I.CALL TO ORDER 1 II.APPROVAL OF MINUTES FOR August 27, 2025 III.PUBLIC STATEMENTS ON ITEMS ON THE AGENDA The public may provide testimony at this time or at the time the agenda item is called. UPDATES FROM THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT (DEM) 1. Solid Waste Division Updates: a. Update regarding the processing of mulch in wvolume, distribution, and current uses. 2 b. Update regarding the operational analysis of the Solid Waste Division 2. Wastewater Division Updates: 3 a. Integrated Wastewater Management Plan Updates i. DEM will discuss past and public education and outreach related to the Integrated Wastewater Management Plan ii. DEM will discuss the Environmental Protection Agency’s administrative order on consent that requires DEM to create a financial plan to comply with the order and finance ongoing maintenance and operations of existing facilities. 3. DEM will provide a short presentation regarding the Operations and Maintenance Budget process, timeline, and optimal time for the Commission to provide comments and recommendations. V. NEW BUSINESS 1. Pursuant to Hawaii County Code, Section 2-207(c), the Commission will discuss County Council Bill 83, which relates to plastic and polystyrene waste, and determine 4 what comments and recommendations to provide to the County Council, if any. 2. The Commission will discuss and determine what comments and recommendations to provide to DEM, if any, regarding County Council Bill 72: Relating to the Director of 5 Environmental Management. 3. The Commission will discuss paving DEM’s metal recycling areas and determine what comments and recommendations to provide to DEM, if any. 4. Discussion regarding the optimal time for the Commission to provide comments and recommendations regarding DEM’s Capital Improvement Budget. VI. FUTURE AGENDA ITEMS 1. ADJOURNMENT Note: A meeting held by interactive conference technology shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with all members participating in the meeting or with the “in person” location identified in this agenda. The meeting may reconvene when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication.
