OF ORDINANCE NO. 21 17, SUCCESSOR ORDINANCE TO ORDINANCE NO. 10
32, WHICH RECLASSIFIED 5.05 ACRES OF LAND FROM A SINGLE-FAMILY
RESIDENTIAL-7,500 SQUARE FEET ( RS-7.5) AND MULTIPLE-FAMILY RESIDENTIAL-
1 ,OOO SQUARE FEET ( RM- 1 ) TO A MULTIPLE-FAMILY RESIDENTIAL- 1 ,500 SQUARE
FEET ( RM- 1 .5) ZONING DISTRICT.
REASONS FOR THE REQUEST
■ THE APPLICANT IS REQUESTING A FIVE-YEAR TIME EXTENSION TO COMPLETE
CONSTRUCTION OF THE KAIAULU O KAPI `OLANI AFFORDABLE HOUSING PROJECT.
■ DESPITE SIGNIFICANT PROGRESS IN SECURING THE NECESSARY PERMITS AND '
APPROVALS TO BEGIN CONSTRUCTION, THE APPLICANT WILL NOT BE ABLE TO
COMPLETE CONSTRUCTION BY THE DEADLINE, WHICH IS PRIMARILY DUE TO DELAYS
IN SECURING ADDITIONAL FINANCING REQUIRED BY THE STATE OF HAWAI`I.
REASONS FOR THE REQUEST (CONT.)
■ ALTHOUGH CONSTRUCTION WAS ORIGINALLY EXPECTED TO BE COMPLETED BY
MARCH 2O26, CHALLENGES IN OBTAINING STATE AND FEDERAL TAX CREDITS AS
WELL AS FEDERAL TAX-EXEMPT BONDS FINANCING HAVE PUSHED BACK THE
TIMELINE.
■ IN 2025, THE APPLICANT APPLIED TO THE HAWAI`I HOUSING FINANCE AND
DEVELOPMENT CORPORATION ( HHFDC) FOR $40.72 MILLION IN STATE AND
FEDERAL TAX CREDITS AND $38.33 MILLION IN FEDERAL TAX-EXEMPT BONDS
FINANCING, WITH AN AWARD DECISION ANTICIPATED BY AUGUST 2025.
■ THIS FUNDING WOULD ENABLE CONSTRUCTION TO BEGIN NO LATER THAN
JANUARY 2026, WITH AN ESTIMATED BUILD-OUT PERIOD OF 18 TO 24 MONTHS.
TO ENSURE SUCCESSFUL COMPLETION AND PROVIDE FLEXIBILITY FOR UNFORESEEN
DELAYS, THE APPLICANT IS CONSERVATIVELY REQUESTING THAT THE
CONSTRUCTION DEADLINE BE EXTENDED TO MARCH 2031 .
PROPOSED PROJECT
■ THE APPLICANT IS PROPOSING TO DEVELOP A 64-UNIT, 100% AFFORDABLE
RENTAL HOUSING DEVELOPMENT (63 UNITS WITH INCOME RESTRICTIONS BETWEEN
30% AND 60% OF AREA MEDIAN INCOME AND ONE ( 1 ) UNRESTRICTED
MANAGER 'S UNIT) .
■ THE SITE PLAN FOR FINAL PLAN APPROVAL INCLUDED 28, 2-BEDROOM UNITS,
29) , 3-BEDROOM UNITS & 7, 4-BEDROOM UNITS WITHIN 9, 2-STORY BUILDINGS.
ALSO INCLUDED ARE A COMMUNITY CENTER BUILDING, PLAY AREA, 2 LAUNDRY
FACILITIES, 2 COMMUNITY GARDENS, & 1 1 7 PARKING STALLS INCLUDING 5
HANDICAPPED STALLS.
■ ACCORDING TO THE REQUIREMENTS OF THE STATE' S HHFDC FUNDING, THE
AFFORDABLE HOUSING UNITS MUST MAINTAIN AFFORDABILITY METRICS FOR A
MINIMUM OF 65 YEARS, BUT THE APPLICANT INDICATED THAT THEY INTEND TO
MAKE THE HOUSING AFFORDABLE IN PERPETUITY.
