Meeting Minutes
Date : October 15, 2025
Location: 655 Kilauea Ave. Hilo, HI 96720 (hybrid via Zoom and in-person)
Time: Meeting called to order at 11:30 a.m.
I. CALL TO ORDER AND ATTENDANCE
The meeting was called to order by Chair Kaycie Parks at 11:30am.
Attendance : Kaycie Parks,Andrew Langtry, Farrah-Marie Gomes, Justice Pang, Shannon Burke, Jennifer Stotter,
Skye Narvaez, Dakota (Cody)Friends, Jan-Marie Osorio
Absent: Sandra Claveria, Hilina'i Kane
Public Observers: Misty Carter, Lai Sha Bugado.
Members and attendees were asked to provide their names in the chat for documentation purposes.
II.APPROVAL OF PREVIOUS MINUTES
Approval of minutes from September 17,2025,was tabled until the next meeting, as Jan did not receive the prior
minutes. Cody clarified at 11:40 a.m. that the Commission has 40 days to finalize and post approved minutes for
public access.
III. STANDING REPORTS
Report by Jennifer Stotter: Due to lack of administrative support, the November meeting has been delayed but will be
posted as required.
• Ma'i Movement: Upcoming statewide survey in 2026 on poverty and menstrual equity.
• Commission Branding: Discussion of potential T-shirts and information packets.
• Reproductive Access: Reconvening Hawai'i Abortion Assessment focusing on neighbor island accessibility.
• State Commission Updates: Participation in Pride Parade, potential article about the Commission, and Nurturing
Wahine Fund.
• 11:45 a.m. —Executive Director Compensation discussion raised by Farrah.
• 11:52 a.m. —Nancy Moser joined via Zoom.
• Policy Discussion by Shannon at 12:00 p.m.: Topics included restraining order effectiveness, inclusive policy
language, and timing of State Commission minutes.
• Shannon will email Jennifer to follow up on Native Hawaiian women representation at State Commission level.
IV. TREASURER'S REPORT(Andrew Langtry)
12:05 p.m.—Treasurer's report presented.
• Current budget remains$10,000(unchanged since 2020).
•$1,000 used for outreach at the All Girls Rodeo.
• Budget review and potential updates scheduled for 2027.
• 12:08 p.m. —Farrah asked if categories are determined by the Prosecuting Attorney's Office.
• Shannon noted the draft is due at the end of the month; Dawn stated budget hearings have begun.
• Cody explained the process of increasing funding and that the fiscal year budget remains largely unused.
• Shannon moved to defer acceptance of the Treasurer's Report to the November meeting.
•Andrew to prepare draft; noted workload challenges.
V. OLD BUSINESS
12:20 p.m.—Shannon and Justice report deferred due to personal reasons; event remains placeholder for next fiscal
year.
Equal Pay Social Media Project: Reported by Farrah; insufficient video material, but continued coverage encouraged.
Gift Cards: Jan to retain; Cody emphasized distribution as originally agreed.
12:25 p.m.—Funding report closed; program report remains open.
Outreach Bags:
• Kaycie suggested purchasing 250 tote bags for approximately$310.
• Farrah suggested adding the logo and ordering more bags.
•Jan clarified the bidding process applies over$2,000(to confirm with the Fiscal Office).
• 12:48 p.m. —Shannon proposed keeping bags stocked for outreach;subcommittee motion deferred.
Survey Form: Farrah shared electronic version via Facebook;vote deferred.
1:00 p.m. —Public Testimony : Misty Carter testified on promoting women-owned businesses, particularly Native
Hawaiian women-owned businesses. Chair allowed testimony before introductions. Shannon proposed compiling a
list of women-owned businesses for outreach; Misty Carter offered to assist; Shannon noted vendor compliance
requirements.
VI. NEW BUSINESS
A. Social Media Outreach—Kaycie proposed expanded use of social media.
B. Email Access&Orientation—Shannon requested Jan arrange Commission email and orientation with Tracey
Niimi via Micah Alameda.
C. Holiday Season Outreach—Members to bring community event ideas.
D. Operating Guidelines Update—Shannon proposed email thread; Cody clarified this violates Sunshine Law.Jan to
send blind-copy email.
E. Permitted Interaction Group(PIG)Training—PIGs must hold three meetings;scope and roles defined at creation;
membership fixed.
F. Follow-Up Questions—Cody confirmed questions can be emailed or called in.
VII.ADJOURNMENT
Meeting adjourned at 1:36 p.m.
