The proposed federally funded HDOT project is considered a federal action and undertaking as defined in 36 Code of Federal Regulations (CFR), Part §800.16(y). Effective May 1, 2016, FHWA has issued a Programmatic Delegation of Authority allowing the HDOT and local public agencies to conduct NHPA Section 106 consultations with the SHPO, NHO, and other consulting parties per 36 CFR, Section 800.2 (c) (4). The FHWA will remain responsible for all findings and determinations charged to the agency during the Section 106 process. Overview of the Undertaking HDOT proposes the Paheehee Stream Bridge Reconstruction project on Hawaii Island. The project will implement a new, approximately 234 feet single span bridge superstructure that does not rely on any permanent intermediate support. The new single span bridge superstructure will consist of new metalized and painted steel plate girders, hot-dip galvanized and painted steel cross frames, a jointless cast-in-place concrete deck, concrete sidewalks, an inspection walkway access, and a lifeline system. The project will also implement new steel/elastomeric bearings, Mr. Jeff Darrow, Director HWY-DS 2.21162 October 1, 2025 Page 2 Manual for Assessing Safety Hardware (MASH) compliant bridge railings, drilled shafts and a drilled shaft cap in front of existing abutments with semi-integral backwall, concrete wingwalls and cheek walls, and approach slabs and sleeper slabs. While the existing steel trestle substructure will be removed, the existing concrete foundation footings and pedestals will remain in place. In addition to reconstruction of the Paheehee Stream Bridge, a two-lane bypass bridge will be installed with a travel way width limited to 24 foot and non-MASH compliant guardrails. Reconstruction will also require relocation of the overhead power lines on both the makai and mauka sides of the bridge. Public Review and Consultation A Section 106 notice/advertisement will be included in the Hawaii Tribune-Herald newspaper. HDOT reviewed the U.S. Department of Interior Office of Native Hawaiian Relations and identified NHOs near the Area of Potential Effect(APE). In addition, other individuals and organizations with demonstrated legal, economic or historic preservation interest will also be asked to respond to the Section 106 notice/advertisement. HDOT is seeking SHPO concurrence as to the proposed plan for public review and consultation. Request for Comment on the APE We would like to invite you to comment on the proposed APE. The proposed project is located in Honomu on Hawaii Island. The APE is an approximately 1,059-foot-long stretch along Hawaii Belt Road across the existing Paheehee Stream Bridge and is roughly 167 feet wide throughout its length. Please refer to the enclosed map of the APE. The area of the APE is approximately 4.26 acres. All staging and storage will take place within the APE that is illustrated on the enclosed map. Identification of Historic Properties within the APE We welcome any information you may have on historical and cultural sites that have been recorded in or which you may have knowledge of within the proposed APE. In addition, if you are acquainted with any persons or organization that is knowledgeable about the proposed APE, or any descendants with ancestral, lineal or cultural ties to or cultural knowledge and/or historical properties information of or concerns for, and cultural or religious attachment to the proposed project area, we would appreciate receiving their names and contact information within 30 days of notice. Should you want to participate in the Section 106 process, we request your written intent. Please also provide your comments on the proposed APE, any information you may have on cultural and/or historical sites that have been recorded within the APE, as well as the names and contact information of people/organizations who may have cultural affiliations and historical properties information in the vicinity of the proposed APE.
