SPECIAL PERMIT TIMELINE
•Sept. 21, 2001: Planning Commission approved SPP 1122 (2.5 acres of a 10-acre parcel, performing
2001-2010: arts educational center).
•Nov. 4, 2010: Request for six public performances denied by the Director; Department determined
an amendment from the Planning Commission would be required.
•Aug. 9, 2011: Complaints investigated (ceremony, unpermitted structures/signs).
•Apr. 5, 2012: Notice of Non-Compliance issued; revocation proceedings initiated by the Director.
•May-Dec. 2012: Windward Planning Commission hearings; revocation deferred to allow
2011-2015: applicant to submit an amendment application.
•Feb. 6, 2013: Warning issued for repeated off-site parking violations.
•Oct. 27, 2014: Revocation proceedings remained pending (unpermitted structures & TIAR).
•Dec. 30, 2014: Six-month extension granted by the Planning Department to allow withdrawal
and resubmittal of amendment with updated compliance information .
•Sept. 9, 2023: Subdivision approved, creating a 3.13-acre SPACE parcel.
2023-2024: •2024: Amendment application submitted under new leadership 4 expand uses, update permit
area, resolve compliance issues.
A P P L I CAAN T'S R E Q U E S T
The applicant is requesting to amend Special Permit No. 1122) by:

allowed by this permit, the applicant shall secure Final Plan Approval from the Planning
Director in accordance with the Zoning Code, Sections 25-2-71(f), 25-2-72, 25-2-76 and 25-2-
77. Plans shall identify all existing and proposed structures, fire protection measures, parking
areas, access roadways and landscaping (along the proposed development area and access
driveway) associated with the proposed use. The applicant shall notify the Planning
Department, in writing, of the completion of required improvements prior to commencing
operation of the proposed [eei9teF] uses or structures.

In addition to revising existing conditions, Hawaii Volcano Circus (HVC) requests an amendment
to Special Permit No. 1122 to reflect the evolution of the Seaview Performing Arts Center for
Education (SPACE) and its expanded mission. Key amendments include:
• Update the Special Permit Area: Expand permit area from 2.5 acres to 3.1 acres to reflect
subdivision from the original 10-acre parcel;
• Expand permitted uses to include the following:
o Out On A Limb: Community agriculture education through micro-farm tours, fruit
gleaning, and garden-based workshops;
o Seaview Community School: A K-6 public charter school operated under the Hawaii
Academy of Arts and Science (HAAS), blending distance learning and in-person
enrichment for approximately 55 students;
o SPACE Resilience Hub: Disaster preparedness and resilience programming in
partnership with Vibrant Hawaii and Urban Sustainability Directors Network (USDN);
o HICCUP (Hawai`i Island Community Circus Unity Program): Ongoing circus arts
instruction supporting youth development and community engagement.
PURPOSE AN' D PROPOSED OPERATIONS
Purpose: The purpose of this amendment is to update the Special Permit to reflect SPACE's
expanded mission as an educational and community hub. In addition to arts programming, the
facility now offers charter school instruction, agricultural education, resilience training, and
youth development.
Operations:
•Staffing: 30 employees; 10-15 staff during school hours; 2-3 after-school.
•Hours: Daily, 8:00 a.m.-9:00 p.m.
•Charter School: Mon-Fri, 8:00 a.m.-3:00 p.m.; -15 students.
•After-School Programs: Mon-Fri, 3:00-9:00 p.m.; weekends, 8:00 a.m.-9:00 p.m.; up to 50
students.
•Holiday Camps: Daily, 8:00 a.m.-9:00 p.m.; -40 students, 10 staff.
•Community Events: Quarterly (recitals, fairs, fundraisers); 50-75 attendees per event;
-200-300 annually.
