I am respectfully submitting my testimony in opposition to William Morris' application to rezone from RS-20 to CV-20 a portion of the 3-acre property at 19-4046 Old Volcano Road in the village of Volcano. I am a graduate of UH Manoa, College of Tropical Agriculture (as is Mr. Morris) and a resident of Volcano Village. I recently retired and moved to the village of Volcano because when I was looking for a place to live in this general area, I wanted to live in a community supportive of its unique native and endemic forest plant species, and where native and endemic birds could thrive, well into the future without the threat and impact of overdevelopment. The lot in question is in close proximity to an old-growth forest. The village of Volcano has zoning guidelines in place that support both business development and low density residential zones where I chose to live. The current zoning guidelines are in place for a reason and although the current zoning guidelines don't strictly mandate adherence to the mapped residential and commercial boundaries, I see it as unjustified and unnecessary to start rezoning at this time when there is commercial land currently available (see 19-4021 Haunani Rd, Volcano, HI 96785 - Keller Williams Realty https:Hshare.google/ccmEoecu9v7709Udi) Since there is indeed commercial land available, there is not a demonstrated need or justification to rezone even a small parcel. Though Mr. Morris' intention is to simply change zoning on a portion of the 3-acre lot, it will still set an unnecessary precedent if approved.
