Public Works Dated April 1, 2025, Regarding Issuance of Building Permit No.
PW.B2024-005123. Location: 14 Oeoe Street, Hilo, HI 96720 TMK: (3) 2-1-018:013;
Owners: Barbara and Richard Standke.
Please carefully read the attached Agenda for instructions about in-person location, zoom
hearing technology, and written testimony.
I appealed the Planning Director's April 11, 2025 decision to exempt the new development
described in PL-SAA-2025-000280 from SMA review, without requiring an off-street
parking plan or considering that no exemption applies because expanding the transient
accommodation rental use will have cumulative impacts and secondary effects on the
surrounding neighborhood, requiring a SMA permit procedure in front of the Windward
Planning Commission, among other reasons.
I appealed the Director of Public Works' April 1, 2025, decision to issue (a) an
owner/builder building permit for an active transient accommodation rental; and (b) a
building permit before SMA use permit assessment application No. PL-SAA-2025-000280
was acted on by the Planning Director on April 11, 2025.

communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawai`i County Code}
