MEMORANDUM
August 22, 2025
TO: MATTHEW CLARK, CHAIR CULTURAL RESOURCES COMMISSION
FROM: JEFFREY W. DARROW, DIRECTOR PLANNING DEPARTMENT SUBJECT: KONA OPEN SPACE NETWORK (KOSN) DRAFT PLAN
We are excited to share the Kona Open Space Network Draft Plan, which you can explore in the Kona Open Space Network Story Map. At the bottom of the Story Map page, you’ll find maps of the project area divided into five sections.
Initiated by the Kona Community Development Plan, this project aims to connect and preserve
public open spaces by linking corridors such as trails, bike paths, shorelines, and roadways that support multimodal access, while also honoring important cultural spaces. The project covers mapping of existing and planned future hubs and links and aims to develop
recommendations for implementing the open space network, including establishing key partnerships for overall management. We invite the Commission to review the KOSN Draft Plan, with an emphasis on the cultural spaces identified within it, and to share feedback and manaʻo about these special places. If there
are additional sites not yet included that should be considered for preservation and protection, we would greatly appreciate your input on those as well. We look forward to the opportunity to discuss the plan with you folks on September 10, 2025. However, we welcome any feedback prior to this meeting. Please send to
kosn@hawaiicounty.gov. Attachment: Historical/Cultural Spaces list
