Plans shall identify all existing and proposed structures, fire protection measures, parking areas, access roadways and landscaping (along the proposed development area and access driveway) associated with the proposed use. The applicant shall notify the Planning Department, in writing, of the completion of required improvements prior to commencing operation of the proposed [eei9teF] uses or structures. o Deleting Condition 4 (Time to Secure Building Permits): ' [ > .] o Deleting Condition 5 (Public Performance Restrictions): ■ [ .] Au"L.PPLI C'��Nr REQUEST In addition to revising existing conditions, Hawaii Volcano Circus (HVC) requests an amendment to Special Permit No. 1122 to reflect the evolution of the Seaview Performing Arts Center for Education (SPACE) and its expanded mission. Key amendments include: • Update the Special Permit Area: Expand permit area from 2.5 acres to 3.1 acres to reflect subdivision from the original 10-acre parcel; • Expand permitted uses to include the following: o Out On A Limb: Community agriculture education through micro-farm tours, fruit gleaning, and garden-based workshops; o Seaview Community School: A K-6 public charter school operated under the Hawaii Academy of Arts and Science (HAAS), blending distance learning and in-person enrichment for approximately 55 students; o SPACE Resilience Hub: Disaster preparedness and resilience programming in partnership with Vibrant Hawaii and Urban Sustainability Directors Network (USDN); o HICCUP (Hawai`i Island Community Circus Unity Program): Ongoing circus arts instruction supporting youth development and community engagement. PURPOSE AN' D PROPOSED OPERATIONS Purpose: The purpose of this amendment is to update the Special Permit to reflect SPACE's expanded mission as an educational and community hub. In addition to arts programming, the facility now offers charter school instruction, agricultural education, resilience training, and youth development. Operations: •Staffing: 30 employees; 10-15 staff during school hours; 2-3 after-school. •Hours: Daily, 8:00 a.m.-9:00 p.m. •Charter School: Mon-Fri, 8:00 a.m.-3:00 p.m.; -15 students. •After-School Programs: Mon-Fri, 3:00-9:00 p.m.; weekends, 8:00 a.m.-9:00 p.m.; up to 50 students. •Holiday Camps: Daily, 8:00 a.m.-9:00 p.m.; -40 students, 10 staff. •Community Events: Quarterly (recitals, fairs, fundraisers); 50-75 attendees per event; -200-300 annually.
