Statements from the public will be taken nowor when the respective agenda item is called. APPROVAL OF MINUTES October 24, 2025, regular and executive sessions. POLICE CHIEF’S REPORT ON DEPARTMENT ACTIVITIES The report includes statements regarding the following: Crime Statistics Traffic Statistics Vice Report Personnel Report FinanceReport Commendationsand Awards Other Department Activities/Highlights UNFINISHEDBUSINESS Discussion and possible action regarding the selection process for the new Police Chief:The Commission will discuss and possibly make decisions regarding the remainingaspects of the selection process, which include but are not limited to:the selection process timeline; the process to narrow the candidates and select candidates to interview, which includes ranking the candidates’written responses to the written Hawai‘i County is an Equal Opportunity Provider and Employer. Hawaii Police Commission Meeting Agenda November 21, 2025 Page 2 questions they receivedfrom the Commission; the interview process, including interview questions;and the selection and appointment process.The Department of Human Resources will provide an update regarding how many applicants applied and how many meet the minimum qualifications. The Commission may enter a closed executive session under HRS§92-5(a)(4) to consult with the board's attorney on questions and issues pertaining to the board's powers, duties, privileges, immunities, and liabilities related to the selection process of the Police Chief. NEW BUSINESS Status of Police Commission’ssecretary position:Discussion regarding the current status of the Commission’ssecretary position. Following the meeting on October 24, 2025, the Police Commission transmitted correspondence to the Fire Commission, which said that,effective November 1, 2025, the secretary assigned to the Police Commission will no longer be availableto provide administrative support to the Fire Commission. The Commission may discuss potential next steps or alternative administrative support options moving forward. Correspondence No. 25-17: Resolution 320-25 (draft 2),adopted by Hawaii County Council. A resolution expressing support for due process and the protection of the County’s commitment to multiculturalism and its immigrant heritage. EXECUTIVE SESSION(CLOSED TO THE PUBLIC) For the following agenda items, the Commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will beinvolvedand may consult with the board’s attorney on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities pursuant to HRS§92-5 (a)(2)(4)-20 (b). CONSIDERATION AND INVESTIGATION OF COMPLAINTS(EXECUTIVE SESSION – CLOSED TO THE PUBLIC) HPC 25-23: Complainant alleges officers have not responded to her repeated calls, no follow-up was conducted, and expresses dissatisfaction with how her case was investigated. (cont. 7/18/25) HPC 25-37: Complainant alleges officer was unprofessional during a traffic stop. HPC 25-39: Complainant alleges he was wrongfully arrested. Review of complaints in the non-acceptance category. The Commission will hear public testimony at the beginning of the meeting or whenthe respective agenda item is called,or as allowed at the sole discretion of the chair. Testifiers will be limited to five (5) minutes;please plan accordingly. The in-person meeting is accessible to persons with disabilities.
