Public Hearing began at 9:40 a.m.
CHAIRMAN GOYA: Will the public hearing of the Water Board on the proposed
Operating Budget and Capital Improvements Budget for the
Department of Water Supply for the Fiscal Year 2007 -2008 please
come to order.
My name is Tom Goya, Chairman of the Water Board, and the
members of the Water Board and Staff who are present here this
morning are Bernard "Malu" Konanui, Dwayne Mukai, Paula
Helfrich, Loren Heck, and Riley Smith. Milton, could you introduce
the members of your staff?
MILTON PAVAO: Yes, we have Quirino Antonio, Clyde Young, Richard Tsunoda,
Keith Okamoto, Bettina Arrigoni; and our infamous attorney, Kathy
Garson.
CHAIRMAN GOYA: Okay. The Water Board, under Section 8 -2(c) of the Hawaii County
Charter shall adopt the Operating and Capital Improvements Budget

for the Department of Water Supply; and under the hearing and
advertising provision of Section 10 -4, Hawaii County Charter, did
publish public hearing notices in the Hawaii Tribune Herald and in
the West Hawaii Today on May 11 and 13, 2007.
We are here this morning to accept testimony on the budgets. Is
there anyone in the audience who wishes to testify? There being
none, I would like to entertain a motion that this public hearing be
closed.
LOREN HECK: So move.
DWAYNE MUKAL• Second.
CHAIRMAN GOYA: Moved by Loren, seconded by Dwayne. All those in favor say "aye."
BOARD MEMBERS: Unanimous ayes.
CHAIRMAN GOYA: Opposed, nay? (none)
CHAIRMAN GOYA: Carried unanimous. The public hearing is closed. Thank you.
