First, the request for zoning change to build a cafe/deli within a residential area will change the character of the immediate area in an otherwise quiet residential neighborhood, reducing the quality of life for residents adjacent to, and around, the subject property. Second, this request carries with it a necessary change in land use from Light Density Urban to the Medium Density Urban designation. TMK (30-1-9-005-006 is currently within a Low Density Urban area. According to the Hawaii County General Plan 2045, a CV-20 zoning is consistent with Medium Density Urban land use. Additionally, within Volcano Village, there are properties already designated for CV/Medium Density Urban use, and which could potentially offer alternative sites for the applicant's cafe/deli. It is best practice to concentrate commercial activities in already designated CV/Medium Density Urban areas, rather than disturbing the privacy of homeowners in residential neighborhoods. More importantly, if this zoning change is approved, it will set a precedent for similar zoning change requests which increase Medium Density Urban development within residential areas. The potential and long term impact will be a slow but progressive trend to undermine the quiet and tranquil residential areas of Volcano. The land use and zoning now in place for the subject property protect this. In summary, Volcano's quiet, tranquil and secluded character is one of its most valuable assets and one that residents and visitors value. It is also the most vulnerable to changes associated with higher density land uses. This application represents a critical decision point for the County of Hawaii, the future of Volcano Village and its residents.
