The roadway improvements will include a single span bridge over Waikapu Stream, roundabout intersections, two through lanes, shoulder bikeways, pedestrian sidewalks, a shared-use path, and two parallel grassy swales, which will serve as a permanent stormwater best management practice (BMP). The project team conduct agency and public coordination, both to seek input and provide information relating to the environmental and design related tasks. The environmental documentation for the improvement project will be prepared as a joint NEPA/HRS 343 environmental assessment. The construction bid documents will include construction plans, specifications, engineer’s estimate, and permits.PROJECT COST: $75,000,000

ROLE: Project ManagerSCOPE: B+K will conduct a Feasibility Study to explore conceptual details, constraints, and prospective timelines for different resiliency improvement alternatives based on probable future scenarios of concern for Route 50, Kaumualii Highway, from Hanapepe to Kekaha. The scope of work will include coastal modeling of tidal flood frequency analysis and high-resolution sea level rise and wave inundation modeling. The modeling will be conducted for a variety of future sea level rise scenarios combined with different wave events to help estimate the frequency of occurrence of flooding at selected intervals in the future.PROJECT COST: N/A

ROLE: Planning ManagerSCOPE: The Lanai Residence Lots, Phase 2B is the third phase of the Lanai Residence Lots Subdivision. This project is located at the southwestern portion of Lanai City at the end of Fifth Street. The DHHL (Department of Hawaiian Home Lands) parcel TMK (2)4-9-002:057 comprises 50 acres. Phases 1 and 2A were constructed in 2001 and consist of forty-five 10,000-square-foot (SF) lots on approximately 13 acres. Phase 2B will develop the remaining area to address the housing needs for Lanai. The current master plan for the remaining area consists of 10,000-SF lots and a 5-acre park. Potable water would be obtained from Lanai Water Company. The wastewater would be conveyed to and treated at the Lanai City Wastewater Reclamation Facility (WRF). This project will update the master plan for the remaining area to provide lots needed to meet the current waiting list and potential other land uses. PROJECT COST: $2,000,000

Supported HDOT-H in developing improvement concepts utilizing the parcels proposed for acquisition at both harbors. Developed
harbor access alternatives, stacking lanes improvements for semi-trailers, accommodating cruise ship passengers to improve operational
efficiency, and determining improvements needed for overall cargo operations.
Due diligence reports prepared for both harbors identified site conditions, access and other property information associated with these
parcels to support HDOT-H’s evaluation of the feasibility of acquiring them. Redevelopment options considered for these parcels were
reasonable and feasible and provides needed space to support long-term harbor operations. An Environmental Assessment prepared
for Hilo Harbor addressed various effects associated with the parcels and their redevelopment. This included hazardous materials from
former industrial use, historic architecture associated with buildings and structures, improving traffic conditions for the community
near the harbor, economic displacement resulting from acquisition, and addressing general community concerns.

SCOPE: The Bowers + Kubota project team is providing the County of Maui cradle to grave services, from planning through construction, on the Waiale Road Extension project. The project will extend Waiale Road from its current terminus at East Waiko Road southward to Honoapiilani Highway. The proposed extension will support all transportation modes, protect non-motorized travelers, and is approximately 8,600 lineal feet (ft.) in length within an 80-ft. right-of-way. The Waiale Road extension is a critical part of the planned regional infrastructure for the County of Maui and will serve as the catalyst for surrounding planned developments to increase much needed affordable housing.
The B+K project team will review the environmental documentation, preliminary design, and final construction documents for the Waiale Road extension.
The roadway improvements will include a single span bridge over Waikapu Stream, roundabout intersections, two through lanes, shoulder bikeways, pedestrian sidewalks, a shared-use path, and parallel grassy swales, which will serve as a permanent stormwater best management practice (BMP).
The B+K project team will conduct agency and public coordination, both to seek input and provide information relating to the environmental and design related tasks. The environmental documentation for the improvement project will be prepared as a joint NEPA/HRS 343 environmental assessment.
Ready to Advertise documents will include construction plans, specifications, engineer’s estimate, and permits. Bid support and construction management will be provided by B+K.
B+K is also assisting the County of Maui by exploring funding options for the roadway project. The funding options include federal- aid funding, developer pro rata fair share, state funding, federal discretionary grants, and public private partnerships. The B+K team has already been successful in helping the County obtain a FY2022 RAISE grant for $25 Million.

SCOPE: Bowers + Kubota is working as a sub-consultant to TetraTech to support the Office of Recovery with broad disaster recovery service after the devastating fires in August 2023. The services assist and guide the County by offering comprehensive solutions, strategic planning and coordination, and opportunities to emerge stronger and more resilient.
B+K assists the Infrastructure Recovery Support Function (RSF) team in developing, strategizing, and expediting infrastructure projects to support the repopulation of residents in the areas impacted by the wildfires. This includes the development of a recovery road map showing critical milestones for infrastructure, temporary and permanent housing, and future resiliency projects to be used by County along with federal and local partners for coordination, collaboration, and situational awareness.
B+K developed a comprehensive matrix of critical infrastructure projects for the Office of Recovery indicating budgets and fiscal year spending along with associated presentations to request funds from the Senate Committee on Ways and Means during the legislation session and for the Maui County Council during the budget session.
We provide support for the community outreach efforts by assisting the Department of Management and Office of Communication and Public Affairs. This includes assistance with the responses to the frequently asked questions (FAQs) from the community public meetings and creating FAQ worksheets and flowcharts for various activities including permitting requirements for temporary dwellings in the fire impacted areas.
We prepared site inspection and damage assessment reports for various County departments and locations that were damaged by the wildfires. The assessments include detailed narratives and photographs of the damaged site for various structures, wastewater pumps stations, and parks and recreational facilities. These assessment reports will be used to capture FEMA funding for the County.
B+K provides support to Tetra Tech for the FEMA Hazard Mitigation Grant Program (HMGP) by developing and providing scope for projects that may be eligible for the grant program which include short and long-term projects such as roadway connectivity, flood mitigation, building construction, water and wastewater resiliency projects.

SCOPE: Bowers + Kubota Consulting (B+K) is preparing a design-build-operate-maintain (DBOM) request for proposal (RFP) for the design, construction, operation, and maintenance of a granular activated carbon (GAC) reactivation facility for the Honolulu Board of Water Supply. The BWS needs to address a long-term solution for the disposal and/or reactivation of spent GAC generated from their water treatment operations at 13 facilities. Recent actions and future changes to the City’s solid waste management operations have impacted the current GAC disposal operations resulting in the need for this action.
A Preliminary Engineering Report (PER) determined that an Oahu island on-site GAC reactivation facility was the best long-term
solution to address the disposal and reuse of spent GAC. The PER evaluated different sites on island for this new facility and identified
a site in the Kapolei Business Park as a feasible location. Subsequently, another site in Kalaeloa has become available for this new
facility.
Work is occurring to evaluate project design requirements and the development feasibility of using either the Kapolei site, Kalaeloa site, or a combination of both sites. B+K is leading a multidisciplinary team to develop the specifications, conceptual plans, contract requirements, and evaluation criteria of the RFP and to address entitlements, permits, and environmental clearances of the project site. The RFP would employ a two-phase approach. The first phase evaluating the qualifications of prospective DBOM entities. The second phase evaluated the price and approach of the shortlisted DBOM entities. Necessary environmental review, land use permits, and technical studies would also be conducted for the selected site of the new GAC facility.

conceptual details, constraints, and prospective timelines for
different resiliency improvement alternatives based on probable
future scenarios of concern for Route 50, Kaumualii Highway, from
Hanapepe to Kekaha.
The objectives of the Feasibility Study are to:

Route 50 study area.
• Conduct a study to explore alternatives, examine environmental impacts, risks, and feasibility to improve the resiliency of Route 50

The scope of work included coastal modeling of tidal flood frequency analysis and high-resolution sea level rise and wave inundation modeling. The modeling was conducted for a variety of future sea level rise scenarios combined with different wave events to help estimate the frequency of occurrence of flooding at selected intervals in the future.
A feasibility assessment with planning level opinions of probable costs and an analysis of disadvantaged communities were conducted
to reflect possible coastal engineering alternatives to improve the resiliency of Route 50 to future sea level rise. Alternatives included,
beach restoration, beach restoration with stabilizing structures, berm or dune enhancement or creation, existing revetment repairs or
enhancements, new shoreline structures, scour protection, ground elevation or setback suggestions, and other possible nature-based
solutions. The alternatives and recommendations were prioritized for implementation and included midterm and long-term solutions
that most effectively meet the HDOT’s priorities. The feasibility study provides HDOT with a range of projects that will have a defined
purpose and tangible and recognized benefits.

SCOPE: Provide planning, engineering, and permitting services to support Kamehameha Schools (KS) in implementing improvements
to reconstruct and restore the Kapuanoni Heiau located in Kahaluʻu on the island of Hawaiʻi that was destroyed by the construction of
the former Keauhou Beach Hotel. KS will restore Kapuanoni Heiau to its original extents, structural appearance, and function. The
restoration plan developed for this heiau has the outer wall and footprint of the heiau extending into the seaward tide pool approximately
35 feet from the current surveyed shoreline and beyond the current property line.
Federal, state, and county permits would be required for work occurring within the tide pool and shoreline requiring considerable agency
coordination and specialized technical studies (coral, water quality, sea level rise, coastal erosion, marine, cultural). Coordination
with the State Department of Land and Natural Resources (DLNR) is required to obtain an easement and lease for portions of the
heiau extending beyond the property line. Design work will entail developing construction plans utilizing specialized equipment,
construction methods, and best management practices to minimize adverse effects on the marine environment. Boulders would be
collected from the tide pool (“rock-harvesting area”) and at another inland site to support reconstruction of heiau walls (>10 feet tall)
and structure. Rocks would be stockpiled and shaped within the Kahaluu property.

SCOPE: Bowers + Kubota Consulting (B+K) is assisting the State
of Hawaii, Department of Transportation (HDOT) in establishing
and facilitating a voluntary Youth Transportation Council to advise
on HDOT’s climate mitigation and adaptation commitments on
a quarterly basis. The establishment of the Youth Transportation
Council was part of the requirements of the settlement agreement in
Navahine v. Department of Transportation, State of Hawaii (2022) in
order to advise HDOT on ways to reduce greenhouse gas emissions
and to adapt from climate impacts in the State’s transportation
network. The Youth Transportation Council will seek to improve
HDOT’s work via appropriate integration of youth feedback into
HDOT’s policies, plans, and projects. The council may also conduct
outreach activities to educate and provide direct industry experience
to Hawai‘i’s youth about HDOT’s climate mitigation and adaptation
efforts and transportation.
B+K will assist the HDOT in creating foundational documents for the Youth Transportation Council, facilitating the selection of council members, meeting facilitation and planning, preparing graphics and promotional materials for the council, program management, website management, logistical and administrative support, and coordination to facilitate meaningful interactions between youth and government officials. B+K will also provide targeted planning and engineering support for decarbonization, climate resiliency, and sustainability based on the needs of the Youth Transportation Council in partnership with the HDOT.

FIRM SERVICES
PROJECT MANAGEMENT
Successful projects are executed as a system, not as an ongoing series of tasks. B+K project managers use a workflow of four primary steps as part of our project management system.
Within our Project Management Workflow, some of our key tasks are:
Scheduling: B+K uses MS Project that provides updated
information concerning scheduling, reporting, and control. Each
project manager rigorously controls and monitors their schedule.
The focus on scheduling events and performance provides team
members with information detailing resource and time capacity,
experience, workload allocation, cost trade-off relationships, and
delivery of committed resources.
Quality Management: Through quality management, we actively implement ways to manage risk, deliver high-quality products, and improve financial success. All quality criteria will be framed in concrete, measurable terms: time, cost and product specifications, and performance levels. Quality control procedures are a discipline implemented by our project teams featuring reviews to determine if the proposed solutions will work and checking work products for accuracy and correctness.
Budget and Scope Tracking: The Deltek system, which is linked to the project work plan, generates all necessary financial and accounting reports for monitoring expenditures and controlling costs for individual scope elements and the overall project.
Communication: Our approach to managing interactions begins
with the development of a clear communications plan. The project
will start off with agreed-upon rules or protocols around which
information can be exchanged and modified. With the Project
Manager serving as the main communications point of contact, the
plan ensures that the needs of all members of the team (including
the client) are met.
Risk and Change Management: Managing risk and change is crucial to project success. Our approach seeks to engage City staff throughout the project to minimize the occurrence and effects of change. Our approach to manage risk is to address it from the start of the project. These approaches foster technology and knowledge transfer and builds ownership in the project and ultimate products.
PHYSICAL PLANNING
B+K is experienced in community plans, master plans site
assessments and due diligence studies. Some of B+K’s more
significant community planning projects include the South Maui
Community Plan Update, Kahawainui Stream Dredging, House
Maui Regional Plans for Central Maui, South Maui, West Maui
and the Complete Streets Planning and Preliminary Design
projects. As a precursor to the South Maui Community Plan
Update, B+K has put together three resource papers that cover the
topics of Sea-Level Rise and Climate Change, Housing, Population
Growth, and Mobility. Preparation of permit applications for
the Kahawainui Stream Dredging project was completed with
environmental review documents currently being prepared. The
Complete Streets Planning and Preliminary Design project was
recently completed and applies a context-sensitive solutions
process, engaging stakeholders via outreach efforts, including
community leader contact, social media outreach, bike tours,
pop-up and sit-down sessions, distribution of project-specific
collateral materials, and broadcast media coverage.
B+K is currently working with the Office of Recovery to implement the Lahaina Long-Term Recovery Plan in a mindful and sustainable manner. Due to the devastating wildfires on August 8, 2023 and existing staff shortages, B+K has been assisting with a variety of tasks, including but not limited to project management, planning studies, and development services to assist with the redevelopment within the fire impacted areas. One task is the development of the Rebuild Lahaina Plan, which hopes to recreate places and experiences lost and to do so in a way that responds to current and future threats and honors the history and cultural significance of Lahaina. The Plan will examine the connectivity and mobility of Lahaina Town and create updated Urban Design Guidelines that is consistent with the Historic Districts
B+K architecture group provides building design solutions
based on the client needs through active listening and innovative
design approach. Our architects and interior designers can tackle
any building design projects, ranging from new construction to
renovations and repair and maintenance (R&M). Having worked
on many projects for the public sector clients, our architecture
group understands the procurement processes and permitting
requirements, including exemptions, that allow us to better
strategize on project delivery based on realistic schedule and bid
control to meet the client’s goal.

streamline the permitting process. We support the client leading
up to and during the procurement processes with delivering the
project for bidding in timely manner as well as being responsive

Environmental Planning
B+K’s planning group has extensive experience in Federal and
State environmental review and permitting processes including
preparation of State of Hawaii, Chapter 343 and National
Environmental Policy Act environmental assessments (EAs) and
environmental impact statements (EISs), agency consultation,
discretionary land use permits (SMA, Conservation District,
Zoning and Special Use) and public involvement programs. Our
planners develop practical and flexible approaches personalized
to each client and project. B+K understands the importance of
developing these documents with the end in mind, meaning that
they must be useful to designers, contractors, and ultimately
the facility owners and operators. Our planners maintain close
working relationships with federal, state and county resource
agencies that implement the requirements of Hawai‘i Revised
Statutes and local zoning codes.

Housing
B+K is experienced and knowledgeable of Hawai‘i’s housing
conditions having recently completed an affordable and workforce
housing plan for Central, South, and West Maui. Our staff has
managed and completed Environmental Reviews (ER) meeting
HUD requirements for the State Hawaiʻi Public Housing Authority
(HPHA) for their 70+ housing projects statewide as part of 5-year
updates in 2010, 2015, and 2020. Based upon
this expertise, B+K has recently been selected
by HPHA to conduct new Environmental
Reviews for their Maui David Malo and Piʻilani
Homes housing projects. We know how to
complete HUD’s Statutory Worksheets and
Source Document Statutory Worksheets along
with using their Environmental Review Online
System (HEROS) website.
B+Kʻs civil engineers have years of experience designing
affordable and workforce housing developments. We understand
the needs of developers to balance affordable housing requirements
and revenue. We also understand the needs of communities to
provide quality housing to all members of our society regardless
of their particular economic situation. To achieve this balance, we
work with the developer to meet the requirements of their 201H
application or similar county program while maximizing the
number of units for each income tier. Grading and parking costs
are typically large portions of a development budget. We optimize
the grading in Civil3D to reduce earthwork costs. Optimal parking
needs are achieved by thorough and creative layout analysis.
The devastating Maui Wildfire event further exacerbated
the shortage of affordable housing which was already under
emergency proclamation before the fire. B+K’s planning, civil,
architecture and electrical division provided extensive research
and design services to bring a housing solution that is cost
effective and could be quickly implemented to provide relief
for displaced families. The solution we proposed was not only
an interim solution but we felt it important to propose a long-
term solution with volumetric modular units that meets County
Code and possesses the durability, livability and quality that any
homeowner would expect.
Emergency Management Planning
Our staff are also uniquely experienced in working with Maui
County, state, and federal agencies as part of the Lahaina wildfire
disaster restoration planning and programming activities and
understand the urgency in addressing housing. B+K is working
as a subconsultant to TetraTech to support the Office of Recovery
with broad disaster recovery service after the devasting fires in

August 2023. The services assist and guide the County by offering
comprehensive solutions, strategic planning and coordination,
and opportunities to emerge stronger and more resilient.
B+K assisted the Infrastructure Recovery Support Function (RSF) team in developing, strategizing, and expediting infrastructure projects to support the repopulation of residents in the areas impacted by the wildfires. This includes the development of a recovery roadmap showing critical milestones for infrastructure, temporary and permanent housing, and future resiliency projects to be used by County along with federal and local partners for coordination, collaboration, and situational awareness.
B+K also has a contract with the County of Maui, Office of
Recovery, providing general architectural, engineering, and
planning support to assist in the implementation of the Lahaina
Long-Term Recovery Plan. The work includes funding strategies,
program management, scoping, planning, and design services.
Climate Change, Sustainability and Resilience
Addressing climate change is now a critical aspect of our everyday work. B+K takes proactive steps to manage risk and strengthen all infrastructure resilience, while considering long-term changing climatic conditions and natural and human-made hazards that could impact state highway infrastructure and operations. In West Kauai we teamed with Sea Engineering on the HDOT Kaumualii Highway Feasibility Study on Kauai to explore shoreline solutions by conducting a king tide flood frequency analysis and sea level rise and wave inundation modeling. Proposed solutions are based on multiple scenarios, immediate need, mid-term, and long-term. In our sea level rise study with Hilton Hawaiian Village, we evaluated the impacts of sea level rise on the hotel property’s utilities, roads, and access and developed mitigation strategies with opinions of probable construction costs. In our resiliency study for Maalaea Village, we addressed the impacts to road and utilities infrastructure and established a resiliency decision framework for the mauka relocation of buildings and associated infrastructure. The B+K team has been incorporating climate change and sea level rise mitigation and adaptation solutions for many years.
Conservation Management Planning
Our Planners have been responsible for project management, master planning, and completing a State Final EIS that withstood a legal challenge for Kawainui Marsh on O‘ahu for the State DLNR, DOFAW. This complex is ecologically significant for endangered waterbirds, flood control, and for the native Hawaiian community for its cultural resources. The master plan supported wetland restoration, habitat enhancement and reforestation; areas to facilitate native Hawaiian cultural practices; and increased public access and educational programs. B+K was recently selected by DLNR to complete a Forest Conservation Plan
for Palamanui Community College in Kailua-Kona, Hawai.
This project will involve planning for the establishment and
development of a community forest at Palamanui, inclusive of an
environmental assessment, developing resource maps, identifying
opportunities and constraints, determining improvements,
community consultation and other relevant planning for
educational partnerships with relevant stakeholders.
Graphic Design
We have in-house graphic design capabilities to support all
design needs. We strive to combine function and technology
to communicate ideas through images and the layout of plans,
project logos, websites and printed pages. We work with both text
and images, using a variety of design elements to achieve artistic
or decorative effects. Below are some recent examples:
Community Engagement
B+K uses a variety of virtual tools to actively engage stakeholders
virtually. Holding meetings via videoconferencing platforms such
as Microsoft Teams or Zoom or social media platforms such as
Facebook Live are used on a case-by-case basis. With the update
of the Maui MPO’s Public Participation Plan, the public survey
reflected that the public prefers to provide feedback via online
surveys and through virtual meetings. B+K collects and analyzes
public input through a variety of virtual platforms, such as
Survey Monkey, MeetingSift, MailChimp, Miro, Poll, or a project
website, determining the appropriate platform on a case-by-case
basis. On our current Hawaii Statewide Transportation Plan
project (subconsultant to Jacobs, Inc.), B+K received over 600+
responses to our public survey.

One aspect of our civil and environmental engineering practice
that sets us apart from other firms is the high number of personnel
that obtain third-party certifications. We have six engineers
that are certified professionals in erosion and sediment control;
two of whom are also certified professionals in stormwater
quality. These additional certifications demonstrate our staff’s

engineers is a Certified Water Pollution Plan Preparer (CWPPP)

Specialty Services
Another aspect of our civil and environmental engineering
practice that sets us apart from other firms is our specialty services
that few local civil engineering firms offer. These services include
sanitary surveys, affordable housing, resilient design, dredging,
and environmental risk management.
Sanitary surveys review the sources, treatment systems,
distribution systems, finished water storage, pump stations,
monitoring and reporting, management and operation, and
operator certification compliance of public water systems
to determine their ability to deliver safe drinking water to
customers. This review is comprehensive and results in a report
that identifies deficiencies in the operation, management, and
physical assets of the water system that threaten public health.
B+K has one of the few certified sanitary surveyors in Hawaii
with practical field experience. In addition, our sanitary surveyor
has evaluated hundreds of sources, wells, storage tanks, pump
stations, treatments systems, and backflow prevention devices on
Oahu, Kauai, Maui, and Hawaii Island and in Singapore, Diego
Garcia, South Korea, and Japan. We leverage our expertise in

Dredging: Our firm has a long history of dredging design. From
the Ala Wai Canal Maintenance Dredging project and Hilton
Hawaiian Village Lagoon Maintenance Dredging in the early to
mid-2000s to the upcoming Kahawainui Stream Maintenance
Dredging for the City and the recent new Kapalama Container
Terminal Wharf and Dredging, we understand the complex
biological, environmental, regulatory, and disposal issues
surrounding maintenance and capital dredging. Because are
a multidisciplinary firm with both planning, permitting, and
engineering in-house, we can address these challenging issues
directly and navigate the complex legal and regulatory hurdles to
minimize risk to our clients.
Permit Expertise and Environmental Risk Management:
Many projects require a complex set of environmental permits
and approvals, such as U.S. Army Corps of Engineers (USACE)
Section 10, 404, and 408 permits; State Department of Health
Section 401 Water Quality Certifications (WQC); National
Pollutant Discharge Elimination System (NPDES) permits;
County Special Management Area (SMA) permits; and State
Historic Preservation Division (SHPD) Hawaii Revised Statutes
(HRS) Chapter 6E concurrence. B+K has the breadth and depth
of experience to navigate complex regulatory processes and
successfully obtain the required permits and approvals. Because
our firm has completed multiple projects in each county over 40
years in business, we are familiar with the nuanced differences in
the regulatory requirements throughout the state. This familiarity
allows us to negotiate permit conditions that limit our client’s
risks and obligations to the maximum extent practicable.
Our approach to ERM employs the following process: avoid,
minimize, and then mitigate. The first step to our process is to
avoid environmental impacts (water quality, biological, noise,
traffic, etc.) to the maximum extent practicable. Designs will be
developed that avoid environmental impacts while still meeting
the purpose, need, and schedule of the project. Scheduling
construction outside of key breeding seasons for avian and
aquatic species is one method to avoid environmental impacts.

By avoiding environmental impacts, the permit process can be
streamlined.
The next step in our ERM process is to minimize unavoidable
impacts and reduce any permanent losses to the environment.
Minimization measures could include reducing the design
footprint to the minimum required, incorporation of temporary
construction and permanent post-construction BMPs like silt
curtains or embankment stabilization, permanent or temporary
relocation of biological resources like artificial nest burrows for
protected avian species, and inclusion of biological monitoring
during construction.
For any resource loss that cannot be avoided or minimized, the final
step of our ERM process is mitigation. One important aspect of any
proposed mitigation is to limit our client’s financial commitment.
To achieve this objective, we will endeavor to avoid compensatory
mitigation requirements for the project. Compensatory mitigation
is a specific requirement for USACE permits under 33 Code of
Federal Regulations (CFR) 332 and requires adaptive management,
long-term management, performance criteria, monitoring,
and financial assurances. Because of our familiarity with key
environmental regulations and our experience, we develop and
implement strategies and tactics to successfully argue against
compensatory mitigation under 33CFR332 and instead propose
mitigation under different regulations that do not have such
stringent requirements. An example of our expertise is the New Kapālama Container Terminal (KCT) Wharf and Dredging project, where we avoided compensatory mitigation as a permit
condition. Offsets to unavoidable losses of biological resources
under the KCT project were addressed under the Magnuson-
Stevens Fishery and Conservation Management Act.
ARCHITECTURE
The B+K architecture group provides building design solutions
based on client needs through active listening and innovative
design approaches. Our architects and interior designers tackle
any building design projects, ranging from new construction to
renovations and repair and maintenance (R&M). Having worked
on many projects for public sector clients, our architecture
group understands the procurement processes and permitting
requirements, including exemptions, that allow us to better
strategize on project delivery based on realistic schedules and bid
controls to meet the client’s goals.
The breadth and depth of the architecture team’s experience and
knowledge allow us to tailor our services to provide solutions
to meet the client’s challenges. For example, we provide the
architecture design services under a single contract with the
State Department of Education (DOE). The DOE initiated their
Facility Asset Management program, whereby prequalified
designers, project coordinators, and contractors provide services
to address the needs of the DOE. In addition, the B+K architecture
group provides design services under the Statewide Architectural
Design Services contract. We excel in managing a long list of
projects statewide, helping the DOE prioritize projects, and
creating a team and project delivery that produce designs in sync
with the construction funding and specific school schedule.

intent is documented in plans and specifications through client-
required milestones. These contract documents are finalized and
prepared for permitting and bidding.
Our expertise in local codes, ordinances, and regulations allow
us to advise the DOE on required permits and any exemptions
to streamline permitting. We support the client leading up to
and during procurement with delivering the project for bidding
in timely manner as well as responding quickly to any bidder’s
request for information.
The example above exemplifies the level of architectural design
service we promote and provide consistently to our clients. We
are not limited to certain aspects of the project delivery. Our
architecture group provides a wide range of services at any stage

Our architecture group brings innovations from major national
conferences, such as World of Modular, American Correctional
Association, and American Society of Healthcare Engineers. By

help the DOE reinvent their classroom replacement program by
utilizing modular construction for more rapid, yet controlled,

MECHANICAL ENGINEERING
The B+K mechanical group, was formerly known as Katayama
& Associates, Inc, before merging with B+K, in January 2025.
We have been providing quality mechanical designs in Hawaii for
over 26 years with projects ranging from mechanical assessments
to renovations to new buildings which include services such as
air conditioning, ventilation, plumbing, fire protection, HVAC
building commissioning and energy management and control
systems. We’ve worked with all sectors of the construction
industry, including commercial, City, County and State clients.
Our group utilizes the “team concept” style of managing projects
while committed to the Client’s functional, budget and schedule
concerns.
A major portion of our past projects have focused upon the
renovation or rehabilitation of existing buildings where we have
always done extensive site investigations to determine problems
and solutions based upon conditions viewed at the site. Some of
our notable projects include the State Capitol Building, Capitol
Pools, Replacement of the Chillers at the University of Hawaii
Stan Sheriff Center and the University of Hawaii, Waterhouse
Strength and Conditioning Center.
We are also very versed in new building construction and are very
familiar with the steps and processes that are necessary to have

ELECTRICAL ENGINEERING
The B+K electrical group, formerly known as Ho & Okita and H&O-III, before merging with B+K, has been providing quality electrical designs in Hawaii for over 30 years. With projects ranging from renovations to new buildings and including services such as site distribution, electrical, lighting, fire alarm, security, and telecom infrastructure work, we’ve worked with all sectors of the construction industry, including commercial, city, county, state, and federal clients. Our longevity is based on our work ethic. All projects are approached with three goals: providing a design that can be built, that is on time, and that is on budget.
This work ethic can be seen in our ongoing project with the State
Department of Education (DOE) to design fire alarm systems
for various school campuses. Our services include assessing and
setting the priority of projects, setting the standards for all DOE
fire alarm projects, designing the bulk of all yearly fire alarm
projects, and reviewing the designs from other engineering offices.
Our designs are based on extensive site investigations. All site conditions are examined to produce a design that can be built with minimal to no field adjustments required. The design process involves heavy project scheduling and coordination to meet all deadlines. Throughout the design process, the cost is evaluated with revisions being made to keep the project within budget.
The result of our work ethic is being able to produce more
completed fire alarm system designs for the DOE than all
other consultants combined. Because of our attention to detail,
knowledge of local and national code requirements, and ability
to solve all encountered problems, the DOE turns to our office for
advice on all fire alarm related issues.
The example above illustrates the level of commitment our electrical group provides to our clients. We approach each project with the same level of commitment. We are continually learning and improving our quality of work so that we can provide our clients with the highest quality designs and technical support.
LANDSCAPE ARCHITECTURE
The B+K landscape architecture studio specializes in hardscape, planting, irrigation and water management, site lighting, low-impact and sustainable design, project theming, site planning, landscape management and restoration, comprehensively improving the human experience of built and natural environments. Our studio group has been providing landscape architecture design services for over 30 years, locally, statewide, and internationally for private and public clients. Our project experience and expertise include campus and universities, parks, resort hotels, hospitals, residential communities, and US Department of Defense installations. In 2023, B+K completed an update of the State’s Low Impact Development Practitioner’s
Guide for the Office of Planning and Sustainable Development.
Born out of hospitality design, our team brings an “experience-oriented design” philosophy to every project, ensuring that aesthetics, functionality, and sustainability are priorities. Our diverse team of physical planners and landscape architects bring a sensitivity to merging architecture and site engineering. Cultural sensitivity, design, and authentic indigenous sense of place are also key components of our design practice. We focus on doing the right thing and making sure that the design is appropriate and vetted.
We have fostered relationships with plant nurseries on each island
to ensure availability of planting palettes for our designs. We also
regularly attend training and workshops and meet with equipment
manufacturers and distributors to keep abreast of current design
trends and best practices, maintaining relationships with local and
national suppliers.

CONSTRUCTION MANAGEMENT
Because of B+K’s extensive experience as a Construction Manager on civil related construction projects, we bring experience and knowledge to construction projects at existing and new facilities. These projects require significant coordination and frequent communication and collaboration with the City, facility users, and community to ensure that impact to operations and the surrounding environment are minimized as much as possible. For example, the ongoing construction work for the Salt Lake Boulevard Widening, Phase 3 project for the City and County of Honolulu, Department of Transportation Services (DTS) includes removal of trees, demolition of existing pavement, driveways, and other homeowner encroachments located within the City right-of-way, grading and paving work, striping installation, utility relocations and installations, the construction of retaining (soil nail and concrete) walls, shotcrete lining for erosion protection and drainage swales, and concrete work for the installation of concrete curbs, gutters, sidewalks, curb ramps, and bulb-outs. This project requires extensive communication and collaboration with various agencies including the City DTS and adjacent property owners. Course Driving Range Improvements project which included
mass grading of the entire driving range, a new concrete cart path,
new pre-wash station with fencing, and a new irrigation system.
During excavation operations, archaeological findings (iwi)
were discovered. However, through close coordination with the
archaeologist and local agencies, B+K was able to work around
the findings to mitigate any delays to the project.
INNOVATIVE AND ALTERNATIVE METHODS AND PROJECT APPROACH
Through our experience providing consulting services to CoH,
B+K has developed an understanding of CoHʼs needs and how we
can support those needs as an extension of your staff. The B+K
team offers a breadth and depth of diverse resources to support
CoH project managers and can mobilize staff and resources as
needed to efficiently and effectively deliver your projects.
We have local presence combined with offices throughout Oahu. We can dedicate staff as needed, when they are needed. Our Add Multiple locations ensure that we can meet face-to-face with City staff as often as necessary. In addition, our staff has good working relationships with other agencies that can assist in research, coordination, or permitting that may be needed.
Our general approach to any project and the points at which
innovative, alternative, and unique methods will be considered
are described and identified in this section. After CoH contacts
the B+K principal in charge, the project requirements, scope
of services, schedule, and budget will be reviewed; and the
composition of the specific B+K project manager and project team
will be identified. The project manager will then coordinate the
team and subconsultant staff. We propose to organize our project
team based on the key team members’ individual regulatory and
technical experience. Innovative, alternative, and unique methods
will be considered with a focus on technical feasibility, cost-
effectiveness, permit requirements, constructability, life-cycle
costs, and long-term maintenance.
Survey Methods: Our project team has extensive experience with ground-based light detection and ranging (LiDAR) and drone survey methods. Ground-based LiDAR systems generate a detailed data point cloud that captures much more accurate and higher resolution topographic data compared to conventional surveying methods. Depending on field conditions, ground-based LiDAR allows field personnel to obtain data for areas that may not be easily accessible. For example, collecting data without lane closures in travel ways. We also work with firms that have the capability to use remotely operated vehicles, single-beam and multibeam sonar systems, side-scan sonar, and centimeter-level differential and real-time kinematic global positioning system (GPS) devices to conduct surveys. The most appropriate survey methods that provide the best value to and quality data for CoH will be selected. On the Route 11 Corridor Study, drone survey methods were used to establish a suitable base and save thousands in ground survey costs.
Field Investigation Methods: Our project team has extensive
experience with employing iPads, GPS devices, remotely
controlled drones, and other mobile devices to collect accurate site
data safely and economically. Our archaeological subconsultants
typically equip their archaeologists with tablets that allow
photographs, sketches, and field forms to be recorded digitally
and transmitted immediately back to the office for incorporation
into reports. Our biological subconsultants use Trimble GNSS
receivers to record walking surveys and points of interest during
biological surveys. B+K has drones and pilots that can capture
aerial imagery of a site to supplement data collected by field
personnel, especially in areas that are difficult to access. Our firm
has iPhones, iPads, and Microsoft Surface tablets to assist with
field data collection.
Subsurface Utility Engineering (SUE): Accurately identifying existing subsurface utilities and foundations is a critical part of the preliminary design of a project. Proper application of SUE early in the design process can avoid costly change orders during construction.
Four quality levels of SUE are recognized by the Federal
Highway Administration: Level D (lowest) to Level A (highest).
The different levels are related to the level of risk, accuracy, and
reliability of the information obtained. Lower quality levels tend
to have higher risk, are less accurate, and less reliable than higher
levels.
Level D involves reviewing existing as-built and record drawings and interviews with persons knowledgeable of the project area. However, these records and testimonies typically lack critical data. We use Level D methods for project planning.
Level C involves the use of topographic, bathymetric, and aerial
surveys to identify visible features, such as manholes, drain inlets,
valve boxes, ditches, channels, and piping, to obtain detailed
information. The collected data are compared to as-built or record
drawings, and maps are updated to match the most recent data.
We often find previously unrecorded utilities or updated elevation
data via Level C SUE methods. For a relatively small additional
cost, toning of underground utilities can be incorporated into
the survey to provide additional assurance of the location of the
utilities.
Level B involves the use of surface geophysical methods to determine the depth and location of utilities. These methods are noninvasive and can cover a large area quickly and cost-effectively. Chapter 4 of the Manual on Subsurface Investigations published by the National Cooperative Highway Research Program (NCHRP) of the Transportation Research Board (TRB) lists several types of surface geophysical methods, including seismic, electrical, electromagnetic, and potential field methods. Ground-penetrating radar (GPR) is a reliable surface geophysical method that we have used often on projects to obtain data on underground utilities and avoid costly conflicts between existing utilities and new piping, manholes, drain inlets, and foundations.
Level A involves physically locating underground utilities
nondestructively via potholing and excavation. This highest SUE
level allows the designer to identify the type, condition, material,
size, location, and elevation of subsurface utilities.
The most basic SUE quality levels (D and C) will be employed on each project. Higher SUE quality levels (B and A) will be

used as appropriate on a case-by-case basis for each project. Our firm has experience with GPR, toning, and excavation to identify underground utilities on previous projects. We have completed
wastewater line and water line condition assessments where we
employed GPR, toning, and excavation to identify the location, depth, and condition of utilities.
