In 1964, Governor John A. Burns created by Executive Order the Hawai'i State
Commission on the Status of Women (HSCSW). The work of the HSCSW is detailed in
section 367-1 and sections 367-3 (1)through (8), Hawai'i Revised Statutes (HRS), while
county Committees on the Status of Women (CSW) duties are outlined in section 367-4.
This report details statewide HSCSW and CSW events, programs, conferences, and
activities during State fiscal year 2023-2024 (SFY24). Bear in mind, throughout this SFY24
HSCSW efforts were hampered and limited due to key HSCSW staff and Commissioner
vacancies.

In order to realize the feminist goals of the HSCSW (social, economic, and political
equality of the sexes) and improve the status of women and girls in Hawai'i, the
following measures are needed:
w Paid family and medical leave,
w Affordable childcare and housing,
w Pay equity,
w Data sharing agreements amongst state, county and non-profit service providers,
and
w MandatoryK-12 gender-based violence prevention education.
