interest for professional services for Hawai’i County’s Department of Research and Development.
Our area of interest is RD.1) Community Planning (Community and Economic Development,
Community Engagement, Culture and Indigenous Data Science, Strategic Planning,
Sustainability Systems), RD.6) Data Science (Project Management), and RD.19) Statistician:
Data Analysis.

providing economic recovery services, strategic planning, and data analysis at all levels of
government. The following individuals are representative of members of our team with the skills
and expertise needed to support the Department of Research and Development.
Scott Kaiser, Associate Director – 10 years of experience leading geospatial programs and
delivering spatial analysis and visualization, and managing economic recovery missions in
Louisiana, Oklahoma, New Mexico, and North Carolina.
Ben Cuddy, Associate Director – 10 years of experience as a seasoned planner with
experience leading disaster preparedness, recovery, and continuity planning initiatives for
federal, state, and local agencies, including FEMA, SBA, and HHS.
Emily Stecher, Associate – 5 years of experience in economic recovery with interdisciplinary
expertise in disaster recovery, defense, and the blue economy, supporting missions in North
Carolina, Florida, the U.S. Virgin Islands, and Oklahoma.

▪Economic Development Administration, Disaster Recovery Support Services (May 2013 –
Present). Providing support and subject matter expertise in support of EDA. Throughout these
contracts, J&M has been tasked with developing new and innovative products that have become our
basis and model for recovery efforts. While this work is directed at the federal level through EDA, the
primary focus is on recovery and resilience strategies at the local and regional level. Upon activation,
our first task is to research and complete an economic recovery needs assessment. We accomplish this
in close collaboration with all partners and community stakeholders. This process informs the recovery
strategy and initiatives going forward. We have completed this work in more than 20 Economic RSF
missions across the country, to include Alaska, Colorado, Florida, Missouri, Montana, Nebraska, New
Mexico, New York, North Carolina, Oklahoma, South Carolina, Texas, and the U.S. Virgin Islands.
▪ASPR Professional, Technical, Medical Staffing Support Services (May 2021 – Present). Supported
data analytics for Operational Data Analytics (ODA) and the Geospatial Integration and Analysis (GIA).
We bring a range of analytics and technology from geospatial analysis using Esri's ArcGIS software to
Tableau. J&M built a robust infrastructure for situational awareness and information management and
reporting. Our team works across ODAIA programs to coordinate public health analysis for inclusion
into senior leader briefings, situational reports, and other reporting products.
▪ASPR Disaster Response and Logistics (August 2017 – June 2024). Provided direct support to the
Office of Preparedness, Information Management and Data Analytics Division's Response Analytics
Section (RAS) and Geospatial Integration, Analytics, and Visualization (GIAV) in data collection,
management, analysis, and reporting.
▪Small Business Administration (July 2022 – June 2024). Supported the Office of Disaster Response
and Recovery (ODR&R) through a reorganization by leading strategic workshops with key stakeholders
and process owners that advanced the capabilities of ODR&R and advanced strategic conversations
for coordination with SBA as a whole. We by established a data analytics capability, facilitated disaster
exercises, developed of Standard Operating Procedures (SOPs), and revised Disaster Preparedness
and Recovery Plan.
