel.
A review of SHPD records indicates that there has been no adequate archaeological inventory survey undertaken on
this property. SHPD currently is unable to determine the extent of previous disturbance on the entirety of the proposed
project area based on current information.
At this time,SHPD has insufficient information to make a determination regarding the potential for the subject project
to impact historic properties. SHPD requests an archaeological field inspection (FI) be conducted of the project
area by a qualified archaeologist to identify and record any surface historic properties that may exist in the project
area or to gather sufficient information to claim no significant historic properties area likely to be present within the
project area pursuant to HAR§13-284-5(b)(2).
If historic properties are identified, SHPD requests the project proponent and their archaeological firm consult our
office regarding the completing an AIS survey and, if appropriate, a proposed testing strategy for our review and
approval prior to the initiation of the AIS and any ground disturbance work on the property.Additionally,all historic
properties must be assigned a State Inventory of Historic Places (SIHP) site number, be documented, including site
maps,description,GPS data,and assessed for integrity and site significance pursuant to HAR§13-284-6 Criteria a-e.
