The proposed federally funded HDOT project is considered a federal action and undertaking as defined in Title 36 Code of Federal Regulations (CFR) § 800.16(y). Effective May 1, 2016, FHWA has issued a Programmatic Delegation of Authority allowing the HDOT and local public agencies to conduct NHPA Section 106 consultations with the SHPO, NHO, and other consulting parties per Title 36 CFR § 800.2(c)(4). The FHWA will remain responsible for all findings and determinations charged to the agency during the Section 106 process. Overview of the Undertaking HDOT proposes to rehabilitate the Waikaumalo Stream Bridge, (Bridge No. 001000190308092) along Hawaii Belt Road (Route 19), in the vicinity of Ninole on the Hamakua Coast, Island of Hawaii. The bridge is located around milepost(MP) 18.5 at the approximate coordinates of North 19° 56' 01.1" and West 155° 09' 42.6". See Attachment 1: Area of Potential Effect(APE) Map. The primary purpose of the project is to address deficiencies identified during the latest Mr. Matthew Clark, Chairperson HWY-DS 2.21046 August 28, 2025 Page 2 bridge inspection conducted by the Hawaii Department of Transportation (HDOT). The project activities will consist of the following: • Repairing/replacing and repainting all deteriorated steel members • Repairing spalls and delamination in the abutments,pier, concrete deck, sidewalk, and bridge railing • Repairing cracks in the abutments,piers, concrete deck, sidewalk, and bridge railings • Repairing/replacing bridge bearings • Replacing deck joins/joint seal • Evaluating and rehabilitating concrete rubble masonry wingwall • Spalling on pier caps and changing bearings Additionally, if scour issues are discovered during bridge inspections, the project may consist of footing upgrades and addressing scour issues for the bridge foundation. If footing upgrades or scour countermeasures are required, in-water work will occur. No other project activities will require in-water work. If any other additional deteriorating bridge elements are discovered during field studies, the project will also consist of replacing or repairing these elements. Furthermore, the bridge deck may need to be widened to accommodate Americans with Disabilities Act-compliant sidewalks. Widening will not increase capacity of the bridge or add additional traveling lanes. Railings will also be replaced to meet current design standards. The majority of work will be completed during working hours and one lane of contraflow traffic would be allowed during construction. Repairing and replacing the bridge bearings will require full bridge closure which will warrant night work in order to prevent major traffic impacts. Consultations Entitled consulting parties during the Section 106 process includes the Advisory Council of Historic Preservation, SHPO, NHO, and if applicable, local governments and applicants for federal assistance,permits, licenses and other approvals. NHO and/or Hawaiian Descendants NHO and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed APE are asked to provide a response to this letter within 30 days of notification. Other Individuals and Organizations Individuals and organizations with legal, economic, or historic preservation interest are requested to respond within 30 days of notification, demonstrate interest in the proposed undertaking, and provide intent to participate in the Section 106 process. Your participation is subject to FHWA approval. APE We would like to invite you to comment on the proposed APE. See Attachment 1. Mr. Matthew Clark, Chairperson HWY-DS 2.21046 August 28, 2025 Page 3 The APE is approximately 3.8 acres, located mostly within Hawaii Belt Road and is designated for working areas, construction staging, and material stockpiling. Most of the APE is located within the Hawaii Belt Road ROW (3-2-002:999). However, two parcels mauka of the highway ROW (3-2-002:029 and :032)will be used to access the foundations of the bridge and for staging. Vegetation clearing within the APE may be necessary to provide access to bridge foundations and stage equipment and materials. Identification of Historic Properties within the APE We welcome any information you may have on historical and cultural sites that have been recorded in or which you may have knowledge of within the proposed APE. In addition, if you are acquainted with any persons or organization that is knowledgeable about the proposed APE, or and descendants with ancestral, lineal or cultural ties to or cultural knowledge and/or historic properties information of or concerns for, and cultural or religious attachment to the proposed project area, we would appreciate receiving their names and contact information within 30 days of notice. Conclusion On behalf of FHWA, HDOT by way of this letter is notifying you of the proposed Waikaumalo Stream Bridge Rehabilitation Project. Should you want to participate in the Section 106 process, we request your written intent. Please also provide your comments on the proposed APE, any information you may have on cultural and/or historical sites that have been recorded within the APE, as well as the names and contact information of people/organizations who may have cultural affiliations and historical properties information in the vicinity of the proposed APE.
