Concerned resident Letter of concern re: amendment application to special permit #1122 by
Volcano Circus (PL-SSP-2024-000079).

I write as a 20-year resident neighbor of Volcano Circus /
1) main concern is about NOISE generation, from proposed recitals, fairs, fund raisers, etc.
the applicant's history is one of hyper-amplification of sound systems.
2) Also concerned about TRAFFIC, as applicant states they are able to accommodate parking
for 76 cars. The only access to the Circus is up through our subdivision. There is also
no enter/exit point of their driveway improved for high traffic (gravel, unpaved apron).
I have been cut off many times over the years by cars exiting the Circus. There is no
"driveway" exit stop sign.
3) Also concerned about applicants stated plans permitting construction of FACILITIES. There
was a scary time when the vision floated for this S.P.A.C.E. was for a "village center" of
shops and services. I don't see any noise/pollution/uses details about new structures.
The applicant touts the Lower Puna Development Committee's statement of a need for
expanded services/facilities, BUT statement in no way recommends lack of
respect/consideration of how and WHERE this might happen.
4) Also, I have transparency/trust issues with this organization... for instance, there are
complaints about hyper-loud til midnight neighborhood house partying by people active
within Volcano Circus, their neighbors are driven crazy at night, some contemplating
selling out and relocating. I also have reason, from observation and parental input, that
the school and other activities are already being implemented.
5) Also, I know of several people, including myself, who are afraid to attend hearings or be
more vocal, because of past experiences with Applicant, of defamation, harassment, ridicule
and intimidation tactics by entities/persons under the umbrella of S.P.A.C.E.. and some of their
followers.
Post script; thank you for reading... and please carefully consider this permit amendment
proposal by the Circus as though it were happening in your own backyard.
Also, It has also come to my attention that the contact person (Daryn Arai) recommended in
documents, sent to us by the department, is actually an admitted ADVOCATE for said
Applicant., and is there fore unlikely to express our concern to planning department.
This advocacy is a further stimulus for distrust.
