APPLICANT'S REQUEST ■ AMEND SPECIAL PERMIT NO. 845, WHICH WAS ORIGINALLY ISSUED IN 1993 TO ALLOW THE ESTABLISHMENT OF A VOLUNTEER FIRE STATION, COMMUNITY CENTER AND RELATED IMPROVEMENTS SITUATED ON THREE (3) ACRES OF LAND AND AMENDED IN 2014 TO V j ALLOW THE ESTABLISHMENT OF A FARMERS' MARKET AND ADDITIONAL COMMUNITY USES uj WITHIN THE COMMUNITY CENTER BUILDING. C) Lu ■ THE CURRENT AMENDMENT REQUESTS ARE AS FOLLOWS: 1 . ALLOW THE DEVELOPMENT AND OPERATION OF A COMMUNITY CERTIFIED KITCHEN V) WITHIN A NEW, 2, 100 SQUARE FOOT (30' X7O' ) MULTI-USE COMMUNITY CENTER Z BUILDING, PARKING, AND RELATED IMPROVEMENTS ON THE BACK HALF OF THE Q PROPERTY. THIS NEW BUILDING WILL REPLACE THE OLDER COMMUNITY CENTER U J STRUCTURE THAT WAS DESTROYED IN A FIRE IN 2023. n ■ THIS ADA-COMPLIANT STRUCTURE WILL INCLUDE THE COMMUNITY CERTIFIED Q KITCHEN, CLASSROOM/WORKSHOP/EVENT SPACE, TWO SHARED OFFICE SPACES, TWO PUBLIC RESTROOMS AND STORAGE. APPLICANT'S REQUEST ■ THE COMMUNITY CERTIFIED KITCHEN WILL INCLUDE COOKING, PACKAGING/LABELING, AND VALUE-ADDED PROCESSING AREAS AND IS ANTICIPATED TO OPERATE 7 DAYS A WEEK FROM 8:00 A.M. TO 7:00 P.M. AND w ACCOMMODATE UP TO 12 PEOPLE AT A TIME. UNDER THIS AMENDMENT REQUEST, THE NUMBER OF U VENDORS WILL BE CAPPED AT 25 AND THE APPLICANT ANTICIPATES THAT n THERE WILL BE APPROXIMATELY 50 VISITORS ON SITE AT ANY GIVEN TIME 0- AND APPROXIMATELY 20O VISITORS FOR THE 6-HOUR PERIOD. Q REASONS FOR THE REQUEST ■ THE HAWAIIAN ACRES COMMUNITY ASSOCIATION ( HACA) , ESTABLISHED IN 1961 , HAS LONG SUPPORTED RESIDENTS OF THE HAWAIIAN ACRES SUBDIVISION w THROUGH FOOD DISTRIBUTION, SOCIAL SERVICES, AND COMMUNITY PROGRAMS. AFTER A 2023 FIRE DESTROYED THE COMMUNITY CENTER, THESE EFFORTS WERE w FORCED INTO A SMALLER SPACE, LIMITING OUTREACH AND EMERGENCY PREPAREDNESS. c) ■ TO RESTORE AND EXPAND SERVICES, HACA IS SEEKING APPROVAL TO BUILD A z Q NEW MULTI-USE COMMUNITY FACILITY WITH A CERTIFIED COMMERCIAL KITCHEN, U SUPPORTED BY COUNTY GRANT FUNDING AND PUNA MAKAUKAU, A NONPROFIT J SPONSOR. THE NEW FACILITY WILL PROVIDE A SAFE, PERMANENT SPACE FOR 0- FOOD PREPARATION AND AGRICULTURAL PRODUCTION, HELPING FAMILIES Q FACING ECONOMIC HARDSHIP AND STRENGTHENING DISASTER READINESS AS PART OF THE ISLAND-WIDE RESILIENCE HUB NETWORK. ESTIMATED PROJECT COST AND TIMEFRAME ■ THE ESTIMATED COST OF THE PROJECT IS $597,075 WHICH WILL BE PAID THROUGH GRANT FUNDS FROM THE COUNTY OF HAWAI`I AND PRIVATE FUNDING w FROM HACA. ■ THE APPLICANT ANTICIPATES THE CONSTRUCTION OF THE MULTI-USE COMMUNITY Lu CENTER BUILDING, INCLUDING THE CERTIFIED KITCHEN AND RELATED -- c) IMPROVEMENTS, TO BE COMPLETE WITHIN TWO YEARS AND CONSTRUCTION OF THE z PROPOSED PAVILION WITHIN FIVE YEARS, DEPENDING ON FUNDING AVAILABILITY.
