Phases 1 and 2A were constructed in 2001 and consist of forty-five 10,000-square-foot (SF) lots on approximately 13 acres. Phase 2B will develop the remaining area to address the housing needs for Lanai. The current master plan for the remaining area consists of 10,000-SF lots and a 5-acre park. Potable water would be obtained from Lanai Water Company. The wastewater would be conveyed to and treated at the Lanai City Wastewater Reclamation Facility (WRF). BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) Areas this Project Addresses: • Restoration of a heiau that extends into a tidepool and ocean• Implement unique preservation plan concepts and requirements• Extensive federal, state, and county permitting for re-construction work in the water and shoreline area• Coordinating with lineal descendants on reconstruction SCOPE: Provide planning, engineering, and permitting services to support Kamehameha Schools (KS) in implementing improvements to reconstruct and restore the Kapuanoni Heiau located in Kahaluʻu on the island of Hawaiʻi that was destroyed by the construction of the former Keauhou Beach Hotel. KS will restore Kapuanoni Heiau to its original extents, structural appearance, and function. The restoration plan developed for this heiau has the outer wall and footprint of the heiau extending into the seaward tide pool approximately 35 feet from the current surveyed shoreline and beyond the current property line. Federal, state, and county permits would be required for work occurring within the tide pool and shoreline requiring considerable agency coordination and specialized technical studies (coral, water quality, sea level rise, coastal erosion, marine, cultural). Coordination with the State Department of Land and Natural Resources (DLNR) is required to obtain an easement and lease for portions of the heiau extending beyond the property line. Design work will entail developing construction plans utilizing specialized equipment, construction methods, and best management practices to minimize adverse effects on the marine environment. Boulders would be collected from the tide pool (“rock-harvesting area”) and at another inland site to support reconstruction of heiau walls (>10 feet tall) and structure. The establishment of the Youth Transportation Council was part of the requirements of the settlement agreement in Navahine v. Department of Transportation, State of Hawaii (2022) in order to advise HDOT on ways to reduce greenhouse gas emissions and to adapt from climate impacts in the State’s transportation network. The Youth Transportation Council will seek to improve HDOT’s work via appropriate integration of youth feedback into HDOT’s policies, plans, and projects. The council may also conduct outreach activities to educate and provide direct industry experience to Hawai‘i’s youth about HDOT’s climate mitigation and adaptation efforts and transportation. B+K will assist the HDOT in creating foundational documents for the Youth Transportation Council, facilitating the selection of council members, meeting facilitation and planning, preparing graphics and promotional materials for the council, program management, website management, logistical and administrative support, and coordination to facilitate meaningful interactions between youth and government officials. One task is the development of the Rebuild Lahaina Plan, which hopes to recreate places and experiences lost and to do so in a way that responds to current and future threats and honors the history and cultural significance of Lahaina. The Plan will examine the connectivity and mobility of Lahaina Town and create updated Urban Design Guidelines that is consistent with the Historic Districts B+K architecture group provides building design solutions based on the client needs through active listening and innovative design approach. Grading and parking costs are typically large portions of a development budget. We optimize the grading in Civil3D to reduce earthwork costs. Optimal parking needs are achieved by thorough and creative layout analysis. The devastating Maui Wildfire event further exacerbated the shortage of affordable housing which was already under emergency proclamation before the fire. B+K’s planning, civil, architecture and electrical division provided extensive research and design services to bring a housing solution that is cost effective and could be quickly implemented to provide relief for displaced families. The solution we proposed was not only an interim solution but we felt it important to propose a long- term solution with volumetric modular units that meets County Code and possesses the durability, livability and quality that any homeowner would expect. Emergency Management Planning Our staff are also uniquely experienced in working with Maui County, state, and federal agencies as part of the Lahaina wildfire disaster restoration planning and programming activities and understand the urgency in addressing housing. B+K assisted the Infrastructure Recovery Support Function (RSF) team in developing, strategizing, and expediting infrastructure projects to support the repopulation of residents in the areas impacted by the wildfires. This includes the development of a recovery roadmap showing critical milestones for infrastructure, temporary and permanent housing, and future resiliency projects to be used by County along with federal and local partners for coordination, collaboration, and situational awareness. B+K also has a contract with the County of Maui, Office of Recovery, providing general architectural, engineering, and planning support to assist in the implementation of the Lahaina Long-Term Recovery Plan. The work includes funding strategies, program management, scoping, planning, and design services. Climate Change, Sustainability and Resilience Addressing climate change is now a critical aspect of our everyday work. B+K takes proactive steps to manage risk and strengthen all infrastructure resilience, while considering long-term changing climatic conditions and natural and human-made hazards that could impact state highway infrastructure and operations. In West Kauai we teamed with Sea Engineering on the HDOT Kaumualii Highway Feasibility Study on Kauai to explore shoreline solutions by conducting a king tide flood frequency analysis and sea level rise and wave inundation modeling. Proposed solutions are based on multiple scenarios, immediate need, mid-term, and long-term. In our sea level rise study with Hilton Hawaiian Village, we evaluated the impacts of sea level rise on the hotel property’s utilities, roads, and access and developed mitigation strategies with opinions of probable construction costs. In our resiliency study for Maalaea Village, we addressed the impacts to road and utilities infrastructure and established a resiliency decision framework for the mauka relocation of buildings and associated infrastructure. The B+K team has been incorporating climate change and sea level rise mitigation and adaptation solutions for many years. Conservation Management Planning Our Planners have been responsible for project management, master planning, and completing a State Final EIS that withstood a legal challenge for Kawainui Marsh on O‘ahu for the State DLNR, DOFAW. This complex is ecologically significant for endangered waterbirds, flood control, and for the native Hawaiian community for its cultural resources. The master plan supported wetland restoration, habitat enhancement and reforestation; areas to facilitate native Hawaiian cultural practices; and increased public access and educational programs. B+K was recently selected by DLNR to complete a Forest Conservation Plan for Palamanui Community College in Kailua-Kona, Hawai. This project will involve planning for the establishment and development of a community forest at Palamanui, inclusive of an environmental assessment, developing resource maps, identifying opportunities and constraints, determining improvements, community consultation and other relevant planning for educational partnerships with relevant stakeholders. Graphic Design We have in-house graphic design capabilities to support all design needs. We strive to combine function and technology to communicate ideas through images and the layout of plans, project logos, websites and printed pages. Below are some recent examples: Community Engagement B+K uses a variety of virtual tools to actively engage stakeholders virtually. The next step in our ERM process is to minimize unavoidable impacts and reduce any permanent losses to the environment. Minimization measures could include reducing the design footprint to the minimum required, incorporation of temporary construction and permanent post-construction BMPs like silt curtains or embankment stabilization, permanent or temporary relocation of biological resources like artificial nest burrows for protected avian species, and inclusion of biological monitoring during construction. For any resource loss that cannot be avoided or minimized, the final step of our ERM process is mitigation. One important aspect of any proposed mitigation is to limit our client’s financial commitment. To achieve this objective, we will endeavor to avoid compensatory mitigation requirements for the project. Compensatory mitigation is a specific requirement for USACE permits under 33 Code of Federal Regulations (CFR) 332 and requires adaptive management, long-term management, performance criteria, monitoring, and financial assurances. Because of our familiarity with key environmental regulations and our experience, we develop and implement strategies and tactics to successfully argue against compensatory mitigation under 33CFR332 and instead propose mitigation under different regulations that do not have such stringent requirements. An example of our expertise is the New Kapālama Container Terminal (KCT) Wharf and Dredging project, where we avoided compensatory mitigation as a permit condition. Offsets to unavoidable losses of biological resources under the KCT project were addressed under the Magnuson- Stevens Fishery and Conservation Management Act. MECHANICAL ENGINEERING The B+K mechanical group, was formerly known as Katayama & Associates, Inc, before merging with B+K, in January 2025. We have been providing quality mechanical designs in Hawaii for over 26 years with projects ranging from mechanical assessments to renovations to new buildings which include services such as air conditioning, ventilation, plumbing, fire protection, HVAC building commissioning and energy management and control systems. We’ve worked with all sectors of the construction industry, including commercial, City, County and State clients. Our group utilizes the “team concept” style of managing projects while committed to the Client’s functional, budget and schedule concerns. A major portion of our past projects have focused upon the renovation or rehabilitation of existing buildings where we have always done extensive site investigations to determine problems and solutions based upon conditions viewed at the site. Some of our notable projects include the State Capitol Building, Capitol Pools, Replacement of the Chillers at the University of Hawaii Stan Sheriff Center and the University of Hawaii, Waterhouse Strength and Conditioning Center. Our designs are based on extensive site investigations. All site conditions are examined to produce a design that can be built with minimal to no field adjustments required. Throughout the design process, the cost is evaluated with revisions being made to keep the project within budget. The result of our work ethic is being able to produce more completed fire alarm system designs for the DOE than all other consultants combined. LANDSCAPE ARCHITECTURE The B+K landscape architecture studio specializes in hardscape, planting, irrigation and water management, site lighting, low-impact and sustainable design, project theming, site planning, landscape management and restoration, comprehensively improving the human experience of built and natural environments. Our studio group has been providing landscape architecture design services for over 30 years, locally, statewide, and internationally for private and public clients. Our project experience and expertise include campus and universities, parks, resort hotels, hospitals, residential communities, and US Department of Defense installations. In 2023, B+K completed an update of the State’s Low Impact Development Practitioner’s Guide for the Office of Planning and Sustainable Development. Born out of hospitality design, our team brings an “experience-oriented design” philosophy to every project, ensuring that aesthetics, functionality, and sustainability are priorities. Our diverse team of physical planners and landscape architects bring a sensitivity to merging architecture and site engineering. Cultural sensitivity, design, and authentic indigenous sense of place are also key components of our design practice. During excavation operations, archaeological findings (iwi) were discovered. However, through close coordination with the archaeologist and local agencies, B+K was able to work around the findings to mitigate any delays to the project. INNOVATIVE AND ALTERNATIVE METHODS AND PROJECT APPROACH Through our experience providing consulting services to CoH, B+K has developed an understanding of CoHʼs needs and how we can support those needs as an extension of your staff. The B+K team offers a breadth and depth of diverse resources to support CoH project managers and can mobilize staff and resources as needed to efficiently and effectively deliver your projects. We have local presence combined with offices throughout Oahu. We can dedicate staff as needed, when they are needed. Our Add Multiple locations ensure that we can meet face-to-face with City staff as often as necessary. In addition, our staff has good working relationships with other agencies that can assist in research, coordination, or permitting that may be needed. Our general approach to any project and the points at which innovative, alternative, and unique methods will be considered are described and identified in this section. After CoH contacts the B+K principal in charge, the project requirements, scope of services, schedule, and budget will be reviewed; and the composition of the specific B+K project manager and project team will be identified. The project manager will then coordinate the team and subconsultant staff. We propose to organize our project team based on the key team members’ individual regulatory and technical experience. Innovative, alternative, and unique methods will be considered with a focus on technical feasibility, cost- effectiveness, permit requirements, constructability, life-cycle costs, and long-term maintenance. Survey Methods: Our project team has extensive experience with ground-based light detection and ranging (LiDAR) and drone survey methods. Ground-based LiDAR systems generate a detailed data point cloud that captures much more accurate and higher resolution topographic data compared to conventional surveying methods. Depending on field conditions, ground-based LiDAR allows field personnel to obtain data for areas that may not be easily accessible. For example, collecting data without lane closures in travel ways. We also work with firms that have the capability to use remotely operated vehicles, single-beam and multibeam sonar systems, side-scan sonar, and centimeter-level differential and real-time kinematic global positioning system (GPS) devices to conduct surveys. The most appropriate survey methods that provide the best value to and quality data for CoH will be selected. On the Route 11 Corridor Study, drone survey methods were used to establish a suitable base and save thousands in ground survey costs. Field Investigation Methods: Our project team has extensive experience with employing iPads, GPS devices, remotely controlled drones, and other mobile devices to collect accurate site data safely and economically. Our archaeological subconsultants typically equip their archaeologists with tablets that allow photographs, sketches, and field forms to be recorded digitally and transmitted immediately back to the office for incorporation into reports. Our biological subconsultants use Trimble GNSS receivers to record walking surveys and points of interest during biological surveys. B+K has drones and pilots that can capture aerial imagery of a site to supplement data collected by field personnel, especially in areas that are difficult to access. Our firm has iPhones, iPads, and Microsoft Surface tablets to assist with field data collection. Subsurface Utility Engineering (SUE): Accurately identifying existing subsurface utilities and foundations is a critical part of the preliminary design of a project. Proper application of SUE early in the design process can avoid costly change orders during construction. Four quality levels of SUE are recognized by the Federal Highway Administration: Level D (lowest) to Level A (highest). The different levels are related to the level of risk, accuracy, and reliability of the information obtained. Lower quality levels tend to have higher risk, are less accurate, and less reliable than higher levels. Level D involves reviewing existing as-built and record drawings and interviews with persons knowledgeable of the project area. However, these records and testimonies typically lack critical data. We use Level D methods for project planning. Level C involves the use of topographic, bathymetric, and aerial surveys to identify visible features, such as manholes, drain inlets, valve boxes, ditches, channels, and piping, to obtain detailed information. The collected data are compared to as-built or record drawings, and maps are updated to match the most recent data. We often find previously unrecorded utilities or updated elevation data via Level C SUE methods. For a relatively small additional cost, toning of underground utilities can be incorporated into the survey to provide additional assurance of the location of the utilities. Level B involves the use of surface geophysical methods to determine the depth and location of utilities. These methods are noninvasive and can cover a large area quickly and cost-effectively. Chapter 4 of the Manual on Subsurface Investigations published by the National Cooperative Highway Research Program (NCHRP) of the Transportation Research Board (TRB) lists several types of surface geophysical methods, including seismic, electrical, electromagnetic, and potential field methods. Ground-penetrating radar (GPR) is a reliable surface geophysical method that we have used often on projects to obtain data on underground utilities and avoid costly conflicts between existing utilities and new piping, manholes, drain inlets, and foundations. Level A involves physically locating underground utilities nondestructively via potholing and excavation. This highest SUE level allows the designer to identify the type, condition, material, size, location, and elevation of subsurface utilities. The most basic SUE quality levels (D and C) will be employed on each project. Higher SUE quality levels (B and A) will be H. ADDITIONAL INFORMATION 30.
