Apologies that I can’t make the meeting today due to attending a Kona Open Space Networkmeeting whose subcommittee I’m on. As I’ve testified before, there isn’t a single Ali`i Drive area development supported by infrastructure, including this project. Therefore, the concept of infrastructure concurrency setforth in the kona community development plan — a plan that is an ordinance — is being contravened by this and other recent development proposals that are, sadly, supported by thePlanning Department/Planning Director, and this group. In short, the residents whose lives depend upon connectivity in this area of Kailua-Kona are being choked by traffic due to supposed planners not planning. And roads are only part of it.Wastewater treatment, as you all clearly know, is at an illegal level in our region. Then there’s sea level rise which this municipality seems to want to ignore despite the proven loss of shoreline — losses anyone who’s lived here for more than 5 years can see, no less inmy 45. The trees I camped under at Kohanaiki 20 years ago were long ago submerged and drowned. Last, after hearing the representative for the owner/developer give his presentation andrespond to commissioners’ questions, the more I feel uncomfortable with this project and its supporters. It seems that the architect is willing to say his clients will do anything to getapproval, yet the devil is in the details including the question of will those promises be fulfilled? In my long land use involvement experience in Hawai`i county, I’m betting againstthis horse. Please support the hard-won Kona Community Development Plan and all its thousands of stakeholder advocates. Stand up for proper land use planning — not the tail wagging the dog.
